THIS IS TO HOLD A PUBLIC HEARING AND CONSIDER APPROVAL OF A RESOLUTION FOR A VARIANCE TO SECTION 14-44.B.1 THE SALE OF ALCOHOLIC BEVERAGES WITHIN 300FT OF A PUBLIC OR PRIVATE SCHOOL FROM THE CITY OF BURLESON CODE OF ORDINANCES.

THE STAFF CONTACT IS AND PRESENTED THIS EVENING IS TONY MCILWAIN, DEVELOPMENT SERVICES DIRECTOR.

THE ITEM THAT I'M PRESENTING TO YOU TONIGHT DOES INVOLVE A VARIANCE TO A TBC REGULATION THAT THE CITY HAS ENACTED TO FOLLOW HERE FOR THE LOCATION AT 224 EAST RENFRO STREET.

AS MRS. CAMPOS MENTIONED THIS IS A VARIANCE THE APPLICANT IS, MR. AARON ADAIR, WITH REGARD TO SOME BACKGROUND WE CAME BEFORE YOU A FEW WEEKS AGO TO TALK ABOUT THE PROPOSAL FOR THIS LOCATION AS THE FORMER DOLLAR GENERAL SUITE, WHICH IS ATTACHED TO CITY MARKET 1611 GOLF CLUB, IS LOOKING TO OCCUPY THIS VENUE AND TO USE IT FOR THE FOLLOWING PURPOSES THAT WE HAVE ON THE SCREEN.

IT WILL BE LARGELY A TRAINING AND ENTERTAINMENT VENUE WITH MULTIPLE GOLF BAYS AND WILL UTILIZE TRACKMAN TECHNOLOGY.

THE EXISTING ZONING OF THE PROPERTY IS CENTRAL COMMERCIAL AND IT'S WITHIN THE OLD TOWN OVERLAY.

THE REQUEST IS TO ALLOW FOR A VARIANCE OF THE SALE OF ALCOHOLIC BEVERAGES WITHIN 300FT OF A PUBLIC OR PRIVATE SCHOOL. ALL OTHER ASPECTS OF THE TBC REGULATIONS THE APPLICANT INTENDS TO MEET CHAPTER 14 OF OUR CODE OF ORDINANCES LAYS OUT THE CRITERIA FOR THE SALE OF ALCOHOLIC BEVERAGES NEAR CHURCHES, SCHOOLS, HOSPITALS, DAYCARES AND CHILD CARE FACILITIES. WITH REGARD TO THE LOCATION THE FRONT OF THE ESTABLISHMENT WILL BE THE FURTHEST EXTENT OF THE LEASED SPACE FROM THE CHURCH SITE.

NOW, YOU'LL SEE ON THE GRAPHIC THAT IN TERMS OF WHAT IS OWNED BY THE BURLESON INDEPENDENT SCHOOL DISTRICT VERSUS THE ACTUAL LOCATION, THE PROPERTY LOCATION IS LITERALLY RIGHT ACROSS THE STREET.

BUT THAT'S THE PURPOSE OF THE REQUEST.

BECAUSE IF YOU WERE TO WALK FROM THE SCHOOL ESSENTIALLY TO THE FRONT OF THE ESTABLISHMENT, IT'S CERTAINLY MORE THAN JUST ACROSS THE STREET.

BUT BECAUSE OF THE MEASUREMENT REQUIREMENTS OF TBC IT NECESSITATES YOUR CONSIDERATION FOR VARIANCE TO THE SECTION A THAT WE'VE GOT UNDERLINED THERE ON THE SCREEN.

WE PROVIDED THE PUBLIC HEARING AND NOTICES TO PROPERTY OWNERS AND HAD A CONVERSATION WITH THE SCHOOL DISTRICT REPRESENTATIVES. THEY VOICED NO OBJECTION TO THE REQUEST FOR THE VARIANCE FOR THE SALE OF THE ALCOHOLIC BEVERAGES AND THE DISTANCE REQUIREMENT. STAFF HAS NOT RECEIVED ANY OTHER RESPONSES REGARDING THIS REQUEST.

WITH THE SCHOOL DISTRICT'S NO OBJECTION STAFF RECOMMENDATION TO YOU COUNCIL IS FOR APPROVAL OF A RESOLUTION FOR THE VARIANCE TO SECTION 14-44.B.1.

THIS AGAIN WILL ALLOW THE 1611 GOLF CLUB TO PURSUE A ALCOHOL BEVERAGE LICENSE SITH THE VARIANCE.

THEY WILL MEET ALL OF THE PROVISIONS OF THE TABC.

AND I WOULD LIKE TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.

THIS IS NOT A NECESSARY ONE, BUT THIS IS SOMETHING THAT WE CAN USE AT OUR DISPOSAL.

THE SIGNATURE VERIFICATION COMMITTEE IS REQUESTED BY THE EARLY VOTING CLERK.

SO THEY'LL ALREADY HAVE MOST OF THEIR WORK ALREADY DONE FOR THEM.

SO THEN THE PART, THE PART THAT THEY'LL BE DOING IS OPENING THOSE ENVELOPES UP AND COUNTING THOSE BALLOTS.

THE OTHER ADVANTAGE OF HAVING A SIGNATURE VERIFICATION COMMITTEE IS THAT IF THEY FIND A DEFECT.

SINCE WE RAN INTO A JOINT ELECTION, WE'RE ALLOWED TO USE BOTH.

THEY CAN'T BE AN ELECTED OFFICIAL OF THE CITY OR THE SCHOOL.

THEY CAN'T BE EMPLOYED.

OR YOU CAN READ THAT AND THEY CAN'T HAVE THEY CAN'T BE A CAMPAIGN TREASURER OF THAT ELECTION AND THEY CAN'T BE CONVICTED OF AN ELECTION OFFENSE.

MUST BE AT LEAST FIVE MEMBERS IN THE SIGNATURE VERIFICATION COMMITTEE.

THE PARCEL IS A SIX ACRE SITE LOCATED ON COMMONS DRIVE ADJACENT TO KROGER MARKETPLACE.

THE PROJECT IS PROPOSING TO BUILD A 46,000 SQUARE FOOT RETAIL CENTER ANCHORED BY SPROUTS FARMERS MARKET.

THE CENTER WOULD INCLUDE SPROUTS 23,000, A LITTLE BIT OVER 23,000FT², JUNIOR ANCHOR SPOTS TOTALING 22,000, AND SOME CHANGE SQUARE FEET AND ADDITIONAL SMALLER UNITS.

PROPOSED OPENING WOULD BE SUMMER OF 2025.

THE PROJECTED SALES FOR THE FULL DEVELOPMENT IS $18 MILLION A YEAR.

SPROUTS FARMERS MARKET WAS FOUNDED IN 2002.

IN MANY WAYS, THIS IS GOING TO FEEL LIKE A CONTINUATION OF THE DECEMBER PRESENTATION I HAD GIVEN ON THE REALIGNMENT OF THE GENERAL GOVERNMENT CAPITAL IMPROVEMENT PROGRAM.

AT THE CONCLUSION OF THAT PRESENTATION UNDER NEXT STEPS, I HAD MENTIONED WE WOULD COME BACK AND PROPOSE A CAPITAL IMPROVEMENT PROGRAM AMENDMENT.

IN TERMS OF OVERVIEW, WHAT I'M GOING TO DO IS WALK THROUGH THE PREVIOUS DIRECTIONS THE COUNCIL HAD GIVEN US REGARDING THE CIP PROGRAM FOR THE GENERAL GOVERNMENT.

I'LL TALK ABOUT THE SOURCES OF FUNDING, AND THEN FINALLY WE'LL TALK ABOUT AND REVIEW THE DEBT CAPACITY.

THIS REPRESENTS OUR PROPOSED AMENDMENTS.

ALL OF THEM ARE REPRESENTED ON THIS SLIDE.

THE FIRST ONE IS THE POLICE EXPANSION PROJECT.

BACK IN DECEMBER, YOU HAD GIVEN US DIRECTION TO INCREASE THE PROPOSED BUDGET TO $42 MILLION.

SINCE THEN, WE'VE ADDED THE SALLY PORT FOR ANOTHER $700,000.

SO WE'RE PROPOSING TO INCREASE THE TOTAL BUDGET BY $6,283,000.

IN TERMS OF THE POLICE EXPANSION, GAS LINE RELOCATION, WE PREVIOUSLY DISCUSSED RELOCATING THE GAS LINE ACROSS THE POLICE PROPERTY FOR $1.2 MILLION.

TO HELP FUND THOSE PROJECTS, WE PROPOSE MOVING WICKER HILL AND GREEN RIDGE FARTHER OUT OF THE FIVE YEAR CIP PROGRAM.

SO WE REDUCE THAT PROJECT AND SAVED US ALMOST $5 MILLION.

ADDITIONALLY, TO FUND THE PROGRAM, THE HULEN INTERSECTION SLASH ROADWAY EXPANSION IT'S NOT SHOWING A CHANGE IN THE PROJECT, BUT WE REALLOCATED THE COST OF THE PROJECT TO HELP FUND THE EXPANSION OF THE POLICE FACILITY.

AND I'LL WALK THROUGH THE REALLOCATING OF THE FUNDS IN IN THE FUTURE SLIDE.

THE THREE NEW PROJECTS THAT WE DID DISCUSS IN DECEMBER IS THE OLD TOWN PARKING FOR HALF $1 MILLION.

BUT YOU HAD DISCUSSED THAT, I THINK, THIS SUMMER AND AND GIVING US DIRECTION.

THE PUBLIC SAFETY RADIOS FOR $1,534,000 WAS DISCUSSED AS WELL.

SO YOU CAN TIE BACK THE CURRENT CIP TO WHAT WE'RE PROPOSING.

WHAT WAS MISSING? IF YOU WERE TO TAKE THE CURRENT CIP AT $32.8 MILLION, YOU WOULD HAVE TO ADD THE $30 THE $3.6 PREVIOUSLY APPROVED AND AUTHORIZED FOR BY THE COUNCIL FOR DESIGN TO THAT NUMBER.

AND THEN THE ADDITIONAL WE'RE ASKING TODAY FOR $6,283,000 TO GET YOU TO THE $42,700,000.

AND THIS IS THE REALLOCATION FOR THE POLICE EXPANSION PROJECT THAT I REFERENCED EARLIER.

SO YOU CAN SEE THE ALMOST $6.3 MILLION THAT I REFERENCED FOR POLICE EXPANSION, THE REMOVAL OF A WICKER HILL SLASH GREEN RIDGE OR ALLOWED US TO I GUESS ACCESS $3.1 MILLION FOR COS CAPACITY.

WE REALLOCATED $949,000 IMPACT FEES AND $879,000 IN CASH.

SO THE IMPACT FEES AND CASH WENT TO HULEN INTERSECTION ROADWAY EXPANSION, PLUS AN ADDITION OF $593,000.

AND BY DOING THAT, WE FREED UP $2.4 MILLION IN CIP CAPACITY.

AND THAT'S HOW WE GOT THE ADDITIONAL $700,000.

SO THAT'S WHY WE NEED AN ADDITIONAL $700,000.

AND THIS IS WHAT THE NEW CIP WILL LOOK LIKE WITHOUT THE THE AMENDMENTS ON IT.

SO IF THE COUNCIL DOES APPROVE THE CIP, THIS WOULD BE THE THE FINAL VERSION.

AND THEN THE DEBT CAPACITY THAT I REFERENCED.

AS YOU GUYS KNOW, FROM THIS PAST BUDGET PROCESS, WE IDENTIFIED $8.9 MILLION OF ADDITIONAL DEBT CAPACITY OVER A FIVE YEAR PERIOD.

YOU AUTHORIZE US TO TO, TO TO FUND THE GAS LINE RELOCATION OF $1.2 MILLION, THEN THE SALLY PORT OF $700,000.

THE POLICE RADIOS WILL REDUCE IT BY ANOTHER $1.5 MILLION.

AND IN HULEN CREEK GARDEN TRAFFIC SIGNAL ANOTHER $550,000.

SO IF YOU APPROVE THESE ITEMS, THE DEBT CAPACITY WOULD DROP TO $4,915,000.

THEY LASTED ANYWHERE FROM 30 MINUTES TO THE LONGEST BEING ABOUT THREE HOURS.

DURING THAT TIME, OUR EMERGENCY SERVICES FIELDED 72 CALLS, WITH 34 CALLS FOR POLICE AND 13 FOR FIRE.

WHEN THOSE OUTAGES HAPPEN, WE HAVE OUR TURKEY PEAK BACKHAUL, BUT THAT ACTUALLY ONLY HAS THREE CHANNELS, SO WE SIGNIFICANTLY LOSE OUR ABILITY TO ACTUALLY RESPOND TO CALLS AND HANDLE SITUATIONS.

SO DURING THAT ISSUE, I THINK WE HAD THREE STRUCTURE FIRES GOING ON AT THE SAME TIME.

AND SO WE HAD THREE DIFFERENT FIRE DEPARTMENT GROUPS TRYING TO COMMUNICATE OVER ONE RADIO CHANNEL.

IT WAS VERY HARD ON OUR FIRST RESPONDERS TO DO THAT.

I'M WORKING WITH MOTOROLA.

WE LOOKED AT A BUNCH OF DIFFERENT OPTIONS, ALSO IN PARTNERSHIP WITH THE COUNTY, ON HOW WE COULD KIND OF RESOLVE THIS ISSUE INTERNALLY, AND THAT WAS REALLY LOOKING AT THE APEX NEXT RADIOS FOR THE CITY TO KIND OF MOVE TO.

SO THOSE SEPARATE OR STAND APART FROM THE OTHER RADIOS ON THE MARKET AS THEY USE A CELLULAR BACKHAUL FOR THE RADIOS TO CONNECT.

SO IF A TOWER HAS AN OUTAGE OR THE TOWERS GO DOWN, WE ACTUALLY HAVE THE ABILITY TO CONNECT OVER THE RADIO OR OVER THE CELLULAR TOWERS TO GET BACK AND HAVE THAT RADIO COMMUNICATION GOING ON AS PART OF OUR DISASTER RECOVERY PLAN THAT WE'VE BEEN DOING OVERALL.

BTX-IT PURCHASED A MINI CRD, WHICH IS A RAPID DEPLOYABLE CELL TOWER.

WE HAVE PLANS ON PURCHASING SOME ADDITIONALS TO ACTUALLY STRENGTHEN THAT DISASTER RECOVERY PLAN.

AND SO IF WE DID HAVE AN OUTAGE, WE'D BE ABLE TO STAND THOSE UP AND IMMEDIATELY GET FIRST RESPONDERS SERVICES BACK ONLINE BEFORE THE FIRSTNET RAPID DEPLOYABLES COULD COME FOR US. SO BECAUSE OF THE FORT WORTH PRICING, WE'RE ABLE TO SAVE ABOUT 40% ON THAT.

BUT UNFORTUNATELY, THAT CONTRACT DOES GET RENEGOTIATED AT THE END OF NEXT YEAR.

SO LOOKING AT THAT IMPLEMENTATION, IT'S ABOUT 4 TO 6 MONTHS FOR US TO GET THAT THAT YEAR ONE IMPLEMENTATION IS REALLY THAT $1.5 MILLION.

AND THEN WE HAVE $74,000 ANNUALLY FOR YEARS ONE THROUGH FIVE AND THEN $60,000 ON THOSE SUBSCRIPTION SERVICES GOING, WHICH BRINGS THAT TOTAL IMPLEMENTATION TO THE $1.9 ROUGHLY THAT WE'LL BE SPENDING ON THOSE RADIOS.

THROUGHOUT THE COURSE OF OUR PROCEDURES, WE ALSO PERFORM COMPLIANCE WITH OTHER LAWS, REGULATIONS, CONTRACTS, AND GRANT AGREEMENTS, INCLUDING THE PUBLIC FUNDS INVESTMENT ACT, WHICH WE HAD NO EXCEPTIONS TO THAT TESTING THROUGHOUT THE COURSE OF OUR WORK.

AGAIN, TO SUMMARIZE THE RESULTS OF OUR AUDIT OVER THE FINANCIAL STATEMENTS WE HAVE ISSUED THAT UNMODIFIED OPINION OR CLEAN OPINION.

WE HAD ONE SIGNIFICANT DEFICIENCY RELATED TO A JOURNAL ENTRY FOR CONTRIBUTION OF CONSTRUCTION COSTS ON A CAPITAL PROJECT, AND WE HAD NO MATTERS OF NONCOMPLIANCE MATERIAL TO THE FINANCIAL STATEMENTS.

AND IF THEY QUALIFIED UNDER THE STANDARD, TO RECORD THOSE AS A RIGHT OF USE ASSET AND THEN AN OFFSETTING LIABILITY.

SO THE RESULTS OF THE IMPLEMENTATION WERE A $2.2 MILLION ADJUSTMENT OR INCREASE IN YOUR RIGHT OF USE ASSETS AND AN INCREASE OF $1.1 MILLION IN SUBSCRIPTION LIABILITIES.

THAT'S ALSO FURTHER DISCLOSED IN NOTE SEVEN IN THE FOOTNOTES TO THE FINANCIAL STATEMENTS.

SPECIFICALLY RELATED TO THE GENERAL FUND.

YOUR TOTAL ASSETS ENDED THE YEAR AT JUST OVER $25.2 MILLION, WITH LIABILITIES OF ALMOST $4.3 MILLION DEFERRED INFLOWS OF $2.4 MILLION, WHICH BROUGHT US TO TOTAL FUND BALANCES OF $18.49, OR ALMOST $18.5 MILLION FOR THE YEAR.

INCLUDED WITHIN THAT YOU'LL SEE THERE'S A NON SPENDABLE AMOUNT OF $28,000, WITH THE REMAINING $18.5 OF UNASSIGNED IN THAT GENERAL FUND FUND BALANCE.

TOTAL REVENUES WERE JUST OVER $51.6 MILLION WITH EXPENDITURES OF $55.6, WHICH BROUGHT US TO EXCESS OR DEFICIENCY OF REVENUES OVER EXPENDITURES OF FOR A -$4 MILLION.

YOU THEN HAD OTHER FINANCING SOURCES OF $576,000, FOR A TOTAL NET CHANGE IN FUND BALANCE, OF A -$3.4 MILLION.

HERE WE JUST TAKE A LOOK AT THOSE REVENUES GRAPHICALLY AND KIND OF HOW THOSE REVENUE STREAMS ARE PULLING THROUGH.

AS YOU CAN SEE, $23.6 WAS MADE UP OF PROPERTY TAXES OR THE LARGEST PIECE OF THAT PIE AT $45.9, FOLLOWED BY YOUR SALES AND USE TAX OF $14.9 OR 28.8%.

NEXT, WE'LL TAKE A LOOK AT THE EXPENDITURES GRAPHICALLY FOR THE GENERAL FUND.

AND YOU CAN SEE $31 MILLION OR 55.6% WAS IN PUBLIC SAFETY, FOLLOWED BY 7.9% IN GENERAL GOVERNMENT AT 14.2%. LASTLY, WE'LL HAVE THE GENERAL FUND BUDGET TO ACTUAL HERE.

SO YOU CAN SEE THERE'S THE ADOPTED, AMENDED AND ACTUAL BUDGETS AND THEN YOUR REVENUE AND EXPENSES FOR EACH OF THOSE CATEGORIES.

SO YOUR ADOPTED BUDGET CAME IN AT $52.3 MILLION IN REVENUE VERSUS $52.4 IN EXPENSES, AMENDED WAS $52.8 IN REVENUES, AGAINST $57 IN EXPENDITURES.

AND THEN ACTUAL ENDED THE YEAR AT $51.7 IN REVENUES AND ACTUAL EXPENDITURES OF $55.7.

SO YOUR ACTUAL REVENUES WERE LESS THAN THE AMENDED BUDGET BY $1.1 MILLION, ACTUAL EXPENDITURES WERE LESS THAN BUDGETED BY $1.3.

AND AGAIN, THAT ENDING FUND BALANCE TOTALED $18.5 MILLION.

WE DO HAVE AN INTERNSHIP PROGRAM THAT WE KIND OF KICKED OFF WITH SALARY SAVINGS, WHERE WE BRING INTERNS IN FOR THE SUMMER THAT ARE LOOKING TO GET INTO PUBLIC SERVICE, GIVE THEM AN OPPORTUNITY TO WORK WITH DIFFERENT DEPARTMENTS.

WITH REGARDS TO CONTRIBUTING, WE HAVE THE EMPLOYEE EVENT COMMITTEE, WHICH HELPS PUT ON THOSE EMPLOYEE EVENTS, AND WE HAVE AN EMPLOYEE BENEFITS COMMITTEE, WHICH HELPS US LOOK AT THE CURRENT BENEFITS THAT STAFF RECEIVE.

AND THEN I CONGRATULATE WE HAVE WE DO MERITORIOUS SERVICE LETTERS SERVICE AWARDS.

AND THEN OBVIOUSLY WE DO EMPLOYEE OF THE QUARTER OF THE YEAR.

WE ARE PLANNING ON EXPANDING ON SOME OF THESE PROGRAMS, SO WE HAVE RECENTLY LOOKED INTO EXPANDING OUR EMPLOYEE ASSISTANCE PROGRAM TO SPECIFIC TOWARDS OUR FIRST RESPONDERS. WE RECOGNIZE THAT FIRST RESPONDERS HAVE OFTEN DIFFERENT.

THEY ARE EXPOSED TO DIFFERENT THINGS.

THEY HAVE DIFFERENT NEEDS WHEN IT COMES TO EMPLOYEE ASSISTANCE.

SO HOW CAN WE EXPAND THAT PROGRAM TO PROVIDE BETTER SERVICES TO THEM? WE WANT TO EXPAND ON SOME OF OUR EMPLOYEE EVENTS AND ENGAGE THEM A LITTLE BIT FURTHER.

WE'RE LOOKING AT DOING A GOLF OUTING FOR EMPLOYEES.

POSSIBLY AN EMPLOYEE AND FAMILY PICNIC.

WE'VE REALIZED THAT A LOT OF OUR EVENTS ARE GEARED TOWARDS DIRECTLY TO EMPLOYEES.

BUT HOW DO WE GET THEIR FAMILY INVOLVED? SO CAN WE DO SOMETHING OVER THE SUMMER? THAT WOULD BE SOMETHING AROUND THE POOL.

AND WE CAN GET ALL EMPLOYEES AND THEIR FAMILIES ENGAGED IN AN EVENT.

AND THEN WE'VE LOOKED AT DOING SOME DIFFERENT SPORTING EVENTS, HAVING AN OUTING WHERE IT'S THE CITY OF BURLESON, AT TEXAS RANGERS GAMES AND THINGS LIKE THAT.

WE'RE LOOKING AT IMPLEMENTING AN INTERNAL SOCIAL NETWORK.

SO PEOPLE CAN TALK WITH EACH OTHER, INTERACT WITH EACH OTHER, MAYBE BECAUSE THEY'RE NOT WITHIN THE SAME DEPARTMENT, BUT IF THEY'RE ON A PLATFORM THAT IS JUST CITY WIDE, IT WILL ALLOW PEOPLE TO ENGAGE IN OTHER AREAS.

WE'RE LOOKING AT DOING SOME INCREASED TRAINING IN LEADERSHIP PROGRAMS WITH OUR HR GROUP.

WE'RE LOOKING AT IMPLEMENTING A NEW HIRE MEET AND GREET AND KIND OF LEADERSHIP RIDE ALONGS.

LAST YEAR WE COMPLETED A SURVEY WITH ALL STAFF, AND THAT WAS SOMETHING THAT CAME OUT OF THAT SURVEY WAS NEW EMPLOYEES REALLY LIKE TO GET OUT AND MEET SOME OF THE LEADERSHIP, ENGAGE WITH LEADERS AT AN EARLIER STAGE WHEN THEY'RE COMING ON AS NEW EMPLOYEES.

WE'RE LOOKING AT EXPANDING OUR MENTORSHIP PROGRAM AS WE SEE HOW IT WORKS THIS FIRST ROUND, WE HOPEFULLY GROW IT AND CONTINUE TO HAVE MORE PEOPLE INVOLVED AND GETTING PEOPLE TOGETHER, BECAUSE THAT LEADS INTO THE NEXT ONE, WHICH IS IMPLEMENTING A SUCCESSION PLANNING ACROSS ALL THE DEPARTMENTS AND IMPLEMENTING THAT PROGRAM OVER THE NEXT FEW YEARS.

WE WANT TO LOOK AT POSSIBLY BUDGETING FOR A PERMANENT INTERNSHIP PROGRAM RATHER THAN JUST USING SALARY SAVINGS.

WE ACTUALLY ESTABLISH A BUDGET FOR THOSE TYPES OF PROGRAMS. AGAIN, GETTING PEOPLE IN YOUNG THAT ARE LOOKING TO EXPLORE PUBLIC SERVICE, WHAT THAT WOULD LOOK LIKE, AND GIVE THEM AN OPPORTUNITY TO BE HERE.

AND WE'RE LOOKING AT POSSIBLY IMPLEMENTING A 360 REVIEW PROCESS.

SO WHAT THAT DOES IS IT ALLOWS MANAGEMENT STAFF TO BE REVIEWED BY NOT ONLY THEIR SUPERVISOR, BUT THEIR PEERS, AS WELL AS SOME OF THE SUBORDINATES TO GET FEEDBACK ON HOW THEY'RE PROGRESSING AS A LEADER AS WELL.

WE'RE LOOKING AT EXPANDING OUR EMPLOYEE EVENTS COMMITTEE.

SO RIGHT NOW IT'S A SMALLER GROUP.

WE WANT TO EXPAND THAT AND HAVE MORE PARTICIPATION.

AND THEN WE'RE LOOKING FROM THE CONGRATULATE SIDE.

THE FINANCE COMMITTEE RECEIVED THE REPORT BACK IN FEBRUARY ON OUR MONTHLY FINANCIAL REPORT AND PARTICULARLY THE INVESTMENT REPORT.

AND THEY NOTICED THAT THE INTEREST RATE WE WERE RECEIVING ON OUR TWO YEAR TREASURIES AND AGENCIES WERE LOWER THAN 2%. SO THEY ASKED THAT THAT WE PRESENT A PRESENTATION TO THEM ON OUR STRATEGIES GOING FORWARD AND, AND SO FORTH.

SO THAT'S THE NATURE OF THE PRESENTATION TONIGHT.

BACK IN AUGUST OF 2023 YOU ENTERED A CONTRACT WITH VALLEY VIEW CONSULTING.

AND IT WAS A TWO YEAR AGREEMENT PRIOR TO THAT BACK IN 2021, YOU ALSO ENTERED A CONTRACT WITH THEM.

I THINK THAT WAS OUR INITIAL CONTRACT WITH THEM.

AND WHAT THEY DO IS THEY PROVIDE A REVIEW OF OUR INVESTMENT POLICY AND AND ELIGIBLE OPPORTUNITIES, MAKING ADJUSTMENTS.

THEY DO CASH FLOW MODELING FOR US TO IDENTIFY OUTFLOWS AND WHERE WE SHOULD REALLY MATCH UP MATURITIES WITH SECURITIES.

THEY DISCUSS MARKET CONDITIONS AND STRATEGIES WITH US.

THEY HELP REALLY HELP US SOLICIT QUOTES.

WHEN WE DO PURCHASE SECURITIES THEY HELP FACILITATE SETTLEMENT WITH SECURITIES AS WELL.

AND THEY HELP US PREPARE THE MONTHLY AND QUARTERLY INVESTMENT REPORT.

AND FINALLY, THEY MONITOR THE PORTFOLIO AND THE STRATEGY PERFORMANCE OVERALL.

THIS SLIDE DEMONSTRATES THE INTEREST RATE ON TWO YEAR TREASURIES OVER A EXTENDED PERIOD OF TIME, GOING ALL THE WAY BACK TO THE EARLY 2000.

AND I SHOW IT TO DEMONSTRATE THAT WE'RE AT PRETTY MUCH A 17 YEAR HIGH AT TWO YEAR TREASURY NOTES, TO DEMONSTRATE THAT THERE'S AN OPPORTUNITY IF YOU START LOCKING IN INVESTMENTS NOW BEFORE INTEREST RATES ARE CUT.

I THINK THE FEDERAL RESERVE IS SCHEDULED TO MEET AGAIN THIS WEEK TO TALK ABOUT THEIR DIRECTION AND AND HAVE A DISCUSSION ON WHETHER OR NOT THEY START CUTTING RATES.

THE RECENT INFLATIONARY NUMBERS, CIP NUMBERS DON'T DON'T INDICATE THEY'RE PROBABLY IN A POSITION TO START CUTTING RATES IMMEDIATELY.

AT THE START OF THE YEAR. THE HOPE WAS THEY WOULD START DOING THAT BY JUNE OF THIS YEAR.

THEY SEEM TO BE A LITTLE BIT MORE NEGATIVE ON THAT.

IN FACT, THE MAYOR ERIC OSCARSON AND I HEARD THE THE PRESIDENT OF THE FEDERAL RESERVE BANK OF DALLAS SPEAK A FEW WEEKS AGO, AND SHE SEEMED TO NOT BE HIGH ON ACTUALLY CUTTING RATES ANY TIME SOON.

AND THAT WAS THAT WAS KIND OF BACKED UP BY THE MINUTES OF THE PREVIOUS MEETINGS WHEN WE SAW THOSE.

BUT I ALSO WANT TO MENTION NOW THAT I'M TALKING ABOUT THE TWO YEAR TREASURIES THAT WE PURCHASED, THAT THE CITY'S PRACTICE IS REALLY TO PURCHASE TREASURIES THAT HAVE THE FULL FAITH AND CREDIT OF THE FEDERAL GOVERNMENT BEHIND IT.

WHEN WE PURCHASE AGENCIES, WE MAKE SURE WE PURCHASE THE ONES THAT HAVE THE IMPLIED FULL FAITH AND CREDIT BEHIND THOSE AS WELL.

AND OUR CASH DEPOSITS WERE PROTECTED BY THE FDIC LIMIT OF $250,000.

AND WHEN WE USE MONEY MARKET ACCOUNTS, WE MAKE SURE THAT THAT PROTECTION EXTENDS OVER MULTIPLE BANKS.

SO WE CAN WE'RE PROTECTED AS WELL.

SO WE USE A MECHANISM FOR THAT.

AND THEN WE DO INVEST IN MUNICIPAL INVESTMENT POOLS AS WELL.

THOSE POOLS HAVE TO BE TRIPLE A RATED M OR B.

AND THEN THEY CAN ONLY PURCHASE UNDER THE PUBLIC FUNDS INVESTMENT ACT.

THEY CAN ONLY PURCHASE SECURITIES THAT ARE AUTHORIZED BY THOSE.

SO THOSE HAVE THE ULTIMATE PROTECTION AS WELL THAT THE STATE AUTHORIZED.

SO SO WE HAVE A SEVERAL LAYERS OF PROTECTION.

AND I HAVE THIS PHILOSOPHY THAT IN TERMS OF FULL FAITH AND CREDIT AND IMPLIED CREDIT THAT THAT THAT THE FEDERAL GOVERNMENT HAS GREAT CONCERNS ABOUT OUR BANKING SYSTEM.

THEY WON'T EVEN ALLOW THAT TO FAIL AS WE SAW WITH SILICON VALLEY BANK, THEY THEY MOVED QUICKLY TO, TO SQUASH ANY CONTAGION ISSUES AND SO FORTH.

SO I WANT TO LET YOU KNOW, OVERALL STRATEGY, WHAT OUR APPROACH IS AND WHAT TYPE OF SAFETY AND SECURITY MEASURES THAT ARE IN PLACE ON OUR INVESTMENTS.

WE'VE INVITED EMILY UPSHAW TO GIVE HER PRESENTATION THAT SHE HAD GIVEN TO THE FINANCE COMMITTEE.

WHENEVER WE HAVE CAPACITY AVAILABLE, AND INVEST IN SHORT TERM OPTIONS FOR MORE LIQUID FUNDS.

OUR NEXT MAINTAIN A LADDERING APPROACH.

AND WHAT THEY RECOMMENDED WAS THAT YOU WOULD HAVE INTERMEDIATE CASH RESERVES.

YOU WOULD INVEST THOSE OUT IN THREE MONTH INCREMENTS, 90 DAY INCREMENTS.

BUT REALLY MORE CORE BALANCES THAT YOU WOULD REALLY HAVE ON HAND, EXTENDED PERIOD OF TIME.

YOU WOULD GO OUT AND INVEST THOSE IN TWO YEAR NOTES.

SO YOU WOULD EXTEND OUT ON THE YIELD CURVE BY DOING THAT.

AND THEN FINALLY MARKET LIKELY TO HOLD PATTERN FOR THE NEXT TWO PLUS YEARS.

NOW THEY MISSED THE MARK ON THIS, THIS ADVICE AFTER THEY HAD GIVEN US THIS ADVICE, THE FEDERAL RESERVE HAD INCREASED INTEREST RATES 11 TIMES SINCE MARCH OF ACTUALLY MARCH OF 2022, SINCE THAT TIME PERIOD.

ALL RIGHT. THIS IS THE CASH FLOW FORECASTING THAT WAS REFERENCED EARLIER.

TO HAVE A GOOD INVESTMENT PORTFOLIO, YOU REALLY HAVE TO START BY FORECASTING YOUR CASH AND KNOWING WHEN YOU'RE GOING TO HAVE DEFICITS.

SO YOU CAN MATCH UP THOSE DEFICITS WITH MATURITIES IS IS THE STRATEGY.

SO YOU SEE THE GENERAL FUND OVERALL CASH FLOW PATTERN LISTED HERE GOING BACK TO OCTOBER 2017 UP THROUGH JUNE OF 2022. AND YOU CAN SEE WE HAVE A LITTLE OVER $2.5 MILLION IN OUR CORE BALANCE.

THE INTERMEDIATE BALANCE BUILDS UP TO A LITTLE OVER JUST SHORT OF $20 MILLION TOTAL.

AND THEN THERE'S THE LIQUID FUND ON TOP OF THAT, THE DEBT SERVICE SCHEDULE SHOWS WHAT YOU WOULD ALMOST EXPECT IN THE DEBT SERVICE FUND, WHICH WE'VE DISCUSSED A FEW TIMES, BUT YOU WILL SEE THE SPIKES THERE RIGHT AROUND DECEMBER FEBRUARY KIND OF TIME PERIOD.

AND THEY MIRROR THE COLLECTION OF PROPERTY TAX REVENUE.

SHORTLY AFTER THAT, WE MAKE OUR FIRST DEBT SERVICE DEBT SERVICE PAYMENT OF THE FISCAL YEAR.

WE WE REALLY COLLECT THE CASH IN FEBRUARY, AND THEN WE MAKE THE PAYMENT ON MARCH 1ST.

AND THE NEXT ONE OCCURS REALLY IN ON ON SEPTEMBER 1ST.

SO WE START ASSIMILATING CASH IN AUGUST OF EACH YEAR.

YOU SEE THE CASH FLOW PATTERN HERE OF THE WATER AND WASTEWATER FUND.

THEIR CORE BALANCE IS OVER $3 MILLION.

THEN THE NEXT MORE INTERMEDIATE BALANCE BUILDS UP TO A LITTLE LESS THAN $15 MILLION.

AND THEN THERE'S THE LIQUIDITY PORTION ON TOP OF THAT.

AND THEN YOU CAN SEE THE CAPITAL FUNDS WHEN YOU ISSUED BONDS AND YOU ASSIMILATE ALL THOSE BONDS, AND YOU CAN SEE THE BALANCE THAT BUILT UP TO KIND OF MID, MID TO LATE 2019. AND THEN IT STARTS MOVING ITS WAY DOWN.

AND THIS COMBINES ALL THE FUNDS.

SO YOU HAVE A CORE BALANCE OF ABOUT $40 MILLION IN IMMEDIATE BALANCE IS 6.

ON TOP OF THAT, ANOTHER $60 MILLION.

AND THEN THERE'S THE THE LIQUIDITY PORTION OF THAT.

THIS IS THEIR PROJECTION OF WHEN YOU ACTUALLY NEED CASH FUNDING OR YOUR DRAWDOWN.

THIS IS THE RAW NUMBERS OF AS YOU CAN SEE, WHEN CASH THAT COMES IN EXCEEDS THE EXPENDITURE.

WE HAVE A GENERALLY TWO PEAKS THE PROPERTY TAX REVENUE COMES IN IN DECEMBER JANUARY TIME PERIOD.

AND THEN ON THE BACK END OF THE SUMMER MONTHS, WATER AND SEWER FUNDS REVENUE TEND TO TO PEAK DURING THAT TIME PERIOD.

AND THEN WHAT SHE DID IN TERMS OF A MODIFIED FORECAST REALLY REMOVING THE OUTLIERS TO KIND OF GET A BETTER ESTIMATE OF WHEN CASH WOULD REALLY BE DRAWN DOWN.

SHE MADE THIS ADJUSTMENT.

SO YOU SEE THE BIG DRAWDOWN, THE FIRST DEBT SERVICE PAYMENT IN FEBRUARY.

AND THEN THE NEXT LARGEST ONE IS IN JUNE OF EVERY YEAR.

AGAIN, WHAT SHE WOULD RECOMMEND IS INTERMEDIATE CASH.

YOU WOULD GO OUT THOSE 90 DAYS OR THREE MONTHS AND THEN THE CORE, YOU COULD GO OUT IN TWO YEAR LADDERS AND THEN FINALLY MARKET IS LIKELY A HIT ITS PEAK.

SO THEY EXPECT THE RATES AT SOME POINT THIS YEAR TO START DECREASING.

SO YOU WANT TO MAKE SURE YOU BE MORE AGGRESSIVE IN IMPLEMENTING THE LATTER APPROACH AND LOCK IN LONG TERM RATES.

AND THAT'S, THAT'S THAT'S TRICKY NOW BECAUSE SHORT TERM RATES LITERALLY COULD BE HIGHER THAN THE LONG TERM RATES.

BUT WHEN THINGS CHANGE, SHORT TERM RATES ARE SO RESPONSIVE TO MARKET CONDITIONS THEY DROP FAST.

SO THAT'S THE REASON YOU WANT TO START LOCKING IN LONG TERM RATES.

AND THIS IS KIND OF THE THE STRATEGY.

WHAT WE HAVE ON THE LEFT IS WHAT WE CURRENTLY HAVE ON HAND.

YOU SEE THE CASH EQUIVALENT, YOU SEE THE ANTICIPATED EXPENDITURES IN RED.

THE BLUE IS THE, THE CURRENT MATURITIES THAT WE HAVE SCHEDULED.

AND THEN WHEN YOU GET TO THE RIGHT SIDE OF THIS THIS SLIDE, YOU'LL SEE THE GRAY, WHICH IS THE PROPOSED MATURITIES OF OUR SECURITY.

BUT WILL WE WILL CATCH UP WITH THEM AND WE'LL START STAIR STEPPING AGAIN.

AND JUST SO YOU KNOW, IF WE'VE GOT A GIANT CASH BALANCE, YOU'RE WONDERING HOW CAN WE INVEST $250,000 PER BANK BECAUSE THAT'S THE FDIC INSURANCE.

AND WHAT WE USE IS CALLED AN ICS SWEEP ACCOUNT, WHICH IS A IS A FANCY ACRONYM FOR INSURED CASH SWEEP.

AND BASICALLY WE USE A COMPANY AND YOU YOU INVEST $15 MILLION.

AND THEY TAKE IT AND DIVIDE IT UP AMONGST BANKS ALL OVER THE UNITED STATES AT $250,000 EACH.
