REQUEST FROM DEFAULTED AGRICULTURAL TO PLAN DEVELOPMENT DISTRICTS FOR PROPERTIES ADDRESSED AS 9517 CR 1016 FOR THE CHISHOLM SUMMIT MASTER PLAN COMMUNITY.

ALL RIGHT, ALL RIGHT.

GOOD EVENING, CHAIRMAN AND COMMISSIONERS LEYDEN PIERCE, SENIOR PLANNER, CITY OF BURLINGTON.

FOR THE RECORD. SO THIS IS A ZONING CHANGE FOR THE CHISHOLM SUMMIT MASTER PLAN COMMUNITY.

THIS IS A PD PLANNED DEVELOPMENT, PART OF A PREVIOUSLY APPROVED 380 ECONOMIC AGREEMENT, WHICH IN THAT CONTAINED MANY OF THE DEVELOPMENT STANDARDS THAT WILL KIND OF GO OVER TO THIS EVENING.

JUST TO GIVE YOU A BRIEF HISTORY ON THE CHISHOLM SUMMIT PROJECT ON YOUR SCREEN IN 2020, CITY COUNCIL PROVIDED A GUIDELINES FOR PARTICIPATION FOR MASTER PLANNING COMMUNITIES.

IN MAY, THE FINANCIAL ANALYSIS WAS PRESENTED TO THE CITY COUNCIL FOR THE PROJECT WITH AN ESTIMATED VALUE OF 1 BILLION AND NEW VALUE OVER 20 YEARS.

AND THEN IN JUNE OF 2021, THAT'S WHEN THAT 380 WAS APPROVED BY CITY COUNCIL, AS WELL AS A CONTRACT FOR A HOOPER BUSINESS PARK, WHICH YOU SAW THE ZONING FOR THAT LAST MEETING.

SO WE HAVE NOTICED PROPERTY OWNERS AND PUBLISHED IN THE NEWSPAPER IN ACCORDANCE WITH LOCAL GOVERNMENT CODE AND CITY ORDINANCES, WE'VE PLACED A SIGN ON THE PROPERTY AND AT THIS POINT IN TIME STAFF HAS RECEIVED NO INQUIRIES OR COMMENTS OR OPPOSITION REGARDING THIS ZONING CHANGE REQUEST.

SO THIS PDA THAT WAS KIND OF IN YOUR PACKAGE IS PRIMARILY FOR PHASE ONE, HOWEVER, THAT THE MEETING OF THAT DOCUMENT WILL CARRY OVER TO FUTURE PHASES WITH SOME MINOR ADJUSTMENTS.

SO IF YOU'LL SEE HERE KIND OF AREA A WITH THE EXCEPTION OF A HOOPER BUSINESS PARK AND A LITTLE BIT OF SOME OF THE OTHERS IS WHAT THIS ZONING REQUEST WILL COVER TONIGHT.

THIS IS JUST A CLOSE UP VIEW OF THAT INITIAL PHASE, KIND OF SHOWING THE PROPOSED DEVELOPMENT TYPES.

THIS PHASE WILL CONSIST OF APPROXIMATELY 170 ACRES WITH 20 ACRES OF DEDICATED PARKLAND AND TRAILS.

SO FOR THE COMPREHENSIVE PLAN, THIS AREA IS DESIGNATED AS NEIGHBORHOODS AND FOR THE ZONING.

AS YOU'LL SEE ON THE SCREEN, THERE IS ONE PARCEL THAT'S ALREADY AG.

SO THIS ZONE CHANGE WILL ALSO CHANGE THE ZONING OF THAT PROPERTY FROM AG AND THE REST OF THE PROPERTY WOULD BE ZONED AGRICULTURAL UPON APPROVAL OF ANNEXATION.

SO THE NEXT COUPLE OF SLIDES ARE JUST SOME KIND OF BRIEF OVERVIEWS OF THE DOCUMENT.

IT'S PRETTY LENGTHY.

WHAT WE'VE PULLED OUT IS SOME HIGHLIGHTS TO SHOW YOU THINGS THAT ARE PRIMARILY IN ADDITION TO THE 380 STANDARD.

SO THIS IS AREAS THAT ARE HIGHLIGHTING WHERE THE CHISM SUMMIT MASTERPLAN COMMUNITY IS GOING TO DIFFERENTIATE FROM YOUR TYPICAL SUBDIVISION IN THE CITY.

PLEASE NOTE FOR THIS PHASE THAT NO MULTIFAMILY IS BEING PROPOSED FOR THIS PHASE.

THAT'S WHY YOU WON'T FIND ANY STANDARDS FOR MULTIFAMILY IN THE PD.

WE DECIDED TO LEAVE THOSE OUT UNTIL WE ARE ACTUALLY AT A PHASE THAT WILL INCLUDE THAT.

THAT WAY WE CAN GIVE MORE SPECIFIC ATTENTION TO THOSE STANDARDS AT THAT TIME.

SO PARKS AND OPEN PARKS AND OPEN SPACES.

SO THIS KIND OF GIVES YOU AN OVERVIEW, AGAIN, OF THE 170 ACRES, 20 ACRES OF PARKLAND AND TRAILS.

SO IN THIS FIRST PHASE, THERE WILL BE A COMMUNITY PARK THAT WILL BE A MINIMUM OF TEN ACRES, AND IT SHOULD GENERALLY CONFORM TO THE CONCEPT PLANS THAT WERE IN THE 380 AGREEMENT AND ALSO IN THE P.D..

I DON'T HAVE A COMMUNITY BUILDING.

SO WE HAVE PLACED IN THE P.D.

SOME MINIMUM SQUARE FOOTS FOR A LOT OF THESE FEATURES AND AMENITIES.

THIS IS JUST SO IT CAN OBVIOUSLY BE A LOT BIGGER THAN THAT, JUST A MINIMUM.

SO YOU DON'T END UP WITH A TEN SQUARE FOOT SNOW CONE BEING PROPOSED AS A COMMUNITY BUILDING.

NOT THAT WE EXPECTED THAT, BUT SO THOSE TYPE OF STANDARDS ARE IN HERE JUST TO TO FRAME SOME OF THOSE EXPECTATIONS IN.

TO NOTE ALL AMENITIES AND TRAILS FOR EACH PLATTED PHASE WILL BE ACCEPTED BY THE CITY PRIOR TO THE FINAL INSPECTION APPROVAL OF RESIDENCES IN THAT PHASE. SO YOU YOU'LL SEE TRAILS AND PARKS BEING BUILT AND ACCEPTED PRIOR TO RESIDENTS MOVING INTO THESE PLATTED PHASES.

THIS SLIDE, JUST KIND OF A REPRESENTATIVE OF KIND OF THE LANDSCAPE THEME.

SO THE CHISHOLM SUMMIT, IF YOU REMEMBER FROM THE PRESENTATION LAST YEAR, IS A USING KIND OF A WESTERN THEME.

SO THESE ARE THOSE ELEMENTS THAT I WANTED TO KIND OF TOUCH ON.

SO THE 380 IN A LOT OF WAYS DIDN'T ADDRESS LANDSCAPING, SO THE PD DOES.

SO YOU'LL SEE THEY'RE 10% A LOT AREA PER DWELLING WILL BE LANDSCAPED WITH FIVE FIVE GALLON SHRUBS PER DWELLING AND THEN TO CANOPY TREES FIR LOT ONE BEING REQUIRED IN THE FRONT YARD.

CURRENT CITY ORDINANCES REQUIRE 0% LOT AREA LANDSCAPE, NO SHRUBS AND ONE TREE.

SO THIS IS IN ADDITION TO WHAT OUR BASE ZONING HAS OUR TOWNHOME LANDSCAPING WILL.

EACH DWELLING WILL HAVE ONE ORNAMENTAL TREE AND THEN THERE'LL BE ONE CANOPY TREE FOR EVERY COMPLEX.

THAT'S GENERALLY YOUR CLUSTER IS A FOUR OR FIVE UNITS.

IT'LL HAVE A CANOPY TREE IN ADDITION TO THE ORNAMENTAL TREES AND THEN THREE FIVE GALLON SHRUBS PER DWELLING.

WE'VE ALSO INCLUDED SOME GARAGE CRITERIA IN THE PD THAT WASN'T IN THE 380.

SO THIS ESSENTIALLY SAYS THAT IF YOUR FRONT GARAGES EXCEED YOUR 50% OR YOUR FACADE OR THEY CANNOT EXCEED 50%, EXCUSE ME, AND IF THEY EXCEED 40%, THEY'D HAVE TO PROVIDE A DECORATIVE WOOD FOR THE GARAGE AND THEY CAN'T BE THE FORD MOST FEATURE.

SO THIS IS A KIND OF GIVE A MORE QUALITY ESTHETICALLY FROM THE STREET VIEW HOUSES IN THIS AREA.

ONE AREA OF THE THREE IT DIDN'T ADDRESS, BUT IT CALLED OUT SPECIFICALLY FOR US TO INCLUDE IN THE PD WAS ANTI MONOTONY STANDARDS.

SO ESSENTIALLY THESE STANDARDS ARE TO INCREASE YOUR ESTHETICS AND DESIGN AS SEEN FROM THE ROAD.

SO THIS LITTLE CHART, ESSENTIALLY WHAT IT IS THAT NO HOUSE CAN HAVE THE SAME COLOR OR ELEVATION WITHIN FOUR HOUSES ON THE SAME SIDE OF THE STREET.

SO THIS WILL KEEP YOU FROM HAVING EVERY SECOND OR THIRD HOUSE LOOKING JUST LIKE THE SUBJECT HOUSE.

SO AS YOU LOOK AT THIS GRAPH, YOU'LL SEE THE ONES, THE TWOS AND THE THREES AND THE ONLY SUBJECT HOME THAT CAN BE A SIMILAR COLOR AND STYLE IS GOING TO BE FOUR HOUSES ON THE OTHER SIDE OF THE STREET.

AND THEN AS YOU GO FURTHER DOWN THE BLOCK LENGTH, THIS KIND OF INCREASES.

IT GETS A LITTLE COMPLEX, BUT IT'LL KEEP IT FROM HAVING A MONOTONOUS FEEL AS YOU TRAVEL THROUGH THIS SUBDIVISION, IT'LL MAKE IT VERY NOT IDENTICAL AS YOU'RE DRIVING THROUGH.

ONE OTHER THING THAT WE INCLUDED WAS SEQUENCING AND AMENITIES.

SO THIS KIND OF IS JUST A COVER IN THE SECTION OF THE PD FOR A COUPLE SPECIFIC TYPES OF THE DEVELOPMENT.

SO THE THE SINGLE FAMILY ACT OF ADULT COMMUNITY.

SO ESSENTIALLY THIS OUTLINES WHEN A PRIVATE AMENITY WILL BE REQUIRED TO BE COMPLETED AND THEN EVERY 40TH UNIT AFTER THAT WOULD HAVE TO HAVE ACCESSORY UNITS.

AND THIS IS ALL DETAILED IN THE PD, JUST SO THAT THERE'S AN ACTUAL TIMELINE EXPECTATION BETWEEN THE DEVELOPER AND STAFF WHEN THINGS WILL COME THROUGH.

AND THEN EACH PHASE WILL BE SUBMITTED WITH A LOT KIND OF SHOWING THE MIX.

AS YOU SAW IN THE PD, THERE'S A TABLE KIND OF THERE IS THRESHOLDS THAT CAN EXCEED A CERTAIN TYPE OVERALL.

SO EACH STEP IN EACH PHASE WILL BE TRACKING THAT TO ENSURE WE'RE NOT HEAVILY LOADED WITH ONE PRODUCT UP FRONT.

AND THEN WE GET TO THE END AND WE HAVE ISSUES WITH TRYING TO MEET THOSE THRESHOLDS.

THE OTHER ELEMENTS ARE DECORATIVE LIGHTING IS STREET TREES.

SO THIS IS JUST KIND OF, YOU KNOW, CLARIFIES WHAT KIND OF LIGHTING YOU'LL SEE BLACK POWDER COAT ON THESE PEDESTALS.

THERE'LL BE A LIGHT PLAN.

WITH EACH CONSTRUCTION PHASE, THE CITY ENGINEER AND HER TEAM WILL BE LOOKING AT.

AND THEN WE HAVE GENERALLY THE SPACING WOULD NOT EXCEED 200 FEET WITH LIGHTING REQUIRED AT CROSSWALKS AND INTERSECTIONS AND THEN STREET TREES.

SO WE ANTICIPATE THAT IN THE PARKWAY THE DEVELOPER WOULD USE SMALLER TREES.

SO WE'VE INCLUDED THAT THEY WOULD NOT EXCEED 20 FEET ON CENTER AND THEN IN ALL OTHER LOCATIONS, THE EXPECTATION WOULD BE TO USE MEDIUM OR LARGE TREES NOT TO EXCEED 50 FEET ON CENTER.

AND ALSO ALL TREES WILL BE A MINIMUM OF THREE CALIPER INCHES.

SO THAT'S A REAL QUICK KIND OF REVIEW OF THE 30 OR SO PAGES.

BUT THE THINGS THAT WE DIDN'T COVER ARE PRIMARILY ITEMS THAT WERE IN THAT 380 DEVELOPMENT AGREEMENT THAT WERE HAVE BEEN PRESENTED ON MULTIPLE OCCASIONS.

THESE ARE THE HIGHLIGHTS OF THINGS THAT ARE IN ADDITION TO THOSE STANDARDS BASED ON THIS PDD, REALLY FURTHERING THE GOALS AND VISION OF THE COMP PLAN AND BEING A PART OF A PREVIOUSLY DEVELOPED APPROVED DEVELOPMENT AGREEMENT AND THE ZONING PROVIDING A MIX OF DENSITY SIZES AND A HEALTHY VARIETY IN STOCK IN ACCORDANCE WITH THE GOALS AND VISION OF THE COMP PLAN.

STAFF RECOMMENDS APPROVAL OF THE ZONING CHANGE REQUEST.
