NOVEMBER 18, 2024, COMMUNITY SERVICE DEVELOPMENT CORPORATION MEETING.I'LL MAKE A MOTION TO APPROVE. SECOND. ALL RIGHT.
I HAVE A MOTION BY MAYOR, SECOND BY VICTORIA TO APPROVE.
ALL THOSE IN FAVOR? AND THAT MOTION PASSES BY A UNANIMOUS VOTE.
[3.B.Consider and take possible action on a resolution recommending a contract with Land Design, Inc. for the design of Phase I of the community park in the amount of $320,000 with a contingency of $32,000. (Staff Contact: Jen Basham, Director of Parks and Recreation)]
INC. FOR THE DESIGN OF PHASE ONE OF THE COMMUNITY PARK IN THE AMOUNT OF $320,000, WITH THE CONTINGENCY OF $32,000, AND THIS WILL BE PRESENTED BY JEN BASHAM, DIRECTOR OF PARKS AND RECREATION.HI, JEN. GOOD EVENING 4B BOARD. ALL RIGHT. SO WE HAVEN'T SEEN THIS IN A WHILE.
BUT BACKGROUND ON THIS. SO THE SITE THAT YOU SEE IS AT THE INTERSECTION OF HULEN AND ALSBURY.
THE CITY OWNS ABOUT 55 ACRES IN THIS AREA, AND THE PROPERTY WAS ALL PURCHASED WITH THE INTENT OF UTILIZING IT FOR A COMMUNITY PARK, AS WELL AS SOME OTHER CIVIC USES IN THE FUTURE.
SO WE HOSTED THREE OPEN HOUSES. AS YOU CAN SEE, WE HAD OVER 120 PEOPLE ATTEND THOSE OPEN HOUSES.
WE ALSO MET WITH 30 DIFFERENT STAFF FROM VARIOUS DEPARTMENTS TO GET THEIR FEEDBACK ON WHAT THE INFRASTRUCTURE SHOULD LOOK LIKE, HOW THINGS SHOULD BE LAID OUT, AND HOW THINGS COULD CIRCULATE OVER TIME.
WE ALSO HAD 14 VARIOUS STAKEHOLDERS ATTEND FROM THE BUSINESS COMMUNITY THAT WE HAD REACHED OUT TO.
WHEN WE REACHED OUT TO THE CHAMBER OF COMMERCE, AND THE BOARD THAT YOU SEE ON THE RIGHT WAS ONE OF THE BOARDS WE UTILIZED AT THE PUBLIC ENGAGEMENT IN THOSE TOWN HALLS TO KIND OF GUIDE PEOPLE THROUGH THE PUBLIC ENGAGEMENT PROCESS.
AND ESSENTIALLY WHAT WE CAME UP WITH FROM THE BACK END OF THAT IS, AS YOU CAN SEE, ON THE RIGHT SIDE OF THIS IS A R EALLY FUN WORD CLOUD THAT SHOWS REALLY WHAT THE COMMUNITY, STAKEHOLDERS AND COUNCIL, PARK BOARD AND OUR BUSINESS COMMUNITY THOUGHT THIS SPACE SHOULD LOOK LIKE.
AND SO THOSE BIGGER BUBBLES ARE THINGS THAT WE HEARD A LOT ABOUT WALKING PATHS AND TRAILS, ENSURING THAT SINCE THIS SPACE IS ONE OF OUR REMAINING NATURAL RESOURCES, WE WANTED TO MAKE SURE THAT WE CONTINUE TO HAVE A LOT OF GREEN SPACE IN THIS CREATIVE PLAYGROUNDS. AND AS YOU CAN SEE, KIND OF THAT ACTIVATED PLACE TO PLAY THING WAS A LOT ABOUT INCLUSIVE PLAY, NATURE PLAY, PICKLEBALL, SOFTBALL, GROUP FITNESS OPPORTUNITIES, AND THEN FROM A FOOD AND BEVERAGE, SOMETHING THAT WE DON'T REALLY HAVE ANYWHERE IN OUR SYSTEM RIGHT NOW A FOOD TRUCK, RODEOS, BEER GARDENS, OUTDOOR CLASSROOMS, COMMUNITY GARDENS JUST A DIFFERENT EXPERIENCE THAN WHAT YOU COULD DO IN OUR CURRENT PARK SYSTEM.
AND THEN FROM THAT NATURAL ESCAPE KIND OF BACKGROUND, MORE BOTANICAL GARDENS, FISHING, TRANQUIL SEATING AREAS, JUST A WAY TO GET RESPITE FROM SORT OF THOSE ACTIVATED PARK SPACES.
AND THEN AS YOU SEE ON THE LEFT SIDE, THERE IS JUST A LIST OF AMENITIES THAT KIND OF KEPT COMING UP THROUGHOUT ALL THE CONVERSATIONS, BECAUSE WE ALSO HAD AN ONLINE SURVEY THAT WE PUT OUT TO THE COMMUNITY AS WELL AS ATTENDING OUR SUMMER NIGHTS CONCERT SERIES FOR HOT SOUNDS OF SUMMER TO GET DIRECT FEEDBACK FROM THE COMMUNITY THAT COMES OUT TO LARGE EVENTS.
SO FROM A 4B SIDE, AS YOU CAN SEE, WE HAVE BOTH THE ADULT SOFTBALL FIELDS AND THE COMMUNITY PARK PROGRAMED IN THIS CURRENT FISCAL YEAR FROM BOTH A CONSTRUCTION MINDSET AS WELL AS DESIGN, AND THAT THAT BOTTOM ONE FOR COMMUNITY PARK IS FIVE HUNDRED AND FORTY SEVEN FIFTY.
SO THAT'S WHAT JUST OUT OF 4 B WE HAVE PROGRAMED.
AND THEN FROM 4 A WE ALSO HAVE FUNDING AND THE LINE ITEM OF WEST SIDE INFRASTRUCTURE FOR $500,000.
AND THEN FOR THE DESIGN THIS WHAT YOU'RE SEEING RIGHT HERE IS FULL SCHEMATIC.
SO THIS WOULD BE A FULL BUILD OUT OF THE COMMUNITY PARK ASPECTS ONLY.
YOU SEE THAT WE HAVE TRAIL SYSTEM. WE HAVE INCLUSIVE PLAY.
WE HAVE DOG PARKS, WE HAVE A POND, WE HAVE A THREE SOFTBALL FIELDS.
AND REMEMBER, THE DESIGN OF THESE SOFTBALL FIELDS IS UNIQUE BECAUSE THAT TOP FIELD RIGHT HERE, THAT BACK FENCE LINE WOULD OPEN UP SO THAT YOU CAN ACCESS THIS AMPHITHEATER SLASH BANDSTAND THAT'S ALSO GOING TO DOUBLE AS A FISHING PIER BOARDWALK WHEN IT'S NOT BEING USED AS A FESTIVAL SPACE. SO THIS ENTIRE FOOTPRINT WILL BE FESTIVAL.

THIS IS YOUR FOOD TRUCK PARK AREA. AND THEN I'LL GO INTO EXACTLY WHAT YOU'LL SEE IN PHASE ONE ON THIS NEXT SLIDE.SO THIS IS A LITTLE LESS EXCITING TO SEE BUT VERY EXCITING FOR ACTIVATING THIS SPACE.
SO THIS FIRST PHASE OF THE PROJECT INCLUDES THE MAIN ROAD.
IT INCLUDES THE FIRST PHASE OF PARKING. IT INCLUDES THE PHASE ONE OF SOFTBALL FIELDS.
SO WHAT YOU'LL SEE IS WE WILL BE PLACING SOFTBALL FIELDS EXACTLY WHERE THEY WILL BE IN THEIR PERMANENT HOME, BUT THIS WILL BE AT JUST A PICK UP PLAY LEVEL.
THEY WILL BE IRRIGATED FIELDS. WE WILL DO CLAY INFIELDS.
WE WILL SOD THE OUTFIELDS, BUT IT WILL JUST BE THOSE PICK UP GAME LEVEL.
AND THEN WE'LL HAVE TEMPORARY WALKING TRAILS SO THAT YOU CAN SEE ACTIVATING FROM THIS FROM THE PARKING LOT OVER TO THE PARK ROAD AS WELL AS BUILDING OUT THE ENTIRE DETENTION FOR THIS WILL BE IN PHASE ONE, AND WE WILL PROVIDE ACCESS SO THAT PEOPLE CAN COME AND INTERFACE WITH THE WATER IN THAT FIRST THING.
AS YOU CAN SEE ON THE BOTTOM OF THIS, WE'VE GOT OUR CONTRACT SCOPE.
WHAT IT DOES NOT INCLUDE IS ELECTRICAL MAIN WATER OR SEWER UTILITIES.
AND SO IF YOU'VE SEEN THIS BEFORE, YOU'LL KNOW THAT AS WE ARE LOOKING AT THESE FIELDS IN THIS PHASE ONE, THEY WILL NOT HAVE LIGHTS. THERE WILL NOT BE A PERMANENT RESTROOM INCLUDED IN PHASE ONE.
WE'LL HAVE TO DO PORTLETS, WHICH IS SIMILAR TO THE LEVEL OF SERVICE THAT'S BEING OFFERED RIGHT NOW.
BUT THOSE LIGHTS WILL BE SOMETHING THAT WE'LL BE LOOKING TO SEE IF WE CAN FIT WITHIN OUR CURRENT CONSTRUCTION BUDGET. AND SO FOR FINANCIAL CONSIDERATION, YOU'LL SEE THE TOTAL DESIGN COST FOR THIS PROJECT IS $20,000.
WE DO HAVE A 10% CONTINGENCY OF 32. AND WE ANTICIPATE SPLITTING THESE BETWEEN 4 A AND 4 B CONTRIBUTIONS, WHICH WILL BE $176,000 FOR EACH FUND. AND THE TIMELINE FOR THIS.
WE'RE GOING TO BACK IT UP BACK TO LAST NOVEMBER, WHEN WE AMENDED THE CAPITAL PLAN FOR 4 A AND 4 B THAT YOU JUST SAW, AS WELL AS THE BUDGET AMENDMENTS HAPPENED IN 4 A FOR IN NOVEMBER AS WELL.
WE JUST FINISHED THE SCHEMATIC DESIGN THAT'S WHAT YOU ARE RECEIVING THIS EVENING.
IF APPROVED BY BOTH 4B, 4 A AND COUNCIL THIS EVENING WE WILL BEGIN DESIGN IN MAY.
WE'LL START CONSTRUCTION THIS WINTER, AND WE ANTICIPATE OPENING THIS TO THE COMMUNITY IN SPRING OF NEXT YEAR. ANY QUESTIONS? SO WE DON'T HAVE QUOTES FOR LIGHTING YET OR HAVE WE STARTED? AS WE START THE CONSTRUCTION DESIGN, WE'LL BE ABLE TO SEE WHAT THOSE NUMBERS ARE COMING IN AT, AND WE CAN ALWAYS ADD IT AS AN [INAUDIBLE] WHEN WE BID IT.
VERY GOOD. AND NO PART OF THE FIELDS IS IN FLOOD PLAIN, RIGHT? NO. I THOUGHT IT WAS FURTHER DOWN, BUT I WANTED TO CONFIRM THAT WE'RE COVERING THAT BASE SO THAT WE DON'T BUILD THESE AND THEN SAY, OOPS. AFTER THE FIRST BIG RAINFALL, WE'RE SITTING IN WATER AND WAITING.
YEAH. THESE WILL BE ARE THEY JUST PLAIN GRASS FIELDS OR ARE WE ASTROTURFING? NO. SO WE WILL NOT TURF IN PHASE ONE NOW, IN THE FUTURE, I THINK THAT WILL BE SOMETHING THAT WE CONSIDER.
SO DO WE TURF THAT ENTIRE AREA WILL BE ONE OF THOSE QUESTIONS.
BUT THAT'S A BIG BUDGET EXPENSE THAT WOULDN'T REALLY BE IN PHASE ONE.

AND AT WHAT POINT IN THIS PROCESS DOES THAT OCCUR? BECAUSE RIGHT NOW, I BELIEVE ALL THIS LAND IS THE PROPERTY OF THE CITY ITSELF OR THE 4A I FORGET WHICH.
CORRECT. SO WERE YOU ABOUT TO SAY SOMETHING? YEAH.
SO THIS PROPERTY IS OWNED BY THREE ENTITIES. THE GENERAL FUND HAS THE PORTION THAT WAS ORIGINALLY THE TOD DISTRICT, WHERE WE WERE GOING TO BUILD THE TRAIN STATION IN THAT AREA 4A IS PURCHASED PROPERTY AND 4 B IS PURCHASED PROPERTY.
SO IT'S OWNED BY THREE ENTITIES. AS WE GET FURTHER ALONG WITH THE PROCESS AND WE START IDENTIFYING WHAT SECTIONS ARE GOING TO BE, WHAT THEN THAT AREA, EVERYTHING WILL BE REZONED.
RIGHT? ALL RIGHT. YEAH, THAT WAS MY QUESTION.
