THIS MEETING THAT YOU HAVE, EACH AND EVERY ONE IN HERE, ALL THE OFFICERS, ALL THE LEADERS ACHIEVE THE GOALS THAT HAVE BEEN SET BEFORE THEM, AND LORD, WE JUST WANT TO SHOW A SPECIAL APPRECIATION ON APPRECIATION DAY FOR LAW ENFORCEMENT.

JUST GIVE THEM APPRECIATION FOR WHAT THEY DO DAY IN AND DAY OUT AS THEY WORK THE STREETS, THE HIGHWAYS AND BYWAYS, AND, FATHER, WE JUST LIFT YOU UP ON THIS AFTERNOON.

WE GIVE YOU ALL PRAISES.

WE PRAY FOR THOSE WHO HAD GREAT INTENTIONS OF BEING HERE, JUST COULD NOT MAKE IT.

2A IS TO RECEIVE A REPORT, HOLD A DISCUSSION AND GIVE STAFF DIRECTION REGARDING REGIONAL TRANSPORTATION UPDATES.

TECHNICALLY, THE FIRST CITY COUNCIL PRESENTER OF 2023.

THIS AFTERNOON I WANT TO GIVE A QUICK PRESENTATION AND GIVE YOU AN UPDATE ON SOME REGIONAL TRANSPORTATION PROJECTS THAT WE'VE BEEN WORKING ON.

AS YOU RECALL OVER THE LAST YEAR, WE'VE BEEN ACTIVELY ENGAGED IN MULTIPLE DIFFERENT COUNCILS AND COMMITTEES IN AN EFFORT TO HELP BOOST BURLESON WHEN IT COMES TO GRANT OPPORTUNITIES AND JUST ENGAGEMENT IN GENERAL.

SO AS YOU RECALL, JUST ALMOST A YEAR AGO, FEBRUARY OF LAST YEAR, WE PRESENTED A QUICK OVERVIEW TO COUNCIL ABOUT REGIONAL TRANSPORTATION THAT INCLUDE REVIEWING NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS, THE COG AS WELL AS TRTC, THE TARRANT REGIONAL TRANSPORTATION COALITION.

DURING THAT MEETING, WE REVIEWED MULTIPLE SUBCOMMITTEES FOR THE COG AND WHAT THEIR FUNCTIONS WERE.

WE DISCUSSED THE NEED FOR PARTICIPATION IN THESE ORGANIZATION BY COUNCIL AS WELL AS STAFF IN AN EFFORT TO GET MORE INVOLVED IN REGIONAL TRANSPORTATION.

DURING THAT MEETING, STAFF RECOMMENDED THAT COUNCIL APPOINT OFFICIAL REPRESENTATIVES FROM THE COUNCIL TO PARTICIPATE IN THESE ORGANIZATIONS, AND ALSO AT THAT MEETING, COUNCIL DIRECTED STAFF TO PLACE AN ITEM ON A FUTURE AGENDA TO APPOINT THOSE REPRESENTATIVES.

AT THE MARCH 7TH COUNCIL MEETING, COUNCIL PASSED A RESOLUTION DESIGNATING SPECIFIC COUNCIL MEMBERS TO PARTICIPATE IN THOSE GROUPS.

FOR THE NORTH CENTRAL TEXAS COG.

THE RECOMMENDATION WAS TO HAVE COUNCIL MEMBER VICTORIA JOHNSON AS THE REPRESENTATIVE FOR THE TRTC, MAYOR CHRIS FLETCHER, AS WELL AS COUNCIL MEMBER JIMMY STANFORD, AND THEN FOR THE RTC, MAYOR PRO TEM DAN MCCLENDON WAS APPOINTED BY RESOLUTION.

JUST A RECAP, I JUST WANT TO GO BACK AND JUST REMIND EVERYBODY WHAT THESE ORGANIZATIONS ARE.

SO NCT COG OR NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS.

IT'S AN ASSOCIATION OF AND FOR BY LOCAL GOVERNMENTS.

THE COG IS THERE TO ESTABLISH AND REGIONAL PLANNING.

ITS PURPOSE IS STRENGTHEN BOTH THE INDIVIDUAL AND COLLECTIVE POWER OF LOCAL GOVERNMENTS AND TO HELP RECOGNIZE REGIONAL OPPORTUNITIES, ELIMINATE UNNECESSARY DUPLICATION AND MAKE JOINT DECISIONS.

PART OF THE COG HAS THE GENERAL ASSEMBLY.

THE GENERAL ASSEMBLY IS THE COG MEMBERS.

ONE ELECTED OR APPOINTED PUBLIC OFFICIAL FROM EACH GOVERNMENTAL MEMBER, AND THERE ARE 229 MEMBERS OF THE GENERAL ASSEMBLY BOARD.

THEY ARE ALSO MANAGED BY AN EXECUTIVE BOARD THERE, THE POLICYMAKING BODY.

THEY'RE SUPPORTED BY TECHNICAL STUDY AND POLICY DEVELOPMENT COMMITTEES AND A PROFESSIONAL STAFF, AND THAT IS MADE UP OF 17 LOCALLY ELECTED OFFICIALS.

UNDERNEATH THE COG IS A GROUP CALLED THE RTC OR THE REGIONAL TRANSPORTATION COUNCIL.

SO THIS IS AN INDEPENDENT BODY OF THE METROPOLITAN PLANNING ORGANIZATION.

THE RTC IS AN INDEPENDENT TRANSPORTATION POLICY BODY OF THE MPO, AND THEY OVERSEE METROPOLITAN TRANSPORTATION.

THE PLANNING PROCESS.

THE TRTC IS A SEPARATE ORGANIZATION, THE TARRANT REGIONAL TRANSPORTATION COALITION, AND THIS IS A GROUP OF CITIES AND LEADING COMPANIES FROM THE WESTERN PORTION OF THE DFW METROPLEX, AND THEY ARE BROUGHT TOGETHER TO DISCUSS TRANSPORTATION RELATED PROJECTS WITHIN TARRANT COUNTY.

SO WHAT HAVE WE BEEN UP TO SINCE MARCH? WE HAD A CALL FOR APPLICATIONS FOR THE EXECUTIVE BOARD OF THE COG ON APRIL 14TH.

THEY HAD A CALL FOR APPLICATIONS.

THE CITY SUBMITTED AN APPLICATION ON BEHALF OF COUNCIL MEMBER VICTORIA JOHNSON AND SHE WAS ELECTED TO THE EXECUTIVE BOARD ON JUNE 24TH, 2022.

ONE OF THE BIG THINGS THAT THE COUNCIL AND STAFF ARE LOOKING AT, WE'RE TRYING TO GET MORE INVOLVED WITH RTC.

SO A QUICK RUNDOWN OF SOME OF THE BYLAWS OF RTC.

JUST TO REMIND EVERYONE.

SO THE BYLAWS GOVERN THE MAKE UP OF THE RTC, AND THERE ARE TWO TYPES OF CLUSTERS.

THEY'RE CALLED CITY CLUSTERS AND CITY COUNTY CLUSTERS.

THE CITY OF BURLESON IS CURRENTLY IN A CITY COUNTY CLUSTER WITH CLEBURNE, KEENE, JOSHUA, GRANBURY AND THEN JOHNSON AND HOOD COUNTIES.

IF YOU'RE PART OF A CITY CLUSTER, THE CITY HAVE THE RIGHT TO SIT ON THE RTC AND HAVE A SHARE OF THE VOTE BASED ON THEIR POPULATION.

IF YOU'RE A PART OF A COUNTY CLUSTER, ONLY COUNTY ELECTED OFFICIALS MAY REPRESENT THE COUNTY CITY CLUSTERS.

SO AT THAT TIME, THE CONFIGURATION DID NOT ALLOW THE CITY OF BURLESON TO HAVE A DIRECT SEAT ON THE RTC.

THE COUNTY JUDGE DETERMINED THE RTC REPRESENTATION BASED ON THE PROPORTIONATE SHARE OF THE POPULATION.

SO IN THE CASE OF JOHNSON COUNTY AND HOOD COUNTY, JOHNSON COUNTY HAD A LARGER POPULATION.

SO THE COUNTY JUDGE WAS PRETTY MUCH ABLE TO SELECT WHO THEY WANTED TO HAVE REPRESENT THE CITY.

SO AT THAT TIME, THE CITY REQUESTED A CHANGE TO THE COUNTY AND CITY CLUSTER TO A CITY ONLY CLUSTER.

SO OUR ORIGINAL APPROACH WAS ASKED TO BE SHIFTED INTO THE MANSFIELD CITY CLUSTER THAT WOULD ALLOW THE CITY TO HAVE A CHANCE TO SIT ON THE ACTUAL RTC AND BE A VOTING MEMBER. AT THE TIME, THE COG'S RECOMMENDATION WAS TO MODIFY THE BYLAWS FOR A CITY AND COUNTY CLUSTER.

SO OVER THE PAST YEAR, THE STAFF WORKED WITH COG TO AMEND THE BYLAWS, AND IN NOVEMBER OF LAST YEAR, THEY MODIFIED THE BYLAWS TO ALLOW CITIES OVER 30,000 IN POPULATION TO HAVE THE ABILITY TO DIRECTLY SERVE ON THE RTC.

THAT IS, AGAIN, THE VOTING MEMBER IS THE COUNTY JUDGE FROM JOHNSON.

SO HE WOULD HAVE TO APPOINT, BUT THAT OPPORTUNITY DOES EXIST.

WHAT ALSO WAS RECOMMENDED WAS THAT THE COUNTY SHOULD ROTATE THE SEAT AMONG THE COUNTIES OVER A TEN YEAR PERIOD BASED ON THE PROPORTIONATE SHARE.

SO IN OUR CASE, 70% OF JOHNSON COUNTY, 70%, SO 70% OF THE TIME IT WOULD BE IN JOHNSON COUNTY'S HANDS VERSUS THE 30% IN HOOD COUNTY.

SO IT WAS AN IMPROVEMENT.

IT GIVES US AN OPPORTUNITY.

SO IT'S A STEP IN THE RIGHT DIRECTION.

ONE OF THE THINGS WE ALSO DISCUSSED WAS TO HAVE MORE STAFF ENGAGEMENT WITH COG AND TXDOT.

SO WE'VE INITIATED QUARTERLY MEETINGS WITH COG TRANSPORTATION DIRECTOR MICHAEL MORRIS AND HIS TEAM.

WE IDENTIFIED COG SUBCOMMITTEES THAT WERE NOT CURRENTLY SUPPORTED BY STAFF AND HAVE NOW BEEN STAFFED BY DIFFERENT MEMBERS OF THE ORGANIZATION, AND I HAVE BEEN ACTIVELY PARTICIPATING IN THOSE, AND I'LL GO OVER A FEW THAT WE'VE BEEN ACTIVELY PARTICIPATING IN FOR SOME TIME, AND THEN WE PREPARED A PRIORITIZED LIST OF PROJECTS FOR POSSIBLE FUTURE FUNDING, AND I'LL GO OVER A FEW OF THOSE HERE IN A LITTLE BIT.

WITH TXDOT, WE COORDINATED MONTHLY AND QUARTERLY MEETINGS WITH THE AREA OFFICE, AND WE ALSO IDENTIFY PROJECTS FOR FUTURE FUNDING THAT REQUIRE EITHER TXDOT OR COG PARTICIPATION.

SO SOME OF THE STAFF COMMITTEES, WE'VE BEEN ACTIVELY ENGAGED IN THE PUBLIC WORKS COUNCIL.

THIS IS A GROUP OF FOLKS, PUBLIC WORKS PROFESSIONALS ACROSS THE DFW AREA THAT GET TOGETHER.

WE DISCUSS DIFFERENT THINGS THAT ARE GOING ON IN THE PUBLIC WORKS WORLD, RECOMMENDATIONS TO THE EXECUTIVE BOARD ON PUBLIC WORKS ISSUES, THINGS WE'RE SEEING IN DIFFERENT VENUES AND PROVIDE SUPPORT TO THE EXECUTIVE BOARD.

THERE'S THE SURFACE TRANSPORTATION TECHNICAL COMMITTEE.

THIS GROUP REVIEWS COMMENTS AND PREPARES RECOMMENDATIONS REGARDING ROADWAY PROJECTS AND FUNDING OF THOSE PROJECTS AND MAKE RECOMMENDATIONS TO THE RTC, AND THEN ALSO THE BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE.

SO AGAIN, THIS IS ENGINEERS THAT ARE SUPPORTING LOOKING AT ALTERNATIVE TRANSPORTATION METHODS, MEANING PED BIKE AND MAKING RECOMMENDATIONS TO

THE RTC AND THE EXECUTIVE BOARD FOR FUNDING OF THOSE PROJECTS.

SO TALK ABOUT A LITTLE ABOUT A COUPLE OF CURRENT PROJECTS WE HAVE GOING ON.

LAST YEAR WE BROUGHT FORWARD AN AFA WITH TXDOT FOR THE EAST RENFRO WIDENING.

AS YOU RECALL, THIS WAS ORIGINALLY FUNDED WITH GO BOND MONEY TO START THE 30% DESIGN ENVIRONMENTAL.

TXDOT CAME FORWARD AND SAID THEY'RE GOING TO TAKE ON THE DESIGN OF THIS PROJECT AND FUTURE CONSTRUCTION.

WE WERE REQUIRED TO PAY AN UPFRONT COST, WHICH WAS PRETTY MUCH THE $114,000 FOR RIGHT AWAY ACQUISITION.

SO IT IS CURRENTLY IN THE PROGRAM TO BE FUNDED BY TXDOT.

THE MONEY HASN'T BEEN DIRECTLY ALLOCATED TO THE PROJECT, BUT IT HAS BEEN IDENTIFIED FOR FUTURE FUNDING.

WE PAID 10% OF THE RIGHT OF WAY AND UTILITY COSTS AND THAT COMPLETES OUR OBLIGATION.

ONE THING THAT HAS CHANGED THAT WE WORKED WITH TXDOT ON IS THE REALIGNMENT OF 602.

IT WASN'T ORIGINALLY IN THE PROJECT PLANS TO REALIGN 602 TO IMPROVE THE WAY THAT INTERSECTS EAST RENFRO AND HOW IT ALIGNS WITH SOME OF THE PROPERTIES ACROSS THE STREET. SO WE ARE TAKING A LOOK AT THAT AND HOPEFULLY GET THAT APPROVED AS PART OF THIS PROJECT.

THE TOTAL WIDENING PROJECT IS CLOSE TO $48 MILLION.

OUR PORTION WAS $114,000.

SO IT WAS A GOOD PARTNERSHIP ON OUR PART.

GOOD WORK WITH TXDOT AND THE COG TO GET THIS PROJECT GOING.

ITS SYSTEM, AGAIN, THIS IS A GO BOND FUNDED PROJECT.

CITY STAFF AND OUR CONSULTANT IS FINISHING UP COMPLETION OF THE DESIGN.

THE HOPE IS IN LATE SPRING WE'LL GO OUT TO BID AND START CONSTRUCTION OF THIS PROJECT.

AS YOU KNOW, THIS UPDATES THE SIGNAL TIMING.

VEHICLE DETECTION ALLOWS US TO HAVE BETTER CONTROL OF THE TRAFFIC SIGNALS THROUGHOUT THE COMMUNITY.

WE DID PUT IN FOR A HIGHWAY SAFETY IMPROVEMENT GRANT, SO THE HSIP GRANT WAS AWARDED TO THE CITY.

SO THE TXDOT IS FUNDING APPROXIMATELY $750,000 ALONG THE ALSBURY CORRIDOR.

SO THAT'S A SAVINGS TO THE CITY THAT WE DON'T HAVE TO PUT FORWARD IN THE GO BOND.

SO THAT'S A SAVINGS TO THE TAXPAYERS OF NOT HAVING TO FUND THOSE PORTION OF THE BONDS.

WE WILL BUILD THIS SECTION OF ALSBURY AT THE SAME TIME AS THE REGULAR ITS PROGRAM SO THAT HOPEFULLY AS WE COMPLETE EVERYTHING AT THE SAME TIME AND WE HAVE A FULLY FUNCTIONING ITS SYSTEM WHICH A PORTION OF IT WAS PAID FOR THROUGH GRANT FUNDING.

WIDENING OF 174.

WE'VE TALKED ABOUT THIS FOR QUITE A LONG TIME.

SO, WE'RE GETTING CLOSE TO FINISHING UP DESIGN.

WE RECEIVED 60% PLANNING COMMENTS FROM TXDOT.

AGAIN, THE DESIGN IS 100% FUNDED BY THE CITY.

TXDOT IS FUNDING THE ENTIRE CONSTRUCTION COSTS OF THIS PROJECT.

THE INTENT IS THAT THIS PROJECT WOULD BE LATER THIS YEAR, SO IT MEANS CONSTRUCTION WILL START AT THE END OF THIS YEAR, BEGINNING OF NEXT YEAR.

SO WE'RE ON TRACK WITH THAT.

IT IS FULLY FUNDED.

ALL THE FUNDING IS THERE. SO PRETTY MUCH IT'S WE'VE JUST GOT TO CROSS THE FINISH LINE WITH DESIGN AND WE'LL MOVE FORWARD WITH CONSTRUCTION AND THE WIDENING OF 174 FROM ELK ALL THE WAY TO HULEN. THE LAST PROJECT I WANT TO TALK ABOUT IS THE 1902 LAKEWOOD BOULEVARD CONNECTION.

THIS IS A PROJECT THAT WILL CREATE A PERMANENT CONNECTION TO 1902 THROUGH LAKEWOOD.

PART OF THE CHISHOLM SUMMIT PROJECT, IF YOU RECALL, IS A TEMPORARY CONNECTION INTO 1902 UNTIL WE CAN COMPLETE THIS PROJECT.

THE PLAN WILL BE THAT IN FEBRUARY WE'LL BE COMING FORWARD WITH A DESIGN CONTRACT OF APPROXIMATELY $1,000,000 FOR THE FULL DESIGN OF THIS INTERCHANGE.

THIS WILL TAKE WHEN YOU GET OFF CHISHOLM TRAIL AND GET OFF ON THE 1902.

YOU'LL CONTINUE ON LAKEWOOD INTO THE NEW CHISHOLM SUMMIT DEVELOPMENT, AND YOU'D HAVE TO MAKE A LEFT ON THE 1902.

SO IT GETS DIRECT ACCESS TO OUR NEW DEVELOPMENT, WHICH IS BENEFICIAL TO OUR BUSINESS PARK IN THAT AREA IN GENERAL.

THIS WILL REQUIRE TXDOT AND TOLLWAY COORDINATION.

WE WILL BE FUNDING THE DESIGN 100% AND WE HAVE PROVIDED THIS INFORMATION TO THE COG AND RTC WITH THE HOPES THAT THEY CAN HELP FUND THIS PROJECT SINCE IT IS A STATE ROADWAY. FUTURE OPPORTUNITIES, FUTURE FUNDING OPPORTUNITIES.

A COUPLE OF THINGS THAT'LL BE COMING FORWARD OVER THE NEXT FEW MONTHS.

THERE CURRENTLY IS A TXDOT CALL FOR PROJECTS.

THIS IS A TRANSPORTATION ALTERNATIVE GRANT, SO IT'S LOOKING AT THINGS OTHER THAN ROADWAY PROJECTS.

IT'S LOOKING FOR TRAIL PROJECTS, SIDEWALK PROJECTS, ALTERNATIVE METHODS.

THERE'S $250 MILLION AVAILABLE FOR FUNDING OVER THE NEXT THREE YEARS.

WE ARE PREPARING A PRELIMINARY APPLICATION WHICH WOULD COMPLETE THE TEN MILE LOOP AS WELL AS ANY SIDEWALKS THAT ARE ADJACENT TO THAT TEN MILE LOOP.

DESIGN AND RIGHT OF WAY ACQUISITION WILL BE PART OF THE GRANT, AND THE HOPE IS THAT WE CAN LEVERAGE CURRENT GO BOND FUNDS THAT ARE PART OF THE ELK AND HILLSIDE AND ADDITIONAL SIDEWALK PROJECTS TO HELP FUND OUR PORTION OF IT.

THE HOPE WOULD BE THAT WE WOULD HIT ABOUT A $12 MILLION PROJECT, 20% MATCH.

WE COULD LEVERAGE ABOUT $2.3 MILLION IN EXISTING GO BOND FUNDS TO HELP COVER THAT MATCH.

OTHER FUTURE FUNDING OPPORTUNITIES.

LIKE WE MENTIONED, WE'VE BEEN MEETING WITH THE COG ON A QUARTERLY BASIS.

WE PROVIDED TO THEM A PRIORITIZED MATRIX OF WHAT WE WOULD LIKE TO SEE ON THE FUTURE TIP THE TRANSPORTATION IMPROVEMENT PROGRAM CALL FOR PROJECTS, WHICH IS THIS YEAR WE IDENTIFIED HIGH PRIORITIES AS SALISBURY BOULEVARD PHASE THREE.

THAT'S THE, I GUESS, TEAL COLORED LINE THAT GOES FROM ALL ALONG ALSBURY THAT CONNECTS WHERE THE BRIDGE WILL END ALL THE WAY TO CURRENT LAKEWOOD.

THE FM 1902, AS I JUST SHOWED YOU BEFORE, THAT'S THE CONNECTION TO LAKEWOOD AND THEN THE HULEN STREET BRIDGE.

THAT WOULD BE THE BRIDGE THAT WOULD GO OVER THE RAILROAD TRACKS THROUGH WHERE THE PREVIOUS TOD DISTRICT WAS AND TIE INTO THE ALSBURY ROUNDABOUT, AND THEN WE'D ALSO BE PUTTING FORWARD THE LAKEWOOD DRIVE THAT'S THE SOUTHERN PORTION OF THE YELLOW DASH LINE THAT WOULD CONNECT WHERE LAKEWOOD IS GOING TO BE TERMINATING INTO THE SOUTHEASTERN BOUNDARY OF LAKEWOOD, AS WELL AS THE WIDENING OF STATE HIGHWAY 174 FROM HULEN TO THE CITY LIMITS.

THOSE ARE ALL PROJECTS THAT WE'RE GOING TO BRING FORWARD AND TRY TO PUT ON THE CALL FOR PROJECTS, AND WITH THAT, THAT IS ALL WE'VE BEEN UP TO, BUT I WOULD ALSO OPEN IT UP THAT I KNOW THAT, VICTORIA, YOU'VE BEEN WORKING ON THINGS WITH THE EXECUTIVE BOARD, THE MAYOR AND EVERYBODY ELSE HAS.

SO OUR COG AND THERE'S MULTIPLE COGS ACROSS TEXAS, THERE'S ONE CLOSER TO AUSTIN AND ONE NEAR HOUSTON, BUT OUR COG MIX IS MADE UP OF 16 COUNTIES, AND SO THE REPRESENTATIVES RANGE FROM MUNICIPAL LEVEL THROUGH COUNTY, AND SO WE SERVE ALONGSIDE COUNTY JUDGES AND OTHER CITY COUNCIL MEMBERS, MAYORS, AND IT'S JUST REALLY A PRIVILEGE.

AS YOU MENTIONED, IT'S ABOUT WORKING AS A COLLECTIVE UNIT TO ENSURE THAT WE'RE NOT DUPLICATING WORK, AND OVER 80% OF THE FUNDING THAT RUNS THE COG IS GRANT FUNDING.

SO THEY ARE BASICALLY THE RE-DISTRIBUTOR, THE OVERSEER, THE MANAGER OF THE A LOT OF THE GRANT FUNDS THAT COME FROM THE FEDERAL AND THE STATE LEVEL.

SO TRANSPORTATION IS A SIGNIFICANT ONE, BUT WE ALSO HAVE AREA AGENCY ON AGING AND WE ARE VERY BLESSED WITH AN AMAZING MEALS ON WHEELS PROGRAM HERE IN JOHNSON COUNTY AND OUR NEIGHBOR IN TARRANT COUNTY, AND THERE'S OUR POLICE AND OUR FIRE DO TRAININGS AND A LOT OF EMERGENCY MANAGEMENT THINGS WITH THE COG SO THE EXECUTIVE BOARD IS, AS YOU MENTIONED, THE POLICY, THEY GET TO SEE WHAT GRANTS ARE COMING UP AND APPROVING.

YES, WE SAY RTC WANTS TO APPLY ON BEHALF OF BURLESON OR WHATEVER COMMUNITIES ARE REQUESTING SUCH AND SUCH GRANT, AND WE SUPPORT THAT REQUEST OR THAT ENDEAVOR, AND THE COG REALLY HAS A GREAT HISTORY OF SECURING FEDERAL AND STATE GRANT DOLLARS, AND THEN A GREAT TRACK RECORD OF DOING GOOD PROJECTS WITH THOSE DOLLARS.

SO IT'S GREAT TO BE A PART OF I'M VERY PROUD AND EXCITED FOR OUR COMMUNITY TO HAVE THAT PRESENCE BECAUSE SO MUCH OF WHAT IS GOING ON IN OUR METROPOLITAN AREA, YOU HAVE TO HAVE A SEAT AT THE TABLE, AND MAYOR, YOU'VE SAID THAT.

I THINK WE IMPROVED OUR CHANCES FROM NONE TO SLIM, PERHAPS, OF EVER ACTUALLY BEING DIRECTLY REPRESENTED ON A 45 MEMBER BOARD AND HAVING ONE VOTE. SO, BUT AS I'VE SAID BEFORE, IN OTHER CONTEXTS, BEFORE YOU GET THE CAMEL IN THE TENT, YOU'VE GOT TO GET THE CAMEL'S NOSE IN THE TENT.

SO I THINK WE PERHAPS HAVE DONE THAT, BUT ANYWAY, WE MADE OUR PRESENCE KNOWN.

SO THIS WAS AN OPPORTUNITY.

BYLAWS ARE ONLY CHANGED ONCE EVERY FOUR YEARS OR LOOKED AT OVER THREE OR FOUR YEARS, SOMETHING LIKE THAT.

THESE GUYS, THEY CARRY ON THESE CONVERSATIONS AND NEW GUYS LIKE ME, THEY EXPLAIN WHAT'S GOING ON AND HOW YOU FIX IT.

WELL, WE DIDN'T REALLY STAND A WHOLE LOT OF LUCK OF GETTING OUR BYLAWS CHANGED, BUT I CAME TO BRIAN, AND TOMMY SHOWED THEM WHAT WE HAD.

BETWEEN HIM AND SCOTT CAIN OF CLEBURNE AND SCOTT KIMBALL OF JOSHUA, WE ARE NOW STARTING TO BRING OUR MAYORS AND CITY MANAGERS TOGETHER TO HAVE CONVERSATIONS TO GET OUR ROADS AND OUR COUNTIES TAKEN CARE OF.

NOW, I DON'T WANT YOU ALL TO THINK THAT I'VE FORGOTTEN ABOUT BURLESON, BUT EVERY ROAD IN JOHNSON COUNTY GOES THROUGH BURLESON.

YEARS AGO WE HAD A PROGRAM WHEN I WAS WORKING WITH THE HERITAGE FOUNDATION HERE IN TOWN THAT YOU COULD THEY BROUGHT THE CITY EMPLOYEES AROUND TO VISIT ALL THE DIFFERENT CHARITIES WHERE THERE'S A BRICK OR THE RUSSELL FARM.

THEY TALKED TO EVERYBODY AND ALL THE CHARITIES LET THEM KNOW WHAT WAS AVAILABLE.

THIS IS A LITTLE DIFFERENT THAN THAT.

I'VE COME BACK WITH SOME MORE FIGURES HERE.

THE TEXAS HISTORICAL COMMISSION IN 2022, ESTIMATED THAT THE AVERAGE SAVINGS FOR EMPLOYEE HOUR RATE WAS $27.20.

I WAS PAST PRESIDENT, CHAIRMAN OF THE BOARD OF CHISHOLM TRAIL OUTDOOR MUSEUMS. I'VE NOW TURNED A LOT OF THAT RESPONSIBILITY BACK OVER TO YOUNGER PEOPLE, BUT WE LOST A LOT OF GOOD, GOOD VOLUNTEERS DURING COVID, NOT ONLY BECAUSE OF THEIR AGE, JUST BECAUSE OF THE SITUATION.

SO IT'S A CRYING NEED FOR ALL ORGANIZATIONS.

MY WIFE SPENT OVER 20 YEARS WITH MEALS ON WHEELS.

THERE'S A LOT OF NEED THERE.

ALSO IN THIS PARTICULAR AREA, WE'RE TALKING ABOUT CHARITIES LIKE MEALS ON WHEELS, THE LIBRARY CHILD ADVOCACY CENTER FOR PLACES FOR THE HOMELESS, PLACES TO GIVE FOOD FOR THESE FOOD BANKS.

THESE WOULD BE PEOPLE THAT WERE TRYING TO GET TO VOLUNTEER.

I BELIEVE IT'S A WIN WIN PROGRAM.

NOBODY COULD DISAGREE IF THEY DON'T SAVE THE COUNTIES AND CITIES MONEY WHEN WE GET GOOD VOLUNTEERS.

THIS WOULD INCLUDE THE CLEBURNE, BURLESON, ALVARADO, KEENE, JOSHUA AND OTHER CITIES IN THE COUNTY. AGAIN, WE'RE JUST STARTING HERE.

MY STREET IS A PRETTY GOOD SLOPE.

LORNA STREET'S GOT A LITTLE BIT OF A SLOPE.

ANYBODY THAT DEALS WITH THE WATER RUNOFF STUFF LIKE THAT KNOWS IT ONLY TAKES LIKE AN EIGHTH OF AN INCH, 16TH OF AN INCH AND 20 FEET, 40 FEET, 50 FEET.

WATER IS GOING TO GO. SINCE I'VE BEEN IN THAT HOUSE SINCE 98, THEY'VE WORKED ON THAT DIP PROBABLY THREE TIMES THE LAST 12 YEARS WHEN THEY CAME OUT AND MEASURED IT INSTEAD OF DOING LIKE A LINE OF SIGHT LEFT TO RIGHT, IT DIPS FIVE AND A HALF INCHES IN THE MIDDLE.

I DON'T KNOW HOW ROAD CREW GOT AWAY WITH THAT, BUT IT ALWAYS HOLDS WATER.

WHEN HOLDS WATER BETWEEN CEMENT AND ASPHALT, THAT'S WHERE YOU'RE GOING TO GET SOIL COMPACTION UNDERNEATH.

IT'S GOING TO GET WASHED OUT.

IT'S GOING TO DROP DOWN AND THE CAR IS GOING TO STOP BOTTOMING OUT.

THE CITY DID COME OUT, ASSESSED THAT THEY NOW HAVE TO TAKE OUT 205 FEET OF CURB AND ROAD ON ONE SIDE BECAUSE OF, I GUESS THE LAST MAYBE TWO OR THREE CONSTRUCTION CREWS.

I KNOW THAT OUR CITY STREET MAINTENANCE SOMETIME BACK, IF MY MEMORY IS RIGHT, THE CITY COUNCIL APPROVED FOR WHERE THEY COULD HIRE MORE PEOPLE, I BELIEVE FOR STREET IMPROVEMENTS AND STUFF LIKE THAT FOR THE WORKERS.

I DON'T KNOW IF THEY'RE JUST UNDERSTAFFED OR WHAT, BUT I DO KNOW THAT THEY DON'T DO THE CEMENT.

I KNOW THERE'S ROCKY BRANDS HAVE DONE SOME WORK BEFORE AND STREETS, AND UNDERSTAND THAT YOU CAN'T FORCE PEOPLE TO COME OUT AND BID THESE JOBS, BUT WE'RE GETTING SOME INFERIOR, I GUESS, COMPANIES OVER AND OVER AGAIN.

I MEAN, IF YOU SEE THEIR NAME, MAYBE JUST LEAVE IT LIKE IT IS, HAVING TO COME BACK AND REDO IT.

IN A 50 FOOT, ABOUT A 45 FOOT SPAN, IT DROPPED FIVE AND A HALF INCHES.

SO, I MEAN, ANYTHING LIKE THAT IS GOING TO HOLD WATER AND IT'S PROBABLY ABOUT A 20 FOOT DIAMETER PUDDLE THAT'LL STAY THERE FOR DAYS.

WHAT I SAW IS CONSISTENT WITH WHAT YOU'RE TELLING ME.

YEAH, AND THE CURVES, YOU KNOW, THEY'RE NOT QUITE FLAT, BUT INSTEAD OF BEING MORE OF A 90 DEGREE ANGLE, THESE THINGS ARE STICKING UP.

HE DID. IT WAS THE RADIUS OF THE CURB PROTRUDING UP ABOUT FOUR INCHES THE PAVEMENT ON RENFRO? TO MY RECOLLECTION, THAT STREET WAS CONSTRUCTED IN THE OR RECONSTRUCTED FROM ASPHALT TO CONCRETE IN THE EARLY 1990S OR MID 1990S. SO MOST OF IT'S HELD UP PRETTY WELL.

THAT PARTICULAR AREA RIGHT IN THERE TO MY EXPERIENCED EYE APPEARS TO BE SOME PRETTY ACTIVE SOIL.

SOME OF THOSE PAVEMENT SLABS HAVE BEEN VERY RECENTLY RECONSTRUCTED AND YET THEY'RE SHOWING SIGNS OF MOVEMENT AGAIN.

SO I THINK WE MAY HAVE A DEEPER PROBLEM SOIL WISE, AND I KNOW [INAUDIBLE] HAVE THE NATURAL WATER, I GUESS COMING OFF OF THE TOP OF THE HILL WHERE IT FEEDS OUT ABOUT HALFWAY DOWN CLOSE TO THE ELEMENTARY SCHOOL.

I THINK YOU'RE JUST LOOKING AT HIGHLY EXPANSIVE CLAY WITH HIGH LIQUID LIMITS AND A LOT OF OTHER THINGS THAT ARE VERY DIFFICULT FOR ENGINEERS TO DEAL WITH.

SO WE CAN LOOK INTO IT SOME MORE AND SEE IF WE NEED TO GO A LITTLE DEEPER.

APPROXIMATELY 20 FEET IN HEIGHT, AND AGAIN, YOU SEE THE CANOPIES AND PARKING SPACES ASSOCIATED WITH THE SITE PLAN.

THIS IS IN THE CITY'S IH-35 OVERLAY DISTRICT AREA ONE, WHICH IS WHAT WE CALL SPINKS WITH ITS PROXIMITY TO THE AIRPORT.

THIS GRAPHIC SHOWS SEVERAL BOXES IN DIFFERENT COLORS, AND WHAT I WANT TO DRAW YOUR ATTENTION TO ARE THE TWO BOXES IN GREEN WHICH SHOWS THE PROPOSED LOCATION FOR PARKING STALLS, THOSE STALLS AS DEPICTED ENCROACH WITHIN AN AREA THAT IS TYPICALLY NOT ALLOWED.

IN OUR DISCUSSIONS WITH THE REPRESENTATIVES OF QUICKTRIP STAFF'S CONCERN WASN'T SO MUCH THE ENCROACHMENT, BUT WHETHER OR NOT THEY COULD STILL MEET THE CITY'S LANDSCAPING REQUIREMENTS, WHICH THEY HAVE MORE THAN DONE, AND WE'RE SUPPORTIVE OF THE ENCROACHMENT OF THOSE TWO AREAS FOR THE PARKING STALLS.

THAT'S FOR THE DRIVE ACCESS SPACING OF 180 FEET.

QUIKTRIP IS PROPOSING TO HAVE THAT ACCESS SPACING IN A DIFFERENT LOCATION THAN WHAT STAFF IS SUPPORTIVE OF.

STAFF IS NOT SUPPORTIVE OF REDUCING THE MINIMUM REQUIRED SPACING TO 143 FEET, AND THIS IS BASED ON ITS PROXIMITY TO EAST RENFRO EXISTING ACCESS, WHICH IS THAT AREA SHOWN IN RED.

THEY'VE EXCEEDED THAT WHILE ALSO ALLOWING FOR THE NECESSARY PARKING, THE PREFERRED PARKING, IF YOU WILL, THAT THEY WOULD LIKE TO HAVE ON A SITE.

THIS IS A SITE CONFORMANCE TABLE THAT WE'VE PROVIDED FOR YOUR CONSIDERATION.

WE FEEL THAT THE SITE PLAN IS IN COMPLIANCE WITH ALL DEVELOPMENT REGULATIONS WITH THE EXCEPTION OF THE REQUESTED WAIVERS.

THEY HAVE EXCEEDED THE MINIMUM LANDSCAPING REQUIREMENT, AND THEY HAVE FAR EXCEEDED THE PARKING REQUIREMENTS, BUT THAT'S MORE OF A BUSINESS MODEL FOR THEM BASED ON ANTICIPATED TRAFFIC.

ALL NECESSARY UTILITIES ARE AVAILABLE TO THE SITE.

AS I MENTIONED BEFORE, IT'S MY UNDERSTANDING THAT THE DRIVEWAY SPACING REQUESTS FOR THE ACCESS ALONG EAST RENFRO HAS BEEN DISAPPROVED BY TXDOT AND WE HAVE INDIVIDUALS HERE IF THEY HAVE MORE INFORMATION.

SO WE DID NOTIFY THOSE INDIVIDUALS WITHIN 300 FEET OF THE SUBJECT SITE AND POSTED SIGNS ON THE PROPERTY.

SO THE PLANNING AND ZONING COMMISSION'S RECOMMENDATION IS FOR APPROVAL OF THE SITE PLAN WITH THE WAIVER TO THE PARKING SETBACK.

HOWEVER, THEY WERE NOT IN SUPPORT OF THE DRIVE ACCESS SPACING VARIANCE, WHICH WAS THAT AREA SHOWN IN THE RED BOX.

SO THERE WAS SOME DISCUSSION ABOUT INGRESS AND EGRESS TO THE SITE WITH THE COMMISSIONERS , AND AGAIN, TXDOT REVIEW PROCESS AT THAT POINT IN TIME, WE WERE INFORMED, WAS NOT YET COMPLETE.

SO, STAFF IS SUPPORTIVE OF THE COMMERCIAL SITE PLAN WITH THE WAIVER TO THE PARKING SETBACK.

STAFF WAS NOT SUPPORTIVE OF THE ACCESS THAT WAS SHOWN ALONG VILLAGE CREEK PARKWAY AT THE TIME THAT THIS ITEM WENT FORWARD TO THE PLANNING AND ZONING COMMISSION. SO IN CONSIDERATION OF THIS ITEM, ULTIMATELY, YOUR DECISION REGARDING THE SITE PLAN WILL HAVE TO BE REFLECTED IN A NEW SUBMITTAL FOR AN ADMINISTRATIVE APPROVAL BY THE CITY STAFF.

IT'S EXTREMELY IMPORTANT TO THEIR BUSINESS MODEL TO HAVE GOOD SITE CIRCULATION.

THEY ARE A CONVENIENT STORE.

IT'S ABOUT BEING CONVENIENT, EASY TO GET TO AND EASY TO GET OUT OF.

THEY SPEND A LOT OF MONEY, BUT FOR EXAMPLE, THEIR DRIVE AISLES ARE 35 FEET WIDE.

MOST CITIES ONLY REQUIRE 24 FEET FOR A FIRE LANE.

THAT'S UNIVERSAL ACROSS THE COMPANY.

THEY BUY MORE REAL ESTATE, THEY PUT IN MORE PAVING FOR IT.

SO THESE DRIVEWAYS ARE CRITICAL FOR THEIR SUCCESS AND IT'S WHAT THEIR CUSTOMERS HAVE COME TO EXPECT.

SO THIS IS THE LOCATION THAT WOULD BE ALLOWED BY CODE IN ORANGE ON THIS.

SO WE'RE ONLY ASKING FOR VARIANCE OF 37 FEET FROM THE EXISTING CODE.

AND ONE OF THE REASONS IS THAT IT DOES WORK BETTER FOR OUR SITE PLAN.

WE BELIEVE IT IMPROVES THE CIRCULATION WITHIN THE SITE AND IS A BETTER LOCATION ALSO SAFETY WISE FOR THAT DRIVEWAY.

SO HERE IS A RENDERING OF THE APPROVED LOCATION THAT WOULD BE ALLOWED BY CODE WHERE YOU COULD MAKE A LEFT TURN OUT OF THAT DRIVEWAY ACROSS THE MEDIAN.

WE BELIEVE THAT'S A DANGEROUS MANEUVER DRIVING THE WRONG WAY IN TRAFFIC, AND IT REALLY APPEARS IN THESE RENDERINGS LIKE SOMEONE MAY TRY THAT MANEUVER.

SO THIS IS THE RENDERING OVERLAY WITH GOOGLE STREET VIEW, AND YOU CAN SEE IT'S FAIRLY CLOSE TO THE END OF THAT MEDIAN, AND THEN THIS IS OUR PROPOSED OPTION AT 37 FEET, JUST SLIGHTLY OFFSET.

IT'S ONLY ABOUT TWO CAR LENGTHS, BUT IT'S ENOUGH TO MAKE THAT MANEUVER MORE EGREGIOUS TO WHERE SOMEBODY'S PROBABLY NOT GOING TO DO IT.

THIS IS A SITE ALSO WHERE WE HAVE A REAR FUEL OPTION OR REAR FUEL TANK OPTION.

SO TANKER TRUCKS WILL BE MAKING 24 HOUR FUEL DELIVERIES IN THE REAR OF THAT SITE, AND THAT'S GOING TO CAUSE A CHOKE POINT THERE IN THE REAR.

ADDITIONALLY, THAT DRIVE LOCATION SHIFTED.

DRIVERS ARE COMING IN AND THEY'RE GOING STRAIGHT INTO HEAD IN PARK.

SO AS PEOPLE ARE MAKING MANEUVERS, PARKING NEXT TO THE STORE, BACKING IN, BACKING OUT, IT CAN CAUSE CONGESTION, CONGESTION THAT CAN ACTUALLY BACK UP ONTO VILLAGE CREEK. SO OUR PROPOSED SOLUTION IS TO PUT IT HERE WHERE PEOPLE DRIVE AND THEY FREE FLOW INTO THE SITE, CAN GO TO THE GAS PUMPS, CAN GO TO THE STORE MORE EASILY, AND WE'RE HERE IF YOU HAVE ANY QUESTIONS.

I DON'T HAVE A LOT OF HEARTBURN WITH APPROVING THE DRIVEWAY REQUESTS, AND YOU'VE ELUCIDATED A COUPLE OF THE REASONS I SAW BECAUSE MOVING IT THE REQUIRED DISTANCE AWAY FROM RENFRO WOULD ENCOURAGE PEOPLE TO COME OUT OF THAT DRIVEWAY AND GO NORTH ON VILLAGE CREEK ROAD, WHICH WOULD BE POTENTIALLY DISASTROUS.

IT WOULD BE A RIGHT IN RIGHT OUT DRIVEWAY BY DEFINITION, BECAUSE THERE WON'T BE ANY LEFT HAND TURNS, AND I'M SURE YOU'LL HAVE A ONE WAY SIGN OUT IN THE MEDIAN THAT DRIVERS WILL SEE IF THEY'RE COMING OUT TO ACCESS THAT.

I KNOW THAT ENGINEERING PLANS HAVE RESTRICTIONS AND RULES THAT HAVE TO BE FOLLOWED TO GET PERFECT CONDITIONS, BUT SOMETIMES LANDSCAPE DOESN'T LEND ITSELF TO PERFECT CONDITIONS.

THE CONCERN, I UNDERSTAND, IS POSSIBLE QUEUEING OF THE RIGHT HAND TURN TRAFFIC INTO THE STRAIGHT THROUGH LANE CAUSED BY ADDITIONAL TRAFFIC COMING AND GOING OUT OF THE DRIVEWAY, BUT WHAT WE MAY NOT BE REALIZING IS THAT DEVELOPMENT TO THE NORTH OF HERE, ALONG VILLAGE CREEK PARKWAY IS GOING TO BE VERY LIMITED BECAUSE THERE'S VERY LITTLE DEVELOPABLE LAND.

MOST OF THE EAST SIDE OF WELL, ALMOST ALL OF THE EAST SIDE OF VILLAGE CREEK PARKWAY BETWEEN HERE AND ALSBURY IS POWER LINE EASEMENTS THAT CAN'T BE DEVELOPED AND THE AIRPORT PROPERTY THAT CAN'T BE DEVELOPED.

THERE ARE VERY FEW PIECES OF PROPERTY ON THE WEST SIDE.

MOST OF IT IS PROPERTY THAT'S ALREADY DEVELOPED TO THE 35 FRONTAGE ROAD.

IF THERE'S ANY DEVELOPMENT AT ALL TAKE PLACE ON THIS, IT WOULD BE LIMITED.

SO I DON'T THINK THE TRAFFIC CONDITIONS THAT EXIST NOW ARE ARE GOING TO BE GREATLY EXACERBATED, AND I REALLY RATHER SUSPECT THAT MINIMUM SETBACK WAS PROBABLY PREDICATED ON DEVELOPABLE LAND INCREASES IN TRAFFIC FROM THE CURRENT LEVELS NOW.

SO I DON'T HAVE ANY PROBLEM WITH GRANTING THE DRIVE ACCESS AS THEY WANT.

I THINK IT'LL WORK, AND IN THE FEW OCCASIONS THAT IT DOESN'T WORK, I DON'T THINK IT CREATES ANY KIND OF A DANGEROUS SITUATION.

THE QUEUING IS IN A LOW SPEED ZONE ANYWAY YOU'RE CLOSE TO THE ROUNDABOUT AT THAT WAY.

WE WENT AND LOOKED AT GOOGLE STREET VIEW AND LOOKS LIKE A LOT OF THOSE SIGNS WERE THERE PROBABLY 2008, AND I KNOW OUR CODE HAS BEEN UPDATED SINCE THEN.

HERE'S THE CRITERIA THAT STAFF REVIEWS WITH REGARD TO SIGN CODE, WHETHER OR NOT THERE ARE ANY SPECIAL CONDITIONS THAT EXIST, PARTICULARLY TO THE LAND STRUCTURE BUILDING [INAUDIBLE] STRICT INTERPRETATION WOULD DEPRIVE THE APPLICANT OF RIGHTS COMMONLY ENJOYED BY THE PROPERTIES, SPECIAL CONDITIONS AND CIRCUMSTANCES THAT DO NOT RESULT FROM THE ACTIONS OF THE APPLICANT AND SO ON AND SO ON AND SO FORTH.

WE DO AGREE WITH TWO OF THE FINDINGS THAT WE DO THINK THAT ADJACENT APPLICANTS WITH SIMILAR USES DO HAVE POLE SIGNS AND WE DO AGREE THAT.

SO WE DO NOT WANT TO BE PUT AT A COMPETITIVE DISADVANTAGE HERE.

EXXON AND 7-ELEVEN DO HAVE POLE SIGNS WHICH ARE LOCATED RIGHT DOWN THE STREET, AND LIKE TONY SAID, THEY ARE A LITTLE BIT OLDER, BUT IT STILL WOULD PUT US AT A COMPETITIVE DISADVANTAGE OVERALL.

AS FOR BEING ADJACENT TO THE RESIDENTIAL PROPERTIES, WE DO HAVE PHOTOMETRIC ENGINEERS THAT MAKE SURE THAT THE CANDLE FOOT COMING OFF THE PROPERTY LINE IS VERY LIMITED AND WILL NOT SPILL OVER INTO ADJACENT PROPERTIES.

THE JUSTIFICATION IS THAT THIS IS THE ONLY PORTION OF LOT FOUR WITH DIRECT SIGN VISIBILITY OFF OF WILSHIRE BOULEVARD.

LOT FOUR DOES HAVE DIRECT FRONTAGE ON MCNAIRN, BUT IT DOES NOT.

WELL, PART OF THE LOT DOES TOUCH WILSHIRE, BUT IS THE PRIVATE PAVEMENT EASEMENT THAT YOU SEE IN FRONT OF YOU THE PRIVATE DRIVE. THIS IS AGAIN THE CITY SIGN VARIANCE REQUIREMENTS, WHETHER OR NOT SPECIAL CONDITIONS, WHETHER OR NOT STRICT INTERPRETATION WOULD BE INJURIOUS TO THE APPLICANT, WHETHER OR NOT SPECIAL CONDITIONS AND CIRCUMSTANCES DO NOT RESULT FROM THE ACTIONS OF THE APPLICANT, AND THEN SO ON AND SO FORTH.

THIS PARTICULAR CASE STAFF AGAIN IS UNABLE TO SUPPORT THE REQUEST.

WE DID ENGAGE IN SOME DISCUSSIONS WITH THE PROPERTY OWNER TO SEE IF THERE WOULD BE SOME OPPORTUNITY TO DO SOME SHARING OF SIGN SPACE ON ONE OF THE ADJACENT PROPERTIES.

I DON'T THINK THAT WAS SOMETHING THAT THEY BELIEVE THEY COULD DO.

THE OTHER OPTION WOULD BE TO LOOK AT THE PYLON SIGN BEING PLACED ELSEWHERE OTHER THAN THE WILSHIRE BOULEVARD FRONTAGE.

SO THAT BACK LOT, LOT FOUR, IS GOING TO HAVE I THINK, THREE OR FOUR DIFFERENT USES THAT'S BEING PROPOSED, AND OF COURSE EVERYBODY WANTS TO HAVE THE FRONTAGE WITH THE MOST VISIBILITY AS POSSIBLE.

STAFF CAN'T SUPPORT THIS REQUEST.

WE FEEL THAT THE SIGN IS JUST TOO CLOSE TO THE PROPERTY LINE AND WE HAVE SOME CONCERNS BEYOND ENCROACHMENT WITH THE DRIVE AISLE THERE AND THE PROXIMITY OF THE SIGN AND WHAT'S BEING PROPOSED.

IT'S EASY TO SEE OUT THERE ON THE GROUND.

I TOOK SOME PICTURES IF ANYBODY WANTS TO SEE, BUT THE TRAILERS PULLING INTO THAT DRIVEWAY ROUTINELY OVERRUN THAT CURB AND GET OUT INTO THE GRASS AND GRAVEL AND STUFF THERE TO THE TUNE OF ABOUT PROBABLY FOUR FEET OR SO, AND YOU SAY, WELL, OKAY, THEN, SO IT HITS THEIR SIGN ONCE IN A WHILE.

WELL, THE PROBLEM IS NOT THAT IT DAMAGED THE SIGN OR THE TRUCK OR THE TRAILER.

THE PROBLEM IS WHEN THE TRAILER DOES GET THERE, THEN HE HAS NOTHING [INAUDIBLE] BACK UP INTO TRAFFIC TO TRY TO GET STRAIGHT AND GET OUT OF THAT SITUATION, AND THAT'S WHERE I HAVE A PROBLEM WITH IT, BECAUSE I THINK YOU'RE POTENTIALLY SETTING UP A SITUATION WHERE YOU'RE GOING TO HAVE REAR END ACCIDENTS WITH OTHER DRIVERS.

THIS PROJECT RECEIVED FUNDING IN THAT BOND ELECTION, SO NOW WE'RE AT THE POINT OF IMPLEMENTATION.

SO THIS INTERLOCAL AGREEMENT BETWEEN BURLESON AND TARRANT COUNTY IS CRITICAL TO MOVING THE PROJECT FORWARD.

AS I MENTIONED BEFORE, IN A LOCAL AGREEMENT, TARRANT COUNTY WOULD END UP FUNDING UP TO HALF OF THE OVERALL PROJECT 2.5 MILLION FROM THEIR BOND PROGRAM AND THEN SOME DISCRETIONARY FUNDS FROM PRECINCT ONE COMMISSIONER FOR TARRANT COUNTY FOR ANOTHER HALF MILLION.

SO THE CITY'S PORTION WILL OVER 3 MILLION.

IS PRIMARILY IMPACT FEES AND CASH.

WE'RE BASICALLY ACCELERATING OUR SCHEDULE.

THIS PROJECT WAS PLANNED FOR FY 26-27, BUT NOW TARRANT COUNTY DESIRES TO MOVE A LITTLE QUICKER.

SO WE'RE READY TO ADVANCE THE PROJECT IN ORDER TO COORDINATE WITH THEIR DESIRED TIMELINE.

ABOUT 3.5 MILLION OVERALL IS IN THE CURRENT CIP FOR THIS PROJECT, AGAIN, MOSTLY FROM IMPACT FEES TO 2 MILLION AND ANOTHER ALMOST 1.5 FROM CASH.

THIS MAY REQUIRE US TO MAKE SOME ADJUSTMENTS IN OUR CIP IN THE NEXT YEAR OR TWO, POSSIBLY YEAR.

JUST TO KEEP EVERYTHING BALANCED, BUT AGAIN, MOSTLY EITHER CASH OR IMPACT FEES WILL FUND 85% OF THE PROJECT, PLUS THE TARRANT COUNTY FUNDING, AND WE'RE RECOMMENDING THAT YOU APPROVE THIS AGREEMENT.

SO THE AIRPORTS [INAUDIBLE] FORT WORTH, BUT WE'RE DOING THE ROAD WORK AROUND IT.

[INAUDIBLE] ARE WE HALF AND HALF ON THIS THING? THIS PORTION OF VILLAGE CREEK IS ACTUALLY IN BURLESON.

IT'S JUST WEST OF THE AIRPORT.

ALSBURY IS IN BURLESON.

THE CITY OF FORT WORTH IS ENTERTAINING, MAKING SIMILAR IMPROVEMENTS NORTH OF ALSBURY TO CONTINUE OUR PROJECT FURTHER NORTH.

MAYOR, IF I CAN BRING SOMETHING UP ON THAT.

YEARS BACK WHEN WE WERE GETTING THE PROSPECT OF GETTING SAM'S CLUB TO THE LOCATION THAT THEY CAME TO, ONE OF THE STIPULATIONS THEY HAD WAS THAT WHAT WAS KNOWN AS STONE ROAD AT THE TIME WOULD BE CONSTRUCTED AS A BACKAGE ROAD, BASICALLY.

AT THAT TIME, IF I RECALL THE CIRCUMSTANCES CORRECTLY, PART OF THAT BACK RIDGE ROAD WAS ACTUALLY IN FORT WORTH, AND FORT WORTH HAD NO INTEREST IN SPENDING THE MONEY TO BUILD THAT ROADWAY BECAUSE IT DIDN'T SERVE THE CITIZENS OF FORT WORTH.

SO OUR SWAP WITH FORT WORTH WAS TO TAKE ON BASICALLY THE ENTIRE ROADWAY FROM ALSBURY DOWN TO RENFRO WITHIN THE BURLESON CITY LIMITS SO THAT WE COULD GET A CONTRACT UNDERWAY TO CONSTRUCT THE SOUTHERN PORTION, AND BASICALLY LED TO US GETTING SAM'S CLUB, WHICH IS ONE OF THE BIGGEST SALES TAX [INAUDIBLE].

SO IT WAS A VERY GOOD DEAL.

NOW'S KIND OF THE BACK SIDE OF THE DEAL AND I'M TOTALLY IN SUPPORT OF THIS BECAUSE I THINK WE'RE GETTING AN $8 MILLION ROAD FOR $3 MILLION OR, YOU KNOW , IT NEEDS TO BE A LOT BETTER DEAL AND ABSOLUTELY, DEFINITELY WELL NEEDED.

TARRANT COUNTY'S INTERESTED IN IT BECAUSE ALL OF THE DEVELOPMENT AROUND SOUTHERN OAKS AND THAT IS ALL FORT WORTH TARRANT COUNTY.

CUSTOMER SERVICE FOR TARRANT COUNTY'S OBVIOUSLY INDICATED IN THIS THING, BUT BURLESON ALSO HAS A GOOD INTEREST IN IT AS WELL.

SO I'M TOTALLY IN SUPPORT.

SO WE'RE BASICALLY TRYING TO GO FROM TWO LANES OF ASPHALT TO A FOUR OR FIVE LANE SECTION, AGAIN WITH A TEN FOOT SHARED USE PATH ON THE EAST SIDE CLOSED DRAINAGE SYSTEM, STREET LIGHTING.

THIS DESIGN CONTRACT INCLUDES THE TYPICAL CIVIL COMPONENTS.

IT ALSO INCLUDES SOME FAA COORDINATION.

SINCE WE'RE SO CLOSE TO THE AIRPORT, WE HAVE TO MAKE SURE THEY ARE IN TUNE WITH WHAT WE'RE DOING.

DESIGN, ASSUMING PASSAGE TONIGHT WOULD START EARLY FEBRUARY OR LATER THIS MONTH, ACTUALLY, AND WRAP UP LATE THIS SUMMER AND THEN CONSTRUCTION THIS FALL AND BE COMPLETED FALL OF '24.

CONSTRUCTION AGAIN OR DESIGN IS $380,595.

THE CONSTRUCTION FOR THE PROJECT IS ESTIMATED AT $5.6 MILLION AND AGAIN UP TO $3.03M IS ELIGIBLE FOR REIMBURSEMENT FROM TARRANT COUNTY BASED ON THE PREVIOUS ITEM THAT YOU JUST APPROVED.

WITH THAT, WE WOULD RECOMMEND THAT YOU APPROVE THIS CONTRACT.

ALL THE REST OF THAT LEFT HAND TURN LANE GOES TO WASTE.

SO IF WE WERE DESIGNING AROUND THE CONTEXT, WE MIGHT SEE THIS AS AN OPPORTUNITY TO BUILD AN ENHANCED MEDIAN, TO MAKE A GATEWAY ENTRANCE OF SOME SORT INTO THE AREA OR JUST TO GENERALLY BEAUTIFY IT AND WE MIGHT LOOK AT THE OTHER SIDE OF THE ROAD AS WELL.

THERE'S VERY FEW, AS I SAID EARLIER IN ANOTHER DISCUSSION, THERE'S VERY FEW DEVELOPABLE PROPERTIES ON THIS WEST SIDE OF THE ROADWAY.

THERE'S NOTHING ON THE EAST SIDE AND VERY LITTLE ON THE WEST SIDE THAT COULD BE DEVELOPED.

SO I THINK WE HAVE AN OPPORTUNITY TO DO SOMETHING REALLY GOOD OR JUST DO IT BY THE BOOK, AND ONE MORE THING.

IT'S ACTUALLY PERHAPS OFF THE LIMITS OF THE PROJECT, BUT I THINK THE PROJECT COMING UP TO MCCALL STREET WOULD HAVE AN OPPORTUNITY TO FIX A PROBLEM THAT EXISTS ALREADY WITH THE INTERSECTION OF MCCALL AND VILLAGE CREEK, BECAUSE THAT DRIVEWAY THERE, IF YOU SEE MCCALL STREET GOING TOWARDS 35, LOOK THE OTHER DIRECTION ACROSS VILLAGE CREEK PARKWAY AND YOU'RE BASICALLY GOING INTO THE AIRPORT.

THERE IS A TON OF DEVELOPMENT GOING ON IN THAT AIRPORT RIGHT NOW AND MORE AND MORE TRAFFIC OF COMMERCIAL, PRIVATE AIRPLANES, MAINTENANCE, ALL THESE KINDS OF THINGS, AND THERE'S PLANS FOR MORE OF THAT, AND EVERY CAR THAT COMES OUT OF THE AIRPORT HAS TO MAKE A U-TURN TO GO SOUTH ON VILLAGE CREEK PARKWAY.

THE ORIGINAL PLANS FOR VILLAGE CREEK PARKWAY DID NOT SHOW THAT WAS A MODIFICATION MADE AFTER THE CONTRACT WENT UNDERWAY.

I'M A PILOT AND I HAVE A PLANE IN THOSE HANGARS AND I KNOW WHAT THIS IS.

I WOULD LIKE TO SEE THIS PROJECT.

I THINK WE HAVE AN OPPORTUNITY WITH THIS PROJECT TO BUILD THE LEFT TURN LANES BASED STORAGE THAT WAS NOT IN EXISTENCE THAT PRECLUDED HAVING A CROSSING FOR MCCALL, BUT I THINK WE'LL HAVE A BETTER TRAFFIC SAFETY OUTCOME IF WE MAKE IT POSSIBLE FOR TRAFFIC EXITING THE AIRPORT PROPERTY THERE TO MAKE THAT LEFT HAND TURN WITHOUT HAVING TO DO A U-TURN, ESPECIALLY WHEN THE ROAD'S IMPROVED UPON.

SO I'D LIKE TO SEE THOSE TWO THINGS.

WE MAY NOT GET ANOTHER LOOK AT THE DESIGN THAT FREESE AND NICHOLS COMES UP WITH.

SO WE'RE LOOKING AT THE [INAUDIBLE] I'VE SAT THROUGH ALMOST EVERY RTC MEETING SINCE THIS CAME UP IN A RECENT INITIATIVE, AND I THINK THE VERY LAST MEETING I WENT TO WAS TO TAKE CONTEXT SENSITIVE DESIGN AND MAKE IT BASICALLY A REQUIREMENT OF PROJECTS, NOT THAT IT WOULD CHANGE HOW ANYTHING GOT DESIGNED, AND EVERY SINGLE COUNTY COMMISSIONER THAT WEIGHED IN ON IT ACTED AS THOUGH YOU'D ASK THEM TO HANDLE SNAKES.

THEY WANT NOTHING TO DO WITH THAT BECAUSE THEY HAD IT IN THEIR MIND THAT IF YOU DO GO TO CONTEXT SENSITIVE DESIGN, THEN YOU'RE GOING TO WIND UP HAVING TO BUILD TEN FOOT WIDE BIKE TRAILS OFF OF EVERY LITTLE TWO LANE ASPHALT ROAD THAT THEY PAVE, AND NOTHING COULD BE FARTHER FROM THE TRUTH.

SO WHEN WE'RE DEALING WITH A COUNTY, I KNOW WE HAVE A DIFFERENT JUDGE IN TARRANT COUNTY NOW AND MAYBE IT'LL BE A LITTLE BIT DIFFERENT, BUT THE IDEA HAS BEEN ANATHEMA TO THEM IN THE PAST, AND I HOPE YOU'VE MADE SOME PROGRESS ON THAT, BUT IT SOUNDS LIKE WE'RE ALL ON THE SAME PAGE AND THEY SEEM TO BE VERY WILLING TO WORK WITH US ON THE FOUR LANE SECTION.

SO THEY WOULD SERVE OUT THREE YEARS, BUT AT THE END OF THEIR THREE YEARS, WHEN THEY'RE ELIGIBLE FOR REAPPOINTMENT, WE WOULD DO ONE YEAR TERMS. SO CURRENTLY I WOULD SAY THAT YOU WANT THEM TO FILL OUT THEIR CURRENT TERM THAT THEIR IN , AND SO LIKE I SAID, TERM CHANGES BECOME EFFECTIVE AT THE NEXT TIME FOR REAPPOINTMENT.

SO WE WANT TO MAKE SURE THAT WE SAY THAT BECAUSE I WANT THE BOARD MEMBERS OUT THERE TO UNDERSTAND THAT IT DOES NOT AFFECT WHERE THEY'RE CURRENTLY AT FOR THEIR CURRENT TERM.

IT DOES AFFECT THEM FOR TERM LIMITS.

SO IF YOU HAVE A MEMBER WHO THIS IS THEIR FIRST APPOINTMENT AND THEY WERE APPOINTED IN 2021 AND THEY'RE UP FOR REAPPOINTMENT IN 2024, THEY REMAIN ON THE BOARD UNTIL 2024.

IF IT'S THEIR FIRST TIME, THAT MEANS AT THE END OF 2024 THEY'VE SERVED THREE YEARS WITH THIS NEW TERM LIMIT.

THEY WOULD BE ELIGIBLE TO SERVE ANOTHER THREE YEARS IN TOTAL.

THE SIX YEAR TERM LIMIT THAT THE COUNCIL IS GOING TO MAY APPROVE IN THIS ORDINANCE, BUT YOU MAY HAVE ANOTHER MEMBER ON THAT SAME BOARD THAT IS SERVING THEIR SECOND ROUND. SO THEY'VE ALREADY SERVED THREE YEARS.

THEIR TERM WAS UP IN 2021 AND THE COUNCIL APPOINTED THEM FOR ANOTHER TERM, 2021 TO 2024.

THEY REMAIN ON THE BOARD UNTIL 2024, BUT AT THE END OF THAT WE WOULD LOOK AT THAT AND THAT WOULD MEAN THEY HAVE SERVED A TOTAL OF SIX YEARS ON THAT BOARD AND SO THEY WOULD NOT BE ELIGIBLE FOR REAPPOINTMENT TO THAT BOARD.

HOWEVER, REMEMBER, THEY CAN STILL APPLY FOR ANOTHER BOARD THAT HAS VACANCIES.

SO I JUST WANT COUNCIL TO UNDERSTAND THAT BECAUSE THAT WILL AFFECT SOME OF YOUR MEMBERS OUT THERE.

SO THE TERM LIMITS FOR THE PLANNING AND ZONING DO NOT CHANGE, AS WE SAID BEFORE.

SO THESE EXAMPLES JUST GIVE ANY MEMBER THAT YOU'VE APPOINTED RIGHT NOW WILL SERVE OUT NINE YEARS COMPLETE.

SO THEY'RE STILL WHOLE ON THE PLANNING AND ZONING, AND THEN I SPECIFIED THE TERMS OF THE YOUTH MEMBER THERE.

AS I STATED BEFORE, THEY FINISH OUT THEIR THREE YEAR TERM.

AT THE END OF THAT, WHEN THEY GO FOR REAPPOINTMENT, THAT'S WHEN THE OTHER TERMS WILL KICK IN.

THE TRANSITION WILL BE FOR ALL OF THESE BOARDS, AND I WANTED TO SAY TO YOU THAT THE OLD TOWN DESIGN STANDARDS REVIEW COMMITTEE AND THE ZONING BOARD OF

ADJUSTMENTS HAVE TO GO THROUGH A DIFFERENT PROCESS BECAUSE THEY ARE IN OUR ZONING ORDINANCE.

SO WE'LL HAVE TO DO A PUBLIC HEARING AND GO THROUGH THE PLANNING AND ZONING COMMISSION AND THEN COME BACK TO THE COUNCIL SO THEY'LL LAG A LITTLE BEHIND FROM THE REST OF THESE, BUT IT'S THE EXACT SAME TRANSITION AND THE EXACT SAME CHANGES.

THE ONLY DIFFERENCE IS PROCESS CHANGE BECAUSE THEY ARE ON THE ZONING, AND IF YOU SEE THERE, THIS IS WHAT'S GOING TO HAPPEN WITH THE OTHER ONES.

SO THE ZONING BOARD OF ADJUSTMENTS AND THE OLD TOWN DESIGN STANDARDS REQUIRE A PUBLIC HEARING, WHICH I WILL DO THE FIRST ONE ON JANUARY 17TH WITH THE PLANNING AND ZONING COMMISSION. THEN I'LL COME BEFORE THE COUNCIL TO DO THEIR PUBLIC HEARING HERE WITH THE FIRST READING OF THE ORDINANCE, AND THEN ON FEBRUARY 6TH, IT'LL BE THE FINAL READING OF THIS ORDINANCE THAT WOULD AFFECT THE ZONING BOARD OF ADJUSTMENTS AND THE OLD TOWN DESIGN, AND THEN ALL MEMBERS APPOINTED BY APRIL 1ST BECAUSE WE'RE GOING TO FOLLOW THE COUNCIL POLICY NUMBER 40 AFTER THIS CHANGE.
