I AM PLEASED TO PRESENT THE EMPLOYEE OF THE SECOND QUARTER, TIFFANY LYNCH. TIFFANY HAS BEEN WITH THE CITY FOR APPROXIMATELY TWO YEARS AND A MONTH, STARTING IN JUNE OF 2020 AS A PUBLIC SAFETY COMMUNICATION SPECIALIST. SHE HOLDS A TELECOMMUNICATOR LICENSE THROUGH THE TEXAS COMMISSION OF LAW ENFORCEMENT. TIFFANY WAS NOMINATED BY THREE OF HER COWORKERS FOR GOING ABOVE AND BEYOND TO HELP HER COWORKERS DURING THE LARGE STAFFING SHORTAGE. AS YOU KNOW, WE WERE A LITTLE UNDERSTAFFED FOR MOST OF THE LAST YEAR IN DISPATCH, AND MANY OF THESE INDIVIDUALS WERE WORKING DOUBLE SHIFTS, COMING BACK IN FOR OVERTIME, WEEKENDS ON THEIR DAYS OFF. AND TIFFANY WILLINGLY VOLUNTEERED TO TAKE ON A LARGE AMOUNT OF THE OVERTIME SHIFTS, INCLUDING ON WHAT WOULD HAVE BEEN HER DAYS OFF AND DID SO WITH A POSITIVE CAN DO ATTITUDE. AS THE STAFFING SHORTAGE HAS EASED. TIFFANY HAS EMBRACED A NEW ROLL OF HELPING WITH TRAINING AND WELCOMING NEW EMPLOYEES TO THE DEPARTMENT. AS A TRAINER, SHE IS THOUGHTFUL AND THOROUGH, EXPLAINING EACH ACTION SHE HAS PERFORMED IN GREAT DETAIL TO HER TRAINEE. ONE NOMINATOR STATED THAT SHE NEVER MAKES EXCUSES, LEARNS FROM HER MISTAKES AND CONTINUES TO GROW EACH DAY. SHE REPRESENTS THE BEST IN WHAT EACH OF US TRIES TO BE IN OUR DEPARTMENT. A PUBLIC SERVANT WHO TAKES HER PROFESSION SERIOUSLY AND SERVES THE CITY OF BURLESON WELL. YES, I WOULD LIKE TO SHARE AN EMAIL THAT WAS FORWARDED TO US FROM OUR CITY MANAGER REGARDING OUR FANTASTIC POLICE AND FIRE DEPARTMENT. HONESTLY, THIS IS REALLY QUITE TOUCHING. ON JULY 3RD, MY HUSBAND HAD A MASSIVE HEART ATTACK. I CALLED 911 FOR ASSISTANCE. THE 911 OPERATOR WAS AMAZING. HER VERY CALM VOICE INSTRUCTED ME HOW TO DO CPR, WHICH I DID UNTIL HELP ARRIVED. THEY ARRIVED IN 6 MINUTES. WHAT A FANTASTIC RESPONSE TIME. THEN THE TEAM TOOK OVER, DID THEIR MAGIC, AND ABOUT AN HOUR LATER, BOB WAS AT THE HOSPITAL. I WANT TO COMMEND THE BURLESON POLICE AND FIRE DEPARTMENT. THE PARAMEDICS AND FIREMEN SAVED BOB'S LIFE WITH THEIR SKILL AND EXPERTISE. THEY ARE FANTASTIC. THE POLICE DEPARTMENT PROVIDED SUPPORT FOR ME, SO I DIDN'T BECOME HYSTERICAL AND REMAINED RELATIVELY CALM. THEY DROVE ME TO THE HOSPITAL AND CHECKED ME IN AT THE E.R.. THEIR ASSISTANCE WAS JUST WHAT I NEEDED. I WANT TO ESPECIALLY COMMEND OFFICER SUZANNE [INAUDIBLE]. SORRY IF I GOT THAT WRONG. SHE WAS MY ROCK. SHE TALKED IN A CALM AND PROFESSIONAL MANNER WITH ME AND PROVIDED MUCH NEEDED SUPPORT. SHE ENCOURAGED ME TO CONTACT FAMILY. MY THOUGHT PROCESS WAS MUDDLED AT THE TIME AND SHE DID THE THINKING FOR ME. I'M VERY GRATEFUL TO HER FOR THE SUPPORT SHE PROVIDED. I DISCOVERED ON THE RIDE TO THE HOSPITAL THAT SHE HAD ONLY BEEN ON THE JOB TWO WEEKS, TWO WEEKS, AND SHE IS ALREADY A SKILLED POLICEWOMAN. THIS OFFICER IS EXCEPTIONAL. THE OTHER TWO POLICE OFFICERS WERE JONATHAN GOMES AND EDWARD RUCKER'S. MY INTERACTIONS WITH THEM WERE LIMITED, BUT I AM CERTAIN THEY WERE DOING AN EXCELLENT JOB. THE PARAMEDICS, FIREMEN WHO RESPONDED WERE SHANE MOBLEY, LIEUTENANT JOHN HELMICK, CLINT ELLSWORTH, CADE WATSON, CADE BENNETT AND NATE BAFFERT. THESE PEOPLE SAVED BOB'S LIFE. THEY IMMEDIATELY TOOK OVER CPR AND ASSESSED BOB'S CONDITION. HE WAS IN V FIB AND THEY HAD TO SHOCK HIM FIVE TIMES TO GET HIS HEART IN RHYTHM. THEY WORKED ON HIM UNTIL HE WAS STABLE ENOUGH FOR TRANSPORT. THEY HAVE EXCEPTIONAL SKILL AND EXPERTISE. THE FIRE AND POLICE DEPARTMENTS NEED TO BE COMMENDED FOR THEIR SERVICE. TO ME AND MY HUSBAND, I JUST WANTED YOU TO BE AWARE OF HOW GRATEFUL I AM TO THE CITY OF BURLESON FOR THEIR SERVICES THAT SAVED BOB'S LIFE. THANK YOU SO MUCH. INSTEAD, I ASKED THE CHIEF DURING HIS POST AGENDA ITEM ON THE SRO PROGRAM, BUT HIS OPINION IN REGARDS TO BISD HANDLING SECURITY IN HOUSE AS OUR CHIEF, I RESPECT HIS OPINION. IT'S HIS DEPARTMENT, AND I RESPECT HIS OPINION ON THAT WITH THE POTENTIAL SAVINGS BEING UTILIZED TO PROVIDE AN ARMED PRESENCE AT ALL SCHOOLS. NOW, WHY WOULD I ASK THIS? THE PROPOSAL WAS FOR THREE ADDITIONAL SROS TO PROVIDE AN ARMED PRESENCE AS SECONDARY SCHOOLS ONLY. THERE'S NO ARMED PRESENCE AT THE ELEMENTARY SCHOOL LEVEL, EVEN THOUGH ELEMENTARY SCHOOLS HAVE A STATISTICALLY HIGHER INCIDENCE OF GUN VIOLENCE AND DO EITHER MIDDLE OR HIGH SCHOOLS, MEANING THAT TEN OF OUR MOST VULNERABLE SCHOOLS ARE LEFT UNPROTECTED. THE SANDY HOOK SHOOTING. SHOOTER WAS ABLE TO KILL 26 PEOPLE, 20 OF THOSE SIX AND SEVEN YEAR OLDS AND HIMSELF IN 4 MINUTES FROM THE TIME THE 911 CALL WAS PLACED AND OFFICERS ARRIVED ON THE SCENE. IN UVALDE, SHOOTER JUMPED THE FENCE AND ENTERED THROUGH A MALFUNCTIONING DOOR. THE DOOR WAS ORIGINALLY PROPPED OPEN. SHE LATER CLOSED IT WHEN SHE SAW THE SHOOTER COMING UP, BUT THE DOOR WAS MALFUNCTIONING. UNFORTUNATELY, HE MADE IT INSIDE AND HE WAS ABLE TO FIRE OVER 100 ROUNDS INTO TWO CLASSROOMS. IN THE FIRST TWO AND A HALF MINUTES, HE WAS INSIDE THE SCHOOL. THE TEXAS HOUSE COMMITTEE REPORTED THAT THE ATTACKER FIRED MOST OF HIS SHOTS AND MURDERED MOST OF HIS INNOCENT VICTIMS BEFORE ANY RESPONDER EVEN SET FOOT INSIDE THE BUILDING. THE POLICE RESPONSE TIME ON THAT WAS 7 MINUTES FROM THE TIME THE FIRST 911 CALL WAS MADE UNTIL THEY MADE IT INSIDE. 21 INNOCENT VICTIMS LOST THEIR LIVES THAT DAY. OUR ONLY HOPE TO SAVE LIVES AND PREVENT ONE THESE INCIDENCES FROM OCCURRING HERE IS TO HAVE AN ARMED PRESENCE ON CAMPUS. I DON'T HAVE THE ANSWERS OF HOW TO MAKE THAT HAPPEN. THAT'S THE REASON I'M ASKING FOR DISCUSSIONS. THERE IS SIMPLY NOT ENOUGH TIME TO RESPOND TO PREVENT THE LOSS OF LIFE AFTER THE SHOOTING HAS STARTED AND THE PROBABILITY THE CITY COULD RECRUIT, FUND AND TRAIN THE ADDITIONAL OFFICERS AS MUCH AS 13 PLUS SUPERVISORS NEED TO SAFEGUARD ELEMENTARY SCHOOL IS HIGHLY UNLIKELY, IF NOT IMPOSSIBLE. AS THE CHIEF MENTIONED, IT'S VERY DIFFICULT TO FIND OFFICERS AND IT TAKES TIME TO TRAIN THEM UP TO A YEAR PER OFFICER. AND THAT'S WE'RE BATTLING OTHER AGENCIES WHEN WE'RE RECRUITING FOR PEOPLE. SO THAT'S VERY HARD TO DO. IN FACT, WE'VE HAD TROUBLE EVEN STAFFING OUR OUR POWER SHIFT THAT WAS APPROVED TWO YEARS AGO. NOW, AGAIN, I APPRECIATE THE CITIZEN INVOLVEMENT. I TRULY DO. WE MUST COME TOGETHER AS A COMMUNITY, CITIZENS, CITY STAFF AND COUNCIL AND THE SCHOOL BOARD TO HAVE MEANINGFUL DISCUSSIONS FOCUSED ON SOLUTIONS THAT BEST PROTECT OUR MOST VULNERABLE, WHETHER IT BE SROS, SCHOOL DISTRICT POLICE, SCHOOL MARSHALS, OR SOME COMBINATION THEREOF. WE DO NOT NEED A SANDY HOOK OR VIVALDI HERE, AND I STRONGLY ENCOURAGE THOSE INDIVIDUALS SPREADING MISINFORMATION AND PROPAGANDA TO PLEASE NOT USE THE LIVES OF OUR CHILDREN AND TEACHERS FOR YOUR OWN POLITICAL AGENDAS. THE AGENDAS OF OUR STATE LEADERS, OF OUR STATEWIDE OFFICIALS GREATLY AFFECT, OBVIOUSLY, THE INTERACTIONS THAT THIS CITY AND THE OVERALL STATE PUBLIC POLICY HAS. AND THEY HAVE BEEN THE SAME LEADERS FOR A LONG TIME, WITH THE EXCEPTION THERE OF HOUSE SPEAKER DADE PHELAN FROM BEAUMONT AREA IS THE NEWEST OF THESE MEMBERS. YOU CAN SEE THE THE PARTISAN SPLITS WITH REGARDS TO THE CURRENT MAKEUP OF THE LEGISLATURE. OF COURSE, THAT'S SUBJECT TO CHANGE COME NOVEMBER. THERE ARE A FEW KEY RACES, PARTICULARLY IN THE HOUSE AND SO FORTH, BUT RELATIVELY SAME WHEN WE LOOK TO YOUR DELEGATION, YOUR CURRENT DELEGATION, YOU HAVE RETIRING SENATOR BEVERLY POWELL FROM SENATE DISTRICT TEN. IT'S IN ITS CURRENT CONFIGURATION. AND WE, OF COURSE, HAVE HAD A REDISTRICTING YEAR. SO THE MAPS HAVE CHANGED SINCE THE LAST GO ROUND. SENATOR POWELL CHOSE NOT TO RUN AFTER CHALLENGING THE MAKEUP OF HER MAP AND SENATE DISTRICT TEN. IT'S A LONG HISTORY IN THE STATE LEGISLATURE. PRIOR TO THAT, HE WAS A FORT WORTH POLICE OFFICER, WORKED WITH MAYOR BOLIN BACK IN MANY YEARS BACK, BUT CURRENTLY SERVES ON THE HIGHER EDUCATION IN THE HOUSE STATE AFFAIRS COMMITTEE, WHICH IS A VERY INFLUENTIAL COMMITTEE IN THE HOUSE WILL BE LIKELY MOVING TO THE SENATE, I SUSPECT WILL BE A VERY ACTIVE MEMBER AND PROBABLY VERY QUICKLY INVOLVED DUE TO HIS SENIORITY. IT'S NOT KIND OF LIKE A NORMAL FRESHMAN STEPPING IN. THE HAS TO LEARN THE LEGISLATIVE ROPES, IF YOU WILL. KIND OF ALREADY IS THERE? SO AGAIN, THERE IS AN ELECTION TO BE HELD AND. BUT IF YOU WERE TO TO LOOK AT IT JUST UPON MAKE UP A VERY STRONG LIKELIHOOD THAT REPRESENTATIVE KING WILL BECOME SENATOR KING BEFORE NEXT SESSION. WHEN WE LOOK TO WHY CITIES ARE INVOLVED, WHY WHY DO YOU ALL TRACK THIS? WHY DO YOU CARE TO BE INVOLVED AND TAKE AN OPINION ON THESE THINGS? THIS IS A HISTORICAL SNAPSHOT, AND WE CANDIDLY COULD CARRY THIS BACK FOR MANY MORE YEARS IF WE WANTED TO. IT ILLUSTRATES THAT THAT ROUGHLY NOW ABOUT A THIRD OF ALL BILLS FILED BY THE TEXAS LEGISLATURE DIRECTLY AFFECT MUNICIPAL GOVERNANCE OR MUNICIPAL OPERATIONS IN SOME MANNER. AND WHEN YOU LOOK AT THAT FROM A PERSPECTIVE, AS THIS CHART WILL SHOW YOU THERE AT THE BOTTOM, WE'RE OVER 2200 BILLS WERE INTRODUCED THAT DIRECTLY AFFECT CITIES. YOU GET A SENSE OF THAT. THERE IS NOT A PUBLIC OR PRIVATE ENTITY THAT COMES CLOSE TO THAT NUMBER. THERE'S NOT A CLOSE SECOND TO THE TO SOMEONE THAT IS MORE IMPACTED BY THE LEGISLATIVE PROCESS THAN CITIES. AND WHEN YOU BREAK THAT DOWN, IT'S VERY EASY TO SEE WHY, BECAUSE CITIES, AS YOU ALL WELL KNOW AND THE STAFF KNOWS, ARE THE SERVICE PROVIDERS. AND ALL OF THOSE SERVICES AND ALL OF THOSE DUTIES COME WITH A STATE STATUTE THAT YOUR CITY ATTORNEY WAS REFERENCING A FEW OF THOSE OF A MOMENT AGO, THAT EITHER GIVE YOU THE TOOLS THAT YOU'RE LOOKING FOR TO ADDRESS YOUR UNIQUE CITIZENS AND BUSINESSES CONCERNS, OR THEY MIGHT SOMETIMES VERY WELL SERVE AS AN IMPEDIMENT TO WHAT YOU'RE TRYING TO ACHIEVE. HOPEFULLY THEY THEY EMPOWER AND IS GENERALLY WHAT OUR GOAL IS AN EXTENSION OF YOUR CITY STAFF IS, WHICH IS TO GIVE YOU ALL LOCAL DECISION MAKING TO ADDRESS THOSE THOSE ISSUES WITHIN THE CONFINES OF THE STATE LAW. AND THAT'S BECOME A VERY BIG TOPIC OF DISCUSSION FOR THE LAST SIX YEARS, THREE OR FOUR SESSIONS IN PARTICULAR, OF WHERE THAT DECISION MAKING OUGHT TO RESIDE. AND THE TERMS PREEMPTION AND KIND OF IN THE NAME OF UNIFORMITY HAS VERY MUCH BEEN SOMETHING [01:00:07] THAT THAT HAS BEEN DEBATED AT TIMES, VERY CONTENTIOUSLY, I WOULD SAY. BUT THE GOOD NEWS THAT I THINK I WOULD BRING TONIGHT IS THAT I THINK THERE IS THROUGH THE COURSE OF THIS PANDEMIC, THROUGH SOME OF THE DIFFICULTIES THAT WE'VE SEEN OVER THE LAST COUPLE OF YEARS IN MANAGING AND GOVERNING OUR STATE. I THINK THAT SPIRIT OF PARTNERSHIP, I THINK THERE IS A RENEWED IN AUSTIN LOOK TO TRY TO IDENTIFY HOW WE CAN PARTNER BECAUSE THERE'S A RECOGNITION THAT THAT BETTER SERVES THE CITIZENS AND IT BETTER EMPOWERS LOCAL GOVERNMENTS TO KIND OF HELP MANAGE THESE THESE ISSUES, WHETHER IT'S THINGS FROM GROWTH, WHETHER IT'S PUBLIC SAFETY, WHETHER IT'S YOUR PROPERTY TAX SYSTEM, ALL OF THOSE THINGS, OF COURSE, MAKE UP DISCUSSION THAT ARE CONTAINED WITHIN THOSE 2200 BILLS THAT WE'RE REFERENCING THERE. LOOKING AT OUR CALENDAR, WE LIKE TO SAY SESSION DOESN'T START NEXT JANUARY. IT REALLY STARTS NOVEMBER 14TH, WHICH IS LESS THAN FOUR MONTHS AWAY BECAUSE THAT'S WHEN BILLS WITH NUMBERS THAT CAN BECOME LAWS THAT WE ALL HAVE TO FIGURE OUT WHAT THEY MEAN AND LIVE UNDER, IT CAN START BEING FILED AND THEY WILL THERE WILL BE HUNDREDS OF THEM FILED ON THAT FIRST DAY AND SOME THAT WILL MOST DEFINITELY AFFECT CITIES CONVENES THE 88TH TEXAS LEGISLATURE, CONVENES SHORT OF A SPECIAL SESSION, WHICH WOULD STILL BE IN THE 87TH LEGISLATURE AND THOSE MEMBERS, IF IT WERE TO BE CALLED BY THE GOVERNOR ON JANUARY 10TH. WE HAVE BILL FILING ON MARCH THE 10TH. THAT'S THE DEADLINE FOR ALL BILLS TO BE CONSIDERED. AND UNLESS YOU GET SPECIAL PERMISSION, HOUSE COMMITTEES STOP IN EARLY MAY WITH DEADLINES, SENATE MID-MAY AND THEN THE MY FAVORITE DAY SINE DIE, WHICH IS THE LAST DAY OF THE SESSION. AND THEN WE HAVE 18 DAYS FOR THE GOVERNOR. THAT IS YOUR YOUR LEGISLATIVE CALENDAR. AND A SNAPSHOT COUPLE OF NOTES THERE JUST AS WE TALK ABOUT IT AND THE REALLY THE FIRST 60 DAYS OF THAT DUE TO OUR STATE CONSTITUTION, YOU CAN'T CONSIDER BILLS. SO THERE'S A LOT OF DISCUSSION AND ORGANIZING, BUT BUT NO CONSIDERATION OF BILL. SO EVERYTHING REALLY GETS COMPRESSED FROM MID-MAY. I MEAN, MID-MARCH THROUGH THROUGH THE MIDDLE TO END OF MAY, WHICH IS WHY SESSIONS OFTEN BECOME PRETTY HECTIC TO TRY TO KEEP UP WITH DURING THAT TIME PERIOD. INTERIM LEGISLATIVE ACTIVITIES. YOU KNOW, LAST LEGISLATIVE INTERIM WAS HOPEFULLY ONE THAT WE NEVER EXPERIENCE OR SEE AGAIN. I'VE. BEEN DOING THIS FOR ALMOST 30 YEARS NOW, AND IT CERTAINLY WAS NOT SOMETHING THAT WE HAVE EVER ENCOUNTERED. THERE WERE NO LEGISLATIVE HEARINGS. IT WAS REALLY A PROCESS OF MANAGING THE THE FEDERAL ACTIVITIES AND FUNDS THAT CITIES AND COUNTIES WERE DIPPING INTO WITH REGARDS TO THE PANDEMIC RESPONSE. BUT THERE WASN'T A WHOLE LOT OF THE NORMAL ACTIVITIES LIKE WHAT WE'RE SEEING NOW, WHERE YOU HAVE INTERIM CHARGES ON TOPICS AND THE STAKEHOLDERS AROUND THOSE TOPICS HAVE HEARINGS, HAVE INTERIM ACTIVITIES. THE MEMBERS THEMSELVES PREPARE FOR THAT. I WILL SAY THAT THE LACK OF THAT HAD A GREATER IMPACT THAN WHAT WE WOULD HAVE ANTICIPATED HAD YOU ASKED ME BEFORE THE SESSION. AND THAT'S PRIMARILY, I THINK, DUE TO WHAT WHAT I JUST MENTIONED, THE STAKEHOLDERS AROUND THESE ISSUES, WHETHER THAT'S YOUR BUILDERS ASSOCIATION OR THE ENGINEERS OR THE TELECOM COMPANIES, YOU NAME THE GROUP THAT WE WOULD INTERACT WITH ON THESE BILLS DIDN'T HAVE THAT NORMAL INTERACTION AND IT WASN'T FACILITATED THROUGH THIS PROCESS. SO THERE WAS A BIT OF A WE WERE BEHIND ON THOSE DISCUSSIONS WHEN THE BILLS GOT FILED. EVERYTHING WAS WAS KIND OF A A MATTER OF FIRST IMPRESSION. AND SO CANDIDLY, A LOT OF THINGS THAT THAT WE BELIEVE COULD HAVE BEEN DETRIMENTAL TO LOCAL GOVERNMENTS ADVANCED A LITTLE FURTHER THAN WE WOULD HAVE HOPED FOR A WHILE. LUCKILY, MOST OF THOSE DID NOT PASS AND A LOT OF POSITIVE THINGS DID. AND I THINK THAT'S KIND OF SET US UP FOR THE INTERIM THAT WE'RE HAVING NOW WITH A LOT OF OPPORTUNITY. OF COURSE, LAST LEGISLATIVE SESSION WAS DOMINATED ALSO BY WINTER STORM URI RESPONSE, WHICH HAS ALSO CONTINUED INTO THIS SUMMER, INCLUDING THE LEGISLATIVE RESPONSE ON ON HOW WE'RE MANAGING AND RESPONDING TO THE DIFFICULTIES IN OUR ELECTRIC GRID, THE ISSUES SO FAR I MENTIONED ELECTRIC UTILITIES AND OVERSIGHT OF SB TWO, WHICH IS THE ELECTRIC REFORM BILL THAT WAS PASSED LAST SESSION. BUT THE MOST TIMELY AND DEFINITELY THE MOST DOMINANT AND IN INTER RELATES TO TWO OTHERS THAT I WANTED TO MENTION IS DISCUSSION ABOUT OUR STATE'S BUDGET. THE COMPTROLLER AND I'M GOING TO GET TO IT IN A DIFFERENT SLIDE, UPDATED OUR REVENUE ESTIMATE RECENTLY TO ANNOUNCE THAT WE EXPECT TO HAVE A $27.4 [01:05:10] BILLION SURPLUS STATE SURPLUS, WHICH IN MY CAREER 11 BILLION WAS THE LARGEST WE'VE SEEN SO FAR THAT I'VE SEEN. SO A $27 BILLION SURPLUS WITH AN ALMOST $14 BILLION RAINY DAY FUND IS SOMETHING THAT IS PRETTY UNHEARD OF WITH REGARDS TO THE SIZE OF OUR STATE BUDGET. OBVIOUSLY, PUBLIC EDUCATION RELATED ISSUES WERE ALREADY A SOURCE OF DISCUSSION. MULTIPLE COMMITTEES AND OVERSIGHT COMMITTEES AND INVESTIGATORY COMMITTEES HAVE BEEN APPOINTED AND HAVE ALREADY MET A SERIES OF TIMES AS IT RELATES TO SCHOOL SAFETY AND TO GUN SAFETY RELATED ITEMS. AS HAS DEFINITELY BEEN THE OVERRIDING DOMINANT DISCUSSION OF ALL, THERE WERE MULTIPLE COMMITTEES THAT WERE ASSIGNED ADDITIONAL CHARGES THAT RELATED TO THIS TOPIC, AS WELL AS EXECUTIVE ORDERS BY THE GOVERNOR TO TO LOOK AT AND DIRECT TDA TO MAKE CERTAIN CHANGES AND PROCLAMATIONS WITH REGARDS TO BEST PRACTICES FOR CAMPUS SAFETY PRIOR TO THE START OF NEXT SCHOOL YEAR, NUMEROUS COMMITTEES TO THIS POINT HAVE BEEN HELD THAT DIRECTLY AFFECT LOCAL GOVERNMENTS. EVERYTHING FROM HOW WE SET LOCAL FEES TO OUR ROLE IN ZONING, TO PUBLIC SAFETY CONCERNS, TO PROPERTY TAX RELIEF. IT IS SETTING UP TO BE A VERY ACTIVE SESSION. LET ME GO TO THE NEXT SLIDE. AS WE MENTIONED, A COUPLE OF THE KEY ITEMS THAT I THINK WE'RE GOING TO CONTINUE TO HEAR. IT KIND OF GETS BACK TO THIS NOTION OF LOCAL DECISION MAKING AS IT RELATES TO LAND USE RELATED ITEMS AND WHERE THAT AUTHORITY LIES IN TERMS OF OF LOCAL DISCRETION TO CRAFT CERTAIN THINGS WHEN IT COMES TO LAND USE AND PERMITTING IS GOING TO BE REMAIN TO BE A BIG TOPIC. BROADBAND DEPLOYMENT IS ONE THAT WE'RE GOING TO HAVE A BIT OF A HISTORIC OPPORTUNITY TO LOOK AT. SO FAR, THE STATE OF TEXAS HAS APPOINTED $500 MILLION THAT THAT GRANT PROGRAM WILL START PRODUCING FUNDS IN JANUARY OF NEXT YEAR TO ALLOW LOCAL COMMUNITIES TO TO DIP INTO WITH THEIR PRIVATE PARTNERS TO TO HELP BOTH WITH DEPLOYMENT OF BROADBAND FACILITIES BUT ALSO WITH AFFORDABLE. ABILITY AND ACCESS RELATED ISSUES TO COMMUNITIES THAT MIGHT BE UNDERSERVED. THERE'S A NOTE THAT TOO THAT AND IT HASN'T FULLY HAPPENED YET. BUT AS OF LATER THIS MONTH, THERE IS A FEDERAL PROGRAM KNOWN AS THE BEAD PROGRAM, WHICH IS THE BROADBAND EQUITY AND ACCESS DEPLOYMENT ACT. THE BEAD ACT. IT WAS PART OF THE INFRASTRUCTURE FUND BILL AND PASSED CONGRESS. TEXAS IS EXPECTED TO GET $3.1 BILLION AND WHICH IS A HISTORIC AMOUNT OF MONEY THAT WILL BE SPECIFICALLY DEDICATED. AND IT'LL GO TO THAT PROGRAM FOR BROADBAND DEPLOYMENT. THE FEDERAL PROGRAM REQUIRES AND GIVES PREFERENCE TO THOSE PROGRAMS AND PROJECTS THAT INCLUDE LOCAL GOVERNMENTS IN THAT PROJECT AND AT SOME LEVEL REQUIRE IT. AND SO THAT IS GOING TO BE ANOTHER BIG OPPORTUNITY. THAT'S SOMETHING THAT WILL BE VISITED MOST LIKELY DURING THE SESSION, IF I HAD TO GUESS, TO SET UP GUIDELINES FOR HOW AND WHEN THAT MONEY CAN BE ACCESSED AND HOW LOCAL GOVERNMENTS WILL PARTICIPATE IN IT. WE MENTIONED THE REVENUE SURPLUS. IT WAS IMPORTANT TO NOTE THAT THIS TIME IN 2020, WE WERE PROJECTING A $4.6 BILLION BUDGET DEFICIT. SO TO HAVE HAD THIS SORT OF CHANGE IN A BIENNIUM WAS PRETTY DRAMATIC. HAVING THAT COORDINATION AND BEING A PART OF THOSE DISCUSSIONS IN A FORMAL WAY AND IN AN INFORMAL WAY, WHICH JUST YOUR FELLOW COLLEAGUES IS VERY VALUABLE. AND I THINK IT'S SOMETHING THAT WE HAVE TO HAVE IN TODAY'S LEGISLATIVE PROCESS. IT'S ALWAYS, I WILL SAY, A LOT BETTER TO BE IN A LEGISLATIVE SESSION THAT HAS A BUDGET SURPLUS THAN A DEFICIT AS WELL. AND SO ENSURING THAT THERE ARE OPPORTUNITIES FOR LOCAL GOVERNMENTS, WHETHER THAT BE THROUGH TRANSPORTATION AND SORT OF DOLLARS, BROADBAND MONEY, PUBLIC SAFETY, WAYS TO REDUCE PROPERTY TAX BURDENS, ALL OF THOSE THINGS ARE GOING TO BE ON THE TABLE AND ENSURING THAT LOCAL GOVERNMENTS ARE THERE AND HAVE A VOICE THAT THAT'S SOMETHING THAT'LL BE REAL IMPORTANT. HOW DO YOU GAUGE YOUR SUCCESS RATE? WE JUDGE OUR SUCCESS RATE GENERALLY. THERE'S DEFINITELY WE WOULD LIKE TO WORK ON ITEMS THAT YOU ALL CARE ABOUT AT YOUR DAIS. AND THAT YOU HAVE. AND SO WHEN YOU ADOPT YOUR YOUR AGENDA, WE KIND OF TAKE THAT AS OUR GUIDELINE JUST FROM A TRUE NUMBERS. WE ALSO HAVE THREE AND A HALF POINT $3 BILLION IN FEDERAL FUNDS, ARPA FUNDS THAT WERE APPROPRIATED LAST SESSION THAT WERE HELD BACK. THERE WAS TALK OF SPENDING UPWARDS OF A BILLION AND A HALF DOLLARS PRIOR TO THE START OF SCHOOL YEAR TO MOVE THAT MONEY TOWARDS FACILITIES AND ARMED LAW ENFORCEMENT PRESENCE. WE ARE IN FINAL WORKS OF CHANGING OVER FROM OUR OLD PROVIDER TO VOYA FINANCIAL. THAT SHOULD BE IN EFFECT HOPEFULLY BY THE SEPTEMBER TIMEFRAME. WE DID NOT CHANGE THE PREMIUMS LAST YEAR FOR THIS YEAR AND WE ARE NOT CHANGING THE PREMIUMS GOING FORWARD FOR THIS NEXT YEAR AS WELL. WE HAVE BEEN DOING SOME REALLY GOOD THINGS WITH THE MEDICAL PLAN AND ALLOWED OUR EMPLOYEES TO NOT TAKE ANOTHER HIT ON THEIR PAYCHECKS BY KEEPING THE PREMIUMS THE SAME . GOING FORWARD. SOME OF THE THINGS WE DID THIS YEAR SAVED US A LOT OF MONEY. THE GAP PLAN WAS CHANGED OUT. WE HAVE THE HEALTH FAIR COMING BACK SO THAT THE EMPLOYEES CAN GET AN UPDATE ON THEIR MEDICAL SITUATION. THE CURRENT HEALTH, WE'RE GOING TO HAVE A LOT OF GOOD INFORMATION FOR THAT AND THAT WE'RE GOING TO BE CONTINUING WELLNESS INCENTIVES THAT WE OBTAINED THROUGH THE MEDICAL PROVIDER [01:25:09] TO PROVIDE A LOT MORE SERVICES AND WELLNESS ACTIVITIES FOR THE EMPLOYEES. SO AGAIN, NO DENTAL CHANGE PREMIUMS, BUT THE DENTAL BENEFITS HAVE INCREASED. WE ARE IN THE FINAL WORKS OF A PROPOSED NEAR SITE CLINIC OPTION THAT WE'RE FINISHING UP THE RFP ON THE RFP ANALYSIS ON THAT. THIS WOULD ALLOW THE EMPLOYEES TO HAVE ACCESS TO TWO CLINICS WITHIN THE BURLESON AREA. AND DO YOU CAN MAYBE DO REMOTE WORK DAYS BUT BASICALLY JUST DOING VARYING WORK SCHEDULES SO THAT WE CAN BE COMPETITIVE WITH THE PRIVATE SECTOR TO ATTRACT AND RETAIN EMPLOYEES, BUT AT THE SAME TIME DO SOMETHING THAT'S REALLY GREAT FOR THE EMPLOYEES. SO WE'RE JUST HOPING THAT THE CITY MANAGER HAS THE ALLOWABLE DISCRETION TO LET DIRECTORS CHANGE SOME OF THEIR WORK SCHEDULES. SO ALL THE OTHER THINGS THAT WE'VE DONE IN THE LAST YEAR, WE'VE INCREASED THE TUITION REIMBURSEMENT.
