CASE 25-099. CONSIDER AND TAKE POSSIBLE ACTION ON A RESOLUTION FOR A COMMERCIAL SITE PLAN WITH WAIVERS TO CHAPTER 63 SIGN REGULATIONS SECTION 6336 PERTAINING TO A ROOF SIGN, THE NUMBER OF POSTER SIGNS, AND CHAPTER 86 LANDSCAPING TREES AND VEGETATION.

SECTION 86 109 PERTAINING TO LANDSCAPING OF PARKING LOTS.

STAFF PRESENTERS EMILIO SANCHEZ. GOOD EVENING, MR. CHAIRMAN. COMMISSIONERS FOR THE RECORD. EMILIO SANCHEZ, DEVELOPMENT SERVICES DEPUTY DIRECTOR.

THE REQUEST IS AT THE CHAIR STATED IS FOR 1161 SOUTHWEST WILSHIRE BOULEVARD.

THE APPLICANT IS ANNA CARRILLO, WITH ENGINEERING NEARING AND THE OWNERS OF THE PROPERTY ARE THE CITY OF BURLESON.

THIS IS A REQUEST IS FOR A COMMERCIAL SITE PLAN WITH VARIANCES TO THE SIGN AND LANDSCAPE REQUIREMENTS.

CASES 25-099. AND THIS IS FOR THE EXPANSION AND NEW BUILDINGS ASSOCIATED WITH THE POLICE DEPARTMENT'S EXPANSION. SO THE SLIDE THAT'S ON THE SCREEN BEFORE YOU IS THE PROPOSED SITE PLAN.

THIS PARTICULAR SLIDE IS THE ELEVATIONS FOR THE PROPOSED EXPANSION, WHERE I'M GOING TO THESE TWO POSTER SIGNS. THE SIGN CODE ONLY ALLOWS FOR ONE POSTER SIGN PER ELEVATION.

THEY HAVE TWO ELEVATIONS WHERE THEY HAVE TWO OF THE SHIELDS FROM BOTH THE POLICE DEPARTMENT AND THE I BELIEVE THE OTHER ONE IS THE DISPATCH COMMUNICATIONS EMERGENCY MANAGEMENT SHIELD.

BUT THEN THEY ALSO OVER THE AWNING. AS YOU CAN SEE HERE, OVER THE MAIN ENTRANCE THERE IS A CANOPY.

AND ON TOP OF THAT CANOPY, OR WHAT EXTENDS ABOVE THE CANOPY IS THE POLICE DEPARTMENT I BELIEVE IS WHAT IT SAYS.

AND THAT'S CONSIDERED A ROOF SIGN BY THE SIGN CODE.

SO THOSE ARE THE VARIANCES FOR THE SIGN. AND THEN THIS PARTICULAR SLIDE SHOWS THE LANDSCAPING PLAN FOR THE SITE PLAN.

AND THE AREA BEHIND THE SECURED FENCE WOULD REQUIRE ALL OF THESE PARKING AREAS TO HAVE PARKING ISLANDS THAT WERE LANDSCAPED BECAUSE THEY GO BEYOND THE 12 PARKING SPACES.

THE INTENT THERE WOULD BE TO MAXIMIZE THE NUMBER OF POLICE VEHICLES OR EMERGENCY VEHICLES THAT COULD PARK IN THE REAR.

THIS IS NOT OPEN TO THE GENERAL PUBLIC. THIS IS STRICTLY FOR THE LAW ENFORCEMENT AREA.

BUT THIS IS THEIR POLICE VEHICLES AND THEN ALSO SOME OF THEIR OTHER TACTICAL VEHICLES AS WELL THAT WOULD BE PARKED IN THAT AREA.

SO THE TWO AREAS OF THE CODE FOR THE SIGN CHAPTER IS CHAPTER 63-11, WHICH IS PROHIBITED SIGNS.

ROOF SIGNS ARE PROHIBITED BY THE CODE. AND AGAIN, THE DEFINITION OF A ROOF SIGN IS 63-20 THAT CALLS OUT EVEN A CANOPY OR A SIGN PROJECTS ABOVE THAT CANOPY WOULD BE CONSIDERED A ROOF SIGN.

AND AS I STATED EARLIER, 63-36 IS FOR POSTER SIGNS AND YOU'RE ALLOWED POSTER SIGNS, BUT ONLY ONE PER ELEVATION.

IN THIS INSTANCE, THERE ARE TWO ELEVATIONS WHERE THERE WILL HAVE THEY WILL HAVE TWO POSTER SIGNS ON THOSE ELEVATIONS.

AND THEN CHAPTER 86 PERTAINS TO THE LANDSCAPING OF PARKING LOTS.

86-109 REQUIRES THOSE THAT 162FT² OF LANDSCAPE AREA FOR EVERY 12 PARKING SPACES.

SO STAFF RECOMMENDS SUPPORT OF THE APPROVAL OF A COMMERCIAL SITE PLAN WITH WAIVERS OR VARIANCES TO THE SIGN AND LANDSCAPE ORDINANCES.

AND I WOULD BE HAPPY TO ENTERTAIN ANY QUESTIONS THAT YOU MAY HAVE.
