TWO B IS A PRESENTATION, A PRESENTATION TO RECOGNIZE THE LIBRARY FOR RECEIVING THE 2024 ACHIEVEMENT OF EXCELLENCE IN LIBRARIES AWARD.

I AM HONORED TO BE HERE TONIGHT TO JUST CONTINUE.

I FEEL LIKE NOW LIKE JUST ME AND YOU, WE'RE JUST CHATTING IT UP.

I AM HONORED TO BE HERE TONIGHT TO SHARE WITH YOU A WONDERFUL RECOGNITION OF THE BURLESON PUBLIC LIBRARY RECENTLY RECEIVED.

BUT BEFORE I GET INTO THAT, I WANT TO TAKE A MOMENT TO BRAG ON THE AMAZING LIBRARY STAFF WHO WORK EVERY DAY TO FIND CREATIVE AND INNOVATIVE WAYS TO SERVE OUR COMMUNITY.

IT'S NO SECRET THAT OUR LIBRARY IS SMALL IN SIZE, BUT THAT HAS NEVER LIMITED OUR LIBRARIANS.

THEY ARE CONSTANTLY FINDING NEW WAYS TO MAXIMIZE SPACE AND EXPAND THEIR REACH.

IN FACT, IN 2024 WAS THE BUSIEST YEAR ON RECORD FOR THE BURLESON PUBLIC LIBRARY.

MORE PEOPLE VISITED THE LIBRARY OR ATTENDED LIBRARY PROGRAMS THAN EVER BEFORE.

THAT'S RIGHT. IN THE PAST YEAR, THE LIBRARY WAS USED MORE THAN ANY OTHER TIME IN ITS HISTORY.

OVER 210,000 PEOPLE ENJOYED SERVICES AT THE LIBRARY IN 2024, AND THAT'S ONLY POSSIBLE BECAUSE THE STAFF HAVE CREATIVELY AND STRATEGICALLY FOUND WAYS TO TAKE PROGRAMS BEYOND THE LIBRARY'S WALLS. INSTEAD OF LIMITING PROGRAMING OR CAPPING ATTENDANCE, THEY BROUGHT PROGRAMS RIGHT HERE INTO CITY COUNCIL CHAMBERS, TO MAYOR VERA CALVIN PLAZA, TO THE PARKING LOT OF THE BRICK AND TO RUSSELL FARM.

THESE CREATIVE MOVES ALLOWED MORE PEOPLE THAN EVER BEFORE TO ENJOY FREE LIBRARY PROGRAMS. BUT IT'S NOT JUST PROGRAMING THAT'S GROWING. USAGE ACROSS THE BOARD IS ON THE RISE.

DIGITAL DOWNLOADS OF BOOKS INCREASED BY 21% LAST YEAR, AND CHECKOUTS OF PHYSICAL ITEMS INCREASED BY 4%.

YES, PEOPLE ARE STILL READING PHYSICAL BOOKS AND BY A WIDE MARGIN.

IN 2024, OVER 280,000 PHYSICAL ITEMS WERE CHECKED OUT OF OUR LIBRARY, COMPARED TO 86 OVER 86,000 DIGITAL DOWNLOADS.

THE LIBRARY ALSO ISSUED OVER 3000 NEW LIBRARY CARDS THIS YEAR, A 19% INCREASE FROM THE YEAR BEFORE.

IN ADDITION, WI-FI SESSIONS INSIDE THE LIBRARY WERE UP 20%, SHOWING THAT THE LIBRARY ISN'T JUST A PLACE TO CHECK OUT BOOKS, IT'S A PLACE WHERE PEOPLE LIKE TO BE. SO WHEN I HEAR SOMEBODY SAY, NOBODY GOES TO THE LIBRARY ANYMORE, I CAN CONFIDENTLY SAY THAT THEY HAVE NOT VISITED THE BURLESON PUBLIC LIBRARY.

WITH ALL OF THIS GROWTH AND INNOVATION, I WASN'T SURPRISED WHEN SARAH MILLER, WHO LEADS OUR WHO LEADS OUR INCREDIBLE TEAM, TOLD ME ABOUT A PRESTIGIOUS HONOR THE LIBRARY RECEIVED.

TONIGHT, WE ARE HERE TO RECOGNIZE THE BURLESON PUBLIC LIBRARY FOR RECEIVING THE 2024 ACHIEVEMENT OF LIBRARY EXCELLENCE AWARD FROM THE TEXAS MUNICIPAL LIBRARY DIRECTORS ASSOCIATION. THIS AWARD RECOGNIZES LIBRARIES THAT DEMONSTRATE EXCELLENCE IN TEN KEY AREAS, INCLUDING COMMUNITY OUTREACH, LITERACY, LITERACY SUPPORT, WORKFORCE DEVELOPMENT, INNOVATIVE PROGRAMING AND MORE.

OUT OF 542 PUBLIC LIBRARIES IN TEXAS, ONLY 102 OR JUST 19% EARNED THE RECOGNITION THIS YEAR.

THE BURLESON PUBLIC LIBRARY STOOD OUT FOR ITS UNWAVERING DEDICATION TO SERVING OUR COMMUNITY THROUGH CREATIVE PROGRAMS AND SERVICES.

INCLUSIVE STORY TIME A WONDERFUL PROGRAM CREATED BY OUR LIBRARIAN.

OUR CHILDREN'S LIBRARIAN, BECKY, PROVIDED SENSORY FRIENDLY SMALL GROUP STORY TIMES DESIGNED FOR CHILDREN WITH SPECIAL NEEDS.

THE READING ROVER, WHICH I KNOW WE'VE ALL SEEN AROUND TOWN, IS ANOTHER CREATIVE RESPONSE TO LIMITED SPACE.

THE READING ROVER BRINGS LIBRARY PROGRAMS DIRECTLY TO THE COMMUNITY.

WE STARTED A STUDENT ART RECEPTION WITH OUR LIBRARIAN, WENDY, WHO IS A FORMER BISD LIBRARIAN, WHICH SHOWCASES LOCAL STUDENT ARTWORK AND WE HOST RECEPTIONS FOR THEM.

OUR TEXAS OUR FUTURE FILM SERIES WAS A PARTNERSHIP WITH KEEP BURLESON BEAUTIFUL THAT EDUCATED THE COMMUNITY ABOUT TEXAS PARKS WILDLIFE AND CONSERVATION.

WE ALSO HAVE THE LIBRARY OF THINGS, WHICH OFFERS ITEMS LIKE MUSEUM PASSES, STEM KITS, AND MORE.

THESE ARE JUST A HANDFUL OF THE INNOVATIVE PROGRAMS AND SERVICES THAT MAKE OUR LIBRARY AND OUR CITY SUCH A GREAT PLACE TO LIVE.

I ALSO WANT TO TAKE A MOMENT TO THANK THE LIBRARY BOARD AND THE FRIENDS OF THE LIBRARY, MANY OF WHOM ARE WITH US TONIGHT FOR THEIR ONGOING SUPPORT AND PLAYS A HUGE ROLE IN THE

LIBRARY'S SUCCESS. THE FRIENDS OF THE LIBRARY, IN PARTICULAR, MAKE OUR SUMMER READING PROGRAM POSSIBLE THROUGH THEIR FUNDRAISING EFFORTS, WHICH PROVIDE SUPPLIES, PROGRAMS, AND PRIZES FOR OUR COMMUNITY.

OKAY, A COUPLE OF THINGS COMING UP THIS COMING SATURDAY FROM 9 TO 2 AT THE SENIOR CENTER.

THE FRIENDS OF THE LIBRARY WILL BE HOSTING A CRAFT FAIR.

I KNOW THERE WILL BE TONS OF GOODIES THERE TO SHOP AND EXPLORE TREASURES CRAFTED BY LOCAL PRODUCERS.

SO, STOP BY THE SENIOR CENTER FOR THE CRAFT FAIR THIS SATURDAY FROM 9 TO 2, AND HOT DOGS AND SNACKS WILL ALSO BE AVAILABLE.

AND WE ALSO HAVE THE KERR MIDDLE SCHOOL END OF YEAR ART SHOW GOING ON AT THE SENIOR CENTER.

DURING BUSINESS HOURS, EVERY STUDENT WHO CREATED ARTWORK FROM KERR MIDDLE SCHOOL WILL HAVE AN OPPORTUNITY TO HAVE SOMETHING DISPLAYED THERE.

AND AGAIN, IT'S THE SIXTH THROUGH THE 10TH DURING SENIOR CENTER HOURS.

STOP BY AND AND EXPLORE SOME OF THE REALLY NEAT ARTISTIC ABILITIES OF OUR YOUTH.

THE LIBRARY GOT A NEW VAN. WE WERE VERY EXCITED, BUT SOMEONE NOTICED THAT WE DIDN'T HAVE COVER FOR IT, AND SOMEHOW, MAGICALLY, IT APPEARED FROM EXTRA ACCOUNTS OR BUDGETS.

THAT WASN'T A BUDGET ITEM NECESSARILY, BUT Y'ALL HAD THE COMPASSION AND THE PUBLIC WORKS ACTUALLY PUT IT IN.

SO I THANK YOU SO, SO MUCH FOR PROVIDING PROTECTION FOR THAT MOBILE VAN.

REALLY APPRECIATE IT AS A CITIZEN TO SEE THAT.

THIS PROCESS THAT WE HAVE FOLLOWS THE ANNEXATION SCHEDULE THAT WAS PREVIOUSLY APPROVED BY THE CITY COUNCIL THE DEVELOPER, OUR DEVELOPMENT HAS MET ITS REQUIREMENTS, SUBMITTING THE PETITION FOR ANNEXATION BACK IN NOVEMBER OF LAST YEAR.

SO THEY'VE BEEN ON SCHEDULE FOR THAT. YOU'LL SEE ON THE SCREEN.

WE'VE GOT SEVERAL MORE ANNEXATION ITERATIONS COMING AS DEVELOPMENT CONTINUES FOR THE PROPERTY.

JUST BY WAY OF A REMINDER, THIS IS THE NEIGHBORHOOD SECTION OF THE CITY IN OUR COMPREHENSIVE PLAN, AS MISS SOKOL MENTIONED IT'S IN THE ETJ UNTIL SUCH TIME THAT YOU TAKE ACTION TONIGHT, AT WHICH POINT IN TIME IT WILL BE BROUGHT INTO THE CITY LIMITS.

WE DID OUR NOTIFICATION REQUIREMENTS AS PER STATE LAW WITH REGARD TO AN ANNEXATION POSTED ON THE CITY'S WEBSITE, AND AS WELL AS NOTIFIED THE SCHOOL DISTRICT AND OUR FRANCHISE UTILITY PROVIDERS.

WITH THAT BEING SAID, STAFF RECOMMENDS APPROVAL OF THE ANNEXATION OF A CHISEL SUMMIT PHASE C FOR THE 88 PLUS ACRES OF LAND. WE'VE GOT A SURVEY EXHIBIT THERE TO KIND OF GIVE YOU SOME MORE DISCRETE INFORMATION REGARDING THE TRACT.

AGAIN, THIS IS PART OF THE PLANT DEVELOPMENT.

IT FURTHERS THE GOALS OF THE COMPREHENSIVE PLAN AND PART OF A PREVIOUSLY APPROVED DEVELOPMENT AGREEMENT WE HAVE FOR THE SITE.

NOW, THE DEFAULT ZONING OF AGRICULTURAL IS FOLLOWING THE CITY'S PROCESS WHEN A PROPERTY IS ANNEXED INTO THE CITY LIMITS.

SO WHAT DOES PHASE C ENTAIL? WHAT WE'VE GOT A DATA SHEET RIGHT HERE ON THE SCREEN THAT GIVES YOU A BREAKDOWN OF SOME OF THE UNDERLYING DEVELOPMENT TYPES STANDARDS WITH REGARD TO FRONT YARD SETBACKS, MINIMUM LOT SIZES, AND WE EVEN ACTUALLY GO THROUGH AND LIST MINIMUM HOME SIZES, ALL OF WHICH YOU MAY BE FAMILIAR WITH.

THOSE PLANT UNITS ARE STILL IN LINE WITH WHAT THE DEVELOPER ANTICIPATES, AND WE HAVE A PERCENTAGE ALLOCATION ASSOCIATED WITH EACH DEVELOPMENT TYPE AND A RANGE. SO THIS IS VERY ROBUST AND VERY DETAILED IN TERMS OF GIVING THE COUNCIL SOME EXPECTATION OF WHAT TO SEE OUT IN PHASE C.

SO THIS ALLOWS PEOPLE TO COME IN. THEY HAVE TO FILL OUT A NICE PAPERWORK THAT WAS CREATED BY OUR LEGAL TEAM, AND THEY BASICALLY COME AND THEY'RE ABLE TO TAKE PETS OUT FOR A WALK OR FOR A DAY, OR THEY'RE ABLE TO HAVE THEM OVER THE WEEKEND WHEN THE SHELTER IS CLOSED.

AND WHAT THAT REALLY DOES IS IT ALLOWS PEOPLE TO SEE DOGS IN A NON SHELTER SITUATION.

STAFF HAVE A REALLY HARD TIME. WE DON'T KNOW WHAT A DOG'S LIKE AT HOME.

ALL WE KNOW IS WHAT THEY'RE LIKE AT THE SHELTER. SO WITH THESE BUDDIES PROGRAMS, THEY'RE ABLE TO GIVE OUR STAFF INFORMATION ABOUT THE DOGS THAT WE CAN THEN HOPEFULLY PASS ON TO POTENTIAL ADOPTERS. OR MAYBE THEY DECIDE TO ADOPT IT, OR MAYBE SOMEONE THAT THEY KNOW IN THEIR FAMILY OR FRIENDS WHEN THEY TAKE THE DOG OUT

SO WHEN WE TAKE ON ANY OFFSITE ADOPTION EVENTS, TYPICALLY THAT'S OUTSIDE OF THEIR NORMAL RESPONSIBILITIES.

SO WE HAVE TO BRING ON AN ADDITIONAL STAFF. SO WE ALSO CAN'T PUT ANOTHER ACO OUT THERE TO GO AND SET UP THE EVENT.

AND WHEN YOU DO THAT YOU'RE SETTING UP TENTS, YOU'RE SETTING UP KENNELS, YOU'RE GETTING ANIMALS IN AND OUT.

AND WHILE WE HAVE VOLUNTEERS THAT DO SOMETIMES HELP US, THAT'S OBVIOUSLY IT CAN BE A DANGEROUS SITUATION.

SO WE LIKE OUR ANIMAL CONTROL OFFICERS TO BE THE ONE IN CHARGE OF THE TRANSPORTATION OF THE ANIMALS WITH AN ADOPTION TRAILER, ONE PERSON COULD OPERATE IT ALL. OF THE ANIMALS ARE PUT INTO THE TRAILER AND THAT IS WHERE THEY ARE DISPLAYED AS WELL.

SO THE PUBLIC AS YOU CAN SEE, IT KIND OF HAS THAT OPEN AREA.

ALL THE ANIMALS WOULD STAY THERE FROM THE SHELTER TO TRANSPORT TO THE EVENT UNTIL SOMEONE WANTED TO MEET THEM PERSONALLY, WE WOULD TAKE THEM OUT. THIS ALLOWS US TO BRING SHELTER ANIMALS TO PEOPLE THAT MAY NEVER COME TO THE SHELTER.

SO THAT'S ONE OF OUR BIG THINGS. AND ALSO IT'S TEMPERATURE CONTROLLED.

OUR STAFF AND I MAY BE JUMPING AHEAD. OUR STAFF LOVES OUR ANIMALS SO MUCH, AND THEY WILL NOT BRING THE ANIMALS OUT IN WHEN IT'S 100 DEGREES IN THE HOME DEPOT PARKING LOT. YOU KNOW, WE WANT TO MAKE SURE THAT WE'RE CARING FOR THE ANIMALS AS BEST AS POSSIBLE.

SO THE TRAILER DOES HAVE HEATING AND AIR CONDITIONING TO KEEP THE ANIMALS AT CLIMATE CONTROLLED.

SO WHAT WE DID IS, WITH THE APPROVAL OF THE CITY MANAGER'S OFFICE, WE KICKED OFF A FUNDRAISING RAISING CAMPAIGN FOR THE ADOPTION TRAILER.

AND THE FIRST THING WE DID IS WE REALLY WORKED OUT FOR SEEKING SPONSORSHIPS FROM BUSINESSES, AND WE ARE SO APPRECIATIVE TO ALL THE BUSINESSES WHO GAVE MONEY FOR THE ADOPTION TRAILER.

WE RAISED ALMOST $13,000 FOR THE ADOPTION TRAILER THROUGH THIS PROCESS.

WE WERE ACTUALLY LOOKING FOR ABOUT $66,000, SO WE STARTED THINKING OF OTHER CREATIVE WAYS THAT WE COULD RAISE MONEY FOR THE TRAILER.

AND ALL THE DONATIONS CAME TO THE SHELTER AS WELL.

WE HAD A CHARITY NIGHT AT THE CLEBURNE RAILROADERS. WE HAD A HALLOWEEN COSTUME. WE SOLD CALENDARS, WE SOLD T SHIRTS, AND EVEN THE EMPLOYEE COMMITTEE GOT TOGETHER.

AND AT THE CHRISTMAS EVENT, WE DID A BASKET SALE THAT BENEFITED THE SHELTER.

SO WE WERE LUCKY. SO WE WERE SITTING AT ABOUT 32, $33,000, AND WE WERE LUCKY ENOUGH TO HAVE AN ANONYMOUS DONOR COMPLETE THE AMOUNT NEEDED TO PURCHASE THE TRAILER. SO WE ARE SO EXCITED ABOUT THAT.

SO WE ARE NOW STARTING THE PROCESS. WE'RE ACTIVELY WORKING WITH PURCHASING TO SECURE THE MOST COST EFFECTIVE ADOPTIVE ADOPTION TRAILER FOR THE CITY.

EVEN THOUGH WE HAVE RAISED THE DONATIONS, YOU KNOW, IF WE CAN GET IT FOR 59,000 INSTEAD OF 66,000, THE REST OF THAT MONEY GOES BACK TO HELPING PETS IN NEED.

HE COMES TO US VIA FRESNO, CALIFORNIA. HE HAS A BACHELOR'S DEGREE FROM FRESNO STATE AND A MASTER'S DEGREE IN CIVIL ENGINEERING FROM NORTH CAROLINA STATE.

I'M GOING TO PROVIDE AN UPDATE, AND THEN WE CAN DISCUSS THE PROJECT IF THERE'S ANY QUESTIONS AND LOOKING FOR DIRECTION.

SO, THIS EVENING I PLAN ON GOING THROUGH THE PROJECT BACKGROUND.

TALK ABOUT SOME OF THE DESIGN ELEMENTS. SOME OF THE PROGRESS THAT WE'VE SEEN SINCE COUNCIL'S LAST SEEN IT.

TALK ABOUT A FEW OF THE COORDINATION ITEMS, THE BUDGET AND THE TIMELINE FOR NEXT STEPS.

GOING BACK TO MAY OF 2022, THE HULEN STREET PROJECTS WERE INCLUDED IN THE 2022 GEO BOND PROGRAM THAT WERE THAT WAS APPROVED BY THE VOTERS. THERE'S TWO PROJECTS WHICH I'LL TOUCH ON HERE BRIEFLY THAT WERE INCLUDED IN THE GEO BOND PROGRAM.

FAST FORWARDING TO MARCH OF 2023. COUNCIL APPROVED A CONSULTANT AGREEMENT WITH TEAGUE, NOW PERKINS, TO START THE PRELIMINARY DESIGN EFFORTS ON THE PROJECT AND ANALYZE THE ALIGNMENT FOR THE PROJECT.

AND THEN IN APRIL OF 2024, THAT IS THE LAST TIME THAT STAFF PROVIDED AN UPDATE TO COUNCIL ON THE PROJECT AND THE PROGRESS.

AND THEN SHORTLY THEREAFTER, STAFF RECEIVED DIRECTION FROM COUNCIL TO MOVE FORWARD WITH THE FOUR LANE ROADWAY DESIGN.

SO, AS MENTIONED, THE HULEN STREET PROJECTS WERE INCLUDED IN THE 2022 GEO BOND PROGRAM.

TWO PROJECTS IDENTIFIED WERE THE HULEN STREET AND WILSHIRE INTERSECTION IMPROVEMENTS PROJECT THAT INCLUDES THE TRAFFIC SIGNAL IMPROVEMENTS AND IMPROVEMENT ROADWAY WIDENING IMPROVEMENTS AT THE INTERSECTION.

ALSO INCLUDED IS THE HULEN STREET WIDENING FROM KELLY DRIVE TO CANDLER DRIVE.

AND THEN THERE'S ALSO A WATER LINE IMPROVEMENTS THAT ARE IDENTIFIED IN THE PROJECT LIMITS.

AND SO THOSE THREE PROJECTS COMBINED MAKE UP THE PROJECT THAT WE'RE DISCUSSING THIS EVENING THAT WE ARE DELIVERING AS ONE PROJECT.

SO I WANT TO HIGHLIGHT HULEN STREET IS CLASSIFIED AS A PRINCIPAL ARTERIAL FROM STATE HIGHWAY 174 TO GREEN RIDGE DRIVE AND A MINOR ARTERIAL FROM GREEN RIDGE DRIVE TO CANDLER DRIVE IN THE 2023 MOBILITY PLAN.

THAT ENTIRE CORRIDOR IS PLANNED OR PROJECTED TO HAVE ROUGHLY 35,000 VEHICLES PER DAY.

AND YOU CAN SEE THERE FROM THAT CROSS SECTION, THAT IS OUR CURRENT CROSS SECTION OF THE IMPROVEMENTS THAT ARE BEING PROPOSED.

IT'S 120 FOOT RIGHT OF WAY, ROADWAY IMPROVEMENT, RIGHT OF WAY.

AND IT ALSO HAS ADDITIONAL WATER LINE EASEMENTS THAT ARE ADJACENT TO THAT ROADWAY RIGHT OF WAY WIDTH.

AND I'LL TALK ABOUT THOSE IMPROVEMENTS. WE HAVE FOUR LANES CURRENTLY PROPOSED.

SO WIDENING THE EXISTING TWO LANE FACILITY TO A FOUR LANE FACILITY.

BUT THE ULTIMATE ACQUISITION WOULD BE FOR THE FULL 120 FOOT RIGHT OF WAY THAT WOULD SUPPORT A FUTURE SIX LANE FACILITY.

SO, THE IMPROVEMENTS WOULD INCLUDE A LARGER MEDIAN ISLAND THERE THAT WOULD ALLOW FOR THE WIDENING TO THE INSIDE IN THE FUTURE AS TRAFFIC VOLUMES.

ALLOW FOR AND THEN THE STATE HIGHWAY 174 INTERSECTION WILL INCLUDE DUAL LEFT TURN LANES AND ONE RIGHT TURN LANE.

AND WE ARE ALSO LOOKING AT COORDINATING WITH A FUTURE FOUR LANE FACILITY OR A FOURTH LEG OF THAT INTERSECTION.

AND SO LOOKING AT THE LAYOUT, IT TAKES THAT INTO CONSIDERATION.

THE PROJECT IMPROVEMENTS ALSO INCLUDE DUAL SHARED USE, USE PATHS ON BOTH SIDES TO ACCOMMODATE PEDESTRIAN AND BICYCLE TRAFFIC.

AND THEN THE IMPROVEMENTS ALSO INCLUDE THE WATER LINE THAT I MENTIONED EARLIER AND A SEWER LINE EXTENSION, SO THAT WILL HELP SUPPORT FUTURE DEVELOPMENTS IN THE AREA.

WHAT YOU SEE HERE IS A LAYOUT OF THE IMPROVEMENTS THAT ARE CURRENTLY PROPOSED.

THIS IS REALLY JUST A PRELIMINARY SCHEMATIC DESIGN.

IT SHOWS THE IMPROVEMENTS, THE RIGHT OF WAY WIDTHS AND HOW THAT WILL ALIGN WITH THE EXISTING DEVELOPMENTS YOU SEE THERE ON THE UPPER LEFT SIDE, YOU HAVE CANDLER DRIVE AND THAT INTERSECTION AND MOVING TOWARDS 174 AT THE BOTTOM OF THE SCREEN, THE FOUR LANE FACILITY WITH THE MEDIAN ISLAND AND THE SHARED USE PATHS.

THAT IS THE CURRENT PROPOSED ALIGNMENT. YOU HAVE TWO ADDITIONAL INTERSECTIONS AT POTOMAC DRIVE AND GREENRIDGE DRIVE WITHIN

THAT CORRIDOR, AND THEN THE ENDS CANDLER DRIVE AND STATE HIGHWAY 174 WILL BE SIGNALIZED INTERSECTIONS.

SO SINCE STAFF PROVIDED AN UPDATE IN SPRING OF 2024 COVERING SOME OF THE UPDATES ON THE PROJECT SINCE THEN, IN AUGUST OF 2024, AS STAFF AND OUR CONSULTANT TEAM WENT THROUGH THE DESIGN, IT WAS IDENTIFIED THAT HULEN AND CANDLER DRIVE NEEDED TO BE SIGNALIZED, THAT THAT INTERSECTION WARRANT WARRANTED A TRAFFIC SIGNAL.

AND SO THAT'S BEING LOOKED AT IN THE DESIGN. AND THEN IN SEPTEMBER OF 2024, THE PRELIMINARY DESIGN REPORT WAS COMPLETED BY OUR CONSULTANT TEAM. IN OCTOBER OF 2024, WE RECEIVED APPROVAL FROM BETHESDA WATER TO REGARDING THE ALIGNMENT AND THE CROSSINGS FOR THEIR FACILITIES WITHIN THE CORRIDOR, AND THAT REGARDING THE BETHESDA WATER LINE THAT'S KEY BECAUSE ORIGINALLY WE WERE ANTICIPATING HAVING TO RELOCATE THEIR FACILITIES, BUT IT WAS GOOD TO RECEIVE THAT APPROVAL BECAUSE THAT WILL REDUCE THE COST OF THE PROJECT.

AND THEN IN NOVEMBER OF 2024, STAFF AND OUR CONSULTANT TEAM HELD A PUBLIC MEETING TO RECEIVE FEEDBACK FROM THE COMMUNITY AND PUBLIC COMMENT.

WE WALKED THEM THROUGH THE ALIGNMENT AND THE PROPOSED IMPROVEMENTS ON THE PROJECT.

ALSO IN NOVEMBER OF 2024, STAFF MET WITH THE FRANCHISE UTILITY COMPANIES YOU COULD SEE LISTED THERE ON THIS SLIDE.

THERE'S A NUMBER OF UTILITIES THAT ARE EITHER CURRENTLY EXISTING OR PROPOSED IN THIS CORRIDOR.

AND SO STAFF MET WITH THEM TO COORDINATE THE PROPOSED IMPROVEMENTS.

AND THEN IN DECEMBER OF 2024, WE HELD ANOTHER MEETING WITH THE HOA, WHICH IS THE DEVELOPMENT WITH THE ACCESS OFF OF CANDLER AND HULEN RIGHT THERE OFF THAT INTERSECTION.

THEIR ENTRANCE, AS YOU CAN SEE IN THE PICTURE SHOWN, THAT IS ACTUALLY THE FOURTH LEG OF THAT INTERSECTION.

THAT WOULD BE PART OF THAT TRAFFIC SIGNAL. AND I'LL TALK THROUGH SOME OF THE FEEDBACK WE GOT FROM THAT MEETING HERE SHORTLY.

SO, AS WE CONTINUE THROUGH THE DESIGN, WE HAVE ONGOING COORDINATION ON THE PROJECT.

YOU CAN SEE THE CROSS SECTIONS SHOWN ON THIS SCREEN.

THE RED BOX AROUND THE LEFT HAND SIDE OF THAT CROSS SECTION SHOWS THE PROPOSED WATER LINE EASEMENTS FOR THE BETHESDA WATER LINE, AS WELL AS A CITY WATER LINE. SO WE'LL CONTINUE TO COORDINATE WITH BETHESDA WATER ON THE IMPROVEMENTS AND THEIR FACILITIES.

WE'LL ALSO CONTINUE TO WORK WITH THE OTHER FRANCHISE UTILITIES THAT WOULD BE ALONG THIS CORRIDOR.

YOU COULD SEE FROM THIS CROSS SECTION THAT THERE'S SEVERAL DIFFERENT ALIGNMENTS THAT WOULD FALL WITHIN THE ROADWAY IMPROVEMENTS, AND WE'LL HAVE TO CONTINUE TO COORDINATE WITH THEM ALONG WITH THE DESIGN AND CONSTRUCTION.

THERE'S ALSO THE STATE HIGHWAY 174 WIDENING PROJECT THAT IS CURRENTLY UNDER DESIGN AND PLANNED TO MOVE INTO CONSTRUCTION IN SPRING OF 2026. THE CITY IS OVERSEEING THE DESIGN ON THAT PROJECT, AND TXDOT WILL OVERSEE CONSTRUCTION.

SO THERE WILL BE FURTHER COORDINATION AS THAT PROJECT PROGRESSES.

BUT WE'RE MAKING SURE THAT THE IMPROVEMENTS AT THAT INTERSECTION ARE COORDINATED BETWEEN OUR PROJECT AND THE WIDENING PROJECT.

AND THEN REGARDING THE TANTARRA HOA THERE'S A LIST OF ITEMS THAT CAME UP THROUGH OUR DISCUSSION, SOME CONCERNS THAT WE NEED TO EVALUATE AS WE MOVE FORWARD WITH THE DESIGN.

WITH THAT, THE FOURTH LEG OF THAT INTERSECTION BEING THEIR MAIN ENTRANCE INTO THE DEVELOPMENT, THERE'S CONCERNS ABOUT THE MAILBOX THAT'S LOCATED RIGHT THEIR MONUMENT SIGNS, SOME LIGHTING.

SO THERE'S A NUMBER OF ITEMS THAT WE'RE GOING TO CONSIDER AS WE MOVE FORWARD WITH DESIGN TO MAKE SURE THAT WE AREN'T IMPACTING THEM, AND THAT THEY HAVE THE ABILITY TO STILL ACCESS THEIR DEVELOPMENT.

AND HERE'S A QUICK RECAP OF THE BUDGET. CURRENTLY, THE PROJECT PROPOSED AS PROPOSED IS IN THE CIP AND THE.

THERE'S CURRENTLY 29.8 MILLION IDENTIFIED FOR THE PROJECT IN THE LATEST CIP THAT INCLUDES 9.5 MILLION IN GEO BOND FUNDING, 14 MILLION IN CO BOND FUNDING AND 6.3 MILLION IN WATER BOND FUNDING.

AND SO THAT MAKES UP THE CURRENT PROPOSED BUDGET OF 29.8 MILLION.

AS WE MOVE FORWARD WITH DESIGN, WE WILL HAVE REFINED ENGINEERING ESTIMATES AND MORE DETAIL ON THE PROJECT IMPROVEMENTS.

JUST DUE TO THE CURRENT CIP AND PROJECTED REVENUES PART OF WHAT I'M GOING TO COVER NEXT IS THE POTENTIAL OF LOOKING AT POSSIBLE FEDERAL FUNDING ON THE PROJECT AND DESIGNING THE PROJECT TO MEET FEDERAL STANDARDS IN ORDER TO MAKE US ELIGIBLE.

IF WE NEED TO PURSUE THAT IN THE FUTURE. SO SOME OF THE KEY ITEMS IN ORDER TO BE ELIGIBLE WITH FEDERAL FUNDING IS ROADWAY CLASSIFICATION AND COORDINATING WITH NCTCOG TO GET ON THE TRANSPORTATION IMPROVEMENT PLAN.

SO JUST TO COVER A FEW HIGHLIGHTS FOR FEDERAL FUNDING.

FEDERAL FUNDING IS DIVVIED UP STATE TO STATE AND THEN IT FLOWS INTO THE METROPOLITAN AREAS.

AND THE RECIPIENT OF FEDERAL FUNDING IN THIS REGION IS NCTCOG.

AND SO THAT FEDERAL FUNDING IS DISTRIBUTED TO THEM AS THE MAIN RECIPIENT.

AND THEN THEY DIVVY IT UP TO THE LOCAL MUNICIPALITIES AS SUB RECIPIENTS.

DEPENDING ON THE PROGRAM, IT COULD BE FORMULAIC OR COMPETITIVE THROUGH COMPETITIVE GRANTS.

AND SO ONCE PROJECTS ARE IDENTIFIED, NCTCOG PUTS THEM IN THE TRANSPORTATION IMPROVEMENT PROGRAM, AND THAT MAKES THEM ELIGIBLE FOR FEDERAL FUNDING.

A KEY COMPONENT OF THAT IS THE PROJECT NEEDS TO BE OF THE RIGHT FUNCTIONAL CLASSIFICATION.

SO I MENTIONED THAT WITHIN OUR PLANNING DOCUMENT, WE HAVE IT THIS STRETCH OF HULEN AS A PRINCIPAL ARTERIAL AND MINOR ARTERIAL.

CURRENTLY ON THE TXDOT FUNCTIONAL CLASSIFICATION, THE PROJECT IS A MAJOR COLLECTOR, SO IT IS CONSIDERED ELIGIBLE FOR FEDERAL FUNDING, BUT WE WILL CONTINUE TO COORDINATE WITH TXDOT TO UPDATE THAT CLASSIFICATION TO MATCH OUR PLANNING DOCUMENTS IN THE FUTURE, BUT ALSO COORDINATE WITH NCTCOG TO POTENTIALLY GET THE PROJECT ON THE TIP IF FEDERAL FUNDING IS TO BE PURSUED.

AND SO LAYING OUT NEXT STEPS ON THE PROJECT. REALLY, THERE ARE TWO OPTIONS THAT WE'VE LAID OUT HERE TONIGHT.

PROCEED WITH THE DESIGN MEETING FEDERAL STANDARDS WITH THE GOAL TO PURSUE GRANT FUNDING OPPORTUNITIES WITH NCT COG.

THIS WITH THIS OPTION, WE WOULD RECOMMEND POSTPONING THE RIGHT OF WAY ACQUISITION UNTIL REVENUE OUTCOMES AND THE CIP ADJUSTMENTS ARE AVAILABLE, WHICH WE ANTICIPATE IN MAY, MAY OR JUNE OF THIS YEAR.

THIS ALSO MAY INCLUDE A PROFESSIONAL SERVICES AGREEMENT AMENDMENT WITH OUR CONSULTANTS TO BRING IN ANY FEDERAL STANDARD REQUIREMENTS INTO THE DESIGN. WE DON'T ANTICIPATE THIS BEING A SIGNIFICANT CHANGE, BUT IT MAY BE SOMETHING THAT WE NEED TO EVALUATE IN THE DESIGN.

AND SO THAT THAT MAY BE AN ITEM THAT WE WOULD BRING BEFORE COUNCIL IF THAT DOLLAR AMOUNT EXCEEDS OUR THRESHOLDS.

AND THEN CONSTRUCTION START IS ULTIMATELY CONTINGENT UPON FUNDING BEING AVAILABLE.

SO, EITHER FEDERAL FUNDING BEING AWARDED ON THE PROJECT OR THE CAPACITY IN THE CIP, DEPENDING ON REVENUE AVAILABILITY.

AND THEN THE SECOND OPTION WOULD BE TO PROCEED WITH DESIGN AND RIGHT OF WAY, AS CURRENTLY PLANNED IN THE CIP.

THE CIP WOULD BE UPDATED AS PROJECT ESTIMATES BECOME AVAILABLE.

AS WE PROGRESS THROUGH THE DESIGN AND AS REVENUE UPDATES BECOME AVAILABLE.

AND SO OUR TENTATIVE CONSTRUCTION START IS SET FOR SUMMER OF 2026 IF WE DO PROCEED WITH THE CURRENT PLAN ON THE PROJECT.

SO WITH THAT, I'M AVAILABLE FOR ANY QUESTIONS OR DISCUSSION.

IT'S REVIEWED BY, I THINK, A NUMBER OF COMMITTEES.

AND THEN IT'S RECOMMENDED TO THE RTC THROUGH THEIR BIANNUAL UPDATE TO THE TIP.

SO IT'S A TWO YEAR PROCESS. AND I BELIEVE IT'S COMING UP IN 2026 OR LATER THIS YEAR, THEY'LL START THAT PROCESS.

AND SO IT'S ALSO GOING TO COME UP IN DISCUSSION FOR ALSBURY NEXT.

WE COULDN'T GET THE MONEY FOR A LONG TIME, AND WHEN WE DID GET IT, WE DIDN'T GET ENOUGH TO JUSTIFY THE DIFFERENCE BETWEEN BUILDING TO CITY STANDARD AND BUILDING TO FEDERAL STANDARD. OBVIOUSLY, IF YOU'RE GOING TO BUILD AND GET FEDERAL MONEY, YOU'VE GOT TO BUILD TO THEIR STANDARDS, AND THAT'S MUCH MORE EXPENSIVE. MY INCLINATION IS TO NOT PURSUE THAT ROUTE.

YOU KNOW, ONCE, ONCE WE'VE HAD THAT EXPERIENCE AND LEARNED IT WAS ON ALSBURY PHASE TWO, THE ONE THAT WE'RE ABOUT TO BUILD, WHICH WE DID ACTUALLY RECEIVE A GRANT FOR, AND THEN FOUND OUT THAT THE COST WASN'T WORTH IT AND REFUNDED THE MONEY BACK TO TXDOT. IN THE MEANTIME, AS WE WAIT TO GO THROUGH THE PROCESS OF TRYING TO ENTER THE PROJECT IN THE TIP AND SEE IF WE CAN ACHIEVE SOME FEDERAL FUNDING.

CURRENTLY WE HAVE A BUDGET TO UPGRADE. WE DO NOT HAVE AN UPDATE AN ESTIMATE IF WE WERE TO BE MEETING THE FEDERAL STANDARD, THAT IS SOMETHING THAT WE WOULD NEED TO WORK WITH OUR CONSULTANTS TO DEVELOP.

THAT'S KIND OF PERTINENT FOR THIS DECISION IN MY OPINION.

SO I WANT TO GO BACK TO THE OPTION SLIDE. SO THE DIFFERENCE BETWEEN THE TWO OPTIONS AT THIS POINT IS, IS REALLY TO PAUSE ON THE RIGHT OF WAY ACQUISITION.

SO, THE PROJECT THE LATEST ENGINEER'S ESTIMATE WAS AS OF SPRING OF 2024.

AND SO WE'VE BEEN WORKING THROUGH THE ALIGNMENT GOING THROUGH THE COMMUNITY EFFORTS.

BUT AN UPDATED ENGINEER'S ESTIMATE HAS NOT BEEN PUT TOGETHER SINCE THE LAST UPDATE IN SPRING OF 2024.

AND SO THAT'S A KEY ITEM TO BE ABLE TO IDENTIFY THE CURRENT COST.

SO MOST LIKELY IT'S GONE UP IN A YEAR. THERE'S THE POTENTIAL OF IT GOING UP.

BUT THAT WAS A HIGH LEVEL PRELIMINARY ESTIMATE.

NOW THAT WE HAVE MORE INFORMATION ON THE DESIGN AND THE RIGHT OF WAY THAT'S NEEDED ON THE PROJECT IT COULD HAVE GONE DOWN.

IT'S REALLY HARD TO SAY AT THIS POINT. ONE MORE COMMENT, MAYBE A LITTLE OFF TOPIC, BUT WHEN WE GET CLOSER TO HAVING SOMETHING TO GO TO THE GROUND WITH. WE MIGHT WANT TO CONSIDER THE NEED TO BUILD ALL THE SIDE PATH AT THIS POINT.

THE PROPERTIES ON THE POTOMAC STREET GREEN RIDGE STREET SIDE ARE PRETTY MUCH DEVELOPED OUT, AND I THINK THAT TRAIL ON THAT SIDE WOULD PROBABLY GET SOME USE FROM THE NEIGHBORHOODS.

THE OPPOSITE SIDE OF THE STREET, OTHER THAN TANTARA, IS BASICALLY DEVELOPED AS MUCH AS IT'S EVER GOING TO BE OR ISN'T DEVELOPED AT ALL.

SOME OF THAT COULD BE PUSHED OFF TO DEVELOPERS THAT MIGHT BUILD ON THOSE TRACKS.

AND WE MIGHT ALSO LOOK AT LOOK AT LANDSCAPING.

I DON'T KNOW WHAT THE LANDSCAPE REQUIREMENTS WOULD BE IF THIS THING GOES FEDERAL, BUT I IMAGINE IT WOULD BE FOR THE FULL COMPONENT.

RECEIVE A REPORT, HOLD A DISCUSSION AND PROVIDE STAFF DIRECTION REGARDING COUNTY ROAD 1020 ALSBURY BOULEVARD EXTENSION.

PHASE THREE ALIGNMENT AND CROSS SECTION. STAFF PRESENTER IS RANDY MORRISON, DIRECTOR OF CAPITAL ENGINEERING.

SO VERY SIMILAR TO THE LAST PRESENTATION. I'M GOING TO BE WALKING THROUGH THE ALSBURY BOULEVARD OR COUNTY ROAD 1020 EXTENSION PROJECT PHASE THREE.

I'M GOING TO COVER PROJECT BACKGROUND. SOME OF THE KEY DESIGN CRITERIA ON THE PROJECT COVER SOME OF THE PROGRESS WE'VE MADE OVER THE LAST COUPLE OF YEARS, COVER SOME OF THE KEY COORDINATION ITEMS, BUDGET, AND THEN NEXT STEPS WITH THE TIMELINE AS WELL.

SO YOU CAN SEE ON THE EXHIBIT SHOWN ON THIS SLIDE.

ALSBURY HAS BEEN BROKEN INTO MULTIPLE PHASES.

FIRST PHASE THERE ON THE RIGHT HAND SIDE OF THAT EXHIBIT.

SALISBURY PHASE ONE FROM HULEN TO CANDLER. THIS INCLUDED THE TWO ROUNDABOUTS THAT CURRENTLY EXIST AND THE INSIDE LANES.

THAT PROJECT WAS COMPLETED IN 2018 AND CURRENTLY UNDER CONSTRUCTION.

WE HAVE PHASE ONE B OF THAT SAME STRETCH FROM HULIN TO CANDLER.

WE ARE WORKING ON THE OUTSIDE LANES, UNDERGROUNDING UTILITIES, AND SO THAT PROJECT IS CURRENTLY UNDER CONSTRUCTION AND ANTICIPATED TO BE COMPLETE LATER THIS YEAR. NEXT IS SALISBURY PHASE TWO, WHICH YOU SEE FROM THE ROUNDABOUT AT HULIN AND SALISBURY AND WILL CONNECT TO COUNTY ROAD 1020 THAT THAT IS CURRENTLY IN THE FINAL DESIGN.

DESIGN IS PRETTY MUCH COMPLETE. WE'RE ANTICIPATING ADVERTISING THE PROJECT AND BIDDING IT IN THE COMING WEEKS, AND SHOULD HAVE A CONSTRUCTION CONTRACT TO BRING BEFORE COUNCIL AS LONG AS WE GET GOOD BIDS IN THE COMING MONTHS.

SO I WOULD ANTICIPATE THAT. AND THEN TONIGHT WE'RE TALKING ABOUT ALSBURY PHASE THREE, WHICH WOULD BE THE EXTENSION FROM WHERE THE PHASE TWO CONNECTS TO 1020 ALL THE WAY TO COUNTY ROAD 914, WHICH IS FUTURE LAKEWOOD BOULEVARD.

AND SO YOU COULD SEE THAT THERE ON THE EXHIBIT.

AND THE PROJECT WILL INCLUDE A FOUR LANE DIVIDED ROADWAY WITH TURN LANES, WATER, SEWER AND STORM DRAINAGE IMPROVEMENTS INCLUDED IN IT.

LET'S RECAP SOME OF THE KEY BACKGROUND ITEMS. THE PROJECT IS ALSO INCLUDED ON THE 2022 GEO BOND PROGRAM THAT WAS APPROVED BY THE VOTERS.

THAT WAS THE DESIGN OF THIS SEGMENT FROM HULEN TO COUNTY ROAD 914.

AND THEN IN FISCAL YEAR 2023, THE PROJECT WAS INCLUDED IN THE CIP AND $2.5 MILLION DOLLARS WERE INCLUDED TO INITIATE THE

PROJECT'S DESIGN, AND THEN FOLLOWING THAT, IN MARCH OF 2023, COUNCIL APPROVED THE DESIGN CONTRACT WITH FREESE AND NICHOLS TO INITIATE THE DESIGN AND MOVE THE PROJECT FORWARD.

AND THIS PRELIMINARY DESIGN IS REALLY JUST THE SCHEMATIC OR ALIGNMENT ANALYSIS FOR THE PROJECT.

IT DOES NOT INCLUDE THE DEVELOPMENT OF CONSTRUCTION DRAWINGS THAT WOULD ALLOW US TO MOVE FORWARD WITH CONSTRUCTION.

WE WILL BE I'LL TALK ABOUT THAT HERE IN A MINUTE, BUT WE'LL BE BRINGING THOSE CONTRACTS FORWARD IN FUTURE COUNCIL MEETINGS TO COVER SOME OF THE DESIGN CRITERIA. JUST WANT TO HIGHLIGHT THAT THE THIS STRETCH OF ALSBURY IS IDENTIFIED AS A MAJOR ARTERIAL IN THE 2023 MASTER MOBILITY PLAN. IT'S PROJECTED AT 29,900 DAILY VOLUME.

AND THAT'S REALLY AT THAT UPWARD LIMIT FOR A MAJOR ARTERIAL.

AND SO IF DEPENDING ON HOW DEVELOPMENT GOES, THIS COULD REACH THE PRINCIPAL ARTERIAL REALM.

AND SO IT'S IMPORTANT TO LOOK TOWARDS THE FUTURE FOR A POTENTIAL SIX LANE FACILITY, WHICH I'LL TALK ABOUT HERE SHORTLY.

BUT THIS CROSS SECTION THAT YOU SEE THERE IS 120 FOOT RIGHT OF WAY, AND IT IS IN LINE WITH OTHER STANDARDS SUCH AS FHWA STANDARD FOR A ROADWAY SUCH AS THIS. SO, I MENTIONED A LITTLE BIT EARLIER ABOUT FUNCTIONAL CLASSIFICATION, JUST TO GO A LITTLE BIT MORE IN DETAIL ON FUNCTIONAL CLASSIFICATION.

THERE'S MULTIPLE CRITERIA, BUT THERE'S ARTERIALS, COLLECTORS AND LOCAL ROADWAYS WITH SUBCATEGORIES OF MAJOR AND MINOR.

AND THIS IS REALLY SET BY THE PROJECTED TRAFFIC VOLUMES OF A PARTICULAR ROADWAY.

SO CURRENTLY THIS STRETCH OF ALSBURY IS IN THE TXDOT FUNCTIONAL CLASSIFICATION MAP, BUT IT IS CONSIDERED A MINOR COLLECTOR, WHICH MAKES IT INELIGIBLE FOR FEDERAL FUNDING.

AND SO ONE OF THE ITEMS THAT'S IMPORTANT IN THE NEXT STEPS IS EVALUATING THE FUNCTIONAL CLASSIFICATION AND COORDINATING WITH TXDOT TO GET OUR GET THAT MAP UPDATED TO MEET OUR PLANNING DOCUMENTS AND OUR PROJECTED VOLUMES.

AND THAT WOULD ALLOW US TO BECOME ELIGIBLE FOR FEDERAL FUNDING IN THE FUTURE.

SO WORKING WITH TXDOT TO UPDATE THAT FUNCTIONAL CLASSIFICATION AND IDENTIFY IT AS A MAJOR ARTERIAL WHICH I'LL TALK ABOUT IN A LATER SLIDE WHEN WE GET TO FUNDING. THIS IS THE TWO CROSS SECTIONS.

WE HAVE THE EXISTING AT THE TOP, THE EXISTING TWO LANE COUNTY ROAD FACILITY.

AND THEN THE CROSS SECTION BELOW SHOWS WHAT IS BEING PROPOSED WITH THE FOUR LANE FACILITY, TWO LANES IN EACH DIRECTION, WITH A WIDE MEDIAN ISLAND THAT WOULD ALLOW FOR FUTURE WIDENING TO THE INSIDE.

WE ALSO HAVE THE DUAL SHARED USE PATHS ADJACENT TO THE ROADWAY.

A COUPLE OF KEY POINTS ALSO OUTSIDE OF WHAT I JUST MENTIONED, THERE IS OVER 50 INDIVIDUAL PROPERTIES THAT ARE IDENTIFIED FOR POTENTIAL RIGHT OF WAY ACQUISITION. THIS WOULD INCLUDE NOT ONLY THE ROADWAY RIGHT OF WAY, BUT POTENTIAL EASEMENTS FOR DRAINAGE AND UTILITIES AND GRADING, AS WELL AS TEMPORARY CONSTRUCTION EASEMENTS. SO AS WE MOVE FORWARD WITH MORE DETAILS ON THE DESIGN, WE'LL IDENTIFY THOSE RIGHT OF WAY NEEDS. THE EXHIBIT AND I'LL WALK THROUGH THE, THE PLAN AS IT'S CURRENTLY LAID OUT AND THE ALIGNMENT AND TALK THROUGH FROM, FROM COUNTY ROAD 914 ALL THE WAY TO HULEN OR TOWARDS HULEN.

AND THE SHADING, THE RED SHADING THAT YOU SEE ON THIS EXHIBIT, IT SHOWS THE 120 FOOT RIGHT OF WAY SWATH AS THE ALIGNMENT MOVES ALONG THE CORRIDOR. THE ALIGNMENT, YOU'LL NOTICE, SHIFTS SLIGHTLY AS YOU MOVE ALONG DEPENDING ON THE SEGMENT.

AND THAT IS THAT WAS LAID OUT BY OUR CONSULTANT TEAM AND CITY STAFF, WORKING COLLABORATIVELY, COLLABORATIVELY TO IDENTIFY AND AVOID POTENTIAL RIGHT OF WAY IMPACTS EXISTING STRUCTURES, TREES AND OTHER ITEMS ALONG THE CORRIDOR. SO YOU CAN SEE AT 914 HERE ON THE LEFT, THAT IS WHERE THE ROUNDABOUT WOULD EXIST AT LAKEWOOD AND ALSBURY AND MOVING TOWARDS THE NORTHEAST. AS WE PROGRESS, YOU CAN SEE THERE THAT THE ALIGNMENT SLIGHTLY SHIFTS TO AVOID SOME OF THE EXISTING FACILITIES OR EXISTING STRUCTURES ALONG THE CORRIDOR.

AS YOU GET FURTHER TOWARDS THE END TOWARDS THE CONNECTION AGAIN THE ALIGNMENT SHIFTS SLIGHTLY.

AND THEN TOWARDS THE NORTHEAST. THIS IS ALONG THE PRAIRIE TIMBERS DEVELOPMENT THAT EXISTS THERE.

YOU CAN SEE THE ALIGNMENT, AND THE RIGHT OF WAY IS ALREADY CURRENTLY DEDICATED ALONG THAT FRONTAGE.

BUT THERE IS A PROPOSED MASONRY BLOCK WALL ALONG THAT DEVELOPMENT THAT WOULD HELP WITH MITIGATING ANY SOUND IMPACTS OR NOISE IMPACTS WITH THE PROJECT.

SO TO COVER THE THE PROGRESS OF THE PROJECT AS I MENTIONED, THE THE PROJECT ENDED UP ON THE CIP IN FISCAL YEAR 2023 WITH AN INITIAL 2.5 MILLION IDENTIFIED TO START THE DESIGN OF THE PROJECT AND EVALUATE THE ALTERNATIVES.

MARCH 2023, COUNCIL APPROVED THE CONSULTANT CONTRACT TO MOVE FORWARD WITH THAT DESIGN EFFORT.

AND THEN IN SEPTEMBER OF 2024, KIND OF FAST FORWARDING.

AFTER GOING THROUGH THAT INITIAL ANALYSIS AND EVALUATING THE CORRIDOR, WORKING WITH THE CONSULTANTS, WE'VE LANDED ON A PRELIMINARY ALIGNMENT CONCEPT, WHICH I JUST SHOWED YOU.

AND THEN THAT WAS PRESENTED TO THE PUBLIC IN A PUBLIC MEETING NOVEMBER OF 2024.

AND SO WE GOT SOME INITIAL FEEDBACK FROM THE PROPERTY OWNERS ALONG THE CORRIDOR AND FROM THE PUBLIC.

AND THIS SLIDE SUMMARIZES SOME OF THE KEY KEY COMMENTS THAT WE RECEIVED FROM THAT PUBLIC MEETING.

AND A LOT OF THE THE COMMENTS HERE. YOU'LL SEE, THIS IS REALLY LIKE A SUMMARY OF THE VARIOUS COMMENTS THAT WE RECEIVED, BUT MOST OF THEM ARE FOCUSED AROUND THE JUST THE ULTIMATE BUILD OUT OF THE ROADWAY AND CHANGING IT FROM A COUNTY ROAD TO MORE OF AN URBAN DESIGN WITH THE MEDIAN ISLANDS AND THE WIDER STREETS.

BUT MANY OF THESE ITEMS WE'LL LOOK THROUGH AS WE PROGRESS WITH THE DESIGN AND SEE IF THERE'S ANY MITIGATION TO SOME OF THE CONCERNS.

THIS SLIDE IS VERY SIMILAR TO MY LAST ITEM REGARDING HULEN.

THIS REALLY COVERS THE FEDERAL FUNDING ASPECT AND WHAT IS NEEDED IN ORDER TO BE ELIGIBLE FOR FEDERAL FUNDING.

I COVERED THE FUNCTIONAL CLASSIFICATION A LITTLE BIT AGO.

THAT'S ONE OF THE KEY ITEMS, BUT WE ALSO NEED TO COORDINATE WITH NCT COG, WHO IS REALLY THE GATEKEEPER OF THE FEDERAL FUNDING.

THEY ARE THE RECIPIENT FOR FEDERAL FUNDING, AND THEN THEY DISTRIBUTE THE MONEY TO THE SUB RECIPIENTS, WHICH ARE THE LOCAL MUNICIPALITIES, DEPENDING ON WHICH PROGRAM IT IS AND THE PROJECT TYPE.

AND SO WE'LL BE WORKING WITH NCTCOG TO GET THIS PROJECT IDENTIFIED ON THE TIP, WHICH WOULD MAKE IT ELIGIBLE FOR FUTURE FEDERAL FUNDING.

AN ONGOING PROJECT COORDINATION. I MENTIONED THAT THE THE ORIGINAL CONSULTANT AGREEMENT JUST TOUCHED ON THE PRELIMINARY REALLY SCHEMATIC DESIGN FOR THE PROJECT. REALLY TO LAY OUT THE ALIGNMENT.

SO IN A FUTURE MEETING, WE WILL BE BRINGING FORWARD A CONTRACT TO MOVE FORWARD WITH DEVELOPMENT OF CONSTRUCTION DOCUMENTS, WHICH WOULD GIVE US THE DOCUMENTS TO BE ABLE TO MOVE FORWARD WITH CONSTRUCTION EVENTUALLY.

BUT THAT CONTRACT WILL BE FORTHCOMING, AS WELL AS WORKING WITH AN EXTERNAL RIGHT OF WAY CONSULTANT THAT'S GOING TO ASSIST THE CITY IN DEVELOPING APPRAISALS, RIGHT OF WAY DOCUMENTS AND EVENTUALLY RIGHT OF WAY NEGOTIATIONS WITH THE PROPERTY OWNERS.

SO WE'LL HAVE A CONSULTANT BEFORE COUNCIL HERE SHORTLY FOR THOSE EFFORTS AS WELL.

TO RECAP THE BUDGET ON THIS PROJECT, THE CURRENT CIP IDENTIFIES 16.5 MILLION FOR THIS PARTICULAR PROJECT.

2.5 MILLION OF THAT IS IN THE GEO BOND PROGRAM, AND THEN 14 MILLION IS IDENTIFIED IN 4A FUNDS.

THE LATEST CONSTRUCTION ESTIMATE, WHICH IS STILL VERY PRELIMINARY, IS AROUND 42.5 MILLION, WHICH BRINGS THE TOTAL PROJECT OVER 50 MILLION.

AND AS WE MOVE FORWARD WITH DESIGN, WE WILL BE REFINING THOSE ESTIMATES.

BUT AS YOU CAN SEE, THE ESTIMATES EXCEED OUR AVAILABLE FUNDING CAPACITY IN THE CIP.

AND SO FEDERAL FUNDING, PURSUING FEDERAL FUNDING OPPORTUNITIES IS KEY TO BEING ABLE TO DELIVER THIS PROJECT.

I WANT TO RECAP SOME OF THE UPCOMING MILESTONES, MANY OF WHICH I MENTIONED.

BUT ON THE LEFT HAND SIDE THERE, YOU CAN SEE WE NEED TO WORK WITH NCTCOG AND TXDOT.

WE NEED TO UPDATE THE FUNCTIONAL CLASSIFICATION AS WELL AS GET THE PROJECT ON THE TIP.

THOSE ARE THE KEY NEXT STEPS FOR POSITIONING THIS PROJECT FOR FUTURE FEDERAL FUNDING.

WHILE DOING THAT, WE WILL BE STARTING THE PRELIMINARY DESIGN, ENVIRONMENTAL AND THE RIGHT OF WAY ACQUISITION.

THOSE ARE ITEMS THAT WILL MOVE FORWARD CONCURRENTLY AND THEN CONTINUE TO COORDINATE WITH FRANCHISE UTILITY COMPANIES AND OTHER EFFORTS, DEVELOPMENT IN THE AREA AND THEN ULTIMATELY PURSUING CONSTRUCTION FUNDING ONCE WE ARE ELIGIBLE ON THE PROJECT.

SO NEXT STEPS ON THE PROJECT WOULD BE TO PROCEED WITH THE DESIGN MEETING THE FEDERAL STANDARD ON THIS PROJECT, STARTING THE RIGHT OF WAY ACQUISITION AS CURRENTLY PLANNED ON THE CAP.

SO WE'RE GOING TO CONTINUE TO POSITION THIS PROJECT TO BE FEDERALLY FUNDED, ELIGIBLE AND PURSUE THOSE GRANT OPPORTUNITIES.
