LOOKING FORWARD TO 2025 IS GOING TO BE A GREAT YEAR.

I JUST WANT TO SAY THANKS TO THE PARKS DEPARTMENT FOR SANTA CLAUS BREAKFAST WITH SANTA CLAUS.

IT WAS A BIG SUCCESS.

I FOUND OUT I DO NOT WANT TO BE A BUSBOY.

THAT WAS HARD WORK AND IT WAS A LOT OF FUN, BUT IT WAS WELL ATTENDED AND BOY, THOSE PEOPLE WORKED.

THE VOLUNTEERS, THEY DID A GREAT JOB, SO THANKS TO THE PARKS DEPARTMENT.

GREAT JOB TO THE LIBRARY AND ALL THE WONDERFUL VOLUNTEERS AND THE AUTHORS THAT CAME.

IT WAS SUCH A FUN EVENT.

MY SON DID MORE CRAFTS.

WE COULD ESSENTIALLY DECORATE A WHOLE NEW TREE WITH EVERYTHING HE CREATED THAT MORNING.

IT WAS A BLAST. IT WAS SO FUN.

AND THANK YOU TO POLICE, FIRE, PUBLIC WORKS, ALL THE AMAZING VOLUNTEERS THAT TOOK AND ALL THE THOSE THAT CAME OUT, THE SPECTATORS FOR COMING OUT FOR THE PARADE. IT WAS IT WAS COLD AND IT WAS WET.

BUT WE STILL HAD FUN AND APPRECIATE THE SUPPORT ON THAT.

AS A REMINDER, WE MOVED THE TREE LIGHTING AND DRONE SHOW TO TOMORROW NIGHT AND IT STARTS AT 6 P.M.

RIGHT OUT HERE ON THE PLAZA.

SOME OF YOU I'VE WORKED WITH ON WILL GRAHAM OR WINGS OF HOPE OR NATIONAL DAY OF PRAYER, BUT I'M HERE ON ANOTHER ITEM WHICH MY HUSBAND IS PASSING OUT RIGHT NOW.

SO SEVERAL OF US ARE HERE TONIGHT TO BRING AWARENESS TO SOME MAJOR ROAD CHANGES IN THE WORKS THAT SERIOUSLY AFFECT THE LIVES OF SOME OF US WHO LIVE ON COUNTY ROAD 1020.

THAT'S TO BE CONNECTED TO ALSBURY.

CURRENTLY, THIS ROAD IS SLATED TO EVENTUALLY CONNECT TO FARM ROAD 1902, NOT CHISHOLM TRAIL PARKWAY.

PARALLEL COUNTY ROAD 1016 WILL CONNECT WITH CHISHOLM TRAIL PARKWAY AT A TOLL ROAD ENTRANCE.

WE REALIZE THE CITY IS GROWING HUGELY, MAYOR CHRIS HAS TOLD US YOU EXPECT WE EXPECT A MILLION IN WITHIN THE NEXT TEN YEARS.

WE WE'RE AWARE OF WHAT IS GOING ON WITH THE TRADE SCHOOL AND COLLEGES.

AND, YOU KNOW, I TALKED TO VICTORIA THIS MORNING ABOUT ALL THAT THAT'S HAPPENING.

SO WE HEAR THAT.

BUT MOST OF US ON COUNTY ROAD 1020 LIVE IN A RURAL AGRICULTURAL SETTING.

MY FAMILY HAS BEEN HERE FOR OVER 53 YEARS.

AND THIS COMMUNITY, IT MEANS A LOT TO US.

WE'RE REQUESTING THAT THE CITY REDUCE THE PLANNED WIDTH OF COUNTY ROAD 1020.

FROM 120FT TO 90FT.

PLEASE GIVE US A SMALLER LAY DOWN MEDIAN SO THAT OUR LARGE FARM TRUCKS AND TRAILERS ARE ABLE TO ACCESS AND LEAVE OUR DRIVEWAYS SAFELY.

HERE'S A SPREADSHEET THAT I THINK HAS BEEN PASSED OUT.

DETAILING THE COSTS ASSOCIATED WITH BOTH THE ORIGINALLY PLANNED 75 FOOT ROAD AND THE PROPOSED 120 FOOT ROAD.

ORIGINALLY WE BUILT FENCES AND EVERYTHING, YOU KNOW, WITH THE 75 FOOT ROAD THAT WAS PLANNED BEFORE THE CITY HAD ITS HUGE GROWTH SPURT. SO A 90 FOOT ROAD WOULD CAUSE SLIGHTLY MORE DISRUPTION AND EXPENSE THAN THE 75 FOOT PLAN, BUT IT WOULD BE FAR LESS INTRUSIVE AND COSTLY THAN THE 120 FOOT DESIGN YOU CAN SEE THERE, JUST FROM OUR PROPERTY ALONE, THAT YOU'RE LOOKING AT OVER A MILLION IN LOST REVENUE IN BUSINESS, IN ALL SORTS OF THINGS FOR JUST OUR PROPERTY AS OPPOSED TO 90 FOOT, IS WHAT, 150,000? THAT'S A BIG DIFFERENCE.

SO THE 120 FOOT ROAD WAS RESULT IN MASSIVE DISRUPTION TO FOUR PROPERTIES, AS SHOWN ON THIS MAP.

IT WOULD LIKELY MEAN CONDEMNING THREE HOMES, REMOVING FENCES, GATES, WELLS, SEPTIC SYSTEMS AND VALUABLE TREES.

ADDITIONALLY, THIS PLAN WOULD CAUSE SIGNIFICANT REVENUE LOSSES FOR AGRICULTURAL BUSINESSES IN THE AREA.

FURTHERMORE, SECTION TWO B OF THE CONDITIONAL IMMUNITY FROM ANNEXATION SAYS IN NO CASE WILL THE CITY'S ENFORCEMENT OF ANY REGULATIONS AND PLANNING AUTHORITY MATERIALLY INTERFERE WITH THE USE OF THE PROPERTY FOR AGRICULTURE, WILDLIFE MANAGEMENT, OR TIMBER USES.

WE MUST ALSO CONSIDER THE SERIOUS DRAINAGE ISSUES THAT THIS PROJECT WILL CREATE.

FOR EXAMPLE, PROPERTY 38 ON THE OPPOSITE SIDE OF COUNTY ROAD 1020, INCLUDES A SMALL LAKE THAT WAS NOT DESIGNED TO HANDLE THE ADDITIONAL WATER CHANNELED BENEATH 120 FOOT ROAD.

THIS POSES NOT ONLY A FLOODING RISK, BUT ALSO ENVIRONMENTAL CONCERNS REGARDING THE FISH AND ECOSYSTEM IN THAT LAKE.

BY REDUCING THE ROAD WIDTH TO 90FT, THE CITY CAN STILL ACCOMMODATE FOUR LANES UP TO AN 18 FOOT MEDIAN AND SIDEWALKS MORE THAN SUFFICIENT FOR THE AREA, AS CONFIRMED BY OUR LOCAL DEVELOPER, ROCKY BRANSON.

HE SAID I COULD THROW HIS NAME OUT THERE.

WE RESPECTFULLY ASK THE CITY TO REEVALUATE THIS PROCESS AND CAREFULLY CONSIDER THE ROAD'S WIDTH, ITS CURVED DESIGN AND DRAINAGE IMPACT, ESPECIALLY AS IT PERTAINS TO OUR FOUR PROPERTIES.

ONE OF THE ENGINEERS SAID THAT WE COULD JUST GO DOWN AND TURN AROUND.

YOU CAN'T JUST GO DOWN AND TURN AROUND UNLESS YOU TAKE OUT THE MEDIAN AND PART OF THE THE RIGHT OF WAY ALSO.

AND I MEAN, I'M NOT ADVERSE TO GROWTH AND DEVELOPMENT, BUT WHEN WE REBUILT OUR FENCE IN 2011, WE CAME TO THE CITY AND MY HUSBAND ACCOMMODATED FOR THAT.

AND NOW WE'RE GOING TO 120FT, AND WE'RE NOT COMING FROM THE CENTER OF THE ROAD FOR EVERYBODY.

AND THAT'S MY DEAL.

FIRST THING I WANT TO ADDRESS IS SOMETHING THAT HAPPENED DURING THE COVID YEARS.

THE CITY PUT OUT A SURVEY IN THE MIDST OF COVID.

IT WAS PUT ONLINE AND EVIDENTLY A BUNCH OF CITIZENS DIDN'T RECOGNIZE OR REALIZE THAT WAS HAPPENING BECAUSE OF THE 30,000 PEOPLE LIVING IN BURLESON, LESS THAN ONE HALF OF 1% OF THE PEOPLE RESPONDED.

SO THE GROUP THAT'S PUTTING ALL THIS TOGETHER, THE BURLESON MOBILITY PLAN, TOOK THE ADVICE OF 279 PEOPLE, WHICH, LIKE I SAY, IS LESS THAN THE ONE HALF OF 1% OF THE POPULATION OF BURLESON, NOT COUNTING THE ETJ OR OUR TRADE AREA AND PUT THIS PLAN TOGETHER BASED ON WHAT THAT SMALL SAMPLING SAID.

I REALLY QUESTIONED THE WORTH OF THAT.

WE WENT TO THE MEETING IN NOVEMBER, AND WE SAW THIS GREAT LONG SCHEMATIC OF WHAT'S ABOUT TO HAPPEN TO 1020.

AND YOU LOOK AT IT AND YOU SAY, OKAY, THESE FOUR FAMILIES ARE REALLY GOING TO BE NEGATIVELY IMPAIRED OR IMPACTED.

THE SHAFT STALL 920 HULEN END OF IT THAT WILL BE COMPLETELY DEMOLISHED, THERE'S NO WAY AROUND IT.

I DON'T CARE HOW YOU MOVE THAT ROAD, IT'S GOING TO DISAPPEAR.

ALL THE REST OF THEM ARE SET BACK FAR ENOUGH ARE THERE PASTURE LANDS AND WON'T BE AFFECTED LIKE OURS WILL IN SO MANY DIFFERENT WAYS.

ON ONE SIDE IT SAYS MAJOR ARTERIAL CROSS SECTION 120 AND A MINOR ARTERIAL.

THE ONLY DIFFERENCE IN THOSE IS 20FT.

THE REQUEST IS TO ESTABLISH THE TAX ABATEMENT REINVESTMENT ZONE FOR THE PURPOSE OF AN UPCOMING TAX ABATEMENT FOR PARIS BAGUETTE, USA INCORPORATED.

THERE WILL BE FUTURE ACTION THAT WILL BE A TAX ABATEMENT AGREEMENT WITH THE SPECIFIC INCENTIVES THAT WILL BE PRESENTED AT A LATER DATE FOR THIS TAX ABATEMENT ZONE.

THE PUBLIC HEARING ON THE 30 ACRE TAX ABATEMENT REINVESTMENT ZONE WAS OCTOBER 21ST.

THE FINAL READING OF THE ORDINANCE APPROVING TAX ABATEMENT REINVESTMENT ZONE NUMBER NINE WAS FINALIZED ON NOVEMBER 4TH.

AND THAT'S THE SITE.

THEY'RE OUTLINED IN YELLOW.

THE 30 ACRES JUST NORTH OF 917 ON VANTAGE DRIVE.

PARIS BAGUETTE WOULD RECEIVE 50% REBATE OF CITY PROPERTY TAXES FOR A PERIOD OF TEN YEARS.

THE TERM OF THE ABATEMENT WOULD BEGIN ON JANUARY 1ST OF THE CALENDAR YEAR FOLLOWING THE OPENING OF THE FACILITY.

THE VALUE OF THAT ABATEMENT IS ABOUT APPROXIMATELY ALMOST $3.6 MILLION.

IF THE COMPANY CONSTRUCTS BOTH PHASES OF THE DEVELOPMENT OUTLINED IN THE PERFORMANCE AGREEMENT.

PARIS BAGUETTE WOULD ADDITIONALLY QUALIFY FOR TAX ABATEMENT AGREEMENT WITH THE COUNTY.

VALUE OF THAT WOULD BE A LITTLE OVER $2 MILLION, AND THAT ABATEMENT IS SCHEDULED TO GO TO THE COMMISSIONERS COURT AT THE END OF JANUARY.

THE OBLIGATIONS FOR PARIS BAGUETTE CLOSE ON THE PROPERTY BY THE END OF JANUARY NEXT YEAR.

SUBMIT THE BUILDING PLANS OF PHASE ONE, THESE NEXT TWO BULLET POINTS.

A COUPLE OF THE DATES HAVE MOVED AROUND JUST TO GIVE THEM A LITTLE BIT MORE TIME.

THAT GOES FROM APRIL TO JUNE FOR SUBMITTING THE BUILDING PLANS COMMENCING CONSTRUCTION GOES FROM JUNE TO AUGUST.

JUST TO LET YOU KNOW PARIS BAGUETTE TO COMPLETE THE CONSTRUCTION OF AT LEAST 150,000FT² MANUFACTURING FACILITY WITH AN INVESTMENT OF AT LEAST $110 MILLION BY THE END OF DECEMBER 27TH.

SUBMIT THE BUILDING PLANS FOR PHASE TWO BY MARCH OF 28.

COMMENCE CONSTRUCTION ABOUT PHASE TWO.

BY JANUARY 1ST, 29, COMPLETE CONSTRUCTION OF AT LEAST ANOTHER 117,000FT² WITH CAPITAL INVESTMENT OF 55 MILLION.

BY THE END OF 29.

PARIS BAGUETTE TO EMPLOY 125 FULL TIME EMPLOYEES.

BY THE FIRST ANNIVERSARY DATE OF THE OPENING DATE, 250 EMPLOYEES BY THE THIRD ANNIVERSARY AND 450 BY THE 10TH ANNIVERSARY.

OBLIGATIONS OF THE 4A THAT WERE APPROVED EARLIER TONIGHT.

AND THE PERFORMANCE AGREEMENT UPON CLOSING ON THE ACQUISITION OF THE LAND, SUBMITTING BUILDING PLANS, ENGINEERING PLANS CASH GRANT OF 300,000, GETTING THE BUILDING PERMIT FOR PHASE ONE WOULD BE 180,000.

APPROVAL OF THE FOUNDATION FOR PHASE ONE WOULD BE 360,000.

GETTING THE CO 4 PHASE ONE OF THE FACILITY WOULD BE A CASH GRANT OF 360,000.

UPON CLOSING ON THE ACQUISITION OF THE SEVEN ACRE PARCEL, WHICH IS ADJACENT TO THE SITE, THE EDC IS UNDER CONTRACT ON TEN ACRES ADJACENT TO IT.

THE SEVEN ACRES IS PART OF A FIRST RIGHT OF REFUSAL.

WITH THIS AGREEMENT, THEY WOULD MOVE FORWARD MORE QUICKLY TO PURCHASE THE SEVEN ACRE SITE.

SO THERE IS AN INCENTIVE TIED TO CLOSING ON THAT OF 100,000 RECEIVING THE BUILDING PERMIT FOR PHASE TWO OF THE FACILITY BE A CASH GRANT OF 580.

WE WOULD REIMBURSE ALL THE FEES, EXCLUDING WATER AND WASTEWATER IMPACT FEES, UP TO $150,000.

COMPLETION OF THE GAS LINE.

ONCE IT'S EXTENDED, WE WOULD REIMBURSE THE COST OF EXTENDING THAT GAS LINE TO THEIR PROPERTY OF UP TO 300,000.

ONCE THEY GET THEIR CO FOR PHASE TWO WOULD BE 500,000.

AND THEN THE HIRING, ONCE THEY HIRE 125 FULL TIME EMPLOYEES, WOULD BE 500,000.

HIRING OF 250 EMPLOYEES WOULD BE ANOTHER 250.

ONCE THEY HIRED THE FULL 450 FULL TIME EMPLOYEES WOULD BE ANOTHER 250,000.

AND THEN UPON THEIR FIRST ANNIVERSARY, THE COMPANY IN RECEIPT OF ALL THE CO FOR PHASE TWO FACILITY, THE LAST CASH GRANT THERE OF 320,000.

THERE IS CLAWBACKS IN THIS AGREEMENT.

IF THE COMPANY DOES NOT MEET THE PERFORMANCE MEASURES, COMMENCING CONSTRUCTION BY THAT JUNE DATE IS NOW AUGUST.

AND OBTAINING THE CERTIFICATE OF OCCUPANCY FOR PHASE ONE BY THE END OF 27.

BASICALLY, THE COMPANY WOULD PAY BACK ANY INCENTIVES THAT THEY'VE ALREADY BEEN PAID UP TO THAT POINT.

WE WANT TO MAKE SURE THAT WE GET SOME THE VALUE ON THE PROPERTY BUILT.

SO BY THAT TIME, IT'LL BE ABOUT $1.2 MILLION HAVE BEEN PAID OUT.

SO THEY WOULD REIMBURSE US IF THEY DON'T MOVE FORWARD WITH THE PROJECT FOR SOME REASON.

AGAIN, THE FIRST RIGHT OF REFUSAL IS ON THE SEVEN ACRES ATTACHED.

THE TERM OF THAT IS FOR TEN YEARS ON THE SEVEN ACRES.

IF WE GET A CONTRACT ON THAT SEVEN ACRE SITE OR THE TEN ACRE SITE ADJACENT TO IT WE WOULD ASK THEM IF THEY WANT TO MOVE FORWARD IN CLOSING ON THE PROPERTY OR PUTTING A CONTRACT ON THAT SEVEN ACRES, OR MOVE ALONG TO MOVING WITH A DIFFERENT COMPANY TO GO ON THAT SEVEN ACRES, THIS IS THE INCENTIVE PAYOUT.

JUST KIND OF, YOU KNOW, RATHER THAN READING THROUGH ALL THE DOCUMENTATION, THE EDC, THE 4A INCENTIVES IS $4.15 MILLION.

SO BEFORE I BEGIN, I DO HAVE A COUPLE OF GUESTS IN THE AUDIENCE, ONE BEING ANDREW WEAGER.

ANDREW IS OUR HUB SENIOR ACCOUNT EXECUTIVE, SO HE IS HERE TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE AS WELL.

I ALSO WANT TO RECOGNIZE WANDA BULLARD, OUR DEPUTY DIRECTOR OF HUMAN RESOURCES, IS HERE AS WELL TO HELP US.

SO. SO JUST TO AS A REMINDER AND TO DEFINE STOP LOSS.

SO STOP LOSS IS THAT INSURANCE THAT PROTECTS THE CITY WITH REGARDS TO PLAN LIABILITY.

WE HAVE TWO DIFFERENT PROTECTIONS UNDER STOP LOSS.

ONE IS AN INDIVIDUAL STOP LOSS PROTECTION OF UP TO 125,000 AS A DEDUCTIBLE LEVEL.

THIS WILL PROTECT THE SELF-FUNDED PLAN IN THE EVENT ONE CLAIM OF AN INDIVIDUAL'S RISES TO THAT LEVEL.

WE ALSO HAVE AN AGGREGATE STOP LOSS THAT PROTECTS THE CITY'S SELF-FUNDED PLAN.

THAT IS A TOTAL EXPENDITURE OF MEDICAL AND OUR CLAIMS THAT ARE ACCURATELY AT THAT 120% OF ALL PLANNED CLAIMS TOGETHER. SO THE GENERAL UNDERWRITER IS DEATH PARTNER GROUP.

SO THEY PERFORM THE COST TRACKING AND THE STOP LOSS CLAIM PROCESSING.

WITH REGARDS TO OUR STOP LOSS CARRIER.

HUB DOES DO MARKETING IN THIS AREA FOR US EVERY YEAR.

SO THEY'LL GO OUT TO THE MARKET AND THEY WILL SHOP STOP LOSS.

THERE WAS THREE CARRIERS THAT CAME BACK WITH QUOTES FOR US THIS YEAR TO LOOK AT THE RENEWAL WITH BERKSHIRE HATHAWAY IS THE ONE WE ARE RECOMMENDING TO GO WITH TONIGHT.

BUT THERE WAS ALSO PAN AMERICAN LIFE AND HCC.

SO YOU CAN SEE THEIR ANNUAL COST QUOTES THERE IN FRONT OF YOU.

ALL THREE HAD THE SAME CONTRACT TERMS OF 2412.

AND THEN THERE'S A DESCRIPTION OF HOW THAT 2412 CONTRACT TERM IMPACTS US.

SO IT IS CLAIMS THAT ARE INCURRED FOR A TWO YEAR PERIOD.

BUT THE ACTUAL PAID TIME FRAME IS 12 MONTHS.

SO AGAIN, OUR RECOMMENDATION IS THAT RENEWAL WITH BERKSHIRE HATHAWAY.

THIS ALSO PROVIDES YOU WITH A PLAN YEAR COST.

WE'RE ACTUALLY SEEING A REDUCTION FROM WHAT OUR AMENDED 2024 COST LOOK LIKE GOING INTO 2025.

SO THAT IS A GOOD MESSAGE.

WE DO SEE TWO DATA POINTS FOR 2024 UP ON YOUR SCREEN.

WE HAVE THE ORIGINAL PROPOSAL COST.

AND THEN IF YOU REMEMBER, WE DID AMEND THE 20 STOP LOSS CONTRACT TO INCLUDE THAT TERMINAL LIABILITY.

IF WE WERE GOING TO GO FULLY INSURED, THAT WAS RECOMMENDED THAT WE DO THAT.

SO WE ADDED THAT INTO OUR BUDGET.

BUT SINCE WE ARE STAYING SELF-FUNDED, THAT COMES OFF AND IT ACTUALLY RESULTS IN A REDUCTION FOR US GOING FORWARD.

TO GIVE YOU AN IDEA, SORT OF WHERE WE'RE AT IN OUR EXPERIENCE AROUND STOP LOSS CLAIMS, THIS IS DATA FROM JANUARY 1ST OF 2024 THROUGH SEPTEMBER 30TH OF 2024.

SO CITY NOW WE HAVE 13 LARGE CLAIMS THAT HIT OVER 50,000.

WE HAVE TWO SPECIFIC CLAIMS THAT HAVE HIT THAT 125,000 SPECIFIC DEDUCTIBLE AMOUNT.

AND SO THE LIABILITY FROM A STANDPOINT OF IS ANYTHING ABOVE THAT COST OF 125,000 THAT WE WOULD LOOK TO AS ADDITIONAL LIABILITY FOR THE CITY

AND THAT WE GET REIMBURSED ON.

AND THAT AMOUNT IS $392,498.

IN COMPARISON TO 2023, WHICH YOU ALL KNOW HAS BEEN A BAD CLAIM YEAR FOR US, WE ACTUALLY HAD 19 LARGE CLAIMS THAT HIT OVER 50,000, BUT WE HAD SIX CLAIMS THAT HIT THAT 125,000 MARK.

AND SO THAT ADDITIONAL LIABILITY FOR THE CITY SELF-FUNDED PLAN WAS 449,000 COMPARED TO WHERE WE SIT THIS YEAR.

SO OUR STOP LOSS INSURANCE RENEWAL, WE'RE LOOKING AT THE COST OF 886,906 AND $0.80.

THIS RENEWAL INCLUDES NO LASERS, WHICH MEANS BERKSHIRE CANNOT EXCLUDE CERTAIN HIGH CLAIM PLAN MEMBERS FROM.

BLESS YOU FROM ANY PLAN STOP LOSS COVERAGE.

OUR RECOMMENDATION TONIGHT IS TO MOVE FORWARD WITH OUR RENEWAL WITH BERKSHIRE HATHAWAY AND PARTNER GROUP IN REGARDS TO OUR SELF-FUNDED STOP LOSS INSURANCE FOR PLAN YEAR 2025, I'M AVAILABLE FOR ANY QUESTIONS YOU MIGHT HAVE.

WE DON'T HAVE REALLY ENOUGH TIME TO SIFT THROUGH 8000 PIECES OF LEGISLATION.

SO WE'RE ON TRACK RIGHT NOW TO AT LEAST SEE, YOU KNOW, THAT KIND OF POTENTIALLY SEE THAT KIND OF VOLUME AGAIN AND PERHAPS EVEN MORE IF THIS FIRST DAY OF FILING WAS ANY RECOLLECTION.
