IT IS MY HONOR TO STAND BEFORE YOU THIS EVENING TO RECOGNIZE AN INCREDIBLE MILESTONE AND A WELL-DESERVED ACHIEVEMENT FOR THE BURLESON COMMUNITY EMERGENCY RESPONSE TEAM, OR WE LOVINGLY KNOW THEM AS CERT. THIS YEAR MARKS THE 20TH ANNIVERSARY FOR THE BURLESON CERT PROGRAM, BUILT ON SERVICE TRAINING AND A DEEP COMMITMENT TO COMMUNITY RESILIENCE.

OVER THE LAST TWO DECADES, BURLESON SERVED AS TRANSFORMED FROM A SMALL GROUP OF VOLUNTEERS INTO A HIGHLY RESPECTED REGIONAL, REGIONALLY ACTIVE PROGRAM. THEIR DEDICATION TO PREPAREDNESS, PUBLIC EDUCATION AND INCLUSIVE SERVICE HAS TOUCHED EVERY CORNER OF OUR COMMUNITY, AND NOW IT HAS EARNED NATIONAL RECOGNITION. IN MAY, AT THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS EXECUTIVE BOARD MEETING, THE FEDERAL EMERGENCY MANAGEMENT AGENCY, FEMA FORMALLY PRESENTED BURLESON SIRT WITH THE FEMA REGION SIX WHOLE COMMUNITY PREPAREDNESS AWARD.

THIS PRESTIGIOUS AWARD IS AWARDED TO PROGRAMS THAT EXEMPLIFY FEMA'S WHOLE COMMUNITY APPROACH ENGAGING, ENGAGING PEOPLE OF ALL BACKGROUNDS AND BUILDING A SAFER, MORE PREPARED SOCIETY.

IT SPANS OVER FIVE STATES, AND THIS YEAR BURLESON STOOD OUT AMONGST THEM ALL.

THE AWARD REFLECTS YEARS OF SUSTAINED EFFORT AND INNOVATION, INCLUDING THE TEAM'S RECENT TRANSITION TO A 501(C)(3) NONPROFIT.

THE BURLESON CERT ASSOCIATION. THIS MOVE HAS EXPANDED THE PROGRAM'S ABILITY TO TRAIN, EQUIP, AND SUPPORT BOTH VOLUNTEERS AND THE BROADER PUBLIC.

A MAJOR PART OF THE OF THE IMPACT THAT CERT COMMITMENT TO THE COMMUNITIES IS EDUCATION.

BURLESON CERT CONDUCTS BIANNUAL BASIC CERT TRAINING COURSES, COMPREHENSIVE FEMA ALIGNED CLASSES DESIGNED TO TEACH THE FUNDAMENTALS OF DISASTER PREPAREDNESS. THIS TRAINING INCLUDES DISASTER MEDICAL OPERATIONS, FIRE SAFETY, LIGHT SEARCH AND RESCUE TEAM ORGANIZATION, DISASTER PSYCHOLOGY, AND TERRORISM AWARENESS, WHILE PARTICIPANTS ARE ENCOURAGED TO BECOME ACTIVE VOLUNTEERS.

OUR PROGRAM FOLLOWS A CATCH AND RELEASE MODEL.

WE'RE AIMING TO TRAIN AS MANY INDIVIDUALS AS POSSIBLE, REGARDLESS OF WHETHER THEY JOIN THE TEAM OR NOT. THE ULTIMATE GOAL IS SIMPLE.

BURLESON AIMS TO STRENGTHEN THE RESILIENCE OF THE COMMUNITY THEY SERVE.

IN THE PAST TWO YEARS, CERT VOLUNTEERS HAVE LOGGED 2400 SERVICE HOURS, VALUED AT MORE THAN $79,000, BASED ON A NATIONAL RECORD. NATIONALLY RECOGNIZED VOLUNTEER RATES.

BUT THOSE NUMBERS ARE ONLY THE BEGINNING TO REFLECT THEIR IMPACT.

THEY SERVE AT DOZENS OF CITY EVENTS, FROM HONEY TOURS, RED, WHITE AND BTX, BOO BASH TO OUR ANNUAL HOLIDAY EVENTS OFFERING FIRST AID,

SUPPORT, TRAFFIC CONTROL AND PUBLIC EDUCATION.

THESE VOLUNTEERS ARE FORCE MULTIPLIERS FOR OUR EMERGENCY SERVICES.

THE TIME OR THE TEAM HAS ALSO PRIORITIZED INCLUSIVE PREPAREDNESS AND PARTNERSHIP WITH THE CENTER FOR ASD CERT.

MEMBERS RECEIVE SPECIALIZED TRAINING TO ENSURE INDIVIDUALS WITH SPECIAL NEEDS ARE ACCOUNTED FOR IN DISASTER PLANNING AND RESPONSE.

BURLESON CERTS ROLE IN REGIONAL PREPAREDNESS CONTINUES TO EXPAND.

IN 2023, THE TEAM PARTICIPATED IN A JOINT TRAINING WITH FORT WORTH CERT, WHERE THEY WERE TASKED WITH NAVIGATING A DISASTER SCENARIO ALONGSIDE SIDE ANOTHER CERT GROUP. THIS EXPERIENCE WAS SO VALUABLE THAT IN 2024, BURLESON CERT HOSTED DISASTER DAY, A FULL SCALE SIMULATION INVOLVING OVER 30 CERT MEMBERS FROM BURLESON, CERT, FORT WORTH, CERT, HOOD COUNTY CERT AND NORTHWEST TARRANT CERT.

THE EXERCISE STRENGTHENED INTERAGENCY COORDINATION AND ENHANCED OPERATIONAL READINESS AND PROVIDED HANDS ON EXPERIENCE IN A REALISTIC EMERGENCY SETTING.

ALL OF THIS TWO DECADES OF SERVICE, INNOVATION AND IMPACT LED TO FEMA'S RECOGNITION, AND IT WAS FITTING THAT THE AWARD WAS PRESENTED RIGHT HERE IN NORTH TEXAS IN FRONT OF REGIONAL LEADERSHIP BY FEMA REGION SIX AND THE EMERGENCY PREPAREDNESS DEPARTMENT OF THE COUNCIL OF GOVERNMENTS. TONIGHT, WE CELEBRATE NOT JUST THE AWARD, BUT THE PEOPLE BEHIND IT, A TEAM OF NEIGHBORS HELPING NEIGHBORS, A GROUP OF DEDICATED VOLUNTEERS WHO SHOW UP, TRAIN HARD AND STEP IN WHEN IT MATTERS THE MOST.

PLEASE JOIN ME IN CONGRATULATING BURLESON CERT ON 20 YEARS OF OUTSTANDING SERVICE FOR BEING AWARDED THE FEMA REGION SIX WHOLE COMMUNITY PREPAREDNESS AWARD.

I JUST WANTED TO BE REAL BRIEF WITH MY COMMENTS, AND I JUST WANTED TO THANK JOE FOR HIS LEADERSHIP.

AND WHILE THE CERT TEAM IS 20 YEARS OLD THIS YEAR, WHICH I THINK IS INCREDIBLE, WE'VE STRUGGLED OVER THE YEARS TO GET A GET A CONSISTENT TEAM AND A CONSISTENT PROGRAM IN PLACE. AND IT WASN'T UNTIL JOE CAME HERE AND TOOK LEADERSHIP OVER THIS THAT WE REALLY GOT SOME REAL TRACTION WITH THIS PROGRAM.

NOW, JOE EMBODIES ALL THINGS THAT AN EMERGENCY MANAGER SHOULD BE FOR OUR COMMUNITY.

HE PLANS FOR US, HE PREPARES FOR US, AND MOST OF ALL, HE BRINGS OUR COMMUNITY TOGETHER TO PREPARE FOR THAT BAD DAY.

AND SO THIS IS JUST ONE OF MANY EXAMPLES OF HOW JOE HAS BROUGHT SUCH GREAT LEADERSHIP TO OUR EMERGENCY MANAGEMENT TEAM.

HONORABLE MAYOR AND COUNCIL, IT'S A PRIVILEGE TO BE HERE THIS EVENING TO REPRESENT TO PRESENT THIS AWARD TO MEMBERS OF THE BURLESON FIRE DEPARTMENT.

THE CHISHOLM TRAIL CLUB HAS BEEN IN EXISTENCE SINCE 2010.

IT'S A 501(C)(3) ORGANIZATION DEDICATED TO STANDING IN THE GAP WHEN TRAGEDY STRIKES OUR FIRST RESPONDER COMMUNITY IN THE CHISHOLM TRAIL 100 CLUB IS ALSO PROUD TO SUPPORT THE EVERYDAY HEROES WE HAVE WITHIN THE LAW ENFORCEMENT, FIREFIGHTING, EMERGENCY MEDICAL PERSONNEL AND EMERGENCY DISPATCH COMMUNITIES WITHIN OUR SERVICE AREA OF JOHNSON, SOMERVILLE AND HOOD COUNTIES.

THROUGH THE GENEROUS SPONSORSHIPS OF OUR ANNUAL FUNDRAISERS AND MEMBERSHIPS IN OUR ORGANIZATION, THE CHISHOLM TRAIL 100 CLUB IS ABLE TO PROVIDE AN $80,000 LIFELINE OF DUTY, ACCIDENTAL DEATH, AND SERIOUS BODILY INJURY BENEFITS TO EACH OF THE 1,900 FIRST RESPONDERS IN OUR SERVICE AREA.

ALL OF THE COVERAGE IS PROVIDED AT NO COST TO OUR FIRST RESPONDERS.

THE CHISHOLM TRAIL 100 CLUB ALSO AWARDS SCHOLARSHIPS EACH YEAR TO DEPENDENTS OF OUR COMMUNITY'S FIRST RESPONDERS.

THE ORGANIZATION IS ABLE TO DO ALL OF THIS THROUGH MEMBERSHIPS AND ANNUAL FUNDRAISERS.

IF YOU WOULD LIKE TO GET INVOLVED WITH CHISHOLM TRAIL 100 CLUB, PLEASE SEE ME OR ONE OF THE DIRECTORS AFTER THE PRESENTATION.

WE'RE ALWAYS LOOKING FOR NEW FOR NEW VOLUNTEERS AND MEMBERS IN 2022, THE CHISHOLM TRAIL 100 CLUB BEGAN RECOGNIZING LIFE SAVED PERFORMED BY OUR SERVICE AREA'S FIRST RESPONDERS. THE LIFE SAVER AWARD ACKNOWLEDGES INDIVIDUALS WHO UNQUESTIONABLY SAVED THE LIFE OF ANOTHER PERSON BY TAKING DIRECT, IMMEDIATE AND POSITIVE ACTION TO PRESERVE THE LIFE OF ANOTHER PERSON WHO IS IN IMMINENT DANGER OF DYING.

EVIDENCE INDICATES THAT THE ACTION OF THE INDIVIDUAL WAS A LIFESAVING ACT ITSELF, OR THE ACTION DID PROLONG IT.

HUMAN LIFE. ON FRIDAY, JANUARY 24TH, AT APPROXIMATELY 11:50 A.M., THE BURLESON FIRE EMS DEPARTMENT RESPONDED TO A 911 CALL FOR A HIGH ANGLE RESCUE AT A POWER SUBSTATION IN THE 700 BLOCK OF NORTH BURLESON BOULEVARD.

A CONTRACTOR CREW WORKING ATOP A 150 FOOT CELL TOWER HAD COME INTO CONTACT WITH ELECTRICAL LINES, LEAVING ONE CREW MEMBER CRITICALLY INJURED AND ALL THREE STRANDED AT THE TOP OF THE STRUCTURE.

UPON ARRIVAL, BURLESON FIRE CREWS FOUND TWO OF THE CONTRACTORS UNINJURED AND ABLE TO SELF-RESCUE BY CLIMBING DOWN THE TOWER.

THE THIRD CREW MEMBER, HOWEVER, REMAINED CRITICALLY INJURED AND UNABLE TO DESCEND.

RECOGNIZING THE COMPLEXITY OF THE SITUATION, BURLESON FIRE REQUESTED ASSISTANCE FROM THE FORT WORTH FIRE DEPARTMENT'S TECHNICAL RESCUE TEAM TO ASSIST IN THE EXECUTION OF THE RESCUE TO ENSURE THE SAFETY OF BOTH THE PATIENT AND EMERGENCY RESPONDERS.

POWER WAS TEMPORARILY SHUT OFF TO NEARBY RESIDENTS.

A COLLABORATIVE RESCUE PLAN WAS QUICKLY DEVELOPED, AND A TEAM COMPRISED OF ONE FIREFIGHTER FROM BURLESON AND ONE FROM FORT WORTH ASCENDING THE TOWER CARRYING HEAVY EQUIPMENT NECESSARY FOR THE OPERATION.

THEY METICULOUSLY BUILT THE ROPE, ANCHOR AND PULLEY SYSTEMS REQUIRED TO SAFELY LOWER THE INJURED CONTRACTOR.

THE OPERATION WAS PHYSICALLY DEMANDING, WITH RESPONDERS BATTLING COLD TEMPERATURES, HIGH WINDS AND A SWAYING TOWER AS THEY WORKED WITH PRECISION AND CARE.

UNLIKE FIREFIGHTING, WHERE SPEED IS OFTEN CRITICAL.

TECHNICAL RESCUES REQUIRE METHODICAL, CALCULATED MOVEMENTS.

EVERY STEP OF THE OPERATION DEPENDED ON CLEAR AND COORDINATED RADIO COMMUNICATION BETWEEN GROUND TEAMS. THOSE ON THE TRUCK AND THE RESCUE TEAM 150FT IN THE AIR.

AFTER APPROXIMATELY FOUR HOURS OF PAINSTAKING EFFORT, THE TEAM SUCCESSFULLY BROUGHT THE PATIENT DOWN.

HE WAS IMMEDIATELY GIVEN EMERGENCY LIFESAVING CARE AND TRANSPORTED BY AMBULANCE TO A LOCAL BURN FACILITY.

THE TEAMWORK, SKILL AND DEDICATION DISPLAYED IN THIS OPERATION ENSURED THAT EVERYONE, INCLUDING OUR FIRST RESPONDERS, MADE IT HOME SAFELY. EXCUSE ME. THE MOST PRECIOUS GIFT A PERSON CAN RECEIVE IS THE GIFT OF TIME.

WHICH WITH WHICH TO LIVE THEIR LIFE IS THE GIFT OF TIME.

SINCE THE MEMBERS OF BURLESON, FIRE, EMS AND BURLESON PUBLIC SAFETY COMMUNICATIONS WERE ABLE TO GIVE THE GIFT OF TIME BACK TO THE INDIVIDUAL AND HIS FAMILY INVOLVED IN THIS INCIDENT. THE CHISHOLM TRAIL 100 CLUB IS PRESENTING A LIFE SAVER CLOCK, SYMBOLIZING TIME TO THESE DEPARTMENTS TO REMIND THEM OF THEIR SAVE, AS WELL AS A CERTIFICATE IN LAPEL PIN FOR EACH INVOLVED IN THE SAVE.

I BELIEVE THAT'S A WORD THAT'S GREATLY OVERUSED IN OUR SOCIETY TODAY.

BUT I THINK YOU CAN SEE THAT THESE FOLKS ACTUALLY EXEMPLIFY THAT AND ARE TRULY HEROES.

LAST WEEK, I HAD THE GREAT PRIVILEGE OF REPRESENTING OUR COMMUNITY AT THE WOMEN IN MUNICIPAL GOVERNMENT CONFERENCE THAT WAS HELD THIS YEAR.

TWO OF OUR STAFF MEMBERS FROM THE CITY SECRETARY'S OFFICE ALSO JOINED.

IT WAS IT'S A SMALLER CONFERENCE, BUT IT'S VERY IMPACTFUL.

YOU HAVE A LOT OF GREAT CONVERSATIONS AND SHARING OF IDEAS, AND YOU MEET WOMEN IN MUNICIPAL GOVERNMENT FROM ALL ACROSS THE COUNTRY.

AND SO IT WAS IT WAS A GREAT TIME. SUCH GOOD INFORMATION.

TREMENDOUS SPEAKERS. ONE PHENOMENAL VETERAN THAT BROUGHT US ALL TO TEARS.

SHE JUST WAS SO IMPACTFUL. STORIES OF RESILIENCY AND HOW TO GROW WOMEN IN MUNICIPAL GOVERNMENT.

LOTS OF LOTS OF GOOD CONVERSATIONS. SO I JUST APPRECIATE THE OPPORTUNITY TO ATTEND ON BEHALF OF OUR COMMUNITY.

THE SURROUNDING SPRAY FEATURES FROM THE LAZY RIVER DESIGN OF THAT NEW STRUCTURE AND FEATURES, AND THEN INSTALLATION OF THAT STRUCTURE, AND THE ESTIMATED COMPLETION DATE IS CURRENTLY THE END OF OCTOBER 2025.

THIS IS THE DESIGN THAT'S BEING PRESENTED. WE DID DO A WALKTHROUGH WITH KRAFTSMAN LAST FRIDAY, AND THERE WILL BE A FEW TWEAKS NOW THAT THEY'VE SEEN THE ONSITE, BUT AS FAR AS COLOR SCHEME, THIS WILL BE THE COLOR SCHEME THAT YOU WILL SEE.

AND WE ARE MATCHING THE BIG SLIDE REPLACEMENT TO THIS TEAL COLOR THAT YOU SEE RIGHT HERE.

AND THEY SPLASHED COLOR IS ABLE TO COLOR MATCH COMPLETELY.

SO, THEY SHOULD LINE UP REALLY WELL. AND WE'RE STILL LOOKING AT OPTIONS FOR SOME TRANSPARENCY ON THAT.

THEY'VE GOT A FEW OPTIONS WE'RE LOOKING AT. FUNDING FOR THIS PROJECT WAS PRESENTED BACK ON MAY 27TH AS PART OF OUR FY 2025 CAPITAL IMPROVEMENT PLAN UPDATE, AND THEN WE'RE ANTICIPATING THE ADOPTION OF THAT PENDING COUNCIL APPROVAL ON JUNE 16TH TO THE VENDOR OF KRAFTSMEN AT THE TOTAL OF $443,674. IN THE METROPLEX FACADE IMPROVEMENTS AND ENHANCEMENTS ENCOMPASS A RANGE OF EXTERIOR BUILDING MODIFICATIONS AIMED AT ENHANCING ESTHETICS FUNCTIONALITY AND OR ENERGY EFFICIENCY. THESE IMPROVEMENTS CAN INCLUDE REPAIRS, RENOVATIONS, AND UPGRADES TO ELEMENTS LIKE WINDOWS, DOORS, SIDING, ROOFING, AND LANDSCAPING. SOME BENEFITS OF FACADE IMPROVEMENTS AND IMPROVED CURB APPEAL.

INCREASED PROPERTY VALUE, SAFETY AND ACCESSIBILITY, AND ENHANCED ECONOMIC ACTIVITY.

THERE ARE MANY CITIES IN THE METROPLEX THAT HAVE A VARIETY OF PROGRAMS FOR FACADE AND CORRIDOR ENHANCEMENTS.

SOME OF THE PROGRAMS ARE FOR SPECIFIC AREA OR CORRIDORS WHERE OTHER CITIES ARE CITYWIDE.

EACH ONE OF THE PROGRAMS ARE TAILORED TO THE RESPECTIVE COMMUNITIES AND HAVE DIFFERENT GUIDELINES.

FUNDING FOR THESE PROGRAMS ARE THE FORM OF VARIETY OF ACCOUNTS, LIKE THEY'VE BEEN FUNDED OUT OF THE GENERAL FUND, 4B OR TIF. ALL OF THE PROGRAMS ARE SET UP AS REIMBURSABLES, AND GRANTS RANGE FROM ANYWHERE FROM 5000 TO 400,000.

SO, HERE'S KIND OF A COMPREHENSIVE LIST THAT DEVELOPMENT SERVICES HAD SHARED WITH US THAT THEY HAD DONE SOME RESEARCH IN THE PAST, AND WE ADDED TO THAT. ALL THE CITIES HAVE APPLICATIONS THAT GO IN FRONT OF A SPECIFIED BOARD FOR APPROVAL.

SOME OF THEM GO TO THEIR TIF DISTRICT BOARD, SOME OF THEM GO TO 4B BOARDS, SOME OF THEM GO TO THE FULL CITY COUNCIL.

THE FUNDS ARE ON A FIRST COME, FIRST SERVE BASIS AND ARE ANNUALLY FUNDED THROUGH THE BUDGET PROCESS.

THE CITY OF BURLESON IS NOT ELIGIBLE FOR COMMUNITY DEVELOPMENT BLOCK GRANTS AT THIS TIME.

THERE IS NO CURRENT SURVEY FOR THE BLOCK GRANTS THAT JOHNSON COUNTY HAS ON FILE, NOR DOES TARRANT COUNTY HAVE IN OUR CITY JURISDICTION HAVE A SURVEY FOR US TO BE ELIGIBLE FOR THOSE. ONE OF THE COUNTIES WOULD HAVE TO DO A SURVEY OF OUR COMMUNITY TO SEE IF WE WOULD BE ELIGIBLE FOR COMMUNITY DEVELOPMENT BLOCK GRANTS.

MOST OF THE POLICIES OF REIMBURSEMENTS, AND THEY'RE CAPPED AS WELL AS LIMITED UP TO A CERTAIN AMOUNT PER PROJECT.

THE FOR A FORAY SALES TAX ARE NOT ELIGIBLE UNDER THE STATE STATUTE FOR ANY OF THESE PROGRAMS. HERE'S A GOOD EXAMPLE OF A COUPLE PROGRAMS THAT WE LIKED THIS ONE OUT OF SUGAR LAND, A COMMERCIAL REVITALIZATION GRANT.

IT'S A GRANT PROGRAM REIMBURSEMENT PROGRAM OFFERED BY THERE 4B CORPORATION.

THE INTENT IS TO PROMOTE NEW OR EXPANDED BUSINESS ENTERPRISES BY STIMULATING REDEVELOPMENT REINVESTMENT, ESTHETIC IMPROVEMENTS OF AGING RETAIL PROPERTIES AND COMMERCIAL CENTERS IN THE CITY.

THIS IS A PILOT PROGRAM THAT WILL SUPPORT THE CREATION OF DISTINCT AND VIBRANT ACTIVITY CENTERS BY PROMOTING ATTRACTIVE AND WELCOMING PUBLIC SPACES,

RENOVATED STOREFRONTS AND BUILDING FACADES, AND PEDESTRIAN FRIENDLY SETTINGS.

IT'S A REIMBURSEMENT GRANT. THEIRS IS AVAILABLE UP TO 20% OF ELIGIBLE PROJECT COSTS.

APPLICANTS MUST BE PROPERTY OWNERS OF MULTI-TENANT COMMERCIAL CENTERS LOCATED WITHIN THE CITY LIMITS.

PROPERTIES SHOULD BE AT LEAST 20 YEARS OLD AND HAVE AT LEAST 15,000FT² OF LEASABLE SPACE.

THERE'S A MINIMUM INVESTMENT AND GRANT FUNDING BALANCE.

THEY'RE DETERMINED ON A PROJECT BY PROJECT BASIS AND NEGOTIATED WITH THE APPLICANT AS PART OF THE PERFORMANCE AGREEMENT.

TOP OF PROJECTS COULD INCLUDE FACADE IMPROVEMENTS, CONSTRUCTION OF NEW AMENITIES, OPEN SPACE IMPROVEMENTS SUCH AS PEDESTRIAN IMPROVEMENTS, OUTDOOR SEATING, PARKING LOT IMPROVEMENTS, AND PUBLIC ART IMPROVEMENTS.

CITY IRVING HAS A ONE THAT IS VERY SIMILAR. THEIR PROGRAM IS DESIGNATED TO CERTAIN TIF DOWN IRVING BOULEVARD THROUGH THEIR COMMUNITY. VERY SIMILAR TO HOW WE 174 OR STATE HIGHWAY 174 THAT WE HAVE IN OUR COMMUNITY.

BUT THERE'S DIFFERS A LITTLE BIT IN THEY FUND UP TO $400,000 A YEAR OUT OF THEIR GENERAL FUND.

THEY DO INCLUDE PROPERTIES OWNED BY NONPROFIT ENTITIES AS WELL, AND APPLICANTS CAN EITHER BE OWNERS OR CURRENT TENANTS WITH THE LANDLORD'S CONSENT OF EXISTING NONRESIDENTIAL DEVELOPMENT PROPERTIES FOR FRONTING A COMMERCIALLY DEVELOPED STREET, AND THERE IS A MATCHING PROGRAM GRANT UP TO 50%.

JUST AS A REMINDER, WE DO HAVE A REBATE PROGRAM, THE HOME IMPROVEMENT REBATE PROGRAM.

THIS WAS CREATED TO ASSIST BURLESON HOMEOWNERS WITH FINANCIAL BURDEN.

DEMONSTRATE STRONG COMMITMENT BY THE CITY TO REINVEST IN MATURE RESIDENTIAL NEIGHBORHOODS.

THERE'S A $5,000 LIMIT PER PROPERTY PER 12 MONTHS.

THE PROGRAM IS FUNDED THROUGH THE GENERAL FUND ANNUALLY FOR THE AMOUNT OF 25,000.

THE MAIN REQUIREMENT IS THAT A BUSINESS BRING NEW MONEY INTO THE COMMUNITY.

CERTAIN PROJECTS ARE REQUIRED TO CREATE OR RETAIN PRIMARY JOBS.

A PRIMARY JOB IS ONE AT A COMPANY THAT EXPORTS A MAJORITY OF ITS PRODUCTS OR SERVICES TO MARKETS OUTSIDE THE LOCAL REGION.

INFRASTRUCTURE IMPROVEMENTS THAT PROMOTE OR DEVELOP NEW AND EXPANDED BUSINESS, ENTERPRISE, MANUFACTURING AND INDUSTRIAL FACILITIES. RESEARCH AND DEVELOPMENT FACILITIES.

AND I HAD, I GUESS BECAUSE I'M A PAVING GUY, I HAD SPECIFICALLY IN MIND THAT, YOU KNOW, IF WE HAD A LANDSCAPING IMPROVEMENT, YOU KNOW, THE DOLLAR TREE COMPLEX IN THERE HAS AN ENORMOUS PARKING LOT THAT'S NOTHING BUT CONCRETE AND PAINT STRIPES, AND IT COULD BE MADE TO LOOK A WHOLE LOT BETTER, FOR EXAMPLE. SO, BIRKHOFF, HENDRICKS AND CARTER, THIS MAP IS REALLY JUST INTENDED TO SHOW THAT THEY'RE DOING WATER PLANNING AND WATER RELATED CONSULTING ALL OVER THIS REGION, REALLY ALL OVER THE STATE. SO BURLESON IS KIND OF AT THE VERY LOWER LEFT ON THIS MAP, BUT ALL THOSE COLORS REPRESENT LARGE AND LONG TERM ENGAGEMENTS THAT THEY'VE HAD WITH A LOT OF CITIES IN THE AREA.

SO THIS PROJECT SCOPE IS PRETTY BROAD BASED. BUT WE'RE GOING TO TALK ABOUT EACH OF THESE MIDDLE SIX OR SO ITEMS AND A LITTLE BIT OF DETAIL.

THAT'S TREATED WATER. IT'S IN AN AGREEMENT THAT RUNS THROUGH 2031.

SO IN ABOUT TWO AND A HALF, THREE YEARS, WE WILL START THE PROCESS WITH FORT WORTH AND ALL THEIR OTHER WHOLESALE CUSTOMER CITIES OF PROVIDING INPUT INTO THE REPLACEMENT VERSION OF THAT AGREEMENT.

AND THEN THIS STUDY AGAIN WAS TO LOOK AT FUTURE WATER SUPPLY.

SO NOT NECESSARILY THE INTENT WAS NEVER OR AT LEAST FROM MY UNDERSTANDING, WAS NEVER TO REPLACE THE FORT WORTH SUPPLY, BUT IT WAS TO BASICALLY LOOK AT WHAT ARE THE OPTIONS MIGHT WE HAVE IN THE EVENT, BECAUSE POPULATION GROWTH HERE IS ON STEROIDS.

TO DESCRIBE IT ONE WAY. SO THERE ARE A LOT OF PEOPLE, I THINK OUR 2050 POPULATION PROJECTION IS LIKE 12.5 MILLION PEOPLE VERSUS AROUND EIGHT NOW. SO A VERY POPULAR PART OF THE COUNTRY AND ONLY BECOMING MORE POPULAR BY THE DAY.

ALL THOSE PEOPLE NEED WILL NEED WATER. SO, I SPENT A LITTLE BIT OF TIME TALKING ABOUT THE WATER SYSTEM.

YOU'VE GOT THE CITY OF BURLESON KIND OF IN THE WELL INSIDE THE YELLOW OUTLINE WHERE WE PROVIDE WATER. SO NOT ALL BURLESON RESIDENTS RECEIVE THEIR DRINKING WATER FROM THE CITY OF BURLESON.

BETHESDA AND JCSUD ALSO HAVE SOME OF THE SERVICE AREA.

IS SOME OF THE CITY AS THEIR SERVICE AREA? AND IN SOME CASES WE OVERLAP OR HAVE SHARED JURISDICTION, I'LL CALL IT. AND THAT'S ALL DRIVEN BY WHAT THE PUBLIC UTILITY COMMISSION CALLS A CERTIFICATE OF CONVENIENCE AND NECESSITY.

AND THE ALSBURY PUMP STATION IS SHOWN HERE WITH A CROSS OUT, BECAUSE YOU MAY RECALL THAT THE PUMP STATION EXPANSION FOR INDUSTRIAL ALSO INCLUDES THE DECOMMISSIONING AND DEMOLITION OF ALSBURY. ALL THAT CAPACITY, ALL THAT INFRASTRUCTURE WILL MOVE TO THE TO THE NEW, LARGER INDUSTRIAL PUMP STATION. AND THEN ON THE WEST SIDE THERE'S THE HULON PUMP STATION WHICH.

BUILD OUT WILL HAVE ABOUT TEN MGD OF CAPACITY.

AND THEN ULTIMATE DELIVERY VOLUMES AGAIN, I MENTIONED THAT CONTRACT WITH FORT WORTH.

RIGHT NOW, WE HAVE THE SUPPLY LINES THAT COME FROM THE NORTH INTO INDUSTRIAL AND ALSBURY TODAY.

AND THAT'S TODAY WE CAN GET ABOUT SIX MGD FROM THAT, FROM THOSE LINES.

AND AGAIN, ONCE THE INDUSTRIAL PUMP STATION IS BUILT OUT OR EXPANDED HERE IN THE NEXT COUPLE OF YEARS, AND THE ADDITIONAL WATER SUPPLY LINE THAT WE ARE PARTNERING WITH FORT WORTH ON NOW WE'LL HAVE 14 MILLION GALLONS PER DAY THAT CAN COME INTO THE TO THAT SITE OVER ON THE WEST SIDE. IT'S A 36 INCH LINE. TODAY WE CAN GET 7.6 MILLION GALLONS FROM THAT LINE.

AND WITH A FUTURE EXPANSION, SMALL EXPANSION OF THE PUMP STATION, WE'LL HAVE CAPACITY FOR 10 MILLION GALLONS THERE.

SO MATCHES BACK TO OUR 24 MILLION GALLONS FROM BEFORE.

WE DO HAVE THE ABILITY TO TRANSFER APPROXIMATELY 6 MILLION GALLONS PER DAY FROM THE UPPER SIDE OF OUR SYSTEM TO THE LOWER SIDE.

IT REALLY ONLY GOES THAT ONE DIRECTION BECAUSE OF GRAVITY AND FROM 1000 DOWN TO 900.

BUT IT WOULD BE WE'D NEED MORE INFRASTRUCTURE AND PUMPS TO ACTUALLY DO IT IN REVERSE.

BUT THE TWO PRESSURE PLANES WE HAVE ARE INTER INTERCONNECTED.

SO, WE'RE GOING TO TALK ABOUT THREE. OR THE CONSULTANTS LOOKED AT THREE MAJOR WAYS THAT WE COULD GET MORE WATER.

WELL, I GUESS I GOT AHEAD OF MYSELF. WHY WOULD WE LOOK AT ALTERNATE TREATED WATER SUPPLY? REALLY, IT'S ABOUT RISK AND RESILIENCY. SO WE WANT TO BETTER UNDERSTAND WHAT OUR RISK IS AND TRY TO REDUCE THAT TO THE EXTENT THAT COUNCIL DEEMS IT PRACTICAL. ADDING MORE WATER SUPPLY COULD GIVE US MORE FLEXIBILITY.

I TALKED ABOUT THE TWO PRESSURE PLANES AND HOW WE CAN MOVE WATER AROUND TO SOME EXTENT.

WELL, DEPENDING ON HOW WE GOT ADDITIONAL WATER SUPPLY, WE MIGHT HAVE ADDITIONAL OPPORTUNITIES TO HAVE GREATER FLEXIBILITY.

THERE MIGHT BE CHANGES IN LAND USE. THERE MIGHT BE CHANGES IN IN DEVELOPMENT, FUTURE DEVELOPMENTS THAT MIGHT.

PROJECT THAT WE MAY NEED MORE THAN THE 24 MILLION GALLONS PER DAY THAT IS CURRENTLY IN THE MASTER PLAN THAT WE CALL BUILD OUT.

SO THAT WOULD BE ANOTHER REASON WHY YOU MIGHT LOOK AT ADDITIONAL WATER SUPPLY.

AND THEN THIS IS KIND OF FLEXIBILITY AS WELL.

BUT WE ALSO HAVE PEAK DAY CHARGES THAT WE ALSO HAVE TO PAY TO FORT WORTH.

WELL, IF WE HAD A ANOTHER ALTERNATIVE WATER SUPPLY, WE COULD POTENTIALLY SHAVE THOSE PEAKS DOWN TO KIND OF REDUCE SOME OF THOSE COSTS.

SO, IT'S NOT NECESSARILY A ONE FOR ONE TRADE OFF, BUT THERE'S A LOT OF ANALYSIS AND ENGINEERING THAT WOULD GO INTO REALLY REFINING AND DEFINING HOW MUCH WE COULD OFFSET PEAK CHARGES.

AND THEN WE'VE REALLY ALREADY TALKED ABOUT SYSTEM OPERATIONAL FLEXIBILITY.

SO HOW MUCH WATER? HOW MUCH MORE? ONE THOUGHT WAS THAT.

OH, WE COMPLETELY REPLACED WHAT WE GET FROM FORT WORTH.

THAT 24 MGD. IT'S NOT REALLY ECONOMICALLY OR CONTRACTUALLY FEASIBLE.

MAX DAY DEMAND AT BUILD OUT. SO, IF WE GOT NO ADDITIONAL SUPPLY FROM FORT WORTH OTHER THAN WHAT WE HAVE TODAY, WHICH IS A LITTLE UNDER 14 MILLION, WE MIGHT NEED ANOTHER TEN.

THAT PROBABLY DOESN'T. AGAIN, NOT ECONOMICALLY FEASIBLE BECAUSE WE'RE ALREADY PARTNERING WITH FORT WORTH TO PAY FOR OUR SHARE OF THE NEW ART LINE THAT WILL GO TO CONSTRUCTION HERE IN THE NEXT COUPLE YEARS, ROUGHLY.

TO BRING THAT ADDITIONAL WATER FROM FORT WORTH, WE'VE ALREADY PAID THEM FOR OUR SHARE OF DESIGN, PRELIMINARY DESIGN. AND I THINK OUR NEXT PAYMENT IS FOR RIGHT OF WAY.

SO THAT PROJECT IS MOVING ALONG. I DON'T THINK WE WOULD THROW THAT AMOUNT OF MONEY AWAY SO WE COULD LOOK AT ENOUGH TO JUST PEAK SHAVE THE PEAKS. SO AGAIN, THE HOTTEST DAYS OF THE SUMMER WHEN EVERYBODY IS DRAWING FROM ALL OF OUR TANKS AND RESERVES AND WE'RE PAYING EXTRA BECAUSE IT'S THE HOTTEST TIME OF THE YEAR, AND IT'S THE MOST WATER WE USE.

THAT WOULD BE APPROXIMATELY 12 MILLION GALLONS PER DAY.

WE ALSO LOOKED AT WHAT IT WOULD TAKE TO JUST PROVIDE WHAT WE WOULD CALL EMERGENCY SUPPLY, WHICH IS TYPICALLY THOUGHT OF AS ABOUT HALF OF YOUR AVERAGE DAY DEMAND.

SO THAT WOULD BE ROUGHLY 6 MILLION GALLONS PER DAY.

SO WHERE IN THE WORLD COULD WE GET ANOTHER 6 MILLION GALLONS OF WATER? NOW I'LL TALK ABOUT THESE THREE CATEGORIES OF WHERE WE COULD GET WATER FROM TREATED WATER.

IN THIS PART OF TEXAS, IT'S, WE'RE PROBABLY LOOKING AT WELLS.

THAT REQUIRES MORE TREATMENT. THAT HAVE TO BE AN EFFORT TO BLEND THAT WATER WITH THE WATER THAT WE GET FROM FORT WORTH.

SO, THAT'S ANOTHER COMPLICATION. AND WE WOULD EXPECT TO GET RELATIVELY LOW VOLUMES OF ABOUT 0.7 MILLION GALLONS PER DAY.

IN THE EVENT THAT THERE'S A DISRUPTION IN SUPPLY AT A CRITICAL MOMENT.

AND THOSE TWO NUMBERS ARE NOT GOING TO BE THE SAME. SO THAT'S KIND OF WHAT WE ARE.

AND THE ONLY WAY THAT CAN BE DONE IS THROUGH INCREASED RATES.

SO IT'S GOING TO BE A BALANCING ACT BETWEEN WHAT RATES WE THINK OUR CUSTOMERS SHOULD HAVE TO PAY AND WHAT BENEFIT WE GAIN ON THEIR BEHALF BY HAVING THE ADDITIONAL CAPACITY IN PLACE.

SO ERIC, THAT COVERS TWO OF THE BULLETS. THE THIRD ONE IS FURTHER DEFINE OUR RISK.

SO NINE A IS TO RECEIVE AN UPDATE AND HOLD A DISCUSSION REGARDING THE 89TH LEGISLATIVE SESSION.

MOST OF YOU ARE AWARE OVER THE WEEKEND THAT OUR HOTEL, THE STATEWIDE HOTEL BILL, DID DIE.

SO IT DID NOT PASS. THE MAYOR AND I WERE WORKING UNTIL ABOUT 9:00 ON FRIDAY NIGHT, WORKING WITH HELEN AND GETTING AHOLD OF COOK.

WE WERE TALKING WITH FOCUS ADVOCACY. WE WORKED ALL DAY SATURDAY TRYING TO GET IT PUSHED THROUGH.

AND THE TWO WERE AT AN IMPASSE, AND THEY WOULD JUST NOT COME TO ACCEPT EITHER OF THE AMENDMENTS ON EITHER SIDE.

SO THAT HAS DIED. WE THERE WAS 15 CITIES THAT WERE AFFECTED THAT WERE ALL PUT ON THE OMNIBUS BILL, SO ALL 15 DID NOT PASS. WE DO HAVE AN OPTION TO REFILE THAT IN TWO YEARS IN THE 90TH LEGISLATIVE SESSION.

A COUPLE OTHER BILLS THAT DIED, THE LOBBYIST BILL THAT DIED IN THE HOUSE COMMITTEE.

SO THAT WAS GOOD FOR US. ANNUAL REAPPRAISAL PLAN DIED.

IT WAS NEVER ASSIGNED A SENATE COMMITTEE. SO THAT WAS KIND OF STOPPED BY THE SENATE.

THERE WAS MULTIPLE BILLS THAT TALKED ABOUT THE UNIFORM ELECTION DATE BEING MOVED TO NOVEMBER, INCLUDING LOCAL ELECTIONS. ALL OF THOSE DIED, BUT THERE WAS QUITE A FEW, AND SOME OF THEM GOT PRETTY FAR IN THE PROCESS.

SO I ANTICIPATE TO SEE THAT THOSE AGAIN IN TWO YEARS.

AND ANIMAL CONTROL OFFICERS TO BE FIRST RESPONDERS.

THAT WAS A BIG TALK AND IT DID NOT MOVE PAST THE FIRST STEP.

SO THAT DIED PRETTY EARLY IN THE PROCESS. SOME BILLS THAT HAVE ALREADY BEEN SIGNED.

SENATE BILL 1173, IT INCREASES OUR COMPETITIVE BID REQUIREMENTS UP TO $100,000.

SO CURRENTLY WE HAVE TO GO OUT FOR BID IF IT'S ANYTHING OVER 50.

THIS ALLOWS US TO NOT HAVE TO GO OUT TO BID TILL 100, WHICH IS GREAT BECAUSE IT WILL ALIGN WITH THE NEW CITY MANAGER'S AUTHORITY FOR CONTRACTS.

A BUNCH OF BILLS ARE CURRENTLY SITTING WITH THE GOVERNOR.

THERE'S TWO BILLS THAT THE SENATE PUSHED THAT WILL RAISE THE HOMESTEAD EXEMPTION FOR SCHOOL PROPERTY TAXES.

CURRENTLY, THE HOMESTEAD EXEMPTION FOR SCHOOL PROPERTY TAXES IS 100,001 TEN FOR SENIORS.

IT'S GOING TO RAISE IT TO 140 AND THEN 200,000 FOR SENIORS.

SO YOU'LL SEE THOSE EXEMPTIONS STARTING NEXT YEAR.

THERE WAS A SENATE BILL THAT HAD SOME LAND USE ASSUMPTIONS ON IT THAT WE'RE WORKING THROUGH, BUT IT ALSO HAD SOME IMPACT FEES. IT EXPANDS OUR REQUIREMENTS IN ORDER TO ASSESS THOSE FEES.

SO IF WE WANT TO ASSESS ANY NEW IMPACT FEES, THERE'S A BUNCH OF STUDIES THAT WE HAVE TO DO GET AUDITED, SUBMIT ALL OF OUR PAPERWORK. IF WE DO SUBMIT IF WE DO START A NEW IMPACT FEE IT CANNOT BE RAISED FOR THREE YEARS.

SO YOU'RE KIND OF STUCK AT THAT COST. SO YOU'LL JUST NEED TO REMEMBER THAT IN THE FUTURE.

AND THEN THE TWO MORE BILLS SENATE BILL SIX GIVES TEXAS SOME OVERSIGHT OVER ENERGY TRANSACTIONS BETWEEN POWER GENERATORS AND THE CONSUMER, THE LARGEST CONSUMERS. THIS WILL NOT GIVE CITIES ANY AUTHORITY.

BUT I JUST WANTED TO LET YOU KNOW, KIND OF THAT IT WAS OUT THERE.

IT WAS A HUGE BILL ON THE SENATE SIDE. BUT WHAT THIS BILL WILL DO IS IT WILL OPPOSE NEW WAYS THAT THE ELECTRIC RELIABILITY COUNCIL OF TEXAS CAN MANAGE THE STATE'S GRID AND GIVING THEM THE AUTHORITY TO SHUT OFF INDUSTRIAL CUSTOMERS IN AN EMERGENCY.

SO RIGHT NOW, THEY DON'T HAVE THAT AUTHORITY. BUT THIS WILL GIVE THEM THAT AUTHORITY THAT'S SITTING WITH THE GOVERNOR AS WELL. AND THEN A BILL TO KIND OF PIGGYBACK ON MR. THOMPSON, THERE WAS A BILL FILED WITH THE SECRETARY OF STATE.

IT'S HOUSE JOINT RESOLUTION SEVEN. IT WILL SEND TO THE VOTERS IN NOVEMBER A PROPOSAL TO ALLOW $1 BILLION A YEAR STARTING IN 27,

TOTALING IN $20 BILLION. SO IT WILL GO $1 BILLION A YEAR FOR 20 YEARS.

AND THAT WILL GO COMPLETELY TO SECURE THE STATE'S WATER SUPPLY.

THE MONEY IS GOING TO BE USED TO FUND NEW WATER SUPPLY PROJECTS DESALINIZATION, REPAIRING OLD WATER INFRASTRUCTURE AND CONSERVATION OF FLOOD MITIGATION PROJECTS.

THERE WAS A LITTLE ARGUMENT ON HOW THAT MONEY WAS GOING TO BE SPLIT UP, AND THEY FINALLY CAME 5050.

SO IT WILL BE 50% OF THAT MONEY WILL BE FOR WATER REUSE PROJECTS, DESALINATION, GROUNDWATER, SEAWATER, BUILDING PIPELINES, AND DEVELOPING RESERVOIRS, WHILE THE OTHER HALF WILL BE GIVEN TO THE WATER BOARD.

WILL THEY? STAFF WILL DETERMINE HOW THE MONEY IS SPENT FOR REPAIRS AND FLOOD MITIGATION, SO THAT WILL GO TO VOTERS IN NOVEMBER.

THE NEXT STEPS AFTER THIS. STARTING TOMORROW, THE GOVERNOR CAN CALL A SPECIAL SESSION AT ANY TIME.

THERE HAS NOT BEEN WORD THAT HE IS GOING TO. HIS TWO MAJOR BILLS HAVE PASSED.

SO AS OF RIGHT NOW, WE DON'T FORESEE A SPECIAL SESSION, BUT HE CAN CALL THAT AT ANY TIME.

BILLS ON THE SPECIAL SESSION THAT CAN BE TALKED ABOUT.

LEGISLATION THAT CAN BE TALKED ABOUT IN SPECIAL SESSION HAS TO BE ON HIS RESOLUTION.
