I CAN'T TALK ABOUT THAT ENOUGH BECAUSE IT'S A PERSONAL ISSUE TO ME, BUT IT'S AN ISSUE FOR THE ENTIRE COMMUNITY BECAUSE WE DO HAVE VERY MUCH UNDERSERVED GROUP OF PEOPLE, SOME CHILDREN, SOME ADULTS WHO NEED THE KIND OF SUPPORT SERVICES TO DEAL WITH AUTISM SPECTRUM DISORDER.

AND THE CENTER FOR ASD HAS RECENTLY IN RECENT YEARS RELOCATED TO THE CITY OF BURLESON HERE AND THEY HAVE MY FULL SUPPORT AND I THINK THAT OF THE COUNCIL AS WELL FOR FOR THE MISSION THAT THEY'RE TRYING TO ACCOMPLISH AND THERE IS A LOT TO DO.

SO THEY'VE INVITED ANYONE IN THE COMMUNITY, OFFICIAL OR JUST CITIZEN TO COME BY AND VISIT, SEE, MEET SOME OF THESE FOLKS, SEE WHAT THE PROGRAM IS THAT THEY'RE CARRYING OUT, AND I WOULD ENCOURAGE ANYONE TO DO SO.

AND ONE OF THE THINGS I CAN SAY I WANT TO DO, AND IT WOULD INVOLVE EVEN CITIZENS.

IT COMPRISES OF A COMPUTER AIDED DISPATCH SYSTEM, A MOBILE DATA SYSTEM, AND A LAW ENFORCEMENT RECORDS MANAGEMENT SYSTEM.

A LITTLE BIT ABOUT OUR DEPARTMENT.

PUBLIC SAFETY COMMUNICATIONS ARE CONSIDERED THE FIRST RESPONDERS.

WE ANSWER THE 911 AND NON-EMERGENCY CALLS FOR ASSISTANCE HERE IN THE CITY.

LAST YEAR, WE ANSWERED 19,626 EMERGENCY CALLS.

WE OPERATE THE COMPUTER AIDED DISPATCH SYSTEM, WHICH WE UTILIZE TO DISPATCH POLICE AND FIRE UNITS.

LAST YEAR, WE PROCESSED ROUGHLY 37,000 CALLS FOR SERVICE.

WE WORK TO ENSURE THE SAFETY OF OUR FELLOW FIRST RESPONDERS BY MAINTAINING THE STATUS OF POLICE AND FIRE UNITS.

WE COMMUNICATE AND PROVIDE VITAL INFORMATION TO THOSE RESPONDERS.

AND LASTLY, ONE OF THE KEY THINGS THAT WE DO IS QUERY THE NATIONAL CRIME INFORMATION CENTER FOR DRIVER'S LICENSE, VEHICLE REGISTRATIONS, WARRANTS, PROTECTION ORDERS AND THOSE THINGS. SO THE KEY THING THAT WE USE TO DO ALL OF THIS IS THE CAD SYSTEM.

SO CAD IS THE COMPUTER AIDED DISPATCH.

IT'S UTILIZED BY OUR STAFF AND PUBLIC SAFETY COMMUNICATIONS.

WE USE IT TO ENTER CALLS FOR SERVICE AND CREATE CALL RECORDS.

WE ALSO HAVE AN INTERFACE TO QUERY THE NATIONAL LAW ENFORCEMENT TELECOMMUNICATIONS SYSTEM DIRECTLY THROUGH THE CAD.

THEN THERE'S THE MOBILE DATA SYSTEM.

THEY ALL TALK TO EACH OTHER.

THE MOBILE DATA SYSTEM IS UTILIZED BY FIELD RESPONDERS, BOTH POLICE AND FIRE ON THAT.

IT'S A BIT INEFFICIENT AND CUMBERSOME FOR OUR STAFF TO OPERATE AND A BIG ISSUE THAT WE'VE HAD AS ANALYTICS TO REVIEW OUR OPERATIONS.

WE'VE HAD TO ADD SOME WORKAROUNDS PUT IN PLACE TO BE ABLE TO SEE EXACTLY HOW WE'RE PERFORMING OUR DISPATCH TIMES, RESPONSE TIMES FOR POLICE AND FIRE AND THINGS LIKE THAT.

NEWER SYSTEMS ON THE MARKET HAVE THE ABILITY TO INTERFACE WITH DIFFERENT TECHNOLOGIES.

SO IT JUST HELPS TO DIRECT THE CLOSEST RESPONDERS TO THE SCENE MORE QUICKLY.

THEY INCLUDE BETTER REPORTING AND ANALYTICS.

THEY ARE SPECIALISTS IN PUBLIC SAFETY AND THEY HAVE EXPERIENCE IN MANAGING SIMILAR TYPES OF IMPLEMENTATIONS IN PUBLIC SAFETY.

THE SERVICES THEY PROVIDE WASN'T NEEDS ANALYSIS.

THEY HELPED TO WRITE OUT SPECIFICATIONS AND OUR RFP, AND THEY PROVIDE GUIDANCE FOR PROCUREMENT AND CONTRACT NEGOTIATIONS.

AS FAR AS OUR CURRENT CONSORTIUM GOES, THE CITY OFFERED TO PARTNER WITH THEM TO SHARE THIS NEW SYSTEM.

THE COMMISSIONERS COURT, JOHNSON COUNTY PROVIDED DIRECTION FOR THEM TO PROCEED WITH SOMA GLOBAL, WHICH IS A DIFFERENT VENDOR.

SO THEY'RE GOING TO GO THEIR OWN DIRECTION FOR THEIR OWN PUBLIC SAFETY SOFTWARE SUITE.

AS FAR AS BURLESON STANDS, THE DOOR WILL REMAIN OPEN.

IF THEY WANT TO JOIN US AT A LATER TIME, THEY CAN DO THAT.

AND WHILE WE'LL BE ON SEPARATE SYSTEMS AFTER IMPLEMENTATION, WE'LL STILL HAVE THAT COMMUNICATION WITH THEM.

WE HAD KEY STAKEHOLDERS FOR POLICE FIRE IT AND PUBLIC SAFETY COMMUNICATIONS.

WE RECEIVED DEMONSTRATIONS FROM BOTH CENTRAL SQUARE AND TYLER.

WE DID NOT INVITE INTEGRATED COMPUTER SYSTEMS TO PROVIDE DEMONSTRATION JUST BECAUSE THEIR RESPONSES TO THE RFP INDICATED THEY DIDN'T HAVE SEVERAL OF THE INTERFACES THAT WE WERE DESIRING.

THE STAKEHOLDERS PROVIDE THE FEEDBACK AND WE SCORED IT.

THE STAFF UNANIMOUSLY SELECTED CENTRAL SQUARE ENTERPRISE FOR POLICE FIRE.

EVERYONE'S ON BOARD WITH WANTING THE SAME SOLUTION.

SO WHY CENTRAL SQUARE? THEY HAVE A VERY PROVEN PLATFORM THERE UTILIZED BY LEADING ORGANIZATIONS THROUGHOUT THIS COUNTRY.

THEY'RE THE PROVIDER OF OUR CURRENT SYSTEM.

IT'S DESIGNED FOR MULTIPLE DISCIPLINES.

SO THERE ARE SOME CAD AND MS SYSTEMS THAT ARE DESIGNED JUST FOR FIRE OR JUST FOR POLICE.

THIS IS DESIGNED FOR ALL OF THAT.

SO WE DON'T HAVE TO USE DIFFERENT SYSTEMS. WE CAN JUST USE THE ONE.

THERE ARE CONTINUOUS UPGRADES AND ENHANCEMENTS.

IT'S THEIR FLAGSHIP PRODUCT.

THEY'RE PUTTING THE MOST WORK AND DEVELOPMENT INTO THIS PRODUCT RIGHT NOW.

IT ALSO HAS MANY INTEGRATIONS WITH OUR CURRENT SYSTEMS THAT WE OWN.

SO AS YOU'RE FAMILIAR WITH THE G TWO FIRE STATION ALERTING SYSTEM, THEY HAVE AN INTERFACE WITH THAT.

IT'LL WORK JUST LIKE THE CURRENT ONE DOES.

OUR EVENT TIED LOGGING RECORDER, WHICH WE WENT LIVE WITH IN OCTOBER, THEY HAVE AN INTERFACE WITH THAT AS WELL.

OUR EMERGENCY MEDICAL DISPATCH, WHICH WILL BE GOING LIVE WITH SOON.

IT ALSO INTEGRATES WITH THIS CAD ON THE POLICE SIDE.

THEY HAVE INTEGRATIONS WITH THE BRAZOS TICKET RIDER FIRE AND MEDICAL USES, A DIFFERENT RECORDS MANAGEMENT SYSTEM WHICH IS CALLED IMAGE TREND.

THERE IS AN INTEGRATION WITH THAT FOR THIS AS WELL.

SO IT SENDS THE TIMES AND ALL OF THAT INTO THAT SYSTEM.

AND TYLER ENCODE FOR THE COURT FOR WARRANTS AND THINGS LIKE THAT.

ANOTHER NICE THING ABOUT CENTRAL SQUARE IS IT DOES HAVE THE ABILITY TO COORDINATE RESPONSE AND INFORMATION SHARING WITH THOSE OTHER AGENCIES LIKE I DISCUSSED BEFORE, THE UNIFIED ACAD HUB ALLOWS US TO SHARE THAT INFORMATION.

AND ONCE, FOR EXAMPLE, WOULD BE JOHNSON COUNTY, MEDSTAR FORT WORTH, TARRANT COUNTY.

THERE ARE MANY OTHERS IN THE DFW AREA THAT CAN SUBSCRIBE INTO THIS.

WE'LL HAVE BI DIRECTIONAL INFORMATION AND RESOURCE SHARING.

SO IN DISPATCH WE'LL BE ABLE TO SEE THEIR UNITS AND THEY'LL BE ABLE TO SEE OUR UNITS.

WE'LL BE ABLE TO SEE THEIR CALL RECORDS, THEIR RECORDS IN RECORDS, MANAGEMENT SOFTWARE, ALL OF THAT.

SO A BIG PART OF THIS PROJECT IS THAT WE HAVE A NEED FOR ADDITIONAL TECHNOLOGY.

WE NEED MORE IT INFRASTRUCTURE TO SUPPORT THE NEW SOFTWARE PLATFORM AND WE DO NOT HAVE AN EXISTING CAPACITY TO SUPPORT IT.

SO AS A RESULT, THERE ARE VARIOUS HARDWARE AND NETWORKING COSTS ASSOCIATED WITH THIS PROJECT, AND PART OF THE HARDWARE AND SOFTWARE WILL BE UTILIZED TO ESTABLISH A THIRD DATA CENTER THAT WILL SERVE AS A FAILOVER FOR CAD AND FOR CITY SERVERS.

THAT'S SOMETHING THAT WE'RE CURRENTLY LACKING.

WE DEFINITELY NEED THAT BACKUP SYSTEM AND THIS TECHNOLOGY AND HARDWARE WILL PROVIDE FOR THAT.

AS FAR AS THE PURCHASING OF THOSE TECHNOLOGY PIECES.

STAFF COMPARED THE CENTRAL SQUARE HARDWARE PROPOSAL.

THEY TOLD US WHAT WE NEEDED AND HOW MUCH IT WOULD COST FOR THEM TO PROVIDE IT TO US.

WE PROVIDE WE COMPARED THAT AGAINST PRICING FOR THE SAME OR BETTER EQUIPMENT THROUGH THE YEAR.

WE FOUND BETTER PRICING WITH LONGER MAINTENANCE WINDOWS FOR THAT.

AND SO AS A RESULT, THERE ARE VARIOUS ITEMS FROM MULTIPLE COOPERATIVE PURCHASING PRICING VENDORS THAT ACCOMPANY THE CAD CONTRACT WHICH ARE LISTED THERE IN THAT AGENDA AS WELL.

THE TOTAL COST FOR THE IT INFRASTRUCTURE OVER THE NEXT FIVE YEARS IS 1.4 MILLION.

DOES THIS INCLUDE AN ANNUAL CONTRACT AS WELL? OR IS THERE AN ANNUAL CONTRACT INCLUDED? YES. WITH EACH OF THOSE TECHNOLOGY PIECES, THERE IS AN IMPLEMENTATION COST AND THEN SEPARATE YEARLY MAINTENANCE OR LICENSES AND THINGS LIKE THAT.

OKAY. SO THAT'LL BASICALLY RENEW IN FIVE YEARS ANOTHER 1.4 OR HIGHER I GUESS.

YEAH, WE'LL REVISIT IT IN FIVE YEARS.

AND IF THINGS WILL CHANGE, HOPEFULLY THE PRICES WILL GO DOWN, PROBABLY NOT.

AND SOME OF THAT IS SOME OF THAT IS ACTUAL EQUIPMENT.

YOU WON'T HAVE TO NECESSARILY REPLACE THAT IN FIVE YEARS.

THAT'S AN IT QUESTION UPGRADES IN IN SOFTWARE, I'M SURE.

HOWEVER, IN JANUARY 22ND, 2022, COUNCIL MADE THE DETERMINATION TO FUND THE PROJECT THROUGH ARPA FUNDS.

THIS KIND OF OUTLINES WHAT OUR OUR COSTS ARE.

OUR TOTAL IMPLEMENTATION COSTS FOR YEAR ONE IS $2.4 MILLION.

THAT INCLUDES THE IT HARDWARE AND NETWORKING COMPONENTS AS WELL AS THE SOFTWARE FROM CENTRAL SQUARE.

THIS IS A BREAKDOWN OF THE FIVE YEAR COSTS THAT JUST KIND OF SHOWS WHERE EVERYTHING IS.

SO WE HAVE THESE SEPARATE CONTRACTS.

THE ONE WITH CENTRAL SQUARE SPECIFICALLY FOR THE SOFTWARE IS TWO POINT ALMOST 2.5 MILLION, AND THAT'S OVER FIVE YEARS.

THE TECH OVER FIVE YEARS, LIKE I SAID BEFORE, IS 1.4.

THAT BRINGS THE TOTAL YEAR, ONE COST TO 2.4 MILLION AND THE TOTAL FIVE YEAR COST TO A LITTLE OVER 4 MILLION.

THE CITY CURRENTLY BUDGETS BUDGET'S ANNUAL MAINTENANCE FOR THE EXISTING CAD SYSTEM, AND THAT'S AROUND $212,000.

ALSO CALCULATE FOR A FIVE AND ONE HALF PERCENT ESCALATOR DURING THE IMPLEMENTATION OF THE NEW SYSTEM WILL CONTINUE TO PAY FOR THOSE MAINTENANCE COSTS ASSOCIATED WITH OUR CURRENT SYSTEM.

WE EXPECT IMPLEMENTATION TO TAKE ABOUT TWO YEARS, HOPING ABOUT A YEAR AND SIX MONTHS REALLY, BUT WE'LL GIVE IT TWO YEARS TO GET SET UP.

ONCE WE IMPLEMENT CENTRAL SQUARE AND OUR PRIZE, THE FUNDS BUDGETED FOR OUR CURRENT MAINTENANCE OF OUR CURRENT SYSTEM WILL PARTIALLY OFFSET THE MAINTENANCE FOR CENTRAL SQUARE ENTERPRISE. WE'LL QUIT PAYING THOSE MAINTENANCE FEES AFTER THAT TIME, AND ONGOING ANNUAL SUPPORT COSTS ASSOCIATED WITH THIS PROJECT WILL BE INCORPORATED INTO THE ANNUAL BUDGET AND IT'LL BE FUNDED THROUGH THE SUPPORT SERVICES FUND.

SO ALL THE DEPARTMENTS PAY INTO THAT FUND, RIGHT? CORRECT. HOW WE DO IT? YES, MA'AM. SO MUCH FROM EVERY SINGLE DEPARTMENT.

CORRECT. SO OUR RECOMMENDATION AS FAR AS THE CENTRAL SQUARE CONTRACT GOES IS THAT WE REQUEST THE APPROVAL OF A FIVE YEAR CONTRACT WITH CENTRAL SQUARE FOR THE PURCHASE OF THE PUBLIC SAFETY SOFTWARE SUITE AND THE AMOUNT OF 2.6 MILLION, INCLUDING A 5% CONTINGENCY.

WE'RE INCLUDING THAT IN YEAR ONE TO ACCOUNT FOR ANY COSTS THAT WE HAVEN'T THOUGHT OF.

THINGS THAT CAN COME UP DURING IMPLEMENTATION THAT WE NEED TO BE PREPARED FOR.

WE ALSO USE A COHESITY BACKUP SOLUTION, WHICH ALSO BACKS UP TO ANOTHER SITE AS WELL.

SO THAT WOULD BE TWO DIFFERENT AREAS THAT WE'RE BACKING UP ALL THAT DATA TO, SIR, BUT IT WOULD ALL BE ON PREMISE IN THE CITY.

THE CONSTRUCTION ON THAT IS CURRENTLY UNDERWAY.

THE PROJECT EXPANDS LAKEWOOD DRIVE, WHICH IS ALSO KNOWN AS COUNTY ROAD 914 AND EXTENDS THE ROADWAY FROM COUNTY ROAD 1020 TO FM 1902.

THE EXTENSION OF LAKEWOOD WILL HELP MITIGATE TRAFFIC ON THE WEST SIDE OF THE CITY FROM WILSHIRE BOULEVARD TO THE CHISHOLM TRAIL PARKWAY.

SEWER IMPROVEMENTS WILL ACCOMPANY THE ROAD TO SERVE CHISHOLM SUMMIT, THE HOOPER BUSINESS PARK AND THE ENTIRE REGION.

PORTIONS OF FOUR DIFFERENT PARCELS OF LAND ALONG LAKEWOOD DRIVE ARE NEEDED TO EXPAND THE ROAD AND EXTEND THE SEWER SERVICES.

THE CITY HAS REACHED AN AGREEMENT WITH THREE OF THE FOUR LANDOWNERS TO ACQUIRE PORTIONS OF THEIR PORTION OF THEIR RESPECTIVE TRACTS OF LAND ALONG LAKEWOOD DRIVE. THE LAST REMAINING TRACT IS A PORTION OF REAL PROPERTY COMMONLY KNOWN AS 1324 COUNTY ROAD 914.

THE CITY NEEDS IT SAYS APPROXIMATELY THERE, BUT THE SPECIFIC NUMBER IS 7726FT² FROM THE REAL PROPERTY COMMONLY KNOWN AS 1324 COUNTY ROAD 914.

THERE ALONG LAKEWOOD FOR THE ROAD AND SEWER IMPROVEMENTS.

STAFF HAS MET WITH THE PROPERTY OWNER MULTIPLE TIMES IN AN EFFORT TO ACQUIRE THE LAND, BUT HAS BEEN UNSUCCESSFUL IN NEGOTIATIONS WITH THE PROPERTY OWNER.

THE RIGHT OF WAY AGAIN IS REQUIRED TO COMPLETE THE ROADWAY PROJECT AND SEWER PROJECT.

AGAIN, THE ADJACENT PROPERTIES HAVE BEEN ACQUIRED AND DESIGN OF THE ROADWAY IS COMPLETE.

IF THE PROPERTY IS NOT ACQUIRED, THERE WILL BE SIGNIFICANT COSTS ASSOCIATED WITH THE ROADWAY DRAINAGE, WATER AND SEWER DESIGN.

THERE COULD BE ALSO CONSTRUCTION IMPLICATIONS AND ADDITIONAL RIGHT OF WAY EXPENSES.

ON OCTOBER 17TH, 2022, THIS COUNCIL APPROVED A RESOLUTION AUTHORIZING STAFF TO OBTAIN A LAND SURVEY AND REAL ESTATE APPRAISAL OF THE 7726 SQUARE FOOT PARCEL NEEDED.

THE LEGAL DESCRIPTION AND APPRAISAL THAT WAS AUTHORIZED BY COUNCIL HAS BEEN OBTAINED.

TWO LETTERS HAVE BEEN SENT TO THE PROPERTY OWNER SEEKING TO RESOLVE THIS MATTER AMICABLY WITHOUT HAVING TO BE HERE TONIGHT.

BUT AGAIN, AT THIS TIME WE HAVE RECEIVED NO RESPONSE FROM THE PROPERTY OWNER.

AND THE RESOLUTION BEFORE YOU TONIGHT AUTHORIZES THE FILING OF EMINENT DOMAIN PROCEEDINGS.

THE EMINENT DOMAIN PROCEEDINGS.

ESSENTIALLY WHAT THAT LOOKS LIKE IS THE CITY.

IF THE COUNCIL APPROVES AND PASSES THE RESOLUTION TONIGHT, THE CITY WILL FILE A CONDEMNATION PETITION.

THE COURT WILL APPOINT THREE SPECIAL COMMISSIONERS TO HEAR THE MATTER.

THE COMMISSIONERS WILL HOLD A HEARING AND DETERMINE THE VALUE OF THE PROPERTY.

THEY'LL ISSUE A RULING ON THE VALUE OF THE PROPERTY.

AND THEN ONCE THE SPECIAL COMMISSIONERS ISSUE A RULING AND THE CITY DEPOSITS THE VALUE INTO THE COURT'S REGISTRY, THE CITY MAY TAKE POSSESSION OF THE 77 100 SQUARE FOOT TRACT.

THE SPECIAL COMMISSIONER'S RULING IS APPEALABLE, BUT THE APPEAL DOESN'T IMPACT POSSESSION OF THE TRACT.

ESTIMATED TIME LINE TO COMPLETE EMINENT DOMAIN IS ABOUT TWO MONTHS.

THAT'S A VERY ROUGH ESTIMATE.

AT OUR PREVIOUS BRIEFING THAT WE GAVE YOU IN FEBRUARY, YOU DIRECTED US TO MOVE FORWARD WITH THE CREATION OF AN ORDINANCE THAT ADDRESSES SHORT TERM RENTALS, WHICH WE'VE DONE AND WE'RE PRESENTING TO YOU TONIGHT.

THE PARTICULAR ORDINANCE THAT WE HAVE IN YOUR PACKET WILL REQUIRE AN OWNER OPERATOR TO PROVIDE A CONTACT INFORMATION, A 24 HOUR LOCAL REPRESENTATIVE AND THE DIMENSION FOUR PLAN ILLUSTRATING AN EVACUATION ROUTE FOR PROPERTIES.

DEVELOPMENT SERVICES WILL ACT AS THE CONTACT DEPARTMENT IN THE SENSE THAT WE WILL REVIEW THE APPLICATIONS, ISSUED A PERMITS AND COLLECT THE FEES AND MANAGE THE RENEWALS OF THE SHORT TERM RENTALS.

NOW WE'LL DO THIS IN CONJUNCTION WITH OTHER DEPARTMENTS, CODE COMPLIANCE FROM NEIGHBORHOOD SERVICES AND THE FIRE MARSHAL'S OFFICE, FROM THE FIRE DEPARTMENT . WITH REGARD TO THE FIRE DEPARTMENT, THEY WILL CONDUCT THE INSPECTION OF THE PREMISES AND LOOK AT THE FOLLOWING SYSTEMS. THIS IS NOT EXCLUSIVE OF EVERYTHING, INCLUSIVE OF EVERYTHING WE LOOK AT, RATHER.

IF NONCOMPLIANCE CONTINUES TO BE AN ISSUE, THE CITY MAY ISSUE A CITATION.

OF COURSE THAT WOULD BE HANDLED.

ALL FINES THAT GO BEYOND THAT WOULD BE HANDLED BY THE MUNICIPAL COURT.

ONE OF THE THINGS THAT WE PUT IN WAS THE FEATURE THAT ALLOWS FOR A PROCESS FOR DENIAL AND OR REVOCATION OF A SHORT TERM RENTAL PERMIT.
