2021 MEETING OF THE BURLESON FOR THE COMMUNITY SERVICE DEVELOPMENT CORPORATION.

WE HAVE TWO ITEMS ON OUR AGENDA THIS EVENING.

THE FIRST IS TO HOLD A PUBLIC HEARING AND TO CONSIDER APPROVAL OF A RESOLUTION

[A. Hold a public hearing and consider approval of a resolution adopting the redevelopment and improvement of 1258 SW Alsbury Blvd located in the city limits through a performance agreement with AC Burleson, LLC, as a project under the Texas Development Corporation Act and determining that such project would assist the redevelopment and improvement of the site suitable for athletic, entertainment, and tourist facilities, and would promote or develop new or expanded business enterprises that create or retain primary jobs in the City of Burleson through the development, retention, or expansion of regional or national corporate headquarters facilities. ADOPTING THE REDEVELOPMENT AND IMPROVEMENT OF 1258 SOUTHWEST ALSBURY BOULEVARD.

HOPING IT'S PRONOUNCED THAT ALSBURY I ACT LIKE I'VE NEVER BEEN HERE BEFORE.

[LAUGHTER] LOCATED IN THE CITY LIMITS THROUGH A PERFORMANCE AGREEMENT WITH AC BURLESON, LLC AS A PROJECT UNDER THE TEXAS DEVELOPMENT CORPORATION ACT, AND DETERMINING THAT SUCH A PROJECT WOULD ASSIST THE REDEVELOPMENT AND IMPROVEMENT OF THE SITE SUITABLE FOR ATHLETIC, ENTERTAINMENT, AND TOURIST FACILITIES, AND WOULD PROMOTE OR DEVELOP NEW OR EXPAND THE BUSINESS ENTERPRISES THAT CREATE OR RETAIN PRIMARY JOBS IN THE CITY OF BURLESON THROUGH THE DEVELOPMENT, RETENTION OR EXPANSION OF REGIONAL OR NATIONAL CORPORATE HEADQUARTERS FACILITIES.

THIS WILL BE PRESENTED BY ALEX PHILLIPS, OUR ESTEEMED ECONOMIC DEVELOPMENT DIRECTOR.

HERE TONIGHT JUST TO ADOPT THIS PROJECT, THE 4B NEEDS TO ADOPT THIS PROJECT, IT IS ELIGIBLE TO BE ADOPTED.

THIS PROJECT TO ASSIST THE DEVELOPMENT OF SITES THAT WOULD PROMOTE OR DEVELOP NEW AND EXPANDED BUSINESS ENTERPRISES THAT CREATE A RETAINED PRIMARY JOBS IN THE CITY BURLESON.

THE 4B CORPORATION MAY ASSIST THROUGH PROVIDING FUNDING FOR THE FOLLOWING, BUT NOT LIMITED TO TARGETED INFRASTRUCTURE, STREETS, TRANSPORTATION, UTILITIES, DRAINAGE, ACQUISITION OF LAND.

THIS IS THE PSAT HERE AT THE CORNER OF JOHN JONES AND ALSBURY RIGHT ACROSS THE STREET FROM THE WALMART NEIGHBORHOOD MARKET.

OUR TEAM HAS RECEIVED INTERESTS FOR THIS SITE AND HAS REQUESTED INCENTIVES TO REALIZE THE PROJECT.

ADOPTING PROJECT 1258 SOUTHWEST ALSBURY WOULD ALLOW THE 4B CORPORATION TO ASSIST IN DEVELOPING A PARCEL OF LAND AT THIS CORNER.

REQUESTED ACTION TONIGHT IS TO HOLD A PUBLIC HEARING AND THEN APPROVE OR DENY RESOLUTION ADOPTING THE REDEVELOPMENT IMPROVEMENT OF 1258 SOUTHWEST ALSBURY BOULEVARD LOCATED IN THE CITY LIMITS.

WE'RE HERE TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.

Consider approval of a Chapter 380 Economic Development and Performance Agreement between the City of Burleson, Burleson 4A Economic Development Corporation, Burleson Community Service Development Corporation, and AC Burleson, LLC, for a corporate headquarters and family entertainment center located at 1258 SW Alsbury Blvd. (Staff Presenter: Alex Philips, Economic Development Director) ]

TO CONSIDER APPROVAL OF A CHAPTER 380 ECONOMIC DEVELOPMENT AND PERFORMANCE AGREEMENT BETWEEN THE CITY OF BURLESON.

THE BURLESON 4A ECONOMIC DEVELOPMENT CORPORATION, THE BURLESON COMMUNITY SERVICE DEVELOPMENT CORPORATION AND AC BURLESON LLC, FOR A CORPORATE HEADQUARTERS AND FAMILY ENTERTAINMENT CENTER LOCATED AT 1250 AD SOUTHWEST ALSBURY BOULEVARD.

THIS IS AC BURLESON LLC IS ALLEY CATS.

ALLEY CATS HAVE BEEN FAMILY OWNED SINCE BEFORE.

>> I WOULD HAVE NEVER FIGURED THAT OUT.

>> [LAUGHTER] THEY'VE OWNED AND OPERATED THE PUTT-PUTT GOLF AND GAMES IN THE METROPLEX SINCE 1964 AS WELL.

CURRENTLY HAVE TWO ALLEY CATS LOCATIONS ONE AND HEARST AND ONE IN ARLINGTON.

THEY OFFER BOWLING, LASER TAG, ARCADE, PUTT-PUTT, BATTING CAGES, GO KARTS, AND BIRTHDAY ROOMS, MEETING ROOMS. THEY DO HAVE A RESTAURANT INSIDE THEIR FACILITY, ALSO WITH A COUPLE OF BARS.

THIS IS THE LOCATION OF THE FUTURE SOUGHT OF ALLEY CATS ITS 8.42 ACRES AT THE CORNER OF JOHN JONES AND ALSBURY BOULEVARD.

IT WILL BE A CORPORATE OFFICE RELOCATION AND FROM THEIR HEARST FACILITY.

THIS HAS BEEN THE NUMBER 1, REQUEST FROM CITIZENS OVER THE LAST DECADE.

THIS LOCATION WILL FEATURE A 50,000 SQUARE FOOT BUILDING, AT LEAST.

IN ADDITION TO THE OUTSIDE ATTRACTIONS.

ALSO, THIS PROJECT JUST WILL OPEN UP A LOT MORE DOORS FOR OPEN LAND THAT YOU SEE IN AND AROUND DOWN JOHN JONES AND ALSBURY AS IT HEADS OUT WEST TO CHISHOLM TRAIL.

ALLEY CAT OBLIGATIONS, COMPLETE THE PURCHASE OF THE PROPERTY BY JUNE OF NEXT YEAR, COMMENCE CONSTRUCTION NO LATER THAN JULY OF NEXT YEAR.

BE OPEN, COMPLETE THE CONSTRUCTION AND BE OPEN BY AUGUST 1ST, 2023, WITH THE CAPITAL INVESTMENT OF NO LESS THAN $10 MILLION,

AND RELOCATE THEIR CORPORATE HEADQUARTERS THAT WILL HAVE A SEPARATE ENTRANCE ON THE BUILDING FOR THAT.

THE BURLESON SIMILAR LOCATION MUST INCLUDE THE FOLLOWING ATTRACTIONS.

ARCADE, LASER TAG, BOWLING, GO-KARTS, BATTING CAGES, MINI-GOLF, MEETING ROOM THAT WE'LL SEE A 100 PEOPLE AND BIRTHDAY PARTY ROOMS AS WELL.

OBLIGATIONS OF THE CITY.

IT'S A 100 PERCENT SALES TAX REBATE.

THE HALF CENT FROM THE 4B THE HALF CENT FROM THE 4A, AND THE ONE PERCENT FROM THE GENERAL FUND KEPT AT 750,000 FOR THE FIRST FIVE YEARS.

WE'LL MAKE THOSE AS ANNUAL INSTALLMENT PAYMENTS AFTER THEY'VE OPENED.

CASH GRANT FROM THE BURLESON 4B CORPORATION AND THE AMOUNT OF 625,000 TO BE DISPERSED.

ONCE PERFORMANCE MEASURES HAVE BEEN ACHIEVED, ALL PUBLIC IMPROVEMENTS INFRASTRUCTURE IS COMPLETELY ACCEPTED, LIKE THE DRIVEWAY, WATERLINE, SEWER LINE, DRAINAGE AREA.

THE MEETING ROOM WITH A SEATING CAPACITY OF A 100 IS COMPLETE AND THEIR CERTIFICATE OF OCCUPANCY.

THERE'S ALSO A $625,000 CASH GRANT BEING DISPERSED AMONG PERFORMANCE MEASURES FROM THE 4A CORPORATION.

THOSE ARE CLOSING OF THE PROPERTIES, COMPLETE ISSUANCE OF THE BUILDING PERMIT, COMPLETION OF THE SEPARATE ENTRANCE FOR THE CORPORATE HEADQUARTERS, AND ONCE THEY'VE RECEIVED THEIR CO.

HERE'S A 10-YEAR PERFORMER OF THIS INCENTIVE PACKAGE.

THAT'S CLOSE TO $2 MILLION FOR ALLEY CATS, SENIOR RETURN ON INVESTMENTS, 15 PERCENT, 15-YEAR RETURN ON INVESTMENTS 86 PERCENT, 20-YEAR JUMPS TO A 169 PERCENT.

THIS IS JUST A PRELIMINARY OUTLINE OF HOW IT COULD BE LAID OUT.

NOTHING'S BEEN FINALIZED WITH IT.

THEY HAVEN'T EVEN STARTED THE DUE DILIGENCE OF HOW IT WOULD LAY OUT.

THIS WAS JUST SEEING HOW EVERYTHING WOULD FIT ON THE PROPERTY, MAKING SURE THEY HAD ENOUGH LAND FOR EVERYTHING.

THIS IS VERY PRELIMINARY CONCEPTUAL, AND WE'LL HAVE MORE TIMES TO LOOK AT THIS UP PLAN TO TAKE INTO EFFECT ANY ISSUES THAT CITIZENS MAY HAVE.

YOU HEAR AGAIN TO HELP ADDRESS THAT, BUT WE'LL BE ABLE TO WORK WITH THEM ON HOW THE LAYOUT IS.

BECAUSE THE BIGGEST CONCERN I'VE HEARD ABOUT IS NOISE ANTICIPATION.

>> NOW I UNDERSTAND THAT, I MEAN, ALSBURY BOULEVARD IS ALREADY A NOISY ROAD AND IT'S ON THE OTHER SIDE OF WALMART NEIGHBORHOOD MARKET THAT'S BEHIND HOMES.

WE'LL LOOK AT ALL TRY TO MITIGATE AS MUCH NOISE AS WE CAN.

TONIGHT IS TO PROVE THE 380 AGREEMENT WITH AC BURLESON, MODIFY OR DENY THE AGREEMENT.

ONCE AGAIN, AS I SAID EARLIER TONIGHT, KUDOS TO ALEX AND HIS TEAM, KUDOS TO STEFF FOR TAKING THE INITIATIVE TO TRY TO PLUMB THE DEPTHS OF WHAT THE CITIZENS WANT FURTHER FOR THE ECONOMIC DOLLARS TO BE SPENT ON.

THIS IS NUMBER 1, ON THE LIST.

IT'S REMARKABLE WHAT WE'D DONE LIGHTLY WITH 4B AND WITH PARKS, WE'VE BROKEN GROUND ON A SPLASH PAD LAST WEEK.

WE BROKE GROUND ON THE DOG PARK A FEW WEEKS AGO.

WE'RE GETTING THINGS MOVING AND I KNOW THAT GOVERNMENTS MOVE AT SPEEDS ONLY SLIGHTLY GREATER THAN GLACIERS, BUT WE DO EVENTUALLY GET THERE.

I THINK EVERYONE CAN TAKE A MOMENT TO PAT ALEX ON THE BACK TELL HIM GOOD JOB BECAUSE I FEEL THAT AND I THINK YOU ALL PROBABLY ALL DO TOO.
