NUMBER ONE WAS MEDICAL TRIPS FOLLOWED SHORTLY BEHIND BY WHAT WE CALL OTHER. AND THAT COULD BE GOING TO A COMMUNITY CENTER, SENIOR CITIZEN CENTER. CROSS CITY TRIPS ORIGINATING FROM BURLESON. THEY HAD IT AS THEIR FIRST ANNUAL. THEY CALLED IT AGROBOTICS. AND THERE'S TEAMS OF CHILDREN. THERE WERE EIGHT TEAMS, I THINK, FROM JOHNSON COUNTY. WATER, AS YOU KNOW, IS NECESSARY FOR MOST FORMS OF ELECTRICITY PRODUCTION. AND A LOT OF THESE DATA CENTERS AND CRYPTOCURRENCY MINING OPERATIONS USE WATER AS A METHOD FOR THE FOR COOLING EQUIPMENT. SO I DON'T KNOW IF YOU KNOW, BUT EL PASO APPROVED A META AI DATA CENTER. THE WATER USAGE IS PROJECTED TO AMOUNT TO APPROXIMATELY 146 MILLION GALLONS IN ONE YEAR. I THINK IT RANKED 8 OR 9 ON THE LIST, BUT IT GIVES YOU SOME IDEA OF WHAT THE ONE DATA CENTER WILL USE. THE AGREEMENT THAT THEY HAVE ALLOWS FOR UP TO 1.5 MILLION GALLONS OF WATER PER DAY FOR THE USE OF THIS AI CENTER. YOU MAY HAVE FOLLOWED IN THE NEWS COMPLAINTS VARIOUS AREAS HERE IN TEXAS ACROSS THE COUNTRY REGARDING NOISE AND WHAT HAPPENS WITH THESE DATA CENTERS. WHAT YOU TYPICALLY HAVE IS A LOW FREQUENCY HUMMING SOUND THAT RESIDENTS AND PEOPLE WILL COMPLAIN ABOUT. THIS TYPE OF NOISE IS CONSIDERED NUISANCE NOISE AND IT TYPICALLY AFFECTS QUALITY OF LIFE. QUALITY OF LIFE AND THE AMBIENT NOISE IS THE ISSUE AS IT TRAVELS ACROSS GREAT DISTANCES. IT DOESN'T STOP JUST AT THE PROPERTY LINE. THAT'S PRETTY APROPOS BECAUSE WE JUST MENTIONED INCLEMENT WEATHER, AN OPPORTUNITY OF THAT POSSIBLY HAPPENING. THE COUNCIL APPROVED THE PROJECT, KNOWN AS ALTA VISTA, ON SEPTEMBER 16TH OF 2019. IT'S BASED IN A PRETTY INNOCUOUS LOOKING BRICK BUILDING. MASONRY SCREENING WALLS, TREES AND LANDSCAPING FROM THE NAKED EYE LOOKS LIKE ANY OTHER FACILITY. NOW, SINCE 2019. I ASKED THE BUILDING OFFICIAL WHAT UPGRADES HAVE HAPPENED. YOU NEED TO EVALUATE THE DEMANDS ON ELECTRICITY AND WATER CAPACITY, REGULATE BUILDING SCALE, MITIGATE GLARE BUFFERING AND SCREENING. AND I CAN'T STATE THAT ENOUGH. THAT'S WHAT YOU TYPICALLY GET THE COMPLAINTS FROM FROM THE NEIGHBORING COMMUNITY ALONG WITH AMBIENT NOISE MITIGATION. AND THESE CENTERS OFTENTIMES HAVE TO HAVE INCREASED SAFETY AND SECURITY MEASURES JUST BECAUSE OF THE NATURE OF WHAT THEY DO. SO WHAT CAN YOU, AS A COUNCIL, LEGALLY DO? AND THAT'S WHERE YOUR DISCRETION COMES IN WITH REGARD TO ZONING AND ALSO WHERE YOUR DISCRETION COMES IN WITH REGARD TO THE PERFORMANCE STANDARDS. IF YOU THINK THAT A ENTITY THAT IS LOOKING TO DO BUSINESS IN BURLESON HAS TOO MUCH OF AN IMPACT, THEN YOU WANT TO HAVE A CODE THAT'S STRONG ENOUGH TO NOT ALLOW THAT USE TO COME IN. AND SO WHEN WE GO AND IF YOU IF YOUR MIND WOULD, YOU KNOW, WANDER TO JUST ANY KIND OF RESIDENTIAL DEVELOPMENT AND WE LOOK AT AND WE DO AN ANALYSIS OF WHAT WE CAN HAVE WITH THE WATER AND WASTEWATER MASTER PLAN, WHAT WE HAVE WITH THE CAPITAL PLAN, WE HAVE SOME IDEA OF WHAT WE WILL HAVE WITH REGARD TO WATER. THIS IS A DIFFERENT ANIMAL, JUST BECAUSE OF THE AMOUNT OF TAKE DOWN THAT YOU WOULD GET WITH THE WATER USAGE AND ALSO THE ELECTRICITY STREAMS ON THE GRID TOO. SO I DON'T WANT TO MINIMIZE THAT. WE'RE LOOKING AT WHAT OTHER COMMUNITIES ARE DOING. MR. MAYOR. BUT I JUST GAVE YOU THE EL PASO EXAMPLE, AND THAT'S PART OF A DISCUSSION THEY HAD. BUT THAT'S FOR A LARGE HYPERSCALE CENTER. ONE OF THE THINGS WE WOULD DO IN THE IN REVIEWING ONE OF THESE ENERGY USES IS BECAUSE IT WILL INVOLVE A SITE PLAN DISTRICT, AND SINCE WE WILL SET UP A SPECIFIC SITE PLAN REVIEW PROCESS AS PART OF THAT DEVELOPMENT PROCESS, WE WOULD ENTER INTO AN AGREEMENT WITH THE APPLICANT THAT IN ORDER TO MEET THE SITE PLAN PERFORMANCE REQUIREMENTS, THERE WILL BE CAPS ON THE AMOUNT OF UTILITY SERVICE THEY CAN REQUIRE, AND THAT WAY WE WILL DOCUMENT IN ADVANCE THAT THIS IS YOUR CAP, AND WE WILL ENSURE, THROUGH OUR PUBLIC WORKS ANALYSIS THAT WE HAVE THE ABILITY TO SUPPORT IT. AND IF THEY EVER WANT TO EXPAND, THEY WON'T HAVE A UNILATERAL ABILITY TO DO THAT. THEY WILL HAVE TO COME BACK AND AMEND THE SITE PLAN TO SECURE ADDITIONAL SERVICE CAPACITY SO WE CAN LOCK THAT DOWN AND PREVENT GETTING AMBUSHED. IT'S MY UNDERSTANDING ENABLING. A LOT OF CITIES ARE DOING THAT AND RECOUPING QUITE A BIT OF TAX FROM THE PROVIDER, BUT I CAN'T PROVIDE A CONCRETE ANSWER TO YOU RIGHT NOW, MR. MAYOR, BECAUSE IT DEPENDS ON THE SCOPE OF THE PARTY COMING IN TO DO BUSINESS WITH THE CITY. PROVIDE THAT INFORMATION TO THE CITY STAFF FOR REVIEW. SO THIS WOULD BE BEFORE WE CONCRETE THE ZONING GEOGRAPHICALLY OR BEFORE WE BRING IN A BUSINESS. WELL, I WOULD TELL YOU, YES, IN THIS PARTICULAR CASE, WE NEED TO MAKE SURE WE HAVE OUR DUCKS IN A ROW. AND I WOULD TELL YOU THAT FROM THEIR END, THEY WOULD DEFINITELY WANT TO MAKE SURE THAT THEY HAVE THE ABILITY TO GET THE WATER THEY NEED FOR THE PROJECT.
