THE CITY HAS BEEN LOOKING AT THIS REFUNDING OPPORTUNITY FOR AT LEAST A YEAR, OF SEPTEMBER OF LAST YEAR, WE LOOKED AT THE SAVINGS AND IT WAS OVER 900,000 OVER A TEN YEAR PERIOD, WITH THE PRESENT VALUE OF SAVINGS OF OVER 5%. THE THRESHOLD IN YOUR POLICY IN WHICH YOU WOULD CONSIDER REFINANCING OR REFUNDING IS 3.5% PRESENT VALUE SAVINGS. NORMALLY GENERAL OBLIGATION BONDS AND CERTIFICATES OF OBLIGATION SELL AT COMPARABLE RATES. THE ONLY REASON WHY YOU'RE SEEING A DIFFERENCE THERE IS BECAUSE THE REFUNDING COMPONENT OF THE GENERAL OBLIGATION BONDS, BECAUSE THOSE REFUNDING BONDS ARE AMORTIZED SHORTER, IT CREATED A SHORTER OVERALL AVERAGE LIFE OF THE MATURITY OF THE BONDS. THEREFORE, THE RATE WAS SLIGHTLY LOWER. BUT YOUR REFUNDING REALLY DID BENEFIT FROM THE REDUCTION IN RATE. [00:55:03] AND THAT'S THE EXCITING NEWS BECAUSE WE JUST HEARD ABOUT HOW IT BOUNCED ALL OVER THE PLACE. YOUR FINAL SAVINGS IS JUST OVER $1,071,502. THAT YOUR SAVINGS TRANSLATES TO AVERAGE ANNUAL DEBT SERVICE SAVINGS OF ABOUT 107,000 PER YEAR, OR A NET PRESENT VALUE SAVINGS OF 6.81%. WE DON'T EVEN START TYPICALLY RECOMMENDING REFUNDING PROPOSALS UNTIL THEY HIT A MINIMUM 3% THRESHOLD. YOUR POLICY IS A LITTLE BIT GREATER THAN THAT. SO AS YOU CAN SEE, YOU'RE WELL ABOVE THAT. RIGHT NOW, THERE HAS ALREADY BEEN ONE FARM THAT'S IDENTIFIED. WE HAVE IDENTIFIED A SECOND FARM. WE'VE IDENTIFIED ANOTHER ONE IN SOMERVILLE COUNTY. HERE'S WHAT'S SO SCARY ABOUT IT. AND I LEFT SHOCKED THAT DANA HAS BEEN INVESTIGATING THIS PARTICULAR FARM IN GRANDVIEW BECAUSE OF THE NEIGHBORING COMPLAINTS OF SMOKE IN THE AIR AND A HORRENDOUS ODOR, AND NEIGHBORS WERE BRINGING IN PICTURES OF DEAD, DEAD CALF AND DEAD ANIMALS. WILDLIFE DISAPPEARED. IT WENT ON AND ON, SO SHE PROCEEDED TO HAVE TESTING DONE SENT THE TEST TO TEXAS A&M LABS. AND THE PRESENTATION THAT I WITNESSED THAT DAY WAS THE RESULTS OF THE A&M LAB. SHE ROLLED OUT A TABLE WITH FOUR VASES WITH WOULD BE WHITE CARNATIONS. THE FIRST VASE CLEAR WATER WHITE, AND THEN SUCCESSIVELY TAN, BROWN AND DARK BROWN, TAKEN FROM THE STREAM DIRECTLY RUNNING OFF OF THIS FARM. SO I HAVE GONE AHEAD AND MADE CONTACT WITH A COUPLE OF REPS IN AUSTIN AND PARKER COUNTY, HOOD COUNTY, WISE COUNTY, MCLENNAN COUNTY TO GET AHOLD OF THEIR COMMISSIONERS AND JUST SEE, KEEP AN EYE OUT IF THERE IS ANYTHING THAT THEY KNOW OF THAT IS COMING FROM THIS BIO WASTE TREATMENT PLANT IN FORT WORTH. THE NAME OF THE COMPANY THAT IS TREATING IT IS CALLED SYNAGRO AND THEY ARE NEW. THE CITY OF FORT WORTH HAD CONTRACTED UNTIL TWO YEARS AGO WITH A COMPANY WHERE THERE WAS NOT AN ISSUE. SO THIS IS A NEW ISSUE. WE ARE TALKING ABOUT IDENTIFYING MORE FARMLANDS. WHAT THEY ARE DOING IS THEY'RE GOING IN AND CONTRACTING WITH THE FARMERS UNDER THE GUISE OF THIS IS A BETTER FERTILIZER. IT'S BEEN TREATED, IT'S SAFE. AND IT'S TURNING INTO A VERY, VERY FRIGHTENING ISSUE FOR OUR DISTRICT AND FOR THE DISTRICTS SURROUNDING US. SO THE COMMISSIONERS FROM THESE COUNTIES ARE WORKING ON THEIR PRECINCTS, TRYING TO IDENTIFY, TO SEE IF IT'S HAPPENING IN THEIR DISTRICTS AND THEIR COUNTIES. AND THE BIG ISSUE FOR FIREFIGHTERS AROUND CANCER IS FIREFIGHTERS ARE 9% HIGHER AT RISK OF GETTING CANCER AND 14% HIGHER CHANCE OF DYING OF CANCER THAN THE GENERAL POPULATION. FIREFIGHTERS LINE OF DUTY DEATHS COUNTS FOR ABOUT 66% THAT ARE CANCER RELATED, NOT DYING IN A FIRE OR A BUILDING FALLING ON THEM OR SOMETHING LIKE THAT. CANCER IS REALLY THE BIG ISSUE CONCERNING FIREFIGHTERS NOW BEING EXPOSED TO TOXIC CHEMICALS, AND FIREFIGHTERS ARE AT AN INCREASED RISK OF DEVELOPING DIFFERENT CANCERS THAN WHAT IS CURRENTLY WHAT WE CALL THE PRESUMPTIVE BILL. SO IN THE 86TH LEGISLATIVE SESSION IN TEXAS, THEY UPDATED THE PREVENTATIVE OR PRESUMPTIVE BILL AND THE PRESUMPTIVE BILL LIST [01:25:02] CERTAIN BODY PARTS AND CANCER TYPES THAT WOULD BE CONSIDERED PRESUMPTIVE, THAT YOU GOT THAT WHENEVER YOU WERE ON THE JOB. AND TO BE ELIGIBLE FOR THE PRESUMPTIVE BILL, YOU HAVE TO HAVE BEEN A FIREFIGHTER OR AN EMT FOR FIVE YEARS. YOU KNOW, BECAUSE THEY WOULD ASSUME THAT IF YOU GOT CANCER IN YOUR FIRST FEW YEARS ON THE JOB, THAT MAYBE THAT WAS FROM SOMETHING ELSE, IT WASN'T NECESSARILY FROM THE JOB. AND SO SOME OF THE TALKS IN THE INDUSTRY IS THAT THE DAY YOU RETIRE, REALLY THAT PROTECTION STOPS. AND SO ONE OF THE THINGS THAT'S IMPORTANT IN OUR INDUSTRY TO ADVOCATE FOR IS THAT THERE BE MAYBE A WINDOW OF TIME AFTER AN EMPLOYEE RETIRES OR RESIGNS FROM THE FIRE SERVICE THAT THEY COULD BE COVERED UNDER THE PRESUMPTIVE BILL. SO I KNOW THE TEXAS STATE FIRE CHIEFS ASSOCIATION, THE TEXAS STATE FIREFIGHTERS ASSOCIATION, DIFFERENT GROUPS LIKE THAT ARE ADVOCATING FOR A WINDOW OF TIME, MAYBE IN, YOU KNOW, SINCE THERE'S A FIVE YEAR LAG ON THE FRONT END, MAYBE A FIVE YEAR ON THE BACK END FOR THAT WORKER'S COMP COVERAGE FOR THAT, AND THEN JUST THERE'S NO KIND OF REGISTRY IN TEXAS TO CAPTURE WHEN FIREFIGHTERS ARE GETTING CANCER OR WHAT TYPES OF CANCER THEY'RE GETTING RESEARCH INTO GOING INTO THAT. THERE'S SOME PRIVATE RESEARCH GOING ON INTO THAT, BUT NOTHING REALLY DESIGNATED FROM THE LEGISLATION AT THIS POINT. SO WE WANT TO ADVOCATE FOR THAT AS WELL. AND THEN THE OTHER CONCERN IS WHEN WE GO ON STATEWIDE DEPLOYMENTS WITH TIFMAS, WHICH IS OUR TEXAS INNER FIRE, INTERSTATE FIRE MUTUAL AID SYSTEM. SO IF ANOTHER COMMUNITY HAS A BIG MAJOR WILDLAND FIRE OR HURRICANE ISSUE, SOMETHING LIKE THAT. THEY RELY ON THE OTHER DEPARTMENTS AROUND THE STATE TO SEND STAFF TO COME IN AND HELP MITIGATE THOSE ISSUES. AND ONE OF THE THINGS THAT WE'RE RUNNING INTO IS THE WORKER'S COMP LAW DOESN'T REALLY COVER FIREFIGHTERS AS WELL AS IT SHOULD, AS IF THEY GOT HURT BACK IN THEIR OWN HOME DISTRICT. SO, IT'S MY UNDERSTANDING THAT THERE'S GOING TO BE SOME TALKS ABOUT FIXING THAT LEGISLATION, BECAUSE SOME CITIES AND DEPARTMENTS ARE HESITANT TO CONTINUE TO PARTICIPATE IN THOSE DEPLOYMENTS, WHETHER IT'S TIFMAS OR LIKE THE TEXAS TASK FORCE ONE OR TASK FORCE TWO TEAM. SO WE'RE HOPING THAT THEY'LL BE ABLE TO FIX THOSE WORKER'S COMP ISSUES AS WELL. AND THIS IS LIKE WE RECENTLY HAD MR. SINGLETON, RIGHT, ASSIGNED TO TASK FORCE. HE'S ON TEXAS TASK FORCE TWO. TWO. SO THAT'S A REALLY BIG ACCOMPLISHMENT, BUT IT MAKES YOU A LITTLE HESITANT IF THEY'RE COMING ACROSS ISSUES LIKE THIS STATEWIDE TO SHARE RESOURCES ESSENTIALLY. IF IN THE EVENT THAT A FIREFIGHTER WAS HURT ON THE JOB, THEY COULDN'T GET THE EXACT SAME COVERAGE AS IF THAT INDIVIDUAL WAS HURT IN THEIR HOMETOWN, BASICALLY. YES. CORRECT. CORRECT. I THINK AT THAT POINT IT TREATS IT AS IF THEY WERE A STATE EMPLOYEE FOR THAT. AND SO IT'S LIKE THEY WEREN'T EVEN WORKING FOR US. SO, WE WANT TO WE WANT TO FIX THAT COVERAGE. AND IT SOUNDS LIKE THAT THERE'S A LOT OF PEOPLE THAT ARE INTERESTED IN FIXING THAT AND ADVOCATING FOR THAT AS WELL. SO FROM MY PERSPECTIVE, WHEN I WAS MEETING WITH OUR LEGISLATIVE ADVOCACY GROUP, THAT IT WAS JUST BRINGING THESE THINGS TO MIND TO, TO MONITOR, TO, TO ADVOCATE FOR, FOR FIREFIGHTERS AND THINGS OF THAT NATURE. SO, CHIEF DAVIS, WOULD YOU BRIEFLY SPEAK TO THE BALANCED BILLING ACT, THAT LAW THAT SET THE SUNSET AS WELL? YES. SO THE OTHER ONE THAT IS CONCERNING FOR US IS SENATE BILL 2476, WHICH WENT IN THE LAST LEGISLATIVE SESSION. AND WHAT THAT DOES IS MAKES IT ILLEGAL TO FOR AMBULANCE COMPANIES TO BALANCE BILL INSURANCE COMPANIES THAT ARE REGULATED BY THE TEXAS DEPARTMENT OF INSURANCE. SO IT'S NOT ALL INSURANCE COMPANIES THAT WE DEAL WITH. AND IT'S MY UNDERSTANDING THAT THIS LEGISLATION WAS SUPPOSED TO BE A MODEL LEGISLATION FOR SOMETHING TO TAKE PLACE ON THE FEDERAL LEVEL. AND ONE OF THE THINGS THAT IT DOES IS ALL AMBULANCE BILLS ARE OUT OF NETWORK. AND SO THEN INSURANCE COMPANIES TRY TO PAY THOSE BILLS LIKE THEY WOULD AN OUT-OF-NETWORK BILL, BECAUSE NO AMBULANCE IS IN-NETWORK PER SE. AND WHAT THIS BILL DID WAS IT MADE THE INSURANCE COMPANIES HAVE TO PAY A FAIR RATE FOR THE SERVICES RENDERED. YOU KNOW, MORE SO THAN WHAT THEY WERE PAYING FOR AN OUT-OF-NETWORK TYPE CLAIM. AND THIS BILL IS SET TO EXPIRE IN SEPTEMBER OF 2025. SO, THE IN THE INDUSTRY, THE HOPE IS THAT THEY WILL EXTEND THIS BILL, YOU KNOW, TO CONTINUE THAT IN TEXAS AS TO WHICH TIME THERE MAY BE FEDERAL LEGISLATION THAT, YOU KNOW, HAS SOMETHING COMMON ACROSS THE WHOLE UNITED STATES.
