OVER 586 PURCHASE ORDERS WERE REVIEWED BY THE PURCHASING TEAM THIS YEAR.
THOSE ARE ALL OF THE PURCHASE ORDERS THAT REQUIRE SOME KIND OF LOCAL GOVERNMENT CODE CHECK.
SO WE CAN SAY WITH ABSOLUTE CONFIDENCE THAT EVERYTHING THAT CAME THROUGH OUR SHOP THIS YEAR WAS COMPLIANT WITH LOCAL GOVERNMENT CODE STATUTES, AND THAT'S SOMETHING THAT WE'RE REALLY PROUD OF.
JUST AS WE CONTINUE TO GROW AND OUR TECHNOLOGY ADVANCES, WE BECOME MORE VULNERABLE.
SO THE ACHIEVEMENT OF EXCELLENCE IN PROCUREMENT IS PRESENTED BY THE NATIONAL PROCUREMENT INSTITUTE.
ONLY 22 CITIES IN THE STATE OF TEXAS AND 8 COUNTIES WERE EXTENDED THIS AWARD.
AS RICHARD MENTIONED, IT IS OUR THIRD CONSECUTIVE YEAR TO RECEIVE IT AND WE ARE SUPER PROUD.
THIS AWARD IS GIVEN TO PUBLIC AND NONPROFIT ORGANIZATIONS THAT DEMONSTRATE EXCELLENCE IN PROCUREMENT AND MEET SPECIFIC CRITERIA THAT ARE FOCUSED ON AREAS IN INNOVATION, PROFESSIONALISM, E-PROCUREMENT, PRODUCTIVITY AND LEADERSHIP IN THE FIELD OF PROCUREMENT.
THIS IS NOT AN EASY SUBMISSION PROCESS.
IT IS SOMETHING THAT LOOKS HOLISTICALLY AT OUR PURCHASING PROGRAM FROM START TO FINISH.

HE ALSO HAD A GREAT TIME AT THE DOG PARK AS WELL WHEN WE TOOK HIM OUT THERE FOR THAT.
AND I KNOW WE SAY THIS A LOT, BUT WE ARE BEYOND CAPACITY AT THE ANIMAL SHELTER RIGHT NOW.

AND SO IF PROJECTS COME FORWARD AND THERE'S A NEED FOR A SIDEWALK, IF WE DON'T HAVE ANY SIDEWALK IN THE AREA, THEY'RE ALLOWED TO ESCROW AND THEY PUT ASIDE THAT FUNDING AND GIVE IT TO THE CITY. AND WE PUT IT ASIDE FOR FOR SIDEWALK WORK.
THAT IS IN THE EFFORT TO NOT HAVE SIDEWALKS TO NOWHERE.
HOWEVER, TXDOT DOESN'T ALLOW US TO DO THAT.

BACK IN JANUARY COUNCIL SUPPORTED THE PLAN FOR THE RENOVATION PROJECTS LISTED IN THE LOBBY AT THE RECREATION CENTER, AND WE ENTERED INTO A DESIGN WITH RON HOBBS ARCHITECTURE AND INTERIOR DESIGN IN MAY.
WE EXECUTED AN AGREEMENT FOR A CONSTRUCTION MANAGER AT RISK WITH C1S GROUP, AND THE SCOPE OF THIS PROJECT INCLUDES REMODELING THE LOBBY, ADDING A POOL DEHUMIDIFICATION SYSTEM, REPLACING THE INDOOR SAND FILTERS, RESURFACING THE INDOOR POOL, AND PLACING THE AC UNITS AND CHILLERS.
SO JUST TO RECAP OF THAT FIRST EQUIPMENT PACKAGE.
IT INCLUDED THE DEMOLITION OF OUR 11 ROOFTOP UNITS, 2 CHILLERS, AND 2 DEHUMIDIFIERS THAT WORK ON THE INDOOR POOL, AND THEN TO REINSTALL A NEW SYSTEM. THAT PROJECT THE FIRST PHASE WAS $4 MILLION, AND WE DID THAT SEPARATELY, AS THOSE HAVE A MUCH LONGER LEAD TIME, SO WE NEEDED TO GET THAT HEAVY EQUIPMENT ORDERED.
THIS EVENING WE'RE LOOKING AT THE INTERIOR AND POOL PACKAGE, WHICH INCLUDES THE REMOVAL OF THE ROCK WALL THE REMODEL OF THE LOBBY, POOL, PARTY ROOMS, THE CHANGING ROOMS, THE LOBBY, RESTROOMS AND NEW SURFACE OR FLOORING IN THE MEETING ROOMS. AND FOR THE POOL, IT INCLUDES THE RESURFACING OF THE POOL AND THE NEW SAND FILTERS AND THE INSTALLATION OF AN EVACUATOR SYSTEM.
SO LAST TIME WE BROUGHT THIS FORWARD, WE WEREN'T SURE IF WE COULD AFFORD THE EVACUATOR SYSTEM.
FOR THE BUDGET FOR THIS PROJECT, WE DID BUDGET 4.5 OR $5.4 MILLION TOTAL PROJECT.
AND SO WE ARE RIGHT UNDER BUDGET FOR THAT.
BUT WE DO HAVE A FEW ITEMS THAT ARE OUTSIDE OF THE SCOPE OF THE GMP, WHICH INCLUDES THE FIRST TWO ITEMS YOU SEE HERE ARE ITEMS THAT WERE SUBMITTED AS SUPPLEMENTALS AND JUST HAVEN'T BEEN COMPLETED YET.
SO WE ROLLED THEM INTO THIS PROJECT, THAT MEETING ROOM AV AND THE WOMEN'S LOCKER REPLACEMENT.
WE DID REPLACE THE MEN'S LOCKER ROOM LAST YEAR.
SINCE WE ARE ELIMINATING THE ROCK WALL, THE BIGGER NEED THAT WE SEE IS JUST A PLAY SPACE FOR KIDS WHILE THEIR PARENTS ARE REGISTERING FOR PROGRAMS, OR WHILE THEY'RE WAITING ON THE KIDS ZONE, OR WHILE THEY HAVE OTHER KIDS AND OTHER PROGRAMS. AND THE MAIN THING WE SEE OUR KIDDOS INTERACT WITH THE ROCK WALL IS, IS THEY'RE RUNNING AROUND AND THEY'RE FALLING AND THEY'RE PLAYING ON A PLAY MAT.

AND ONCE YOU BECOME ACCREDITED, YOU MUST REAPPLY EVERY FIVE YEARS TO STAY ACCREDITED.
SO WHAT? WHY WOULD WE GET ACCREDITED? WHAT WOULD BE THE BENEFIT? SO FOR OUR COMMUNITY, THE BIG THING FOR US IS THAT IT DEMONSTRATES THAT WE ARE HOLDING OURSELVES TO NATIONAL STANDARDS OF BEST PRACTICE.
IT ALSO TYPICALLY SHOWS THAT IF YOU LOOK AT ANY CAPRA ACCREDITATION ACCREDITED AGENCY ACROSS THE NATION, YOU'LL NOTICE THAT A LOT OF THEM ARE JUST REALLY NICE PLACES TO LIVE BECAUSE THEY'RE HOLDING THEMSELVES TO A REALLY HIGH LEVEL OF SERVICE.

YOU CAN SEE THERE'S TEN CHAPTERS LIKE I SAID, IT'S AGENCY, MISSION AND PURPOSE, ADMINISTRATION AND ORGANIZATIONAL RESOURCES, COMMUNITY AND PARK PLANNING, HR PLANNING, WORKFORCE DEVELOPMENT AND CULTURE, FINANCIAL MANAGEMENT, RESPONSIBILITY AND ACCOUNTABILITY.
PROGRAMS AND SERVICES MANAGEMENT, FACILITIES AND LAND USE MANAGEMENT, LAW RISK MANAGEMENT, SAFETY AND SECURITY, MARKETING, COMMUNICATIONS AND COMMUNITY ENGAGEMENT AND EVALUATION, ASSESSMENT AND RESEARCH.
SO NOT ONLY DO WE HAVE TO NOW MAKE ALL OF THESE POLICIES, WE HAVE TO SEE IF THERE'S POLICIES THAT EXIST WITHIN OTHER DIVISIONS THAT HELP US BECOME COMPLIANT WITH THAT STANDARD. SO THIS IS JUST A LIST OF THE FUNDAMENTAL STANDARDS.
AND THE REASON FOR THAT WAS TWOFOLD.
THE STANDARD USED TO BE EVERY FIVE YEARS.
BECAUSE WE HAVE TO HAVE A VISION, MISSION, VISION AND STRATEGIC PLAN.
OUR MASTER PLAN HAS NONE OF THOSE THINGS.

AND THEN OUR CURRENT MASTER PLAN WAS ADOPTED BACK IN 2019 AND HAS NOT HAD AN UPDATE.
SO WHEN WE DISCUSSED THAT, WE TALKED A LOT ABOUT WHY WE NEEDED TO UPDATE.
THE BIG THING WAS IT WAS AN OPEN SPACE MASTER PLAN.
SO IT DOESN'T INCLUDE ANY OF OUR RECREATION FACILITIES.
IT DOESN'T INCLUDE THE FARM, IT DOESN'T INCLUDE THE GOLF COURSE.
SO IT LISTS THE STANDARD THE DESCRIPTION OF THE STANDARD.
AND THEN IT EXPLAINS WHAT WE WOULD HAVE TO SUBMIT FOR THE EVIDENCE OF COMPLIANCE.
