THE ENTIRE PROPERTY WILL BE ANNEXED INTO THE CITY OVER A PERIOD OF TIME, WHICH IS INCLUDED IN THE AMENDMENT. IT WILL BE A PD ZONING BASED ON PREVIOUSLY AGREED UPON ZONING REQUIREMENTS. THE CITY WILL FUND THE CONSTRUCTION OF LAKEWOOD, A LIFT STATION. THE FORCE MAIN AND A GRAVITY SEWER. WHILE RA WILL DEVELOP, WILL BUILD A PORTION OF THOSE IMPROVEMENTS ON BEHALF OF THE CITY, THE DEVELOPER WILL CREATE A MAINTENANCE PID. AGAIN, THIS WAS THE ORIGINAL AGREEMENT WAS A MAINTENANCE PID TO FUND THE MAINTENANCE OF PUBLIC IMPROVEMENTS, AND THEY WOULD DEDICATE THREE ACRES FOR A FUTURE FIRE STATION. OVER THE LAST SIX MONTHS TO A YEAR, STAFF'S BEEN COORDINATING WITH THE DEVELOPER TO UPDATE THE 380 BASED ON SOME AGREEMENTS, CONVERSATIONS WITH THE CITY COUNCIL AND WITH STAFF. AND THESE ARE A LIST OF SOME BULLET POINTS OF SOME UPDATES TO THE AGREEMENT THAT WE'RE BRINGING FORWARD TODAY. SO WE UPDATED THE PROPERTY OWNERSHIP AND ALL THE EXHIBITS SINCE THE TIME OF THE ORIGINAL AGREEMENT. THE DEVELOPER HAS ACQUIRED MOST OF THE PROPERTY, SO IT HAS CHANGED HANDS. SO WE'VE UPDATED THAT THOSE PARTS IN THE AGREEMENT. THERE IS A CHANGE FROM THE WHO WILL MAINTAIN ALL THE PARKLAND, THE PARKS, TRAILS, PUBLIC RIGHT OF WAY. IT WAS ORIGINALLY GOING TO BE MAINTAINED BY THE PID. WE HAVE NOW TRANSITIONED THAT TO THE HOA. AND THERE'S LANGUAGE IN THE AGREEMENT THAT SAYS WE WILL THE CITY WILL ENTER INTO AN AGREEMENT WITH THE HOA TO DISCUSS WHAT THAT MAINTENANCE LOOKS LIKE. THE PID WILL NOW BECOME A CAPITAL PID, SO ALL THE IMPROVEMENTS PAID BY THE PID WILL BE CAPITAL INFRASTRUCTURE. WITH REGARDS TO THE PARKS. AS THE HOA WILL MAINTAIN IT DAY TO DAY. THE CITY WILL BE RESPONSIBLE FOR THE CAPITAL IMPROVEMENTS. SO WHEN PARKS ARE DUE FOR CAPITAL IMPROVEMENTS, WE ARE GOING TO SET ASIDE FUNDING JUST LIKE WE ALWAYS DO FOR IMPROVEMENTS OF PARKS TO MAKE SURE THEY'RE BROUGHT UP TO OUR STANDARDS. AND AGAIN, THERE'S LANGUAGE IN THERE THAT SAYS AS LONG AS THERE'S FUNDING FOR THOSE IMPROVEMENTS, OBVIOUSLY WE CAN'T HOLD FUTURE COUNCILS ACCOUNTABLE FOR FUNDING THOSE. BUT IF THERE'S FUNDING AVAILABLE, WE WILL PARTICIPATE IN THE CAPITAL IMPROVEMENTS. WE UPDATED THE ANNEXATION SCHEDULE. WE UPDATED RIGHT OF WAY DEDICATION TO INCLUDE THE DEVELOPER DEDICATING PROPORTIONATE SHARES OF RIGHT OF WAYS. PREVIOUSLY, THE DOCUMENT ONLY TALKED ABOUT LAKEWOOD DRIVE AS HAVING DEDICATED RIGHT OF WAY. AS WE KNOW, PART OF THE DEVELOPMENT WILL GO ALONG 1016 AS WELL AS FUTURE ALSBURY. SO WE WANTED TO MAKE SURE THAT THERE WAS LANGUAGE IN THERE, TO MAKE SURE LAND WAS DEDICATED FOR THOSE FUTURE ROADS AS WELL. WE UPDATED THE SEWER LANGUAGE FEE TO CLARIFY THAT THE DEVELOPER WILL PAY SEWER IMPACT FEES TO THE CITY, AS WELL AS FORT WORTH, AND IF AND AS THEY'RE AMENDED AND UPDATED, THOSE FEES WILL BE INCREASED. UPDATED LANGUAGE STATING THAT THE CITY IS MANAGING CONSTRUCTION OF CERTAIN SEWER IMPROVEMENTS. IF YOU RECALL, ORIGINALLY THE DEVELOPER WAS GOING TO BUILD THE LIFT STATION IN THE FOREST MAINS. WE AGREED OVER A YEAR AGO TO TAKE OVER THOSE RESPONSIBILITIES. SO NOW WE HAVE CODIFIED THIS IN THE AGREEMENT. ONE OF THE BIG CHANGES WITH REGARDS TO THE FUTURE LIFT STATION. THIS ISN'T THE LIFT STATION I JUST MENTIONED. THAT'S THE ONE BEING BUILT IN HOOPER BUSINESS PARK. THIS IS THE CHISHOLM SUMMIT WEST LIFT STATION, WHICH WILL BE NEAR THE PARKWAY. RA DEVELOPMENT WILL BE RESPONSIBLE FOR ITS PROPORTIONATE SHARE. WE DO HAVE SOME CLARIFYING LANGUAGE. IF THE LIFT STATION THAT WE BUILD IS 1.4 MGD OR LESS THAT SIZE LIFT STATION. THE MOST THAT THE CITY COULD PAY FOR IS 50% OF THAT COST. ANYTHING ABOVE THAT USE WOULD BE RESPONSIBLE OF OUR DEVELOPMENT. IF THE CITY DECIDES TO BUILD A LARGER LIFT STATION BECAUSE IT BEHOOVES US TO DO SO BECAUSE OF OTHER DEVELOPMENT IN THE AREA, AND WE DECIDE TO BUILD A 3 MILLION GALLON LIFT STATION RA DEVELOPMENT WOULD ONLY BE RESPONSIBLE FOR ITS PROPORTIONATE SHARE. MEANING WHAT VOLUMES ARE GOING TO CONTRIBUTE TO THAT? WE DO HAVE TIMELINES IN THERE, SO DESIGN WILL BE COMPLETED BY THE END OF 26 AND CONSTRUCTION BY THE END OF 28. YOU'LL SEE THAT IN OUR FUTURE CAPITAL PLAN FOR THE WATER AND SEWER CAPITAL PLANS, THAT THOSE WILL BE INCLUDED IN THERE. AND THEN RAS DEVELOPMENT WILL GO AHEAD AND PROVIDE THE PROPERTY EASEMENTS RIGHT OF WAY REQUIRED FOR THAT LIFT STATION AND FORCE MAIN. MAIN LANGUAGE THAT SAYS 50% OF PARKLAND MUST HAVE SLOPES BETWEEN 2 TO 5% AND BE WELL DRAINED. THIS IS TO ELIMINATE US GETTING PARKLAND THAT IS JUST FLOODS AND IT'S UNUSABLE. SO WE'RE LOOKING FOR USABLE PARKLAND. WE ADDED LANGUAGE TO CLARIFY THAT ROADWAY PROJECTS ARE TO BE CONSTRUCTED, WILL BE THAT ARE INCLUDED IN THE MOBILITY PLAN, ARE ELIGIBLE FOR ROADWAY IMPACT FEES. SO A LITTLE OVER $2.5 MILLION BETWEEN THE TWO FUNDS ARE ALLOCATED TO DESIGN AND CONSTRUCTION OF THIS PROJECT CURRENTLY. AND THEN IN FOUR B YOU'LL SEE THAT BOTTOM LINE, WEST SIDE INFRASTRUCTURE. WE HAVE $500,000 FOR PARTICIPATION IN THE DESIGN OF THIS PROJECT TODAY. AND SO FOR THE FULL SCHEMATIC DESIGN AND PHASE ONE DESIGN, I'M REALLY GOING TO TURN THIS OVER TO THE TRUE KNOWLEDGEABLE PEOPLE. HOW CAN THIS BE USED 12 MONTHS OUT OF THE YEAR, SEVEN DAYS A WEEK, AND INCLUSIVE OF SO MANY PEOPLE OF THE CITY, RIGHT. THOSE OF SENIOR ADULTS ALL THE WAY TO SMALL CHILDREN, THOSE WITH DISABILITIES. IS THERE A PLACE FOR EVERYONE HERE? BECAUSE AS WE KNOW, BURLESON IS GROWING AND IT'S CHANGING. AND THERE'S A THERE'S A NEED FOR A PLACE THAT THE COMMUNITY CAN COME AND ENGAGE. WE WANT IT TO BE INTEGRAL TO NATURE. AND SO HAVING THOSE ELEMENTS TOGETHER WHERE FAMILIES CAN GATHER AGAIN. FISHING PIER HERE WE'RE SHOWING ANOTHER FISHING PIER IN THE BACK. THIS COULD BE A GREAT LOCATION FOR A GROUP TO GATHER AND TEACH FISHING. AND THEN MAYBE THERE'S A RESPITE IN THE BACK WHERE YOU WANT TO ENGAGE AND JUST FISH ALONG YOURSELF BY YOURSELF. THERE'S A WALKING TRAIL I MENTIONED AROUND THE LAKE THAT'S HALF A MILE. IF YOU WALK AROUND THE SOFTBALL FIELDS, IT'S JUST OVER HALF A MILE. IT'S 0.6 MILES. AND IF YOU PARK IN THE PARKING LOT AND DECIDE TO TAKE THE ENTIRE LOOP TRAIL ALL THE WAY UP TO ALSBURY, LOOP BACK AND COME BACK DOWN, IT'S 1.1 MILES. SO WALKING WAS HEARD. SHADE, WE WANT TO SAVE THESE TREES. INTEREST. WE WANT TO PROVIDE BENCHES. WE PERFORMED THREE SETS OF OBSERVATIONS, LOOKED AT A WEEKDAY FROM 2 TO 830 TO GET SCHOOL LET OUT, AND ALSO CHURCH AFTERNOON ACTIVITIES, AND THEN SUNDAY FROM 8 A.M. TO 12 P.M. FOR TYPICAL CHURCH SERVICES. THE STUDY AREA WE LOOKED AT CONSIDERATIONS BASED ON PARKING ACCESS AND PEDESTRIAN ACTIVITY BASED ON GENERAL OBSERVATIONS THAT WE MADE DURING THOSE FIELD VISITS. SO THAT STUDY AREA AGAIN NORTH BOUNDARY WAS ELLISON STREET. EAST BOUNDARY WAS SCOTT. SOUTH BOUNDARY WAS TOWN CREEK AND THEN THE WEST BOUNDARY IS DOBSON AND COMMERCE. THE ACADEMY AT NOLA DUNN AND OPEN DOOR CHURCH ARE THE PRIMARY GENERATORS OF THE VEHICULAR AND PEDESTRIAN TRAFFIC THAT WE OBSERVED. SO FOR THE PARKING OBSERVATIONS WE HAVE ON THE LEFT HAND SIDE THE SCHOOL PEAK AND THE RIGHT HAND SIDE THE CHURCH PEAK. DURING SCHOOL, DOBSON STREET WAS COMPLETELY BOOKED FROM A PARKING PERSPECTIVE. WE'LL GET INTO SOME OF THE PARKING CONSIDERATIONS THAT WE LOOKED AT OUTSIDE OF THESE JUST GENERAL OBSERVATIONS. BUT THAT WAS THE PRIMARY LACK OF PARKING, IF YOU WILL, WAS ALONG DOBSON STREET. DURING CHURCH OBSERVATIONS, WE HAD THE SCHOOL SELF SERVICE LOT, THE CHURCH SERVICE LOT, AND THE CHURCH EAST SERVICE LOTS SOUTH OF MILLER STREET WERE ALL 100% OCCUPIED. AND AT THAT POINT, IT'S A LITTLE TOO LATE. LOOKING AT PROVIDING CONTINUOUS SIDEWALK ALONG ALL THE WESTERN FRONTAGE OF DOBSON IN ORDER TO HELP THOSE PEDESTRIANS RATHER THAN RUNNING OVER RUNNING CROSSING THE STREET. FROM THE CHURCH ACTIVITY CONSIDERATIONS FOR PEDESTRIANS. THE CHURCH COULD ENCOURAGE STAFF TO UTILIZE THE ACTUAL NORTH SCHOOL LOT AND THAT GOLF SHUTTLE SERVICE, PROVIDED IT'S REALLY LOW UTILIZED RIGHT NOW. BUT THE HIGH SCHOOL REFUSES TO BUILD A BRIDGE OVER A LITTLE DRAINAGE SO THAT THE SIDEWALKS CAN PRODUCE CHILDREN. THEY HAVE TO WALK ALL THE WAY AROUND THE SCHOOL.
