IT IS ALSO LOCATED IN THE OLD TOWN OVERLAY DISTRICT, AND THE COMPREHENSIVE PLAN DESIGNATES THIS AREA AS OLD TOWN. THE APPLICANT IS NOT PROPOSING ANY SUBSTANTIAL CHANGES THAT WOULD REQUIRE A COMMERCIAL SITE PLAN, WITH ELEVATIONS AND DESIGN GUIDELINES FOR THE OLD TOWN DESIGN DISTRICT.
