SECOND BY VICTORIA. PLEASE VOTE.
[6. DEVELOPMENT APPLICATIONS]
THAT BRINGS US TO SECTION SIX DEVELOPMENT APPLICATIONS 6A IS TO HOLD A PUBLIC HEARING.CONSIDER APPROVAL OF AN ORDINANCE FOR A ZONING CHANGE.
REQUEST FROM A, AGRICULTURAL TO SFE SINGLE FAMILY ESTATE DISTRICT LOCATED AT 1709 COUNTY ROAD 913, CASE NUMBER 2024-7274. THIS IS BEFORE COUNCIL.

THIS IS IN THE NEIGHBORHOODS SECTION OF THE CITY'S COMPREHENSIVE PLAN AND THIS REQUEST IS CONSISTENT WITH THE LAND USES ANTICIPATED IN THE COMPREHENSIVE PLAN FOR THIS AREA.
WE NOTIFIED 12 PROPERTY OWNERS SURROUNDING THE SUBJECT SITE, AS WELL AS PLACING PUBLIC NOTICES IN THE NEWSPAPER AND POSTING SIGNS ON THE PROPERTY.
STAFF RECEIVED NO FORMAL OPPOSITION TO THE REQUEST.
THE P&Z, AS MR. SOKOL MENTIONED, IS FORWARDING A UNANIMOUS RECOMMENDATION OF SUPPORT FOR THE ZONING REQUEST.
NO ONE WAS THERE TO SPEAK FOR THE ITEM, AND STAFF IS ALSO IN SUPPORT OF THE REQUEST.
[00:20:03]
IS THERE ANY QUESTIONS? I'LL OPEN THE PUBLIC HEARING AT 5:50.IS THERE ANYONE IN THE AUDIENCE I'D LIKE TO SPEAK ON THIS.
I SEE NOBODY, SO I WILL CLOSE THE PUBLIC HEARING AT 5:51.
IS THERE A MOTION ON THIS? I HAVE A MOTION BY VICTORIA.
UNANIMOUS. THAT BRINGS US TO SECTION SEVEN, GENERAL ITEM 7A, 7B AND
[Items 7.A - 7.C.]
7C WILL BE PRESENTED TOGETHER AS ONE PRESENTATION, BUT WILL BE VOTED ON SEPARATELY.7A IS TO CONSIDER APPROVAL OF A CONSTRUCTION CONTRACT FOR ITB 2024-026 WITH JACKSON CONSTRUCTION LIMITED FOR THE SOUTHWEST ALSBURY BOULEVARD WIDENING FROM HULEN ST.
PHASE 1B PROJECT AMOUNT OF IN THE AMOUNT OF $2,672,529, WITH THE PROJECT CONTINGENCY OF 267,253.
ITEM 7B IS TO CONSIDER APPROVAL OF AN AGREEMENT FOR CROSSING MODIFICATIONS, SIGNAL MODIFICATION, AND BORE PERMIT AGREEMENTS WITH BNSF RAILROAD, MODIFICATIONS TO THE ALSBURY BOULEVARD RAILROAD CROSSING, AND PAYMENT OF ASSOCIATED FEES IN THE AMOUNT OF $550,876 7C IS TO CONSIDER APPROVAL OF AN AGREEMENT FOR UNDERGROUNDING OF ELECTRICAL LINES WITH ONCOR IN THE AMOUNT OF $547,411.
STAFF CONTACT FOR ALL THREE ITEMS IS ERIC OSCARSSON, DEPUTY CITY MANAGER.
GOOD EVENING, MAYOR AND COUNCIL.
AS MONICA MENTIONED, THOSE THREE ITEMS BEFORE YOU THIS EVENING, ALL TIED TO ST2302, WHICH IS THE WIDENING OF ALSBURY BOULEVARD FROM HULEN STREET TO CANDLER DRIVE. THE PROJECT IN TOTAL HAS FOUR ITEMS, THREE OF THEM BEFORE YOU THIS EVENING.
THE CONSTRUCTION CONTRACT, THE BNSF AGREEMENT, AN AGREEMENT AND THEN THE FOURTH ITEM IS A MATERIALS TESTING CONTRACT THAT IS LESS THAN $50,000, THAT WILL BE APPROVED AND SIGNED ADMINISTRATIVELY BY THE CITY MANAGER.
THIS PROJECT IS THE CONSTRUCTION OF THE OUTSIDE LANES AS WELL AS A TEN FOOT SHARED PATH.
IT INCLUDES MODIFICATION TO THE RAILROAD THAT INCLUDES THE CROSSING ITSELF AS WELL AS A NEW SIGNALS.
WE WENT OUT TO BID FOR THIS PROJECT.
WE RECEIVED TEN SUBMISSIONS, WHICH IS REALLY GOOD.
LOW BID WAS $2.6 MILLION BY JACKSON CONSTRUCTION.
FUNDING FOR THIS PROJECT IS FOUND IN STREETS.
ON THE BNSF SIDE, WE HAVE AN AGREEMENT WITH BNSF THAT WE NEED TO EXECUTE.
THAT WILL INCLUDE FOUR ADDITIONAL PANELS ON THE NORTH SIDE TO INCREASE THE PAVEMENT WIDTH.
WE HAVE TO RELOCATE SOME CROSS ARMS AND ADD SOME NEW CROSS ARMS AND THIS WAS INCLUDED AS PART OF THE PLAN AND BNSF HAS REVIEWED AND SIGNED OFF ON THE DESIGN NECESSARY TO MAKE THE CHANGES AND THEY'RE READY TO MOVE WHEN WE SIGN OFF ON THE AGREEMENT AND AGAIN, WE WILL BE ADDING A 16 INCH WATER LINE UNDERNEATH THE RAILROAD AS PART OF FUTURE EXPANSION, TYING INTO AN EXISTING LINE AND SO A PERMIT WILL HAVE TO BE SIGNED OFF AS PART OF THIS AGREEMENT AND THEN WE WILL BE ADDING THE RAILROAD CROSSING MARKINGS AS PART OF OUR ALSBURY CONSTRUCTION PROJECT.
AS YOU CAN SEE, THESE ARE THE ADDITIONAL PANELS WE'LL BE ADDING.
WE'LL BE ADDING THESE ADDITIONAL PANELS HERE.
THIS WILL BE THE NEW TEN FOOT SIDE PATH.
CURRENTLY THE CROSSING ARMS ACTUALLY SIT IN WHERE THE LANES NEED TO BE ADDED.
SO THOSE WILL BE REMOVED AND NEW CROSSING ARMS WILL BE PLACED AND A NEW SIGNAL FOR PEDESTRIAN AS WELL AND THEN STAFF WILL BE DOING OR THE CONTRACTOR WILL BE FOR THE CONSTRUCTION. JACKSON WILL BE DOING THE MARKINGS OVER HERE.
[00:25:09]
OUT WITH A VALVE HERE FOR FUTURE EXPANSION.ALSBURY IS FUTURE DEVELOPMENT OCCURS.
WE'LL BE ABLE TO RUN OUR 16 INCH WATER LINE DOWN THAT WAY, BNSF COSTS.
IT'S THE CROSSING MODIFICATIONS.
IN TOTAL, IT'S $550,000, MOST OF THAT COMING FROM STREET BOND.
ENCORE WILL BURY A 30 PVC CONDUIT, INSTALL THREE PHASE ELECTRIC AT A COST OF $547,000, AND IT WILL BE FUNDED OUT OF THE STREET FUND OVERALL FUNDING.
BACKGROUND. THERE'S A CERTIFICATE OBLIGATION THAT WE ISSUED IN AUGUST OF THIS YEAR OF 1.16 MILLION.
I DO WANT TO CLARIFY THE SECOND ONE.
THE REIMBURSEMENT RESOLUTION IS ACTUALLY WILL BE COMING FORWARD AT $3.615 MILLION AND THEN WE HAVE PREVIOUS ISSUANCES FOR THE WATER BONDS OF 304. SO ACTUAL THE TOTAL ACTUAL FUNDING, AND I APOLOGIZE FOR THE TYPO, IS JUST OVER $5 MILLION IS AVAILABLE FUNDING FOR THIS PROJECT.
WE'RE JUST OVER $4 MILLION FOR TOTAL CONSTRUCTION COSTS, SO WE HAVE PLENTY OF FUNDING AVAILABLE FOR THIS PROJECT AND WITH THAT, IF WE GET NOTICE TO PROCEED, WE ANTICIPATE TO ISSUE NOTICE TO PROCEED IN DECEMBER AND WE HAVE 300 CALENDAR DAYS FOR TOTAL CONSTRUCTION, WEATHER DEPENDENT.
WE THINK WE CAN DEFINITELY KNOCK THAT OUT BEFORE THEN, BUT WE'LL JUST SEE HOW THE SPRING SEASON WITH THE SPRING RAINY SEASON WORKS FOR US AND SO WITH THAT, WE HAVE THREE COUNCIL ACTIONS.
THE FIRST ONE IS TO AWARD THE BID TO JACKSON CONSTRUCTION FOR THE TOTAL OF $2.672 MILLION, WITH THE PROJECT CONTINGENCY OF $53. I'LL TAKE ANY QUESTIONS YOU HAVE.
BEFORE WE START TAKING ACTION ON ALL THESE.
ERIC, MY RECOLLECTION OF THE TRAFFIC CONTROL PLAN FOR THE PROJECT WAS THAT THE EXISTING SECTION OF ALSBURY WILL BECOME A ONE WAY ROUTE.
IS THAT AS YOU RECALL IT, I DON'T.
SO THE TRAFFIC CONTROL PLAN HAS MULTIPLE PHASES DEPENDING ON WHAT SIDE THEY'RE WORKING ON.
SO AS THE PROJECT PROGRESSES, WE'LL END UP SWITCHING TRAFFIC CONTROL.
SO THERE'LL BE TIMES WHERE WE HAVE BOTH LANES OPEN.
SO WHEN THEY'RE DOING SOME WORK, WE SHOULD BE ABLE TO KEEP THE ROAD OPEN.
BUT AS WE MOVE FROM SEGMENT TO SEGMENT WE'LL HAVE TO ADJUST TRAFFIC CONTROL THROUGHOUT THE PROJECT.
ALL I WOULD REQUEST, AND IT MAY BE A PART OF YOUR SPECS ANYWAY FOR THE CONTRACTOR TO DO, BUT I'D LIKE TO SEE THAT WE PUT PLENTY OF ADVANCE WARNING OUT WITH PORTABLE MESSAGE BOARDS OR SOMETHING TO TELL PEOPLE ABOUT THE IMPACT THAT THIS COULD HAVE AND I'M SURE THE FIRE STATIONS ARE GOING TO BE AWARE THAT THERE COULD BE SOME CIRCUMSTANCES WHERE THE LOW WATER CROSSING AT HULENS IS NOT AVAILABLE, AND THE TRAFFIC FOR ALSBURY HAPPENS TO BE GOING THE WRONG WAY, BUT I'M SURE WE HAVE A CONTINGENCY PLAN FOR THAT.
I'D JUST LIKE TO MAKE SURE THAT WE'VE GOT THAT FIGURED OUT.
THAT'S ALL I'VE GOT. MY RECOMMENDATION IS HIGH FOR JACKSON CONSTRUCTION.
I THINK THEY'RE EXCELLENT CONTRACTOR FOR THE JOB.
WE SHOULD HAVE NO ISSUES THERE AT ALL.
ANYBODY ELSE? IS THERE A MOTION ON THIS? IS THIS ON 7A? YES, SIR.
I MOVE TO APPROVE THE CONTRACT AWARD.
A SECOND BY ADAM. PLEASE VOTE.
IS THERE A MOTION ON 7B AND 7B? MAYOR. IT'S JUST THE AGREEMENTS ARE SUBJECT TO ATTORNEY APPROVAL.
SOME MINOR CHANGES TO THEIR AGREEMENT FOR THEM.
SUBJECT TO ATTORNEY APPROVAL, PLEASE AND THANK YOU.
IS THERE A MOTION ON 7B? MOVE TO APPROVE SEVEN B SUBJECT TO ATTORNEY APPROVAL.
[00:30:08]
LINE. ARE WE COMFORTABLE THAT WE'RE NOT BEING CHARGED TO TAKE DOWN THE LINE THAT THEY PUT UP FOR THEIR OWN CONVENIENCE? THAT'S 7C CAN WE VOTE ON SEVEN B? AND THEN I'LL ANSWER THAT QUESTION ON SEVEN C.I THOUGHT THAT WAS SEVEN. NO, 7B IS BNSF.
NO PROBLEM. I'LL ANSWER YOUR QUESTION.
SORRY. I JUST WANTED TO TIE TO THE RIGHT ITEM.
I HAVE A MOTION ON SEVEN B WITH ADAM IN A SECOND BY ALEXA.
UNANIMOUS. SO SEVEN C IS THE ANCHOR AGREEMENT.
WE COULD HAVE SAW A REDUCED COST, BECAUSE WHAT THEY DO IS WHEN THEY PUT THE OVERHEAD LINES IN AND IF WE WOULD HAVE SAID BURY THEM INSTEAD, THE COST TO PUT THE OVERHEAD LINES IN WOULD HAVE BEEN LIKE DEDUCTED FROM THE UNDERGROUNDING COST AND SO WE ARE THERE'S ABOUT $170,000 DIFFERENCE DELTA FROM WHAT THE ORIGINAL COST WOULD HAVE BEEN OF 380 LAST YEAR TO THE 550 TODAY AND THAT'S BECAUSE THEY WOULD HAVE SAVED THAT FUND, THAT MONEY FROM PUTTING IN THE OVERHEAD AND SO WE DID HAVE A CONVERSATION, AND TOMMY AND I WERE IN THE ROOM WHEN WE DISCUSSED WITH ONCOR THAT IT WAS OUR UNDERSTANDING THAT IF WE WAITED TO DO IT TODAY, THAT WE WOULDN'T SEE AN INCREASED COST EXCEPT FOR COST OF JUST, YOU KNOW, COST OF CONSTRUCTION COSTS GOING UP, NOT THE SIGNIFICANT INCREASE AND THEN WHEN WE FOLLOWED THEM UP WITH THIS GO AROUND, THEY SAID, NO, YOU'RE PAYING FOR THE FULL AMOUNT.
SO WE PAID FOR THEM TO PUT UP THE TEMPORARY.
WE DID NOT, PAY FOR THEM TO PUT UP THE TEMPORARY POLES.
WHEN THEY PUT IN THOSE POWER LINES, WE COULD HAVE SEEN A SAVINGS IF WE WOULD HAVE BURIED THE LINES LAST YEAR RATHER THAN DOING IT NOW, BECAUSE WE WOULDN'T HAVE WE WOULD HAVE HAD THE REDUCED COST BECAUSE THEY WOULDN'T HAVE PUT IN THE OVERHEAD.
SO THAT'S WHERE WE LOST OUT ON IT.
AND WHAT I WOULD SAY THERE, MAYOR AND COUNCIL IS THE DISCUSSION WITH ONCOR AT THE TIME WAS THEY WERE VERY ANXIOUS TO GET THE LINES INSTALLED BEFORE WINTER DEMAND, AND THEY HAD EXPRESSED TO US THAT ORIGINALLY THE CONVERSATION WAS WE WERE GOING TO BRING SOMETHING TO YOU GUYS IN JANUARY TO HAVE A CONVERSATION ABOUT WHETHER OR NOT YOU WANTED TO FUND THE ESSENTIALLY THE UNDERLINING, BUT.
ANY QUESTIONS? IS THERE A MOTION ON 7C.
I'LL MAKE A MOTION TO APPROVE.
I HAVE A MOTION BY ALEXA AND A SECOND BY PHIL.
PLEASE VOTE. PASSES UNANIMOUSLY.
THANK YOU. THAT WILL MOVE US ON TO SECTION 8.
[8.A. Receive a report, hold a discussion, and provide staff direction on street asset management and the FY 24/25 Pavement Maintenance Schedule. (Staff Contact: Janalea Hembree, Assistant to the City Manager and Justin Scharnhorst, Deputy Director Public Works)]
REPORTS AND PRESENTATIONS.8 A IS. RECEIVE A REPORT, HOLD A DISCUSSION AND PROVIDE STAFF DIRECTION ON STREET ASSESSMENT MANAGEMENT AND THE FISCAL YEAR 24-25 PAVEMENT MAINTENANCE SCHEDULE. STAFF CONTACTS IS JANA LEE HEMBREE, ASSISTANT TO THE CITY MANAGER, AND JUSTIN SCHARNHORST, DEPUTY DIRECTOR OF PUBLIC WORKS.
GOOD EVENING, MAYOR AND COUNCIL.
WE'RE GOING TO GIVE YOU AN UPDATE ON ASSET MANAGEMENT.
SO THIS IS JUST KIND OF SOME BACKGROUND THAT WE HAD TALKED ABOUT BEFORE ON OUR PAVEMENT.
WE GOT SOME PCI DATA FROM FUGRO.
WE DID A CRITICALITY ASSESSMENT.
WE PUT TOGETHER A PAVEMENT PLAN WITH FREESE AND NICHOLS.
I TOOK ALL THAT INFORMATION, INPUTTED IT INTO OUR SOFTWARE.
WE RAN SOME SCENARIOS AND LOOKED AT THAT.
THESE WERE THE SCENARIOS THAT I PRESENTED TO YOU ON SEPTEMBER 23RD.
WE KIND OF MOVED SOME BUDGET AROUND.
WE WANTED TO SEE WHAT WAS GOING TO BE THE WHERE THE BEST TO PUT OUR MONEY WAS.
THIS IS WHAT I PRESENTED TO YOU OF WHAT SCENARIO EIGHT LOOKED LIKE.
[00:35:06]
SO IN ORDER TO LET YOU KNOW SOME OF THE SCENARIO ASSUMPTIONS THAT ARE BUILT INTO CARTEGRAPH AND WHAT I USE TO RUN THE MODEL WITH, AND WE'VE TALKED ABOUT CONSEQUENCE OF FAILURE, THAT WAS THE CRITICALITY SCORES, THE LIKELIHOOD OF FAILURE.THAT WAS THE FUGRO'S PCI SCORES THAT THEY DID FOR US.
EVERY PAVEMENT IN OUR CITY HAS THOSE SCORES.
BUT EVEN BEYOND THAT, WHAT CARTEGRAPH DOES IS CARTEGRAPH WANTS TO USE BEST DOLLARS FIRST.
SO THE IMAGE ON THE RIGHT SIDE OF YOUR SCREEN.
THIS IS JUST FOR ILLUSTRATIVE PURPOSES, BUT A ROAD.
IF IT'S A 59 OR A 51, IT'S GOING TO COST THE SAME AMOUNT OF MONEY TO REPAIR THAT ROAD.
SO ACROSS THE TOP YOU CAN KIND OF SEE IN THIS EXAMPLE THESE ARE NOT REAL PRICE DOLLARS.
BUT BETWEEN THE YELLOW AND THE BETWEEN THE GREEN AND THE YELLOW, IT'S GOING TO COST $9 A SQUARE FOOT AND IT'S GOING TO JUMP TO 18 OR SQUARE YARD, JUMPED TO 18 AND THEN AGAIN FROM YELLOW TO ORANGE JUMPS ANOTHER $12.
AND SO WE'RE TRYING TO CAPTURE THOSE ROADS BEFORE THEY JUMP SIGNIFICANTLY IN PRICE TO REPAIR.
SO IF YOU LOOK AT THE MODEL, YOU MAY SEE SOME ROADS THAT YOU DIDN'T EXPECT AND YOU MAY NOT SEE ROADS THAT YOU DID EXPECT AND IT'S POSSIBLE BECAUSE THEY'RE PRETTY HIGH IN THEIR RANGE.
SO CARTOGRAPH IS GOING TO REPAIR A ROAD THAT'S AT A 60.2 BEFORE IT REPAIRS A ROAD THAT'S AT A 59, BECAUSE THAT ROAD AT 59 HAS A LOT OF DEGRADATION CURVE LEFT TO IT AT THE SAME PRICE.
SO RUNNING THIS MODEL FOR YEAR ONE, I KIND OF JUST BROKE OUT.
SO YOU GUYS CAN SEE WHERE THE MONEY WAS GOING.
ON THE LEFT. YOU CAN SEE MOST OF THE MONEY IS GOING TO GO TO ASPHALT.
THAT KIND OF ALIGNED WITH OUR MODELS.
YOU GUYS SAW BEFORE THAT OUR ASPHALT ROADS WERE SIGNIFICANT, CAME BACK SIGNIFICANTLY LOWER WITH PCI SCORES THAT ARE CONCRETE ROADS AND THEN I WENT AHEAD AND JUST BROKE OUT THE ACTIVITIES THAT THE MODEL RAN FOR, BOTH ASPHALT AND FOR CONCRETE.
SO YOU GUYS CAN KIND OF UNDERSTAND WHAT THE MODEL LOOKS LIKE.
I DID PUT SOME FACTS OVER ON THE LEFT.
THIS MODEL RIGHT HERE, IT'S AN INTERACTIVE MAP.
PUBLIC WORKS CAN GO INTO THERE, I CAN GO INTO THERE.
WE CAN TAKE A LOOK AT THE ROADS, THE PINK ISH KIND OF COLORS.
THERE WAS ALSO A REPORT THAT I HAD PRINTED OUT FOR YOU.
SO YOU CAN KIND OF SEE THE DETAIL THAT CARTEGRAPH GIVES US.
SO AGAIN, WITH THIS, WE KIND OF EXPLAINED THAT THIS IS JUST PURELY A MATHEMATICAL CALCULATION AND SO THERE'S A LOT OF QA, QC THAT NEEDS TO BE DONE.
I JUST RUN THE MODEL, I TAKE EXACTLY WHAT IT SPITS OUT, AND THEN I HAND THIS MODEL OVER TO PUBLIC WORKS, AND THEN JUSTIN'S GOING TO COME UP AND TALK TO YOU ABOUT WHAT THEY DO AFTER THAT. MODELS RAN.
GOOD EVENING. SO I'M GOING TO KIND OF WALK YOU THROUGH THE PUBLIC WORKS PROCESS, HOW WE NAVIGATED THE DATA EXPORT FROM CARTEGRAPH, THE CALIBRATION AND FIELD VERIFICATION PROCESS OF THAT INFORMATION, AND HOW WE'RE GOING TO MOVE TOWARDS FINAL PLAN ADOPTION FROM HERE.
ON THE 24TH, WE RECEIVED THE FIRST DRAFT OF THE DATA.
[00:40:05]
BUT THE PURPOSE OF ME TELLING YOU THAT IS WE LOOKED AT THIS DATA COMPREHENSIVELY.ULTIMATELY THAT'S GOING TO BE OUR TOOL.
THEY COULD ISOLATE THAT BY THE TREATMENT THEY WANT TO BID ON.
THEY COULD BID ON ALL OF IT OR JUST A SECTION.
ADDITIONALLY, IT WOULD GIVE THEM A VISUAL.
SO VISUALLY THIS WAS JUST ONE EXAMPLE.
THE MODEL HAD RECOMMENDED THAT THIS IS IN MOUNTAIN VALLEY COUNTRY CLUB DRIVE.
THIS PROJECT IS ESTIMATED TO COST $60,000 PER THE MODEL.
SO WHEN WE GET THERE, WE LOOK AT THIS SAME SECTION OF ROADWAY, WHICH IS THIS IS MOUNTAIN VALLEY HERE AND WE HAVE IDENTIFIED ABOUT 80FT OF PANEL WORK THAT NEEDS TO BE REPAIRED WITHIN THIS SEGMENT.
THIS EXAMPLE IS IMPORTANT BECAUSE THERE'S COST SAVINGS ASSOCIATED WITH THAT PROJECT.
COULD BE. SO WE GO AND IDENTIFY SPECIFICALLY WHAT THOSE QUANTITIES ARE.
WE REMARKET. WE RUN THE SCENARIO.
A SECOND EXAMPLE WOULD BE THIS IS MILL AND OVERLAY.
YEAR ONE RECOMMENDATION IS IN RED.
SO WHAT'S PROPOSED IS FROM JOHNSON TO MAPLE ON YEAR ONE AND STEPHANIE TO IRENE ON YEAR ONE.
WE WOULD LOOK AT THIS HOLISTICALLY AND SEE IF IT'S A REALITY FOR US TO TAKE THIS ENTIRE SECTION AT ONE TIME AND MAYBE GROUP IN IRENE, THE PORTION OF IRENE AS WELL, TO TRY TO CONSOLIDATE THOSE, AGAIN, REDUCING MOBILIZATION FOR THOSE STREETS.
AS WE LOOK AT IT ACROSS THE BOARD.
THERE'S MORE SLIDES TO COME AFTER THIS.
GENERALLY SPEAKING SEEKING FEEDBACK AND DIRECTION FROM YOU GUYS TONIGHT IN TERMS OF WHICH OF THE TWO OPTIONS YOU'D LIKE FOR US TO PROCEED AT? WE'RE KIND OF AT A POINT TO WHERE WE NEED GUIDANCE FROM YOU GUYS.
AS WE MOVE IN TO THE FIELD VERIFICATION PHASE OF THIS.
SO BOTH OPTIONS, $2.3 MILLION IS THE MONEY THAT WE'RE TALKING ABOUT.
OPTION ONE WOULD TAKE $700,000 OUT OF THAT 2.3, AND SPLIT IT OUT SO THAT WE COULD BEGIN IMPLEMENTING NECESSARY REPAIRS PREDOMINANTLY ON HIDDEN CREEK.
IN ADDITION TO ALSBURY AND RENFRO WE WOULD CONTINUE TO CALIBRATE AND FIELD VERIFY THE REMAINING $1.6 MILLION FOR THE MODEL AND THAT'S GOING TO KIND OF ALTER THE TIMELINE BETWEEN THE TWO.
THERE WOULD ARGUABLY BE LESS STREETS ON OPTION ONE.
WE SHOULD BE ABLE TO WORK THROUGH THEM QUICKER AND WHAT THAT WOULD MEAN IN TERMS OF TIME IS WE WOULD LOOK AT PUTTING THAT OUT TO BID AT THE BEGINNING OF THE CALENDAR YEAR IN JANUARY. POTENTIAL CONTRACT AWARD IN IN MARCH, WITH WORK BEING COMPLETED IN THE AUGUST TIMEFRAME.
OPTION TWO IS TO LEAVE EVERYTHING AS IS AND CONTINUE WITH THE CALIBRATION.
CONTINUE WITH THE FIELD VERIFICATION OF WHAT THE ASSET MANAGEMENT MODEL HAS PRODUCED.
OBVIOUSLY THERE WILL BE MORE LOCATIONS IN THAT LIST, AND IT'S GOING TO COST US A LITTLE BIT MORE IN TERMS OF TIME FOR US TO GO THROUGH EVERY SINGLE ONE OF THOSE AND VERIFY THOSE LOCATIONS AND SO TO THAT END, WE'VE ESTIMATED THAT WE WOULD BE ADVERTISING SOMEWHERE IN THE MARCH TIME FRAME, PUTTING THAT OUT ON THE STREET TO BID AND POTENTIAL CONTRACT AWARD IN MAY WITH A SEPTEMBER COMPLETION DATE, SHOULD WE MOVE IN THAT DIRECTION? SO OPTIONS FOR THE MAJOR THOROUGHFARES, AS I MENTIONED, SPLITTING THE $700,000 OUT, WE'VE IDENTIFIED 15 PLUS LOCATIONS ON HIDDEN CREEK IN WHICH WE COULD BEGIN PUTTING THAT TO USE.
IF COUNCIL DECIDED TO GO WITH THAT OPTION.
VISUALLY, I THINK WE ALL KNOW THESE ARE SOME OF THE SPOTS THAT WE'RE TALKING ABOUT.
THIS IS GOING TO BE EASTBOUND HIDDEN CREEK FIRE STATION 16, EAST OF DOBSON.
THIS IS HIDDEN CREEK AND HIDDEN OAKS.
WESTBOUND. YOU'LL SEE THERE'S GAPS IN THE JOINTS OF THE PANELS, ALLOWING FOR THE WONDERFUL RAIN WE'VE HAD TODAY TO PENETRATE THE SUBGRADE TO EXPEDITE THE DETERIORATION OF THAT ROADWAY SECTION.
VISUALLY, THE PICTURE ON THE RIGHT IS WHAT A PROPER JOINT SEAL SHOULD LOOK LIKE.
[00:45:01]
THAT WOULD PREVENT THAT FROM CONTINUING TO HAPPEN.AS WE MOVE EAST OF I-35, HIDDEN CREEK AND CARDINAL RIDGE, BOTH OF THESE ARE FACING EASTBOUND.
THERE ARE WESTBOUND PORTIONS OF THAT ROAD IN THAT AREA.
WE'VE BEEN WORKING THROUGH THAT.
WE'VE COMPLETED WORK AT 1200 BLOCK OF EAST HIDDEN CREEK NORTHWEST RENFRO, SILVER RIDGE HIDDEN VISTAS IS IN PROCESS AS WE SPEAK AND THEN WE HAVE ABOUT $110,000 IDENTIFIED AS WE MOVE TOWARDS SCHEDULING FOR SOME LOCATIONS ON ALSBURY.
RIGHT NOW, THAT IS NEWTON AND ALSBURY HEADED NORTH TO SAINT ANNE'S, DEPENDING ON HOW FAR WE CAN GET, AND THERE COULD BE OPPORTUNITY TO PULL IN ADDITIONAL LOCATIONS THERE. ONE OF THE THINGS THAT WE'VE DONE WITH THIS WORK, AND WE'LL BE LOOKING TO DO WITH OTHERS IF THAT OPTION IS CONSIDERED, IS THAT WE'VE BEEN GOING IN AND SAW CUTTING AND DEMO AND PUTTING TOGETHER TRAFFIC CONTROL FOR THAT CONTRACTOR SO THAT WE CAN EXTEND THAT OUT.
THESE ARE JUST KIND OF SOME SUCCESS STORIES OF THOSE THREE LOCATIONS THAT I JUST MENTIONED THAT WE'VE COMPLETED, IN ADDITION TO HIDDEN VISTAS, WHICH IS IN PROGRESS AS WE SPEAK. SO I'M GOING TO GO BACK TO THE OPTIONS SLIDE AS WELL.
JENNA LEE OR MYSELF ARE HERE TO ANSWER ANY QUESTIONS THAT YOU HAVE.
JUSTIN, TO IDENTIFY A HIDDEN VISTA FAILED SO SOON? SUBGRADE ISSUES.
HOW SOON? NO, WE DID NOT. WE FOUND OUT WHY IT WAS FAILING, AND WE WENT IN AND DID A SUBSTANTIAL AMOUNT OF WORK TO BRING THAT BACK UP TO GRADE BEFORE WE HAD A CONTRACTOR COME IN AND DO WORK. OKAY.
WE'RE WE'VE IDENTIFIED THE FAILURE POINTS AND WE'RE CORRECTING THEM.
CORRECT. WE ARE CORRECTING THOSE.
SOME OF THESE LOCATIONS HAVE HAD REPAIRS ON THEM IN THE LAST 5 TO 10 YEARS.
WE'D WANT TO FIND OUT TO YOUR POINT WHY THOSE LOCATIONS ARE FAILING.
WE'D WANT TO GET THOSE TESTED BEFORE WE MOVED INTO ANY TYPE OF SCHEDULING ON THOSE LOCATIONS.
OKAY AND OPTION ONE HERE, THE 2.3 MILLION.
OF COURSE THEY'RE BOTH 2.3 MILLION.
THAT PULLS OUT 700,000 FOR THREE MAJOR ARTERIAL ROADS THAT ARE CONCRETE AND YES, SIR.
OPTION ONE I AGREE WITH THAT AS WELL.
YEAH. BECAUSE WHY WOULD WE CHOOSE OPTION TWO OVER OPTION ONE? I'LL ANSWER THAT.
SO FULL DISCLOSURE, THERE WAS A LOT OF DISCUSSION WITH THAT AT THE STAFF LEVEL BECAUSE WE RECOGNIZE WE'VE HEARD MANY TIMES AT THIS VERY PODIUM, HIDDEN CREEK ALSBURY RENFRO.
WE ALSO WANT TO BE MINDFUL OF THE FACT THAT WE'RE TRYING TO TELL YOU TO MAKE DATA DRIVEN DECISIONS.
IT'S STUFF THAT YOU GUYS HEAR EVERY DAY AND THEIR STREETS THAT ARE PRIMARILY ARTERIALS FOR THE CITY.
THE REASON WHY I LANDED ON OPTION TWO WAS SOLELY BECAUSE OF THE FACT THAT I WAS LOOKING AT THE OVERALL OCI SCORE, AND THE FACT THAT WE KNOW THAT STREETS ARE GOING TO CONTINUE TO GET WORSE OVER TIME AND BY CHOOSING THIS OPTION, THEY WILL GET INCREMENTALLY A LITTLE BIT WORSE THAN WHAT THEY WERE ORIGINALLY GOING TO.
I VIEWED IT MORE AS A POLICY DECISION FOR YOU GUYS.
BUT I WANTED TO GIVE YOU OPTION ONE BECAUSE I RECOGNIZE THAT I THINK IT IS A VIABLE OPTION, BUT I THINK IT'S COUNCIL'S PURVIEW AS TO WHETHER OR NOT YOU WANT TO SEE SOME IMPROVEMENTS MADE RIGHT NOW ON THOSE.
BUT I THINK IT'S IMPORTANT TO TAKE CARE OF WHAT OUR CONSTITUENTS ARE COMPLAINING ABOUT AND I DON'T BLAME THEM BECAUSE COMING DOWN HIDDEN CREEK, ALTHOUGH IT'S RENFRO.
YEAH. FROM RENFRO IS PRETTY BAD AND I'M ASSUMING THAT IT'S GOING TO BE SUBGRADE FAILURES IS THE REASON IT'S THE SAME AS WITH ALSBURY. IT'S GOING TO BE A SUBGRADE FAILURE ISSUE.
[00:50:02]
WE'LL NEED TO VERIFY, BUT ARE WE REPLACING THE ENTIRE SLAB LIKE FROM HALF THE HALF THE STREET OVER, OR ARE WE JUST GOING IN AND CUTTING OUT AND PATCHING? I MEAN, WE WOULD FOR THESE SPECIFIC QUANTITIES, WE'D BE GOING IN AND REPLACING PANELS, WHETHER THAT BE ONE PANEL OR CONTINUOUS PANELS WITHIN STRETCHES.SO WE WENT AND WALKED AND MEASURED EACH OF THOSE LOCATIONS.
TO ANSWER YOUR QUESTION POINTEDLY, MAYOR, IT DEPENDS ON THE LOCATION.
BUT YEAH, I MEAN, IT WOULD BE FULL DEPTH TEAR OUT DEMO AND BUILD BACK.
WHAT'S THE DETRIMENT OF DOING THAT? MOST OF THESE LOCATIONS NEED FULL PANEL REPLACEMENT.
BUT MOST OF THESE LOCATIONS ON HIDDEN CREEK NEED FULL PANEL REPLACEMENTS.
SO THERE COULD BE SOME SAVINGS IF WE DID FIND SITUATIONS LIKE THAT.
SURE. YEAH, ABSOLUTELY. I MEAN, WE'LL CERTAINLY KEEP THAT IN CONSIDERATION AS WE MOVE THROUGH IT.
ABSOLUTELY. I THINK WHAT YOU'RE DRIVING AT, MAYOR, IS CORRECT THAT YOU'RE TALKING ABOUT BUT I THINK WE'RE TALKING ABOUT IS A DIFFERENT SCALE OF REPAIRS. YOU KNOW, IF WE HAD ONE HOLE THAT WE COULD FIX WITH SOMETHING TEMPORARILY UNTIL BE A QUALITY REPAIR AND BE A QUALITY REPAIR AND A MORE ECONOMICAL REPAIR, THEN THAT WAS A DISCUSSION EARLIER, BUT IN THIS CASE, THIS IS A ROAD THAT'S GONE PAST THE POINT WHERE THAT REPAIR WOULD BE EFFECTIVE.
YOU CAN'T POTHOLE REPAIR THAT.
IT'S IT WAS ALL TO THE POINT WHERE TRAFFIC COULDN'T COULDN'T RIDE ON IT.
SO SOMETHING HAD TO BE DONE AND I THINK I WONDERED, I'D HAVE TO ASK.
I'M TRYING TO ENGAGE OPTION TWO BECAUSE I LIKE THE IDEA OF THE DATA DRIVEN DECISION MAKING, AND WE LOOK AT AN OVERALL PICTURE AND SEE THE MOST EFFECTIVE WAY TO BRING OUR OVERALL SCORE. BUT WE ALSO HAVE TO TAKE INTO CONSIDERATION THAT WE CAN HAVE A FAILED STATE OF PAVEMENT IN A RESIDENTIAL CONCRETE ROADWAY AND CONTINUE TO USE IT AND CONTINUE TO HAVE ACCESS FOR GARBAGE AND FIRE TRUCKS AND WHATEVER NEEDS TO USE IT.
BUT THESE REPAIRS THAT I'M SEEING ON THESE MAJOR THOROUGHFARES ARE GOING TO HAVE TO HAVE SHORT TERM ATTENTION REGARDLESS, AND I'M SURE STAFF TOOK THAT INTO CONSIDERATION, OF COURSE.
BUT THE LESS TEMPORARY REPAIRS THAT WE HAVE TO DO BEFORE WE CAN GET TO THE POINT WHERE WE THINK WE'VE FIXED THE PROBLEM, I THINK WE'D BE BETTER OFF. SO FOR THAT REASON, I'M LEANING TOWARDS RECOMMENDING OPTION ONE JUST SO THAT WE GET IMMEDIATE RESULTS AND PUT SOME OF THOSE ISSUES TO REST. AGAIN, I THINK I WOULD SAY I FELT VERY COMFORTABLE WITH EITHER ONE OF THESE OPTIONS, BUT JUST GIVEN THE FACT OF THE CONVERSATIONS WE HAD PREVIOUSLY HAD, I WANTED TO STICK TO OPTION TWO FROM A STAFF PERSPECTIVE OF GIVING, YOU KNOW, A DATA DRIVEN OCI SCORE WITH YOU GUYS, THE OPTIONS TO CHOOSE TO MAKE A DIFFERENT DETERMINATION.
IF YOU SO CHOSE TOMMY AND JUSTIN, I REALIZE THAT THE ASSET MANAGEMENT DIDN'T ISOLATE ALSBURY, HIDDEN CREEK OR RENFRO, WHICH ARE THE THREE ROADS WE'RE TALKING ABOUT SPENDING THE 700,000 ON.
THE DATA DRIVEN NUMBER WE HAD BEFORE.
GENERALLY DO YOU WANT TO SPEAK A LITTLE TO THAT SPECIFICALLY.
I DID SHOW AN OPTION THAT PULLED OUT 700,000 PRIOR AND PUT 700,000 TO RECONSTRUCTION.
I DEFINITELY CAN DO THAT AND GET YOU GUYS THAT THAT SCORE.
BUT WE SHOWED YOU A LITTLE BIT OF WHAT THAT WOULD LOOK LIKE PRIOR.
I'M LEANING TOWARDS OPTION ONE, JUST PARTICULARLY BECAUSE GREEK IS GETTING TO DANGEROUS LEVELS.
IS THAT CORRECT? I CAN PULL IT UP.
SO IS WHAT WAS THE REASON THAT IT DIDN'T PUT ALSBURY, HIDDEN CREEK OR RENFRO IN [INAUDIBLE].
A SECTION OF ALSBURY IS ALREADY UNDER THE FAILED STATUS.
THAT WAS KIND OF A LITTLE BIT THAT WE HAD TALKED ABOUT.
SO A PORTION OF ALSBURY IS WHY THAT'S NOT COMING UP, FROM WHAT I CAN TELL ON HIDDEN CREEK, WHY I WANTED TO POINT OUT THAT THE BEST USE OF DOLLARS IS A LOT OF THOSE PANELS ARE HIGH END IN THEIR RANGE, SO EVEN THAT THEY MIGHT BE A LITTLE BIT LOWER, SOME OF THEM AT A 58, IT'S NOT GOING TO CATCH A
[00:55:05]
58 ROAD BEFORE IT CATCHES A 61, BECAUSE IT DOESN'T WANT TO DROP IT TO THAT NEXT GROUP.I DON'T THINK STAFF DISAGREES WITH THAT SENTIMENT AT ALL.
EVERYBODY GOOD? EVERYBODY GOOD.
