MY DOG GOT OUT. BUT THE DOG IS ONLY A SMALL FRACTION TO THIS PROBLEM. JUST ACROSS THE STREET. UNFORTUNATELY, MY CAR IS PARKED IN THE ROAD BECAUSE IT LEAKS OIL. MY NEIGHBOR ACROSS THE STREET FROM ME HAS A VEHICLE AND THEY HAD ANOTHER VEHICLE ACROSS FROM IT FACING IT, AND THEY WERE WORKING ON ONE OF THEIR VEHICLES THERE, SO IT WAS ALREADY NARROW AND JUST A FEW FEET FROM THAT IS WHERE MY DOG WAS HIT. AND SO WHERE IT REALLY SUCKED. YOU CAN TELL IN THE VIDEO THAT I RECEIVED OR THAT WE GOT FROM OUR NEIGHBORS ACROSS THE STREET. JUST BY WAY OF A QUICK RECAP, CHAPTER 378 OF THE TEXAS LOCAL GOVERNMENT CODE ALLOWS THE MUNICIPALITY TO CREATE A NEIGHBORHOOD EMPOWERMENT ZONE WHEN A MUNICIPALITY DETERMINES THAT THE CREATION OF THE ZONE WOULD PROMOTE, AND WE HAVE SEVERAL BULLET POINTS, BUT LARGELY PROMOTE REHABILITATION OF AFFORDABLE HOUSING AND INCREASE IN ECONOMIC DEVELOPMENT, AND ALSO IMPROVING THE QUALITY OF SOCIAL SERVICES, EDUCATION AND PUBLIC SAFETY. BY ADOPTING A NEIGHBORHOOD INCENTIVE ZONE. NEIGHBORHOOD EMPOWERMENT ZONE, INCENTIVE POLICY EXCUSE ME. THE CITY BURLESON WILL PROMOTE THE REHABILITATION OF SINGLE-FAMILY HOMES, MULTI-FAMILY HOUSING, COMMERCIAL PROPERTIES AND ECONOMIC DEVELOPMENT IN THE NEIGHBORHOOD EMPOWERMENT ZONES THAT YOU ESTABLISHED GOING FORWARD. THE COUNCIL ALSO MAY APPROVE ADDITIONAL TERMS AND INCENTIVES, AS PERMITTED BY CHAPTER 378 OF THE LOCAL GOVERNMENT CODE. THE POLICY THAT YOU HAVE ESTABLISHED IS A LENGTH OF TEN YEARS, UPON WHICH YOU MAY EXTEND LONGER WITH THE YOUR VOTE AND APPROVAL. JUST BY WAY OF WHAT THE CITY IS PROPOSING WITH THIS POLICY IS ESSENTIALLY ESSENTIALLY WAIVING THOSE FEES THAT YOU HAVE ON SCREEN IN FRONT OF YOU, AND THEN ALSO ESTABLISHING PRIORITY PLAN, REVIEW AND PERMITTING. I THINK THAT WAS A DIRECTIVE THAT THE COUNCIL GAVE US. AGAIN, NO IMPACT FEES ARE NOT ELIGIBLE. THERE WERE SOME QUESTIONS ABOUT THINGS SUCH AS REQUIRING PERMITS FOR SIDING AND ROOFING. IF WE DON'T HAVE IT ON THE SCREEN, IT'S BECAUSE WE DON'T CHARGE FOR THAT AND REQUIRE PERMITS. SO YOU WOULDN'T GET ANY BENEFIT BECAUSE THE CITY DOES NOT REQUIRE PERMITTING FOR SOME OF THOSE ACTIVITIES. SO THE LIEN RELEASE INCENTIVE THAT WE DISCUSSED PREVIOUSLY DOES AFFORD A PROPERTY OWNER A RELEASE OF LIENS ASSOCIATED WITH THE PROPERTY AS A RESULT OF EXPENDITURES ASSOCIATED WITH CUTTING HIGH GRASS OR NUISANCE ABATEMENTS. SO THIS ONLY WOULD BE ALLOWED IN CONJUNCTION WITH NEW CONSTRUCTION OR RENOVATION OF EXISTING ELIGIBLE FACILITIES WITHIN THE TARGET AREA. AND SO CITY STAFF CURRENTLY DISCUSSES LIEN RELEASES THAT WOULDN'T CHANGE, BUT ESSENTIALLY WE'LL HAVE TO FIND OUT ABOUT THE SCOPE OF THE PROJECT AND DETERMINE THE ELIGIBILITY BASED ON WHAT THE COUNCIL APPROVES. AND WITH THIS FUNDING INTERLOCAL AGREEMENT, THE CITY WOULD BE RESPONSIBLE FOR SECURING ADDITIONAL FUNDING NECESSARY TO DELIVER THE PROJECT. AND WE WOULD MANAGE THE PROJECT FROM BEGINNING TO END. SO WE WOULD BE THE LEAD ON THE PROJECT. YOU CAN SEE IN THE IMAGE ON THE RIGHT ON THIS SLIDE THE PROJECT WILL ULTIMATELY WILL GO FROM THE EXISTING ROUNDABOUT AT HULEN AND ALSBURY AND GO UP AND OVER THE EXISTING RAILROAD TRACKS. SO THAT'S FOR TWO PART-TIME EMPLOYEES FOR 75% OF THE FISCAL YEAR. PUBLIC SAFETY GRANT, THIS ONE IS GOOD NEWS. OUR FIRE DEPARTMENT HAS RECEIVED A GRANT FROM THE TEXAS WORKFORCE. AND IT'S TO HELP FUND THE EMS SCHOOL. AND SO THIS INCREASED EXPENDITURE HAS AN OFFSETTING REVENUE THAT 50 GRAND THAT WILL BE REIMBURSED TO THE CITY. THIS BRINGS US TO THE CHISENHALL SPORTS COMPLEX FUND. AND SO THIS WAS INFORMATION THAT WE RECEIVED FROM SFC THAT JANUS PRESENTED TO YOU. SO THE COLUMN ONE, WE SEE THE PROFORMA. SO THIS IS THE INFORMATION THAT OUR BUDGET WAS ORIGINALLY BASED OFF OF WHEN WE ENTERED INTO THE ENGAGEMENT LATE FALL OR LATE SUMMER EARLY FALL. THE SECOND COLUMN CALLED YEAR ONE BUDGET. THAT IS THEIR UPDATE. THAT'S WHAT THEY'RE PROPOSING THIS EVENING. AND THEN THE FAR RIGHT COLUMN SHOWS THE NET CHANGE. SO REVENUES ARE PROPOSED TO INCREASE BY HALF A MILLION AND EXPENDITURES ARE INCREASING A LITTLE OVER $400,000. SO AS WE SEE WITH THE INCREASED REVENUES WE ARE ANTICIPATING THAT THEY WILL EARN $107,285 MORE IN NET REVENUE THAN WHAT WAS ORIGINALLY PROPOSED BACK IN OCTOBER. IT'S STILL, AS WE SEE IN THE BOTTOM COLUMN IN THE MIDDLE A LOSS OF $422,000 FOR THE YEAR. A LOT OF THAT DUE TO ONE TIME EXPENDITURES THAT ARE UP FRONT. BUT THE NUMBERS ARE LOOKING BETTER THAN WHAT WAS INITIALLY ANTICIPATED. SO HOW THAT HOW THAT LOOKS BECAUSE REVENUES ARE DOING BETTER, THERE ARE SOME ASSOCIATED ACTIVITIES THAT ARE REQUIRED TO INCREASE TO CONTINUE TO PERFORM AND, AND FEEL THAT INCREASED VOLUME THAT THEY'RE RECEIVING OVER THERE AT THE FACILITIES. AND SO THERE ARE SOME PART TIME EMPLOYEES THAT ARE GOING TO BE NEEDING TO WORK MORE HOURS TO SUPPORT THOSE ACTIVITIES, AND SOME COST OF GOODS SOLD. AND AS A RESULT OF THAT, THE RECOMMENDATION THAT CAME OUT OF THAT WAS TO MOVE THIS OUT OF THE HOTEL/MOTEL FUND INTO THE 4B FUND. AND SO THIS IS RECORDING THAT ACTION. THIS IS HOW IT LOOKS AT THE FUND LEVEL, RESULTING IN A DECREASE IN BUDGET, A LITTLE OVER $32,000. THIS IS THE OTHER SIDE OF THAT 4TH OF JULY EVENT. WE'RE TALKING ABOUT SEECLICKFIX DID NOT RESPOND TO IT, BUT THAT'S WHY THEY LANDED ON SALESFORCE. THE THE SYSTEM IS SUPPOSED TO BE A CENTRALIZED LOCATION FOR CITIZENS TO SUBMIT THEIR REQUESTS, AND THEN DEPARTMENTS INTERACT WITH THEM. WHAT WE LEARNED OVER THE THREE YEARS THAT WE HAVE SALESFORCE IS THAT IT'S COMPLICATED AND THE INTEGRATIONS ARE NOT THERE. SO WE HAVE OUR CUSTOMER SERVICES DEPARTMENT GOING BACK AND FORTH THROUGH EMAIL, TRYING TO GET UPDATES FOR OUR CITIZENS. AND THEN IT'S JUST NOT SAYING THAT SALESFORCE IS A BAD SOFTWARE, IT'S JUST SAYING THAT IT REQUIRES A LOT OF HANDS ON THAT WE CURRENTLY DON'T HAVE THAT. SO PART OF BTX-IT CONTINUOUS EFFORTS, WE LOOK AT SOLUTIONS AND OUR CURRENT PLATFORMS AND SEE IF WE CAN IMPROVE THEM AND MAKE IMPROVEMENTS TO THEM. SO WE TOOK OUR 311 SOLUTIONS AND WE STARTED LOOKING AT SURROUNDING AGENCIES AND CITIES OUR SIZE. AND WE SAW THAT SEECLICKFIX WAS WAS ALWAYS BEING BROUGHT UP AND USED JUST BECAUSE IT WAS BUILT FOR MUNICIPALITIES, SO WE ALREADY IT KNOWS OUR USE CASES. SO IT'S FOR US AND IT COMES WITH UNLIMITED USERS THAT WILL BENEFIT US. IT COMES WITH INTEGRATIONS THAT NORMALLY WILL HAVE TO PAY PROGRAMMERS TO DO IT. IT ALREADY HAS THOSE INTEGRATIONS BUILT INTO IT, AND BECAUSE IT WAS BUILT FOR US, IT WAS IT'S FASTER IMPLEMENTATION FOR US SO THAT WE CAN DO A QUICK TURNAROUND AND EVERYTHING. SO AGAIN, FINANCIAL COMPARISONS, AS YOU CAN SEE, THE COST OF A FIVE YEAR CONTRACT WITH SALESFORCE AND A COST FOR THE FIVE YEAR CONTRACT WITH SEECLICKFIX. AS YOU CAN SEE WITH SALESFORCE, WE ARE ONLY GETTING 20 LICENSES WITH SEECLICKFIX WILL GET UNLIMITED LICENSES, AND YOU CAN SEE THAT WE STILL HAVE TWO MORE YEARS REMAINING IN OUR CONTRACT. SO WHAT I PLAN TO DO IS, I KNOW THAT COUNCIL MEMBER BOEDEKER WILL BE IN DC IN MARCH. SO IDEALLY WE'LL HAVE AN OPPORTUNITY TO FACE TO FACE TALK WITH CONGRESSMAN WILLIAMS. BUT WE'RE GOING TO CONTINUE TO ENGAGE HIS STAFF TO DO THESE PRESENTATIONS AND CONTINUE TO MAKE SURE THAT THEY UNDERSTAND WHAT WE'RE SUBMITTING FOR. AND ESSENTIALLY, YOU KNOW, THAT'S THE MAIN ACTIVITY THAT WE HAVE RIGHT NOW. IN ADDITION TO ANY OTHER AD HOC REQUESTS WE STAND BY TO SUPPORT THE CITY. ONCE ALL OF THAT GOES THROUGH, THEN WE'RE GOING TO START THE PROCESS ALL OVER AGAIN FOR FY 28 AND CONTINUE THROUGH. IN OUR HISTORY, WE'VE HAD CLIENTS WHERE EVERY YEAR THEY'RE GETTING CPF FUNDING FOR DIFFERENT PROJECTS. SO THE CYCLE OF CONTINUING THE RELATIONSHIP, THE MORE YOU BUILD IT, IT'S ENTIRELY POSSIBLE THAT WE COULD CONTINUE TO GET FEDERAL FUNDS FOR THE FORESEEABLE FUTURE. ALL RIGHT. AND THAT'S NOT GOING TO HAPPEN THIS YEAR. SO MY RECOMMENDATION WOULD BE SOMETHING. THEY LOVE PUBLIC SAFETY. IT'S A GOOD THING. IT DIRECTLY IMPACTS THEIR CONSTITUENTS. AND SO WE CAN MAKE A GOOD CASE FOR THAT. AND THAT'S THEIR JOB IS TO HELP US DRAFT THE CASE. BUT THAT WOULD BE MY RECOMMENDATION OF MAKE IT, YOU KNOW, WHILE WE REALLY NEED HELP FINANCIALLY WITH THE CONSTRUCTION DOLLARS FOR THE HULEN BRIDGE PROJECT, I THINK THAT'S GOING TO TAKE A LOT MORE LEGWORK. DULY NOTED. AND WHAT I WOULD SAY IS, IS THAT CERTAINLY THE LIST OF PROJECTS WASN'T CREATED IN A VACUUM. WE'VE BEEN WORKING WITH KYLIE TO FIGURE OUT WHERE DO WE HAVE OUR HIGHEST LIKELIHOOD, WHERE CAN WE GET OUR GREATEST DOLLAR AMOUNT AND OUR HIGHEST LIKELIHOOD FOR SUCCESS? WE'VE GOT OTHER PROJECTS THAT ARE CERTAINLY VIABLE. THERE'S PUBLIC SAFETY EQUIPMENT, THERE'S GENERATORS, THERE'S ALL DIFFERENT TYPES OF THINGS THAT WE'RE LOOKING AT.
