THEN, OF COURSE, OUR MAYOR'S COUNCIL IS HERE TO ACCEPT THE DONATION.

IT'S AN ORGANIZATION FOR MOTHERS AND THEIR DAUGHTERS IN GRADES 7 THROUGH 12.

WE'RE COMMITTED TO FOSTERING THE MOTHER-DAUGHTER RELATIONSHIP THROUGH AN ONGOING COMMITMENT OF PHILANTHROPY, CULTURE, AND LEADERSHIP.

THIS YEAR, FOR OUR NATIONAL DAY OF SERVICE, WE COLLECTED BOOKS ON DR. MARTIN LUTHER KING JUNIOR DAY.

LITERACY WAS ONE OF DR. KING'S TOP PRIORITIES.

HE EMPHASIZED THE IMPORTANCE OF READING AND THE VALUE OF EDUCATION.

ALMOST ONE IN FIVE CHILDREN BETWEEN THE AGES OF FIVE AND EIGHT DO NOT HAVE A BOOK OF THEIR OWN AT HOME.

WE HELD A BOOK DRIVE TO SUPPORT THE COMMUNITY'S LITERACY EVENTS.

WE'RE PLEASED TO PRESENT THESE BOOKS TO SUPPORT THE MAYOR'S YOUTH COUNCIL AND THE LITTLE FREE LIBRARIES AROUND TOWN.

OUR GROUP HAS COLLECTED ALMOST 400 BOOKS THAT WERE DONATING TONIGHT.

IT WAS A SADDENING DAY AND BRISTLES ARE GREAT.

I'VE GOT A LITTLE SOMETHING TO SHARE.

THE LAST YEAR HAS BEEN BITTERSWEET FOR ME.

MY BUSINESS EXPANDED AND IS FLOURISHING, AND 2023 ALREADY HAS MANY NEW GROWTH PROJECTS ON THE HORIZON.

THESE PROJECTS ARE GOING TO REQUIRE MORE OF MY TIME AND ENERGY.

I ALSO LOST THREE FAMILY MEMBERS LAST YEAR, TWO OF WHICH WERE WAY TOO YOUNG.

IT WAS DEFINITELY A YEAR OF RETROSPECTION AND GETTING IN TOUCH WITH WHAT IS MOST IMPORTANT TO ME.

AFTER MUCH PRAYER AND CONSIDERATION, I HAVE CHOSEN NOT TO RUN FOR CITY COUNCIL AGAIN.

THE LAST TWO-AND-A-HALF YEARS ON COUNCIL, HAVE BEEN A PRIVILEGE AND AN HONOR FOR ME.

I'VE INCREASED MY KNOWLEDGE ABOUT CITY OPERATIONS, ABOUT LEADERSHIP, AND OF COURSE ABOUT MYSELF.

I AM INCREDIBLY PROUD OF THE WORK THAT I'VE ACCOMPLISHED WHILE ON COUNCIL.

WHILE I WON'T BE HERE TO SEE THE FINALE OF SEVERAL THINGS, I WILL BE WATCHING AND CHEERING FROM THE SIDELINES AS A CITIZEN.

I MAY NOT HAVE HANDLED EVERYTHING PERFECTLY, BUT MY HEART WAS ALWAYS IN THE RIGHT PLACE AND I HAVE ALWAYS HAD THE BEST INTERESTS OF THE CITY AT THE FOREFRONT.

[NOISE] I LOOK FORWARD TO FINISHING UP A FEW PROJECTS OVER THE NEXT SEVERAL MONTHS AND BRINGING IT FORWARD A FEW NEW ONES AS WELL.

PUT ASIDE YOUR PERSONAL DIFFERENCES, SEE PAST WHO YOU THINK YOU KNOW OR WHAT YOU THINK YOU KNOW ABOUT SOMEONE, AND SEEK WHAT IS BEST FOR THE COMMUNITY AS A WHOLE.

YOU DON'T HAVE TO LIKE SOMEONE TO WORK COLLABORATIVELY WITH THEM.

FIND THE COMMONALITIES AND USE YOUR COMMON GOALS AS A STRENGTH TO ACCOMPLISH GOOD THINGS.

LET GO OF THE PAST, BECAUSE [NOISE] IT IS ONLY THEN THAT WE WILL BE ABLE TO MOVE OUR CITY FORWARD IN A POSITIVE DIRECTION.

ACCEPT YOUR COUNCIL MEMBERS FOR THE BEAUTIFULLY FLAWED HUMAN BEINGS THAT THEY ARE,

GIVE GRACE AND UNDERSTANDING TO ALL ELECTED OFFICIALS BECAUSE IT TAKES GUTS, DETERMINATION, FORTITUDE, AND THICK SKIN TO PUT YOURSELF IN THE CROSSHAIRS OF AN ENTIRE CITY, COUNTY, OR STATE.

SPEAK KINDLY AND WITH LOVE OR DON'T SPEAK AT ALL.

AS YOU MAY KNOW, I AM PASSIONATE ABOUT HELPING SMALL BUSINESSES BECOME THRIVING AND SUSTAINABLE AS WELL AS GROWING ASPIRING ENTREPRENEURS.

SOMEWHERE WITHIN THE NEXT FEW YEARS, THEY WANT TO GO FROM TWO LANES TO FOUR,

WE'RE REALLY CONCERNED.

THE NEIGHBORHOOD IS ACTUALLY TITLED THE DOBSON SPEEDWAY.

RIGHT NOW, I WAS GETTING SOME DEMOGRAPHICS JUST TO PRESENT TO YOU TONIGHT THE STREET THAT I'M TALKING ABOUT IS ONLY LIKE A MILE LONG.

WHILE I WAS TRYING TO SEE WHERE THE SPEED LIMITS WERE POSTED AND HOW THE SPEED CHANGES AROUND THE CURVES, ETC.

I WAS DOING PROBABLY ABOUT 25 MILES AN HOUR AND A BLUE TRUCK PROCEEDED TO COME UP ON MY BUMPER, BLARE HIS HORN AT ME, AND THEN ENDED UP PASSING ME.

THERE'S NO PASSING LANE ON DOBSON.

I TOOK VIDEO OF IT.

THAT'S ALARMING THAT I'M DOING 25 IN A 30 AND SOMEONE IS SO UPSET THAT THEY FEEL THE NEED TO BLARE AT ME AND THEN DRIVE AROUND ME LIKE THEY'RE PISSED OFF THAT I WAS NOT GOING FAST ENOUGH.

OFFICER BYRON ENDED UP DOING TWO-SPEED STUDIES ONE WAS NOVEMBER 18TH.

THE NUMBER OF VEHICLES THAT WERE REPORTED BACK, WERE 6,960.

THAT'S A LOT OF CARS GOING DOWN A ONE-MILE STREET, THAT THERE ARE 25 RESIDENTS ON THAT STREET BETWEEN HIDDEN CREEK AND ELLISON.

THERE ARE 25 HOUSES, AND WITH THE EXCEPTION OF ONE THAT IS ABANDONED, AND ONE NOW 206 IS FOR LEASE.

I HAVE SIGNATURES FROM EVERYBODY ON THE STREET THAT IT'S AN ISSUE.

THERE ARE PEOPLE THAT ARE TRYING TO WALK THEIR DOGS.

THERE ARE PEOPLE THAT HAVE CHILDREN THAT CAN'T GO OUTSIDE.

CELINDA MY NEIGHBOR WHO CAME WITH ME LAST WEEK, WHO ISN'T FEELING WELL THIS EVENING, SAID THAT SHE WAS TRYING TO CHECK HER MAIL, ANOTHER NEIGHBOR CALLED IN ON FRIDAY BECAUSE SHE WAS ALMOST HIT PUTTING HER TRASHCAN OUT ON FRIDAY.

IT'S JUST BECOMING AN ISSUE.

I DID ACTUALLY MAKE A PHONE CALL TO BECKY CRONE AT THE DEPARTMENT OF TRANSPORTATION AND SHE'S WITH THE OFFICE OF SAFETY PROGRAMS, AND THEY OFFER A ROAD SAFETY AUDIT.

THEY DO WORK WITH STATE AND LOCAL JURISDICTIONS AND I'M WAITING TO HEAR BACK FROM HER.

SHE'S OUT OF THE OFFICE UNTIL THE 26TH.

BUT PART OF WHAT THE ROAD SAFETY AUDIT DOES IS IT HAS AN INDEPENDENT TEAM THAT COMES OUT AND DOES THE ROAD STUDY.

IT CONSIDERS ALL THE ROAD USERS, WHICH ARE RESIDENTS AND BIKERS, AND WALKERS.

WHEREAS TRADITIONAL SAFETY REVIEW DOESN'T, THEY ONLY CONCENTRATE ON THE MOTOR TRAFFIC, EXCUSE ME, NOT HUMAN FACTORS.

THEY ALSO ISSUE A FORMAL REPORT, WHEREAS THE TRADITIONAL SAFETY REVIEW DOES NOT ISSUE A FORMAL REPORT.

I AM WAITING TO HEAR BACK FROM HER WITH THAT, BUT I WOULD LIKE TO BRING IT TO YOUR ATTENTION AS WELL BECAUSE IT HASN'T GOTTEN BETTER.

LIKE I SAID, I APPRECIATE THE POLICE PRESENCE BECAUSE IT HAS MADE SOME DIFFERENCE, BUT NOT A GREAT BIT OF DIFFERENCE.

HE WAS VERY HELPFUL, VERY REASSURING.

I UNDERSTAND THAT SOMEONE CAN'T SIT OUT THERE ON THAT STREET 10 HOURS AT A TIME FOR THEIR WHOLE SHIFT.

BUT HE WAS VERY REASSURING THAT HE WOULD PATROL IT AND MAKE NOTE OF IT AND MARK OUR CONCERNS FOR THE EVENING THAT I CALLED IN.

THAT'S IT, JUST TRYING TO BRING IT UP AGAIN BECAUSE IT'S NOT GETTING BETTER.

IN SHORT, WHAT RAZZOO'S IS PROPOSING ARE TWO SIGN TYPES, ONE OF WHICH DOES INVOLVE WHAT WE CLASSIFY AS A ROOF SIGN AND THE OTHER ONE IS A SECOND PROJECTION SIGN ALONG THE SAME ELEVATION OF A BUILDING.

FIRST OF ALL, I'D LIKE TO SAY THIS IS BEFORE YOU BECAUSE THERE'S TWO COMMITTEES AND RESIDE IN THE ZONING ORDINANCE AND IN APPENDIX C, THE DESIGN ORDINANCE AND SO ANYTHING DOING WITH ZONING, YOU HAVE TO HAVE A PUBLIC HEARING.

WE'VE ALREADY CONDUCTED A PUBLIC HEARING AT THE PLANNING AND ZONING.

THIS COUNCIL REVIEWED THE TERMS, REVIEWING THAT THE TERMS WOULD REMAIN AT THREE YEARS, BUT THEN REVIEWED THE TERM LIMITS AND THE TERM LIMITS WERE THREE FULL TERMS WHICH WOULD EQUATE TO NINE YEARS OF SERVICE.

THEY'VE CHANGED THAT PROPOSAL TO THE NEW TERM BEING TWO FULL YEARS, SO SIX YEARS OF SERVICE.

THE EXCEPTIONS WHERE THE PLANNING AND ZONING COMMISSION, THERE WAS NO CHANGE THERE, SO THEY WILL STILL SERVE THE THREE-THREE FULL TERMS AT NINE YEARS.

THE YOUTH MEMBERS, WHICH NOW WILL SERVE A ONE-YEAR TERM WITH NO TERM LIMITS.

HOWEVER, WHEN WE REVIEWED ALL THE MEMBERSHIP OF THE COMMITTEES AND BOARDS, THERE WAS ANYWHERE FROM 5-7 MEMBERS PER ONE.

NOW WE WANT TO HAVE THAT TO BE CONSISTENT.

THAT'S GOING TO BE NEW NINE VOTING MEMBERS FOR ALL BOARDS AND COMMISSIONS.

THIS IS REQUIRED FOR TWO READINGS, SO TONIGHT IS THE FIRST READING AND ON FEBRUARY 6 WILL BE THE FINAL READING.

HOWEVER, THIS WILL NOT GO INTO EFFECT UNTIL APRIL 1ST 2023.

THIS ALLOWS TIME TO GO THROUGH THE APPOINTMENT PROCESS.

THE TRANSITIONS ARE ALL THE SAME EXCEPT FOR PLANNING AND ZONING IN THE YOUTH MEMBERS, OF COURSE, BECAUSE THOSE ONE DOES REMAIN THE SAME AND THE OTHER ONE CHANGES TO ONE YEAR SO AGAIN, I WILL GO OVER THAT.

EVERYBODY COMPLETELY TERMED RIGHT NOW WILL COMPLETE THEIR TERM THAT THEY ARE IN SO MEMBER A FOR THE EXAMPLE UP HERE, CURRENT TERM IS 2021 TO 2024, THEY WILL REMAIN ON THE BOARD UNTIL 2024 AND SAME THING WITH MEMBER B.

HOWEVER, IN THE TRANSITION, IF MEMBER A WAS SERVING THEIR FIRST FULL TERM, THEN AT THE END OF THAT, THEY WOULD EQUATE TO THREE YEARS SO THEY WOULD BE ELIGIBLE FOR REAPPOINTMENT.

HOWEVER MEMBER B, WE WOULD SAY IT WAS IN THEIR SECOND TERM SO AT THE END OF THEIR SECOND FULL TERM, THAT'S SIX YEARS AND THEY WOULD NOT BE ELIGIBLE FOR REAPPOINTMENT TO THAT BOARD AND COMMITTEE BECAUSE THEY HAD SERVED SIX YEARS, THAT WOULD BE THE NEW TERM LIMIT.

HOWEVER, THAT BOARD MEMBER IS STILL ELIGIBLE

WITH THE NEW VOTING MEMBERS, WHAT WE WOULD DO IS MAKE THE ALTERNATE MEMBERS VOTING MEMBERS THAT WOULD EQUATE TO YOUR NINE MEMBERS.

WE'RE NOT CREATING ANY NEW VACANCIES THERE HOWEVER, CURRENTLY, WE DO HAVE TWO VACANCIES THAT EXIST.

THEN, THE OLD TOWN DESIGN STANDARD REVIEW COMMITTEE CURRENTLY HAS FIVE MEMBERS WITH TWO ALTERNATE MAKING SEVEN, CHANGING THE ALTERNATES TO VOTING MEMBERS, MAKING THAT ALL NOW NINE MEMBERS.
