WORK SESSION – 5:30 p.m. Call to Order

1. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Sec. 551.071, Sec. 551.072, Sec. 551.073, Sec. 551.074, Sec. 551.076, Sec. 551.087 and Sec. 418.0183(f) of the Texas Government Code (Texas Disaster Act). Refer to posted list attached hereto and incorporated herein. Executive Session may be held, under these exceptions, at any time during the meeting that a need arises for the City Council to seek advice from the City Attorney as to the posted subject matter of this City Council meeting.

2. Reconvene into open session for possible action resulting from any items posted and legally discussed in Executive Session.

3. As time permits, items from the Presentations and Reports & Discussion sections of the Regular Session may be moved up on the agenda and discussed.

C. Community Interest Items This is a standing item on the agenda of every regular meeting of the City Council. (The Texas Open Meetings Act effective September 1, 2009, provides that "a quorum of the city council may receive from municipal staff, and a member of the governing body may make, a report regarding items of community interest during a council meeting without having given notice of the subject of the report, provided no action is taken or discussed." The Open Meetings Act does not allow Council to discuss an item concerning pending City Council business unless it is specifically, appropriately posted on the agenda). An "item of community interest" includes the following: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; honorary recognitions of city officials, employees, or other citizens; reminders about upcoming events sponsored by the city or other entity that is scheduled to be attended by city official or city employee; and announcements involving imminent public health and safety threats to the city.

2. Consent Agenda All items listed below are considered to be routine by the City Council and will be enacted with one motion. There will be no separate discussion of the items unless a Councilmember or citizen so requests, in which event the item will be removed from the consent agenda and considered in its normal sequence. Approval of the consent agenda authorizes the City Manager to implement each item in accordance with staff recommendations.

Public Hearing and Ordinance for the designation of an approximately 40 acre tract of land (the property is generally described as the southeast corner of South Burleson Boulevard and Forgotten Lane intersection located in Highpoint Business Park East, City of Burleson, Johnson County, Texas) as “Tax Abatement Reinvestment Zone Number 007-2017, City of Burleson” under Chapter 312 of the Texas Tax Code. (First Reading) (Mandy Clark) Council Action Requested: 1. Open a public hearing 2. Close the public hearing 3. Approve Ordinance designating a certain 40.0 acre area in the City “Tax Abatement Reinvestment Zone Number 007-17, City of Burleson” (First Reading).

B. Public hearing for the voluntary annexation of approximately 59.558 acres situated in the William B. Capps Survey, Abstract 140, Johnson County, Texas, and located in the Burleson Extraterritorial Jurisdiction (ETJ) off of CR 602. (Case 17-078) (Mandy Clark) Council Action Requested: Open a public hearing Close the public hearing Set the date for the second and final public hearing to be held on October 2, 2017 in accordance with Resolution CSO #685-08-2017.

Commercial Site Plan approval for a 4,650 square foot office redevelopment located at the corner of NW Tarrant Ave and SW Wilshire Blvd. (Case 17-081) (Mandy Clark) Council Action Requested: Approve a Commercial Site Plan approval for a 4,650 square feet office redevelopment located at the corner of NW Tarrant Ave and SW Wilshire Blvd. (Case 17-081)

A. Ordinance setting the 2017 Ad Valorem Tax Rate at $.7350. (Final Reading) (Rhett Clark) Council Action Requested: The City Council is requested to approve the final reading of the ordinance. Language required in the Motion Setting This Year's Tax Rate: "I MOVE THAT THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF A TAX RATE OF $0.7350, WHICH IS EFFECTIVELY A 5.94 PERCENT INCREASE IN THE TAX RATE."

B. Ordinance revising budget figures for fiscal year 2016-2017 and adopting the 2017-2018 Annual Operating Budget. (Final Reading) (Rhett Clark) Council Action Requested: The City Council is requested to approve an ordinance revising budget figures for fiscal year 2016-2017 and adopting the 2017-2018 annual operating budget. (Final Reading)

C. Ordinance establishing fiscal year 2017-2018 rates to be charged for water and wastewater service in the City of Burleson. (Final Reading) (Rhett Clark) Council Action Requested: Approve Ordinance establishing fiscal year 2017-2018 rates to be charged for water and wastewater service in the City of Burleson. (Final Reading)

D. Ordinance adopting the 2017-2018 City of Burleson Fee Schedule. (Final Reading) (Rhett Clark) Council Action Requested: Council is requested to approve the ordinance adopting the 2017-2018 City of Burleson Fee Schedule on final reading.

E. Resolution nominating candidate(s) for the Tarrant Appraisal District Board of Directors. (Dale Cheatham) Council Action Requested: Approve Resolution nominating candidate(s) for the Board of Directors of the Tarrant Appraisal District.

F. Revised Supplemental Appropriation Ordinance for Purchase of 42.132 acres of Land from Grace Temple Church (First and Final Reading) (Paul Cain) Council Action Requested: Purchase 42.132 acres of land from Grace Temple Church in the amount of $181,167.60 ($4,300/acre) plus applicable closing costs; and Stipulate that this 42.132 acres is to consist of approximately 34 acres of park land and approximately 8 acres for general municipal use; and Find that time is of the essence and approval of this ordinance should be at only one reading; and Approve the attached supplemental appropriations ordinance providing for $185,000 in funding to purchase 40 acres of land (plus applicable closing costs) from Grace Temple Church.
