C. Community Interest Items This is a standing item on the agenda of every regular meeting of the City Council. (The Texas Open Meetings Act effective September 1, 2009, provides that "a quorum of the city council may receive from municipal staff, and a member of the governing body may make, a report regarding items of community interest during a council meeting without having given notice of the subject of the report, provided no action is taken or discussed." The Open Meetings Act does not allow Council to discuss an item concerning pending City Council business unless it is specifically, appropriately posted on the agenda). An "item of community interest" includes the following: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; honorary recognitions of city officials, employees, or other citizens; reminders about upcoming events sponsored by the city or other entity that is scheduled to be attended by city official or city employee; and announcements involving imminent public health and safety threats to the city.

D. Changes to the City Council Agenda

2. Citizen Appearances (Citizens who have signed a card to speak to the City Council will be heard at this time. In compliance with the Texas Open Meetings Act, unless the subject matter of the presentation is on the agenda, the city staff and City Council members are prevented from discussion of the subject and may respond only with statements of factual information or existing city policy. Public comment will not be taken on items that the Council has previously considered in a public hearing).

3. Consent Agenda All items listed below are considered to be routine by the City Council and will be enacted with one motion. There will be no separate discussion of the items unless a Councilmember or citizen so requests, in which event the item will be removed from the consent agenda and considered in its normal sequence. Approval of the consent agenda authorizes the City Manager to implement each item in accordance with staff recommendations.

B. Consider approval of a Speed Zone Ordinance establishing a school zone on Hidden Creek Parkway. (First and Final Reading) (Staff Contact: Laura Melton, Engineering Services Director)

C. Consider approval of an ordinance repealing the current automated red light enforcement ordinance. (Final Reading) (Staff Contact: Matt Ribitzki, Deputy City Attorney)

D. Consider approval of an Ordinance amending Chapter 2 Article II Sections 2-31 terms and term limits, 2-32 chairperson & vice-chairperson and 2-33 absence rule related to terms of board members. (First Reading) (Staff Contact: Amanda Campos, City Secretary)

A. Hold a Public Hearing and consider a minute order for a Replat of Reed Parke, Lot 1R-1A, Block 6R of Reed Parke, Lot 1R-1, Block 6R and is located within the Extraterritorial Jurisdiction (ETJ) of the City of Burleson. (Case 19-039) (Staff Presenter: Mandy Clark, Development Services Director) At the request of the applicant, the Planning & Zoning Commission voted unanimously to continue this item to their July 2 meeting. The City Council should consider a similar motion to continue this item until the July 15 City Council meeting.

B. Hold a public hearing and consider adoption of a minute order for a Replat of Lots 1R and 1A, Block 1 of the McDonald Subdivision for property addressed as 7520 E FM 917, located within the Extraterritorial Jurisdiction (ETJ) of the City of Burleson. (Case 19-034 - The Planning and Zoning Commission recommended approval by unanimous vote.) (Staff Presenter: Mandy Clark, Development Services Director)

C. Hold a public hearing and consideration of a minute order for a Replat of Lots 1R-1 and 20R, Block 15, Blackberry Springs, Phase 4 for property addressed as 3416 Cobbler Lane, Joshua, TX, located within the Extraterritorial Jurisdiction (ETJ) of the City of Burleson. (Case 18-127 - The Planning & Zoning Commission recommended approval by unanimous vote.) (Staff Presenter: Mandy Clark, Development Services Director)

A. Consider approval of a minute order providing authorization for the city manager to execute a contract to purchase Tract 6, Abstract 284, A. Foster Survey located at 1871 E. Renfro Street. (Staff Presenter: Robert Ranc, Deputy City Manager)

B. Consider approval of a minute order for a Contract with Lockwood, Andrews and Newman, Inc. for engineering services in the amount of $206,609, for the design of a 24-inch sewer line from Oakbrook Drive to FM 731. (Staff Presenter: Laura Melton, Engineering Services Director)

C. Consider approval of a minute order for a Contract with Alan Plummer and Associates, Inc. for engineering services in the amount of $265,500 to design a 24-inch parallel sewer line from FM 731 to Village Creek. (Staff Presenter: Laura Melton, Engineering Services Director)

D. Consider approval of a minute order for Contract Award for Pavement Rejuvenator Application 2019 between the City of Burleson and Pavement Restoration, Inc. in the amount of $280,999. (Staff Presenter: Aaron Russell, Public Works Director)

Consider approval of an ordinance authorizing additional funding for the purchase of an excavator; and consider a minute order for the purchase of an excavator from Holt Caterpillar in the amount of $118,492.67 and adding the new excavator to the Equipment Replacement Fund.
