AND CURRENTLY THE AGREEMENT DOES STATE THAT THE LIFT STATION FORCE MAIN 21 INCH GRAVITY SEWER. LAKEWOOD DRIVE WOULD BE DESIGNED AND CONSTRUCTED BY RA DEVELOPMENT. LAKEWOOD DRIVE IS CURRENTLY UNDER CONSTRUCTION, AND I BELIEVE WE ARE GETTING READY TO OPEN UP THE SECTION BETWEEN 1020 AND 1016, HOPEFULLY BY EITHER THIS WEEK OR NEXT WEEK. AND SO THOSE FOUR LANES ARE ANTICIPATED TO BE OPEN. BUT WE WILL ALSO BE SHUTTING DOWN ONE LANE FROM TIME TO TIME FOR THE CONSTRUCTION OF THE FORCE MAIN ALONGSIDE OF IT. WE DO ANTICIPATE THE TXDOT PERMIT EARLY SEPTEMBER. WE DID MEET WITH TXDOT. WE GOT THE SCOPE FOR THE ENVIRONMENTAL. SO WE ARE MOVING ON THAT. AND THEN THE PERMANENT EXTENSION OF LAKEWOOD DRIVE IS UNDER DESIGN. CONSTRUCTION FUNDING HAS NOT BEEN IDENTIFIED, BUT WE ARE WORKING ON STEPS WITH TXDOT AND COG. FOR SOME FUNDING, HOPEFULLY TO CONSTRUCT THAT IN THE NEXT SEVERAL YEARS. SO JUST A RECAP OF THE HOOPER BUSINESS PARK INFRASTRUCTURE. STORMWATER RETENTION DESIGN IS UNDERWAY. WE STILL ANTICIPATE TO AWARD AND START CONSTRUCTION SUMMER OF 2024. THE 20 INCH JCSUD WATER LINE IS SUBSTANTIALLY COMPLETE. ATMOS, IF YOU RECALL, A EASEMENT WAS APPROVED FOR THE REGULATOR STATION, AND SO THAT IS MOVING FORWARD. I BELIEVE CONSTRUCTION HAS BEGUN DOWN ON 917 GOING NORTH ON FM 1902. THE ELECTRIC LINES HAVE BEEN BURIED BETWEEN COUNTY ROAD 1016 AND 1020, AND STREET LIGHTS ARE CURRENTLY BEING INSTALLED. AND THEN THE REST OF THE ELECTRIC WILL FOLLOW BETWEEN 1020 AND FM OR SORRY, 1016 AND FM 1902. AND AGAIN, JUST A MAP, A LITTLE EXHIBIT SHOWING WHERE EVERYTHING IS LOCATED. HERE IS THE LIFT STATION SITE. THIS IS THE FORCE MAIN, AND THERE'S ALSO THE 20 INCH WATER LINE THAT COMES DOWN ALONGSIDE THE PROPERTY LINE. BUT THERE WAS A CLEAR FRONT RUNNER. SO THE ORIGINAL COMPETITIVE SEAL PROPOSAL WAS INITIATED ON FEBRUARY 19TH. THE PROPOSALS WERE PUBLICLY RECEIVED MARCH 25TH AND THEN APRIL 2ND AREA DEVELOPMENT AND CITY MANAGEMENT MET TO DISCUSS THE CONTRACT ADMINISTRATION, AND IT WAS AGREED THAT THE CITY WOULD TAKE THIS ONE OVER AND THAT WE WOULD REJECT ALL PROPOSALS AND THEN RE-ADVERTISE. AND THEN YOU WILL, AT A LATER DATE SEE A 380 AMENDMENT. SO THE RE-ADVERTISED COMPETITIVE SEAL PROPOSAL, THE ADVERTISE IT WAS ADVERTISED ON APRIL 19TH. WE OPENED THEM MAY 3RD. TONIGHT WE ARE HERE TO RECOMMEND AWARDING TO MOUNTAIN CASCADE OF TEXAS, LLC FOR A TOTAL CONTRACT AMOUNT OF $7.8 MILLION, WITH 2.8 COMPRISING OF FOUR A BONDS AND 5.8 COMPRISING OF WATER WASTEWATER. THE NOTICE TO PROCEED, IF AWARDED, IS ANTICIPATED TO BE ISSUED EARLY JUNE. COMPLETION OR JULY 2025. I DID WANT TO COMMENT THAT I'VE LONG BEEN AN ADVOCATE OF THE CITY CHOOSING THIS, THE COMPETITIVE SEAL PROPOSAL METHOD FOR AWARDING MAJOR CONTRACTS, JUST SIMPLY BECAUSE WE'VE HAD SOME PRETTY SOUR EXPERIENCES IN THE PAST WHEN WE'VE HAD TO ACCEPT THE LOWEST BID FOR A PROJECT. IT'S VERY DIFFICULT TO IT'S VERY DIFFICULT TO REJECT A LOW BID BECAUSE TYPICALLY THE BURDEN OF PROOF IS ON THE CITY TO PROVE THAT THAT LOW BIDDER IS NOT QUALIFIED. IT'S VERY DIFFICULT TO PROVE THAT THEY'RE NOT QUALIFIED IF THEY'RE ACTUALLY IN BUSINESS, CAN GET A BOND, CAN SHOW A FINANCIAL STATEMENT, EVEN IF IT'S AN OPENING STATEMENT. BUT NONE OF US HAD WE THE CHOICE TO MAKE INDIVIDUALLY WOULD CHOOSE TO AWARD A MAJOR CONTRACT TO SOMEONE HAD NEVER DONE ANYTHING LIKE IT BEFORE. BUT THERE ARE PEOPLE WHO WILL BID PROJECTS THAT THEY HAVE NEVER DONE BEFORE. THE CSP IS JUST A GREAT WAY FOR THE CITY TO CUSHION ITSELF AGAINST THE OBLIGATION OF AWARDING A CONTRACTOR WHO HAS A SKETCHY REPUTATION OR NO REPUTATION AT ALL, ESPECIALLY ON A VERY TECHNICAL, LARGE, DIFFICULT PROJECT. WE'RE EXPERIENCE AND BACKGROUND MATTERS MORE THAN YOU CAN IMAGINE. SO I HOPE WE DO MORE AND MORE PROJECT SUBMISSIONS THIS WAY. AND THE GOOD CONTRACTORS LIKE IT. IT'S STILL VERY POSSIBLE FOR A NEW CONTRACTOR IF HE CAN SHOW PERSONAL EXPERIENCE IN THE PAST AND WORKING UNDER OTHER COMPANIES, IT DOESN'T NECESSARILY KEEP PEOPLE START UP COMPANIES FROM BEING ABLE TO ENTER THE MARKET, BUT THEY HAVE TO SHOW THAT SOMEBODY CONNECTED TO THAT ORGANIZATION KNOWS HOW TO DO THE WORK AND DO IT WELL AND AND PROVE IT. SO WE NEED TO PULL THAT BACK IN ORDER TO MAKE IT TO THE SHARED ACCESS DRIVE. AND SO THE PROPOSED IMPROVEMENTS ARE SHOWN IN THE SCHEMATIC HERE. REMOVAL OF THE EXISTING SOUTH DRIVEWAY. MODIFICATION OF THE HOODED LEFT TO PULL IT BACK TO THE EXISTING SHARED DRIVEWAY.
