WE'RE GOING TO TALK A LITTLE BIT ABOUT HOW WE'RE LOOKING AT DOING CHRISTMAS THIS WINTER.
ALL RIGHT. SO A LITTLE BACKGROUND.
THE CHRISTMAS PARADE IS PRIMARILY RAN BY OUR ROTARY CLUB THIS YEAR.
IT'S SCHEDULED FOR DECEMBER 3RD.
BUT THE ROTARY CLUB HANDLES THE REST OF IT.
THEY DO ALL OF THE STAGING, THEY DO ALL THE REGISTRATION, THEY MANAGE THE ENTIRE EVENT.
WE ARE JUST THERE KIND OF IN THE BACKGROUND.
WE DO REQUIRE A SPECIAL EVENT APPROVAL PROCESS THAT'S REQUIRED FOR THE CHRISTMAS PARADE.
AND THEY ARE SUBMITTED TO THAT REVIEW COMMITTEE.
THAT COMMITTEE IS COMPRISED OF DIFFERENT MEMBERS FROM EACH DEPARTMENT PUBLIC SAFETY, PUBLIC WORKS, FINANCE, EVERYBODY'S PART OF THAT TO MAKE SURE THAT IS WHETHER IT'S AN INTERNAL OR EXTERNAL EVENT.
WE'RE LOOKING AT IT FROM ALL ANGLES.
SO THAT'S SUBMITTED FOR REVIEW BY THE BY THE CITY.
ONCE IT'S REVIEWED AND APPROVED BY THE COMMITTEE, THE CITY DOES ISSUE A SPECIAL EVENT PERMIT.
AND LIKE I SAID, THAT IS COMPRISED OF EVERYBODY FOR THIS EVENT, SPECIFICALLY THE ROTARY CLUB DOES THE CHRISTMAS PARADE AND THE VENDORS, AND WE DO THE REST OF THE EVENT. SO THIS IS THE ROUTE THAT WE'RE LOOKING AT.
IT'S THE SAME ROUTE AS IN YEARS PREVIOUS.
AND NOW WE'RE GOING TO TALK ABOUT A FEW OPTIONS TO ALTER THE EVENT THIS YEAR.
SO THE CITY PART OF THIS EVENT WE HELD IN OLD TOWN.
IT IS OUR TREE LIGHTING AND A FIREWORK SHOW.
WHAT WE'RE PROPOSING THIS AFTERNOON IS TO LOOK AT THE OPTIONS FOR A DRONE LIGHT SHOW, A LASER LIGHT SHOW, OR EVEN POTENTIALLY MOVING THE FIREWORKS TO CHISINAU ON NEW YEAR'S IN LIEU OF HOSTING IT IN DOWNTOWN.
WE HAVE SOME BETTER OPTIONS FOR THIS.
THE REASONS THAT WE'RE DOING THAT IS IT CREATES BETTER EVENT FLOW.
WE'RE LOOKING AT MANAGING OUR FOOTPRINT A LOT BETTER.
FIRE IS HERE, IF YOU'D LIKE TO TALK TO THEM SPECIFICALLY FROM THE PUBLIC SAFETY COMPONENT.
I'M HERE TO TALK FROM THE PARKS AND REC SIDE.
AND THEN TO HOST IT AS A SEPARATE EVENT WOULD ACTUALLY COST US AN ADDITIONAL 22,000.
SO THIS IS THE DRONE SHOW SOME BACKGROUND ON THE DRONE SHOW.
THE SKYELEMENTS IS THE COMPANY THAT WE'RE LOOKING AT.
THEY HAVE ALL THE PROPER DOCUMENTATION AND THEY ARE AUTHORIZED TO WORK IN OUR AIRSPACE.
THEY WOULD GET THE NOTAM FROM THE FAA.
THEY WOULD HANDLE ALL OF THAT.
THE CITIZENS WILL BE ABLE TO SEE THE DISPLAY FROM EITHER SIDE OF THE LOCATION, BUT IT IS A 180 VIEW, SO YOU WOULD NOT SEE 360, AND IF YOU WEREN'T IN THIS SPECIFIC VICINITY, YOU WOULD NOT SEE THE SHOW.
AND I'M GOING TO SHOW YOU JUST A SHORT CLIP OF AN EXAMPLE OF WHAT THIS WOULD LOOK LIKE.
SO THIS IS THE AMOUNT OF DRONES WE ARE PROPOSING IN.
WE'LL HAVE MUSIC THAT'S CHOREOGRAPHED TO THIS.

BUT IT DOES STILL PROVIDE KIND OF THE SAME EFFECT, THE SAME NOSTALGIA AND THE SAME OPPORTUNITY WITHOUT THE CONCERNS OF DEBRIS OR SAFETY FOR OUR COMMUNITY WHEN THEY'RE IN THIS FOOTPRINT. WHAT COULD CANCEL THE SHOW? WHAT KIND OF WEATHER? I'LL LET THEM ANSWER THAT.
I'M TALKING ABOUT FOR THE DRONES.
DRONES THERE'S NOT THAT IT WOULD BE A LOT OF RAIN WIND.
IT'S MORE RAIN BECAUSE YOU WOULDN'T SEE IT.
THE VISIBILITY WOULD BE GONE, BUT IT'S NOT GOING TO BE CANCELED.

IT'S NOT GOING TO HAVE THE IMPACT FOR OUR COMMUNITY.

I LOOKED AT YOUR NUMBERS THAT YOU WERE PUTTING UP THERE, AND I THINK I THINK SOME OF THOSE NUMBERS ARE GOING TO BE OFF A LITTLE BIT BECAUSE I THINK THE FIREWORK SHOW IS GOING TO COST US MORE MONEY AND CLEAN UP.

SO IT WAS REALLY ABOUT HALF OF THE PLAZA WOULD BE ABLE TO SEE A LASER SHOW.
I THINK IT'S FUN AND AND SEEMED VERY SPIRITED.
AND AS COUNCILMEMBER STANFORD MENTIONED, THEY DON'T WANT ANY ADDITIONAL WORK.
AND THIS MAY BE A WAY TO MOVE AND STILL DO SOMETHING FUN FOR THE HOLIDAYS.
FIRE DEPARTMENT AGREEING THAT WE DON'T NEED TO DO THE FIREWORKS.
YES, IT WAS THE FIRE DEPARTMENT'S PUBLIC SAFETY'S RECOMMENDATION THAT WE FIND AN ALTERNATIVE.
AND I AGREE WITH THE DRONE SHOW.
WHAT'S THE FOOTPRINT OF THE DRONE SHOW? YOU KNOW, WE HAVE PEOPLE TO GO ALL THE WAY OVER TO THE GOLF COURSE AND WATCH A FIREWORK SHOW.
IS THAT STILL GOING TO BE? YOU WILL NOT SEE IT FROM THAT FAR AWAY.
NO, IT WILL BE PROBABLY IN THE FOUR SQUARE BLOCKS OF OLD TOWN.
DO YOU REALIZE HOW MANY PEOPLE ARE WATCHING FROM CHISHOLM PARK AND EVERY PLACE ELSE? SO WE'RE GOING TO LOSE THAT AUDIENCE, RIGHT? WE'RE GOING TO BROADCAST IT SO WE CAN DO IT VIRTUALLY.
BUT YES, YOU'RE NOT GOING TO BE ABLE TO BE ACROSS TOWN AND STILL SEE IT.
SO YOU DO PRETTY MUCH HAVE TO BE IN THAT FOOTPRINT OF OLD TOWN TO SEE THE LOW AERIAL FIREWORKS SHOW.
AND FIRE MARSHAL SINGLETON'S BEEN A PART OF THAT, SETTING THAT UP FOR YEARS.
SO I THINK HE MIGHT BE ABLE TO.
SO MAYOR AND COUNCIL. THE REASON WE ARE RECOMMENDING ARE WE'RE GOING WE WANT TO GO WITH THE DRONES IS BECAUSE OUR SAFETY ZONE IS RIGHT UP AGAINST WHERE THE PEOPLE ARE AND WE DON'T HAVE ANY CUSHION.
WE'VE HAD A FEW INCIDENTS WHERE THE FIREWORKS HAVE FALLEN OVER.
THEY'VE ONE OF THEM SHOT IN A BABY CARRIAGE.
I THINK CHIEF DAVIS IS DAUGHTER GOT HIT WITH SOME DEBRIS.
SO IT'S OUR RECOMMENDATION AND WE HIGHLY RECOMMEND THAT THE FIREWORKS, IF WE'RE GOING TO HAVE THEM, THEY MOVE TO THE BALL FIELDS AND WE DON'T HAVE THEM IN OLD TOWN.
I'M TRYING TO FIGURE OUT WHAT'S GOING TO BE, WE'RE NOT I DON'T WANT TO LOSE ANY OF OUR POPULATION NOT BEING ABLE TO SEE THIS UNLESS THEY'RE DOWNTOWN AND WE'VE GOT A PARKING PROBLEM IN DOWNTOWN.
I WANT TO SUPPORT YOUR DECISION, BUT HOW DO WE MOVE FORWARD WITH SOMETHING JUST AS EXCITING? SO WE MET WITH THE FIREWORKS, JESSICA MARTINEZ AND MYSELF AND A FEW OTHERS AND THE FOOTPRINT FOR THE FIREWORKS SHOW, BECAUSE WE DISCUSSED IT LAST YEAR, EVEN MAYBE SHOOTING IT OFF OF THE ROOF OF CITY HALL AND MOVING IT AROUND A LITTLE BIT.
AND THE AREA IS STILL GOING TO BE CONTAINED TO DOWNTOWN.
SO IT'S THE ONES AT CHISHOLM HALL THAT JULY THE FOURTH THAT WE CAN SEE FROM, LIKE THE GOLF COURSE AND OTHER PLACES IN THAT AREA.
WHERE WILL THEY STAGE FOR THE DRONE SHOW? I THINK THEY'RE STILL DEFINING THAT.
I'LL BRING THAT FORWARD IN THE FUTURE.
BUT THEY WERE EXPLORING A FEW DIFFERENT OPTIONS TO MAKE SURE THEY HAD THE FOOTPRINT THEY NEEDED FOR THEM CERTAIN OUTSIDE OF NOT HAVING THE FIREWORKS, BECAUSE THIS IS NOT THE TIME TO DO THAT.

SO MASTER PLANNING, THIS IS SOMETHING I'VE TALKED ABOUT IN THE PAST.
WHY DO WE DO MASTER PLANS AND HOW DO THE MASTER PLANS COME TO BE? SO BACK IN 2010, THE COUNCIL PASSED THE COMPREHENSIVE PLAN, WHICH IS THE IMAGINE BURLESON 2030 AND BACK IN 2020. A MIDPOINT UPDATE WAS DONE TO THE PLAN AND THE COMPREHENSIVE PLAN IS USED FOR US TO MAKE DECISIONS ABOUT GROWTH AND DEVELOPMENT WITHIN THE CITY.
AND SO THE COMPREHENSIVE PLAN IS KIND OF THE UMBRELLA, RIGHT? IT'S THE HIGH LEVEL OVERVIEW.
AND THEN UNDERNEATH THAT UMBRELLA IS A LIST OF DIFFERENT MASTER PLANS.
IN THE PAST, WE BROUGHT TOGETHER, BROUGHT YOU FOR THE WATER AND WASTEWATER MASTER PLANS.

THE EXISTING SYSTEM ANALYSIS, OF COURSE, WAS INCLUDED.
WHAT WE DID ADD WAS THE SIDEWALK PLAN.
WE DO NOT REALLY HAVE A PROGRAM FOR THE SIDEWALK PLAN.
IT WAS IT'S REALLY BASED ON WHO CALLS IN WITH CONCERNS AND WHAT FUNDING IS OUT THERE.
WE DO HAVE A BIKE AND TRAIL PLAN.
IT WAS REALLY ONLY CONFINED TO THE CITY LIMITS.
AND THEN, OF COURSE, THE IMPACT, THE ANALYSIS THAT GOES ALONG WITH IT.
IT DOES USE THE LAND USE ASSUMPTIONS TO AID IN THAT.
AND THEN IT DOES IT IS REQUIRED TO BE UPDATED BASED ON THE LAND USE PLAN AND ANY CHANGES EVERY FIVE YEARS, THE SIDEWALK BICYCLE TRAIL PLAN. THERE IS NO REGULATORY TIME TO REVIEW OR UPDATE IT, BUT SINCE IT IS A PART OF THE MOBILITY PLAN, WE WILL GO AHEAD AND LOOK AT IT EVERY FIVE YEARS. AND THEN OF COURSE, THE ROADWAY IMPACT FEE STUDY ALSO IS REQUIRED TO BE REVIEWED AND UPDATED EVERY FIVE YEARS.
BUT 2015 IS THE LAST UPDATE THAT WE HAD TO THE MASTER PLAN.

WE WENT THROUGH AND WE LOOKED AT THE PARCEL LEVEL AND WE ASSIGN THE CURRENT LAND USE AND THE FUTURE LAND USE TO IT TO TRY TO GET A LITTLE BIT BETTER POPULATION DATA. AND SO AS IT SAYS UP THERE AND WE STATED BACK WITH THE WATER WASTEWATER, WE CAME WITHIN TEN, 10% OF THE CENSUS.SO I THINK WE DID PRETTY GOOD THERE.
AND OF COURSE, WE DID CONSIDER COX POPULATION PROJECTIONS AS WELL.
SO I'LL TALK A LITTLE BIT ABOUT PUBLIC OUTREACH.
YOU KNOW, AS I SAID, WE HAD THE SURVEY OUT THERE, INTERACTIVE MAP FROM JANUARY TO MARCH.
IT WAS PROMOTED ON THE CITY'S FACEBOOK PAGE, THE Q-CODES, AND THAT NETTED US 280 RESPONSES FROM THE 17 QUESTIONS AND A TOTAL OF 116 COMMENTS. AND THIS IS JUST A SNAPSHOT OF WHAT'S GOING TO BE INCLUDED IN THE PLAN.
70% OF THE PEOPLE WORKS FULL TIME.
WE WANTED TO KNOW WHERE DO THEY TRAVEL? DO THEY BIKE? WHAT DO THEY DO? THE SUMMARY OF THE COMMENTS.
SO YOU CAN SEE THE MAPS THERE.
THAT'S FROM THE INTERACTIVE MAP AND WHAT THE COMMENT WAS RELATED TO.
AND THE HEAT MAP JUST SHOWS THE VICINITY OF WHERE MOST OF THE COMMENTS CAME FROM.
AND SO TO JUST SUMMARIZE THEM, OF COURSE, WE HAD COMMENTS ON THE CONGESTION.
THEY CENTERED THE MAJORITY OF THEM AROUND 174 ON THE INTERSECTIONS, WHICH IS NOT SURPRISING.
THERE WAS A REQUEST FOR WILTSHIRE TO BE EXPANDED AND IF YOU REMEMBER, WE DO HAVE A PROJECT TODAY FROM ELK DOWN TO HELEN TO WIDEN THAT TO THREE LANES, AND THEN INCLUDED IN THE BOND IS THE DESIGN TO THE REST OF THE CITY LIMITS.
NEW BICYCLE ROUTES ARE REQUESTED.
AND THEN, OF COURSE, THE ADDITIONAL COMMENTS, JUST ADDITIONAL PARKING FOR TRAIL ACCESS.
THERE WERE SOME FLOODING CONCERNS, PARK PRESERVATION AND LIGHTING.
SO I'LL GET A LITTLE BIT INTO THE MTP.
SO AS I SAID, WE EVALUATED THE EXISTING 2015.
WE HAD A LOT OF ROADS ON THE 2015.
A LOT OF THEM WERE OUT ON THE ETJ.
SO OUR NEW PLAN IS THE BEAR, WHAT WE NEED TO MAKE THE MOBILITY WORK AT ULTIMATE BUILDOUT.
WE ALSO EVALUATED THE CURRENT CLASSIFICATIONS VERSUS THE PROJECTED VOLUMES.
WHAT I FOUND WHEN I WAS LOOKING AT IT IS THE VOLUMES IN THE MODEL.
THERE WAS A DISCONNECT WITH THE CLASSIFICATIONS.
SO WHAT WE'RE TRYING TO DO IS LOOK AT IT AND GET YOUR CLASSIFICATION.
SO THAT'S SOMETHING THAT WE TOOK A LOOK AT AND WE CHANGED OUR APPROACH.
SO I'M JUST GOING TO HIGHLIGHT A COUPLE OF THE CHANGES IN THERE.
ONE OF THOSE IS WICKER HILL, IF YOU'RE FAMILIAR.

THIS DOES GO OVER THE RAILROAD.
WE HAVE AN AT GRADE CROSSING FOR LAKEWOOD.
AND THEN WE'RE EITHER GOING TO HAVE ANOTHER AT GRADE OR MAYBE A FLYOVER AT CULLEN.
AND WHEN WE TOOK THAT ROAD OFF OF THE MTP, THE NET, OUR MOBILITY AND OUR CIRCULATION THROUGH THE AREA WAS AT AN ACCEPTABLE LEVEL IN THE AREA OF CHISHOLM SUMMIT.
WHAT WE LOOKED AT BECAUSE WE HAVE LAKEWOOD THAT IS GOING TO BE CONSTRUCTED AS A FOUR LANE DIVIDED FUTURE, AYLESBURY, A FOUR LANE DIVIDED, AND THEN COUNTY ROAD 1016 OF FOUR LANE DIVIDED. WE HAD TO HAVE THIS OTHER ROADWAY THROUGH THE CHISHOLM SUMMIT AREA AND IN ORDER TO AVOID CONSTRUCTING LAKEWOOD AND ALSBURY IS A SIX LANE DIVIDED.

SO WE ASKED THE CONSULTANT TO TAKE A LOOK AT SWINGING IT OVER TO 731 AND WOULD THAT WORK? AND IT DOES. AND THEN YOU'RE CONNECTING TO MAJOR ARTERIALS INSTEAD OF A COLLECTOR IN AN ARTERIAL.
