I'M A SENIOR PLANNER WITH THE REGIONAL, THE NORTH CENTRAL TEXAS REGIONAL COUNCIL OF GOVERNMENTS.
AND I'M HERE TODAY ON BEHALF OF OUR REGIONAL STORMWATER MANAGEMENT COORDINATING COUNCIL AND THE PUBLIC EDUCATION TASK FORCE, TO PRESENT YOU GUYS WITH THE TROPHIES FOR THE 2024 NORTH TEXAS COMMUNITY CLEANUP CHALLENGE AND THE MAYOR'S CHALLENGE.
THIS IS AN ANNUAL CHALLENGE THAT IT'S A REGIONAL INITIATIVE THAT HELPS CITIES AND COUNTIES ACHIEVE THEIR GOALS OF STORMWATER AND WATER QUALITY AND TRASH AND LITTER ABATEMENT.
AND WE HAD OVER 5,100 VOLUNTEERS ACROSS OUR REGION, LOGGED 8,800 HOURS OF WORK.
AND SO SPECIFICALLY THE CITY OF BURLESON.
AND SO TODAY I'M HERE TO PRESENT THESE AWARDS.
AND THESE ARE SORT OF LIKE THE STANLEY CUP.
THEY TRAVEL AROUND FROM YEAR TO YEAR.
SO THESE ARE YOURS TO DISPLAY UNTIL NEXT YEAR'S CLEANUP CHALLENGE.

I ATTENDED A COUPLE OF EVENTS THE LAST COUPLE OF WEEKS.THIS WAS A FUNDRAISER TO RAISE MONEY FOR WHAT THEY DO, AND THEY PROVIDE SERVICES FOR CHILD VICTIMS OF SEXUAL ABUSE, SEVERE PHYSICAL ABUSE, AND CHILDREN WHO WITNESS VIOLENT CRIMES. AND UNFORTUNATELY, JOHNSON COUNTY AND THE CITY OF BURLESON IS NOT IMMUNE FROM THIS.
AND SO WE WANT TO MAKE SURE THAT WE CONTINUE TO SUPPORT THESE ORGANIZATIONS.

AND LASTLY, CASA OF JOHNSON COUNTY, CASA STANDS FOR COURT APPOINTED SPECIAL ADVOCATE.THEY HAD THEIR CLAY SHOOT LAST FRIDAY THE 20TH, AND THEY PROVIDE SERVICES TO ABUSED AND NEGLECTED CHILDREN WHO ARE IN FOSTER CARE AND REPRESENT THEIR BEST INTERESTS IN COURT CASES. AND I THINK A FELLOW COUNCIL MEMBER, SCOTT HAS BEEN INVOLVED WITH THAT ORGANIZATION AS WELL.
BUT JUST KEEP THEM IN YOUR IN YOUR PRAYERS AND CONTINUED SUPPORT.
THANK YOU. THIS PAST SATURDAY WE HAD THE BE HEALTHY AND ELIZABETH WITH THE PARKS AND REC DEPARTMENT AND HER SPECIAL EVENTS COORDINATING PUT ON AN AWESOME EVENT RIGHT OUT HERE IN FRONT OF THE PLAZA.
AND DAN MCCLENDON AND HIS FAMILY WERE OUT THERE AND THERE WERE MANY.
IT WAS AWESOME TO WATCH THE FAMILIES COME THROUGH THE FINISH LINES.
AND Y'ALL 10-K, THAT'S A LONG WAY TO GO.
AND PEOPLE WERE OUT HERE SWEATING LIKE CRAZY, BUT IT WAS A GREAT EVENT.
GREAT TO SEE THE FAMILIES OUT AND BEING A PART OF OUR TOWN.
AND EVERYONE OVER ON ELIZABETH'S TEAM, Y'ALL DID AN AMAZING JOB.
NO COMMENT ON THAT ONE, BUT THERE WAS SOME INTENSE COMPETITION GOING ON BETWEEN SOME OF THEM.
EVERYTHING WAS WHERE IT SHOULD BE.
THE RUNNERS WERE WELL ACCOMMODATED WITH WATER STATIONS AND PLENTY OF PEOPLE OUT ON THE COURSE.
I'VE DONE A LOT OF 5K'S AND 10K'S AND THIS ONE IS VERY WELL DONE.
SO KUDOS TO STAFF AND EVERYBODY THAT PARTICIPATED.

WE HAVE ZUMBA LATIN NIGHTS IN THE PLAZA ON SEPTEMBER 25TH AND OCTOBER 9TH.

THE SCHOOL HAS A CONTRACT TO ALLOW AT&T TO PUT IN ONE ONE TOWER, I SHOULD SAY ONE.
STADIUM LIGHT IS WHAT THE ANTENNA IS GOING TO ACTUALLY GO ON.
IT'S GOING TO BE A STADIUM LIGHT AT THE SCHOOL SITE.

MY UNDERSTANDING IS THAT WHILE THAT'S NOT BEING CONTEMPLATED BETWEEN AT&T AND THE SCHOOL DISTRICT, THAT IS SOMETHING THAT YOU CAN CONSIDER IN YOUR DISCUSSIONS TONIGHT TO SEE IF THAT 100FT IS ACTUALLY 100FT, PLUS 20FT OR 100FT BEING THE TOTAL OF WHAT'S NEEDED. SO THE STADIUM LIGHTING ITSELF REMAINS AT AN APPROXIMATE HEIGHT OF 81FT.
AND I'M GOING TO TAKE YOU THROUGH AN EXHIBIT THAT SHOWS THAT IN GREATER DETAIL.

IN 2022, THE CITY COUNCIL UPDATED THE POLICY TO INCLUDE THE BTX HOME IMPROVEMENT REBATE PROGRAM.

HOMES MUST BE AT LEAST 25 YEARS OLD.THE CENTRAL APPRAISAL DISTRICT APPRAISED VALUE MUST BE LESS OR EQUAL TO 70% OF THE FHA SINGLE FAMILY MORTGAGE LIMIT IN THE COUNTY FOR THE CURRENT YEAR OF THE APPLICATION.
VALUE OF AN ABATEMENT SHALL NOT EXCEED 50% OF THE INVESTMENT BY BUSINESS AND ELIGIBLE PROPERTY.
MINIMUM CAPITAL INVESTMENT OF $10 MILLION IN THE PROJECT MUST EXPAND THE LOCAL TAX BASE.

SO A LITTLE OUTLINE OF WHAT WE'LL GO OVER TODAY, ASSET MANAGEMENT.
SO I WANTED TO CIRCLE BACK JUST A LITTLE BIT TO BUILD THE FOUNDATION OF ASSET MANAGEMENT.

MANY ASPECTS COME TOGETHER TO FORM A WORKING MODEL, AND WE'LL TALK ABOUT SOME OF THE COMPONENTS LATER WHEN IT IN REGARDS TO PAVEMENT. THE POLICY OBJECTIVE.SO COUNCIL POLICY 43 WAS ADOPTED IN MARCH OF 2024.
IT WAS A POLICY THAT OUTLINED OUR APPROACH TO MAINTAINING AND PRESERVING AND ENHANCING ASSETS.
IT WAS THE ASSET MANAGEMENT POLICY.
SO WHEN TALKING ABOUT THE MANY COMPONENTS OF PAVEMENT ASSETS, THIS IS KIND OF LIKE A FULL PICTURE.
SO WE'RE GOING TO GO THROUGH EACH ONE OF THESE TO KIND OF SHOW HOW THEY ALL COME TOGETHER.
SO WHEN TALKING ABOUT PAVEMENT WE HAVE CONSEQUENCE OF FAILURE.
THESE ARE CONSEQUENCES IF THE ROAD FAILS.
WE DID PUT THEM INTO CATEGORIES, SO WE'LL GO OVER THAT LATER.
HOW LIKELIHOOD IS IT TO FAIL? A KIND OF WHAT'S THE CONDITION OF IT NOW AND WHEN WILL IT FAIL? SO IN ORDER TO DO A RISK MATRIX AND TO PUT THESE INTO REAL LIFE SCENARIOS, WE TAKE THE CONSEQUENCE OF FAILURE.
WE MULTIPLY IT BY THE PROBABILITY OF FAILURE THAT GIVES US OUR RISK SCORE.
SO FIRST LIKELIHOOD OF FAILURE.
WE DID A CONTRACT WITH FUGRO IN MID OF 2023.
THEY HAD THIS VEHICLE THAT YOU SEE ON YOUR SCREEN HERE.
THEY DROVE APPROXIMATELY 567 LANE MILES OF ROADWAY.
THAT VAN WAS ABLE TO TAKE IMAGES OF ALL OF OUR ROADS.
THERE ARE SOME ETJ ROADS OUTSIDE THE CITY LIMITS THAT WERE NOT INITIALLY COLLECTED BY FUGRO, BUT THEY ARE BEING ASSESSED RIGHT NOW. SO WITH THAT INFORMATION, WHAT IT DID WAS IT WAS ABLE TO GIVE A PCI SCORE, WHICH IS THE PAVEMENT CONDITION INDEX SCORE TO ALL OF THE ROADS.
YOU CAN KIND OF SEE HOW THEY STACK UP ON THE LEFT.
SO THIS WAS THE OVERALL CONDITION ASSESSMENT THAT CAME BACK IN.
WHAT I REALLY WANT TO POINT OUT HERE IS OVER ON THE RIGHT, YOU'LL NOTICE THAT THE OVERALL CONDITION INDEX FOR OUR ASPHALT ROADS ARE MUCH LOWER THAN OUR CONCRETE ROADS.
SO OVERALL, OUR CONCRETE PAVEMENT CONDITIONS WITHIN THE CITY ARE REALLY GOOD.
AND IT'S OUR ASPHALT ONES THAT ARE THAT KIND OF NEED MORE ATTENTION.
SO 73% OF OUR ROADS CAME BACK AT GOOD OR BETTER CONDITION.
A GOOD MEASUREMENT WOULD BE A CITY WOULD LIKE TO STRIVE TO HAVE 10% OR LESS IN FAILED STATUS.
SO WE ARE A LITTLE BIT BEHIND IN THAT.
SO WHAT DOES THAT MEAN WITH THE CITY OF BURLESON? I JUST WANTED TO GIVE YOU GUYS SOME REAL EXAMPLES.
SOMETHING THAT'S IN EXCELLENT CONDITION HERE IS WILSON STREET.
SOMETHING IN A VERY GOOD STATUS HILLSIDE RIGHT THERE BY BURLESON HIGH SCHOOL.

YOU CAN SEE IT'S A PORTION OF RENFROE THAT THE RIGHT SIDE OF THE CONCRETE ROAD HAS COMPLETELY FAILED THERE. JANALEA, DO YOU KNOW THE AGE OF THESE ROADS? DO YOU HAPPEN TO KNOW THAT? I CAN GET THAT FOR YOU? WE KNOW THEM. THEY'RE IN THE SYSTEM.

SO IT WAS FAILED OVER A YEAR AGO.

PROBABLY BECAUSE IT'S NEW OR, YOU KNOW, WE'VE JUST REDONE IT.
SO NOW WE'RE GOING TO TALK ABOUT THE CONSEQUENCE OF FAILURE AND WHAT THAT MEANS.
SO THE CONSEQUENCE OF FAILURE WE DID A CRITICALITY ASSESSMENT.
THESE WERE THE FIVE CATEGORIES.
SO IF IT WAS A ROAD THAT HAD ACCESS TO A FIRE DEPARTMENT, POLICE STATION, PROXIMITY TO CITY HALL, OLD TOWN, IF IT HAD ANY CREEK CROSSINGS, AND THEN OF COURSE, WHAT IS THE FUNCTIONALITY OF THAT ROAD? IS IT AN ARTERIAL COLLECTOR OR A LOCAL? SO EVERY ROAD IN OUR CITY WAS GIVEN A SCORE.
THOSE A SCORE IN EACH OF THOSE FIVE SECTIONS.
WE THEN MAPPED ALL OF THOSE OUT.
I JUST PROVIDED ONE MAP FOR YOU, BUT THIS IS THE MAP.
THAT'S THE FIFTH FUNCTION CLASS RIGHT THERE, THE ARTERIAL COLLECTOR AND LOCAL.
THIS MAPS IT OUT AND KIND OF SHOWS YOU.
GREEN IS, YOU KNOW, LOW AND THEN ALL THE WAY TO HIGH.

AND THEN ALSO THE YOU KNOW, IT HAS ENVIRONMENTAL.
WHAT BY ENVIRONMENTAL, ARE YOU TALKING ABOUT STREAM POLLUTION OR ARE YOU TALKING ABOUT THE LIVING ENVIRONMENT OF HAVING TO CROSS A CREEK TO GET SOMEPLACE, WHAT, WHAT'S YOUR? WELL, THE ASPECT OF ENVIRONMENTAL FOR THIS WOULD BE THAT IF YOU'VE GOT TO GO RECONSTRUCT AT EVERY CREEK CROSSING THAT THE OTHER IS JUST THE, THE IMPACT EACH TIME YOU'RE GOING TO HAVE TO DO CONSTRUCTION IN THE CREEK AND THE LIKE.
SO YEAH, SO THE ENVIRONMENTAL IMPACT.
BUT THERE'S REALLY A VARIETY OF IMPACTS TO THAT.
SO THERE'S, YOU KNOW, THIS ALL HAS JUST DOWN THE [INAUDIBLE] CATEGORIES.
IT GETS A HIGH CRITICALITY RATING I GUESS, FOR THAT FACTOR, WHICH WAS PUZZLING ME A LITTLE BIT.
OKAY. SO NOW TO TALK ABOUT OUR PAVEMENT PLAN.
WE DID HAVE A CONTRACT WITH FREESE AND NICHOLS.
THEY HAVE TAKEN THE ALL THE PCI DATA, OUR CRITICALITY DATA, AND WE'VE COME UP WITH A PAVEMENT PLAN.
SO THIS HERE IS JUST SHOWING ANOTHER.
THERE'S A LOT OF INFORMATION ON THIS SLIDE.
SO I WON'T GO THROUGH ALL OF IT.
BUT AGAIN SHOWING ALL THE DIFFERENT COMPONENTS THAT MAKE UP ANY PORTION OF OUR ASSET MANAGEMENT.
SO I WANTED TO SHOW YOU THE AN EXAMPLE OF AN ASPHALT ROAD.
SO THIS WOULD BE THE TYPICAL LIFE OF AN ASSET ROAD.
YOU BUILD IT. IT STARTS AT 100 AND OVER TIME THE DEGRADATION CURVE FALLS TO A FAILED STATUS.
IF WE WAIT AND DO NOTHING ON THIS ROAD.
THIS IS KIND OF WHAT IT LOOKS LIKE, THE RECONSTRUCTION OF IT YEARS OF LIFE.
AND THEN ALSO TO KIND OF SHOW HOW MANY YEARS THAT ROAD IS BELOW A 70.
SO 70 WOULD BE OPTIMAL, OF COURSE, DOESN'T MEAN IT'S FAILED AFTER 70, BUT THAT WOULD BE OPTIMAL.
YOU CAN KIND OF SEE THAT AS IT STARTS TO GET DOWN A LITTLE BIT.
WE WOULD THEN CRACK SEAL, MAYBE A COUPLE MORE YEARS AFTER THAT WE WOULD MICRO SURFACE.
THIS HELP EXTENDS THAT LIFE OF THE ROAD.
YOU CAN ALSO TELL THAT EVEN OVER THE ENTIRE LIFE OF THE ROAD, THAT WE SPENT LESS MONEY ON IT, AND IT WAS UNDER THE PCI SCORE OF 70, FAR LESS YEARS. SO WITH THAT, IN A PAVEMENT PLAN, A PAVEMENT MANAGEMENT PLAN, WHAT YOU DO IS YOU COME UP WITH THOSE MAINTENANCE SCHEDULES. WHAT DOES IT DO TO A ROAD? WHEN DO YOU APPLY THOSE MAINTENANCE ACTIVITIES TO THAT ROAD.
SO THIS IS JUST KIND OF SHOWING YOU ASPHALT CONCRETE.
WHEN WE WOULD APPLY THOSE MAINTENANCE ACTIVITIES AND THEN HOW THEY WOULD IMPROVE THE ROAD.
SO WITH THAT, WE TOOK ALL OF THAT DATA.
WE PUT IT INTO OUR ASSET MANAGEMENT WORK ORDER SOFTWARE.

A COUPLE YEARS AGO, YOU GUYS SIGNED A CONTRACT WITH CARTEGRAPH.THAT'S WHAT WE'RE USING FOR THIS AS WELL.
PRIOR TO THE BUDGET BEING ADOPTED WE I GAVE SOME SCENARIOS TO THE IND COMMITTEE, SO I JUST WANTED TO RUN THOSE SCENARIOS WITH YOU PROBABLY RUN THROUGH SOME OF THEM PRETTY QUICKLY.
THIS SCENARIO IS IF WE DID ABSOLUTELY NOTHING.
SO I JUST WANTED TO SHOW YOU ON THE LEFT THIS IS WHERE OUR ROADS ARE CURRENTLY.
IF WE DID NOTHING FOR TEN YEARS, YOU CAN KIND OF SEE ON THE RIGHT THAT THEY FALL FAIRLY QUICKLY.
OUR CURRENT STREET BUDGET IS 1.1 MILLION.
HOWEVER, THIS SCENARIO ONLY WILL TAKE INTO ACCOUNT 700,000.
THIS SCENARIO JUST RUNS ON THE 700 THAT WE WOULD CONTRACT.
SO AS YOU CAN SEE, IT STARTS AT A 69 WHERE WE'RE AT TODAY.
AFTER FIVE YEARS, IT GOES TO IT DROPS TO A 62.
SO WHAT WE CURRENTLY HAVE TODAY IS NOT ENOUGH TO SUSTAIN OUR CURRENT SCORES.
THIS WAS A SCENARIO PRIOR AGAIN PRIOR TO THE BUDGET BEING ADOPTED, THAT IF THAT $1.6 MILLION WAS TO BE ADDED TOWARDS STREETS, WHAT IT WOULD LOOK LIKE.
IT DOES DROP TO A 65.8 AND AFTER TEN YEARS DROPS TO A 62.
LIKE I SAID, CURRENTLY WE'RE AT 14% FAILED.
SO THIS IS KIND OF SHOWING YOU WHAT IT LOOKED LIKE.
DOES DROP THE SCORE TO A 64 AND OVER TEN YEARS TO A 59.
THIS WAS ADDING $5 MILLION IN CAPITAL PLUS THAT 1.6 IN O&M.
OBVIOUSLY THAT WOULD BE IDEAL.
BUT YOU CAN SEE IT STILL DROPS THE SCORE, JUST NOT AS SIGNIFICANTLY.
SO PREVIOUSLY THE BOARD HAD EXPRESSED THAT A GOOD SCORE FOR THE CITY WOULD BE A 75.
THAT WOULD BE WHERE WE WOULD LIKE TO BE AT.
I WANTED TO SHOW YOU WHAT THAT WOULD MEAN.
SO THIS HAS NO CONSTRAINTS ON BUDGET HERE.
THIS IS JUST SAYING TAKING OUR STUFF TODAY.
AND HOW MUCH WOULD WE HAVE TO SPEND ANNUALLY IN ORDER TO GET OUR OVERALL CITY SCORE 275 IN 5 YEARS.
WE WOULD NEED ABOUT $14 MILLION IN REHABILITATION OF FAILED ROADS.
AND SO OVER FIVE YEARS AND 96 MILLION.
THIS WOULD BE THAT SAME SCENARIO, BUT STRETCHING THAT OUT OVER TEN YEARS.
SO SINCE THEN WE HAVE ADOPTED THE BUDGET.
THIS IS TAKING THAT EXTRA $1.6 MILLION AND ADDING IT 100% TO THE O&M BUDGET, SO 100% TO THE 700,000, WHILE LEAVING THE REHABILITATION AND CAPITAL BUDGET AT WHAT IT IS RIGHT NOW.
AFTER FIVE YEARS, OCI WOULD DROP TO JUST UNDER 64, BUT OVER TEN YEARS IT STILL IS ABOVE 60.
SO MAINTENANCE WOULD STAY AT 700,000 AND THIS EXTRA 1.6 WOULD GO TO REHABILITATION.
AS YOU CAN SEE, IT'S NOT IDEAL.
IT DOES DROP THE OCI SCORE TO 62 AND THEN DROPS IT SIGNIFICANTLY OVER A TEN YEAR PERIOD INTO A 56.
AGAIN, IT DROPS THE SCORE TO A 63.8.
THIS IS PUTTING $1 MILLION IN O&M AND 600,000 IN REHABILITATION OF FIELD ROADS, SPLITTING THAT 600,000 IN REHABILITATION OR IN MAINTENANCE AND THEN 1 MILLION IN REHABILITATION STILL DROPS OUR SCORE OVER TEN YEARS TO A 58.
SO THIS KIND OF JUST PUTS ALL THE SCENARIOS ON YOUR ONE SCREEN SO YOU CAN KIND OF TAKE A LOOK.
THE TOP SEVEN WERE THE ONES THAT WE PRESENTED TO THE BOARD.

AND THEN THE BOTTOM FOUR ARE SCENARIOS AFTER THE BUDGET'S BEEN ADOPTED.SO WITH THAT WE WILL MAKE AN ANNUAL PAVEMENT MAINTENANCE SCHEDULE.
IT DOES DROP THE OCI SCORE TO A 60 JUST UNDER 64, BUT IT DROPS IT FAR LESS.
SO BASED ON DIRECTION TODAY, WE WILL RUN THE MODEL.
THE MODEL IS HANDED FROM ME TO PUBLIC WORKS.
THEY WILL QA QC THE MODEL, MAKE SURE THERE'S NO GAPS IN ROADS, THAT KIND OF STUFF.
CHARLIE, WOULD YOU ELABORATE A LITTLE BIT JUST IN TERMS OF WHAT THE OUTPUT IS FROM THE MODEL? SO THE COUNCIL KNOWS THAT WE'RE GOING TO KNOW VERY SPECIFICS IN TERMS OF WHAT STREET SEGMENTS AND THEN WHAT METHODOLOGY WE WOULD BE USING.
IT ALSO WILL TELL ME WHAT THE OCI SCORE IS TODAY AFTER WE DO THAT MAINTENANCE TO IT.
MILL AND OVERLAY OR REPAIR THE PANEL.
WHAT IT CHANGES AT OCI SCORE TO AND THE RISK.
SO IT WILL SHOW THEM LINE BY LINE.
WHAT PUBLIC WORKS WILL NEED TO DO IS THE MODEL IS VERY MATHEMATICAL.
SO THERE WILL BE TIMES WHERE IT WILL SAY TO MILL AND OVERLAY THIS BLOCK, BUT MAYBE THE NEXT BLOCK.
WHY ISN'T UP FOR MILL AN OVERLAY YET? AND THEN THE NEXT BLOCK IS AND YOU WOULD NEVER DO THAT, YOU WOULD JUST DO ALL THREE OF THEM.
IF THE MIDDLE PORTION IS CLOSE, YOU WOULD JUST DO ALL OF THEM AT THE SAME TIME.
SO THAT'S KIND OF WHAT PUBLIC WORKS AND STREETS WILL DO.
ONCE I RUN THE MODEL, GIVE IT TO THEM AND THEN THEY'LL KIND OF QA QC THAT.
AND IT'S BASED ON YOUR CURRENT FIVE YEAR PLAN.
AND THE MODEL DOES HAVE INTO ACCOUNT WHAT THE COST TO REPAIR THOSE ARE.
AND THEN WE HAVE AN ESCALATION IN THERE AT 3%.
AND WE CAN UPDATE THOSE COSTS AS THEY GO OUT FOR BID AND WE GET NEW PRICES.
RERUN THE MODEL AND IT'LL TELL US IF WE HAVE MORE MONEY TO SPEND OR LESS MONEY.
I ALSO ESCALATED THE BUDGET, THE 700,000 THAT STREETS HAS IN THEIR BUDGET BY 3%.
I DID NOT ESCALATE THE 1.6, SO THAT 1.6 EXTRA IS STAGNANT IN THIS MODEL.
JENALEA WOULD YOU BACK UP TO TWO SLIDES BACK? 169. THERE YOU GO.
COUNCIL WAS GIVEN 11 SCENARIOS AND A STAFF RECOMMENDATION, WHICH APPEARS TO BE SCENARIO NUMBER EIGHT. THOSE MATCHED THE NUMBERS OF WHAT STAFF HAS RECOMMENDED.
AND I WOULD SAY THAT OF THE LAST FOUR POSSIBILITIES, POSSIBLE SCENARIOS THERE THAT THE TEN YEAR OCI ACHIEVES THE BEST RESULT AT THAT POINT, AND I CONCUR WITH STAFF'S RECOMMENDATION THERE BECAUSE OF THAT.
BUT LOOKING AT THE SCENARIOS ABOVE, THE ONLY ONE SCENARIO THAT ACTUALLY MAINTAINS CLOSE, NOT QUITE, BUT ALMOST THE SAME AS OUR BEGINNING OCI IS SCENARIO NUMBER FIVE. BUT ERIC AND I HAVE HAD A BRIEF TALK ABOUT WHY WE CAN'T GO UP, WHY ARE WE STUCK AT THE LEVEL WE ARE AT, AND REALLY CAN'T EVEN PLAN TO MAINTAIN THAT LEVEL INSTEAD OF HAVING A STEEP DECLINE? WE'RE GOING TO HAVE A SLOWER DECLINE, BUT STILL A DECLINE IN THE OVERALL CONDITION INDEX OF OUR STREET NETWORK.
THE REASON IS THIS IS SPENDING CAPITAL AT THE LEVEL WE BASICALLY CAN WITH THE COMMITMENTS TO CAPITAL FUNDING THAT WE HAVE.
SO THE INFERENCE THAT I THINK WE ALL NEED TO DRAW FROM THAT IS THAT ALTHOUGH WE GET COMPLAINTS CONTINUALLY ABOUT THE CONDITIONS OF OUR ROADWAY NOW WHILE WE'RE AT A 69, WHILE WE'RE TELLING THE PUBLIC THAT WE'RE GOING TO SPEND MORE MONEY, AND INDEED, IN FACT, WE ARE GOING TO SPEND MORE MONEY THAN WE HAVE BEEN,

WE'RE STILL NOT GOING TO ACHIEVE A HIGHER RATING OF OUR ROADWAY SYSTEM UNTIL WE GO EVEN FARTHER AT VOTING, MORE FUNDS FOR CAPITAL IMPROVEMENTS, SO THAT WE CAN START ON THE LOWER END OF OUR FAILED PAYMENTS AND TRY TO GET AS MANY OF THOSE RECTIFIED AS WE CAN WITH CAPITAL FUNDS, AND THEN PERHAPS WE'LL BE ABLE TO IMPROVE OUR OVERALL CONDITION.BUT AT THE PRESENT RATE, EVEN WITH THE ADDITIONAL MAINTENANCE FUNDS THAT FUNDS.
WE VOTED FOR WITH THE WITH THE INCREASED TAX RATE.
WE'VE STILL GOT MORE TO DO TO GET AN OVERALL IMPROVEMENT IN THE SYSTEM.
AND I LIKE I SAID, I CONCUR WITH STAFF'S RECOMMENDATION, BUT I THINK WE'RE GOING TO STILL HAVE TO FACE THE FACT THAT WE'RE GOING TO NEED TO DO MORE, OR WE'LL JUST BE KICKING THE CAN A LITTLE FARTHER DOWN THE ROAD.
YEAH. ONE OF THE SCENARIO THAT YOU CHOSE IS THE ONE THAT I WOULD CHOOSE, THE 1.6 MILLION OEM.
BUT WHAT WE'RE FIGHTING IS OVER A 20 A TEN YEAR PERIOD.
THEN WE'RE GOING TO HAVE THAT MANY MORE FAILED, OR IF NOT MORE.
AND WE CAN'T AFFORD TO GO UP AT THIS POINT.
TRYING TO STAY NEUTRAL WOULD BE A GOOD GOAL.
SO INSTEAD OF 75, 69 WOULD BE A GOAL.
THAT'S THE BEST WE'RE GOING TO DO.
SO I THINK YOU'VE CHOSEN THE RIGHT ONE.

A LOT OF TIME, EFFORT AND ENERGY WENT INTO IT.
