HOLD A PUBLIC HEARING AND CONSIDER AND TAKE POSSIBLE ACTION ON AN ORDINANCE FOR A ZONING CHANGE REQUEST FROM SF7 SINGLE-FAMILY DWELLING DISTRICT-7 TO CC CENTRAL COMMERCIAL STAFF CONTACT IS LIDON PEARCE PRINCIPAL PLANNER.

GOOD EVENING, THANK YOU CHAIR. AS YOU MENTIONED, THIS IS A ZONING CHANGE REQUEST FOR 116 NORTH CLARK STREET.

YOU CAN SEE THERE ON YOUR SCREEN. THIS IS A. THEY'RE GOING FROM A SINGLE-FAMILY 7 USED TO BE AT ONE POINT IN TIME WAS USED FOR A CHURCH WHICH IS ALLOWED IN THAT DISTRICT AND NOW REQUESTING CENTRAL COMMERCIAL, WHICH IS OUR GENERALLY WHAT WE RECOMMEND TO APPLICANTS WHEN THEY'RE GOING FOR A NON-RESIDENTIAL TYPE USE.

SO YOU'LL SEE HERE ON THE SCREEN, IT IS IN THE OLD TOWN COMPREHENSIVE PLAN PORTION AND CURRENTLY ZONED SINGLE-FAMILY 7.

SO WITH IT BEING IN THE OLD TOWN, WHAT'S THAT. WHAT THAT MEANS IS IF THERE WAS ANY CHANGES TO THE ACTUAL STRUCTURE, SAY THEY DECIDED TO TEAR IT DOWN IN THE FUTURE AND REBUILD OR ANYTHING OF THAT NATURE, THEY'D HAVE TO MEET ALL THE OLD TOWN DESIGN STANDARDS, GO THROUGH THE OLD TOWN REVIEW BOARD, AND GO THROUGH ALL THE CODES RELATED TO ARCHITECTURAL DESIGN.

AT THIS POINT, THERE'S NO INTENT TO DO THAT. BUT JUST SO YOU'RE AWARE.

THESE ARE SOME OF THE USES THAT ARE ALLOWED BY RIGHT. AND THEN THERE'S SOME THAT REQUIRE SPECIFIC USE PERMIT.

MY UNDERSTANDING IS THAT THEY'RE CURRENTLY LOOKING FOR IT TO BE AN OFFICE FOR A MEDICAL TYPE USE PHYSICIAN'S OFFICE.

JUST KEEP IN MIND IT COULD ALWAYS CHANGE 20 YEARS DOWN THE ROAD.

30 YEARS. IT COULD CHANGE WITH THE ZONING. BUT CENTRAL COMMERCIAL IS OUR TYPICAL OLD TOWN NON-RESIDENTIAL.

WE DID PLACE A SIGN ON THE PROPERTY NOTICED IN THE FORT WORTH STAR TELEGRAM AND SENT OUT NOTICES TO THE ADJACENT PROPERTY OWNERS AS SHOWN THERE ON THE SCREEN.

LOOKING AT THE COMPREHENSIVE PLAN, AS I MENTIONED, WE DETERMINED THAT THAT REQUESTED ZONING DISTRICT DOES ALIGN WITH THE COMPREHENSIVE PLAN.

ALSO, IF YOU LOOK AT THE DEVELOPMENT THEY'RE ON KIND OF FORWARD OF IT ON RENFRO AND WITH THE OLD TOWN STATION RIGHT THERE, IT DOES KIND OF FIT IN WITH THE CHARACTER OF WHAT IS CURRENTLY THERE.

ARE ALSO PRETTY ADEQUATE PARKING IN THAT AREA.

WITH THAT, STAFF DOES RECOMMEND APPROVAL OF THE ORDINANCE FOR A ZONING CHANGE AT THIS TIME.

I'M HERE TO ANSWER ANY QUESTIONS YOU MAY HAVE ABOUT THE REQUEST. ALL RIGHT.

I WAS WONDERING, IS IT VACANT? IT'S CURRENTLY NOT IN USE. THERE'S NO TENANT.

THEY DON'T HAVE A CERTIFICATE OF OCCUPANCY. SO IT'S MY UNDERSTANDING THEY'VE DONE SOME RENOVATIONS TO IT.

BUT THERE'S NOBODY THEY CAN'T GET A CERTIFICATE OF OCCUPANCY WITHOUT THE ZONING BEING CORRECT.

UNLESS THEY WERE A CHURCH OR THEY WANTED TO USE IT AS A HOME, THEY COULD DO THAT.

BUT OTHER THAN THAT, THEY'D HAVE TO GET THE ZONING PRIOR TO.

GOING TO OPEN THE PUBLIC HEARING AT 6:05. WHAT WAS THE BUILDING BEFORE?

I'M TRYING TO PICTURE WHAT IT WAS.

THAT THEY'VE DONE SOME REMODELING TO THE BUILDING AND THEY INTEND TO USE THE SAME BUILDING, NOT CHANGING THE FOOTPRINT, JUST INTERNAL REMODELS. OKAY. HOW THIS USUALLY IS TRIGGERED IS WHAT WILL HAPPEN IS STAFF WILL GET A REQUEST FOR OCCUPANCY THROUGH THE BUILDING DIVISION AND THEY'LL REQUEST A USE, AND THEN WE'LL INFORM THEM THAT THEY DON'T HAVE THE CORRECT ZONING. AND THEN THAT TRIGGERS THEM HAVING TO SUBMIT FOR A ZONING CHANGE. IN THIS CASE, THE LAST CO REQUEST WAS FOR A PHYSICIAN'S OFFICE.

AND THAT KIND OF TRIGGERED, HEY, YOU NEED TO GET ZONING AND ALL THAT.
