CITY PASS WAS A GREAT SUCCESS.

I THOUGHT THE CITY DID A GREAT JOB AND MY HANDS EXTENDED UP TO A GREAT JOB AND LET'S DO IT AGAIN NEXT YEAR. I DON'T KNOW IF YOU NOTICED, BUT WE WE HAD A VISIT FROM SOME VERY IMPORTANT PEOPLE. WE HAD OUR FRIENDLY NEIGHBORHOOD SPIDER MAN WAS THERE.

THE DEVELOPMENT'S PARK SYSTEM INCLUDES A MASTER TRAIL SYSTEM THAT RUNS THROUGHOUT THE ENTIRE DEVELOPMENT AND LINKS TOGETHER FOR PARKS A TRADITIONAL PARK, A FARM THEMED PARK, A CLIMBING PARK AND A SWINGS AND SLIDES PARK.

THESE COSTS ARE CONSISTENT WITH PAST SERVICE AND ASSESSMENT PLANS APPROVED BY COUNCIL AND THE PRELIMINARY SERVICE AND ASSESSMENT PLAN APPROVED BY COUNCIL LAST MONTH.

THE SERVICE AND ASSESSMENT PLAN APPROVED BY THIS ORDINANCE CALLS FOR AN ASSESSMENT RATE OF ZERO POINT TWO ONE THREE DOLLARS FOR PHASE TWO.

THAT RATE IS LOWER THAN THE MAX RATE SET BY COUNCIL IN A 2019 WORK SESSION ON THIS PUBLIC IMPROVEMENT DISTRICT.

ALSO, THAT RATE IS CONSISTENT WITH THE PRELIMINARY SERVICES, SERVICE AND ASSESSMENT PLAN APPROVED BY COUNCIL LAST MONTH.

THE ASSESSMENT RATE OF ZERO POINT TWO ONE THREE DOLLARS IS CONSISTENT WITH THE CITY'S PID POLICY, THE PID POLICY STATES THAT ADDING A PID ASSESSMENT TO A PROPERTY CANNOT MAKE IT THE HIGHEST ASSESSED PROPERTY IN THE CITY.

THE HIGHEST ASSESSED PROPERTY IS OUTLINED IN THE CITY'S OUTLINED THERE IN RED. IT IS A 2.7928 DOLLARS PER ONE HUNDRED VALUATION.

ADDING THE PID ASSESSMENT TO FACE TWO LEADS TO A TOTAL ASSESSMENT OF 2.6588 DOLLARS PER ONE HUNDRED VALUATION, SO THE ASSESSMENT RATE IS CONSISTENT WITH THE CITY'S PID POLICY.

OVERALL, THE PROPOSED ORDINANCE PROVES THE SERVICE AND ASSESSMENT PLAN, WHICH TALKS ABOUT SOME OF THE THINGS WE DISCUSSED TONIGHT, THE COSTS, THE IMPROVEMENTS AND THE ASSESSMENT RATE. IT ALSO FINDS THAT THERE'S A SPECIFIC BENEFIT TO THE PROPERTY, PROVIDES A METHOD OF ASSESSMENT, LEVIES AN ASSESSMENT ON THE PROPERTY AND PHASE TWO, AND ESTABLISHES A LIEN ON THE PROPERTY. I BELIEVE THEY JUST RECENTLY TRANSFERRED TRANSITIONING TO FIRE BASED EMS, AND AS IT HAPPENS TO BE, THEIR COLOR SCHEME IS VERY SIMILAR TO OURS.

BUT WE'D ALSO BE ABLE ON THE BENCH WOULD ALSO BE ABLE TO TRANSPORT PATIENTS SITTING UP TO IF THEIR INJURY AND THEIR NEEDS WERE SUCH THAT WE COULD TRANSPORT THEM IN THAT POSITION AS WELL. SO WE'VE GOT A LOT OF VERSATILITY IN THIS AMBULANCE.

AND THEN WHEN I GET TO THE NEXT SLIDE, YOU'LL BE ABLE TO SEE TO THE TO TO THE LEFT.

THIS IS A NEIGHBORHOOD REVITALIZATION PROGRAM.

IT'S A BEAUTIFICATION PROGRAM.

IT'S TO HELP PROMOTE REDEVELOPMENT OF EXISTING HOUSING STOCK, KIND OF SOME OF THE THINGS THAT HAVE ALREADY AND TO HELP WITH HOMEOWNERS.

IT IS A IT'S NOT A SUBSTANDARD HOUSING PROGRAM.

IT'S NOT A VOLUNTEER ASSISTANT PROGRAM.

WE HAVE A PROGRAM THAT OUR DEPARTMENT IMPLEMENTS.

IT'S CALLED HOPE HOMEOWNERS OUTREACH FOR POSITIVE OUTCOME.

AND THIS IS WHERE WE WORK WITH COMMUNITY SERVICE GROUPS SUCH AS CHURCHES AND OTHER GROUPS TO ASSIST LOW INCOME ELDERLY PEOPLE THAT NEED HELP.

WE HAVE A PROGRAM LIKE THAT, AND THEN WE ALSO PARTICIPATE IN THE TARRANT COUNTY HOME PROGRAM FOR OUR HOMES THAT ARE IN TARRANT COUNTY, WHICH WE'VE HAD ONE HOME THAT HAS BEEN REHABILITATED THROUGH THAT PROGRAM, WHERE WE DO 30 PERCENT THROUGH THE HUD GRANTS HUD PROGRAM. SO WE DO HAVE SOME HOMES ON THAT WAITING LIST ON THE TARRANT COUNTY.

SO THIS PROGRAM IS NOT A LOW INCOME ASSISTANCE, IT'S A JUST AN INCENTIVE FOR PEOPLE THAT WANT TO UPGRADE THEIR HOME.

SO THESE ARE SOME PARAMETERS THAT WE ARE PROPOSING TONIGHT, AND I'VE GOT A SLIDE THAT SHOWS YOU OTHER CITIES, OUR BENCHMARK CITIES AND THESE PROGRAMS RANGE A WIDE RANGE ALL OVER THE PLACE. SO I'M GOING TO WE TALKED TO SOME CITIES THAT ARE PRETTY SUCCESSFUL WITH THIS PROGRAM. SO THOSE ARE SOME OF THE MAJOR CRITERIAS TO BE ELIGIBLE FOR THE REBATE.

EXPENDITURES MUST BE.

IT'S A BIG INVESTMENT FOR THESE HOMEOWNERS 10 PERCENT OF THEIR CAD VALUE.

SO EXAMPLE, OBVIOUSLY ONE HUNDRED AND FIFTY THOUSAND DOLLAR HOME.

FIFTEEN THOUSAND TO QUALIFY IMPROVEMENTS.

WE'RE PROPOSING BOTH INTERIOR AND EXTERIOR IMPROVEMENTS WOULD QUALIFY WITH THE EXCEPTIONS, NO POOLS, REPAIR AND REPLACEMENT OF SPRINKLER SYSTEM.

WHAT I LIKE TO TALK TO YOU TODAY ABOUT IS TWO ORGANIZATIONS THAT CAN REALLY ASSIST THE CITY IN ACQUIRING FUNDING FOR FUTURE PROJECTS WITHIN THE CITY.

SO WE'LL BE TALKING ABOUT THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS OR THE COG AND THE TARRANT REGIONAL TRANSPORTATION COALITION, WHICH IS TRTC.

SO WHY IS TRANSPORTATION IMPORTANT FOR THIS CITY? WE'RE GROWING CITY, WE ALL KNOW THAT, WE SEE DEVELOPMENT COME THROUGH EVERY DAY, AND TRANSPORTATION AND MOBILITY ARE A HUGE PART OF THE EXPANSION OF THE CITY.

SO HOW DO WE MANAGE TRANSPORTATION AND GROWTH WITHIN THIS CITY? WE DO THAT THROUGH OUR MOBILITY MASTER PLAN.

SO OUR MOBILITY MASTERPLAN IS OUR LONG RANGE PLAN.

HELPS US IDENTIFY THE LOCATION AND TYPE OF ROADWAY FACILITIES WE'RE GOING TO NEED AS WE CONTINUE TO GROW, AND WE USE THIS AS A TOOL TO HELP PRESERVE CORRIDORS FOR TRANSPORTATION DEVELOPMENT AS WE GROW.

SO CURRENTLY, WE HAVE A MOBILITY MASTER PLAN THAT WAS ENACTED IN 2015.

AT THAT TIME, WE EVALUATED OUR CURRENT TRAFFIC CONDITIONS, WE INTRODUCED THE CONCEPT OF COMPLETE STREETS WHERE WE TALK ABOUT LANDSCAPE MEDIANS, WE TALK ABOUT SIDEWALKS AND PATHS, IT DISCUSSED PROJECT DEVELOPMENT AND HOW WE'RE GOING TO IMPLEMENT THOSE PROJECTS, AND IT TALKED ABOUT FUTURE BIKE PATH PLANS.

WE ARE CURRENTLY REVIEWING THE MASTER PLAN AND WE PLAN TO BRING THAT TO YOU IN THE NEXT FEW MONTHS. IN THAT PLAN, WE WILL BE DISCUSSING ADDING A SIDEWALK PLAN.

WE'LL BE TALKING ABOUT ADVANCED TRAFFIC MANAGEMENT, AND ITS.

WE'LL TALK ABOUT EXPANDING OUR TRAILS MASTER PLAN AND WE'RE REEVALUATING THE MAJOR THOROUGHFARE PLAN ALIGNMENTS AND SIZES.

SO HOW DO WE FUND OUR MASTER PLAN PROJECTS, SO SOME OF THE PROJECTS ARE DEVELOPMENT DRIVEN, SO IT'S DEVELOPERS COME IN AND IDENTIFY THE NEED FOR NEW CONSTRUCTION, THEY EITHER PROVIDE FUNDING FOR THOSE PROJECTS OR WE WORK WITH THEM AND PROVIDE ASSISTANCE TO FUND THOSE NEW PROJECTS.

WE CAN ISSUE COS OR GOS FOR THOSE PROJECTS.

THEN WE ALSO LOOK FOR OUTSIDE FUNDING SOURCES, SO THAT CAN BE FUNDING FROM THE STATE, THAT CAN BE FUNDING FROM THE FEDERAL GOVERNMENT.

AND ONE OF THE THINGS WE LIKE TO TALK ABOUT AND WE'RE GOING TO TALK ABOUT TONIGHT IS HOW DO WE ACCESS THOSE FUNDS? HOW DO WE GET INVOLVED AND IDENTIFY THOSE FUNDS? AND WE DO THAT THROUGH WORKING THROUGH THOSE DIFFERENT GROUPS THAT I MENTIONED BEFORE.

SO HOW DO WE GET INVOLVED, RIGHT? IF WE WANT TO DISCUSS OPPORTUNITIES FOR FUNDING, WE HAVE TO HAVE A SEAT AT THE TABLE.

SO ONE OF THE GROUPS IS THE NCTCOG, THIS IS THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS, WE CALL IT THE COG.

IT'S A VOLUNTARY ASSOCIATION FOR AND BY LOCAL GOVERNMENTS WITH THE PURPOSE TO STRENGTHEN OUR COLLECTIVE POWER WHEN IT COMES TO IDENTIFYING IMPROVEMENTS NOT JUST IN TRANSPORTATION, BUT IN ALL THINGS GOVERNMENT.

SO THE COG IS MADE UP OF MULTIPLE DIFFERENT SECTIONS.

THERE'S THE GENERAL ASSEMBLY, SO THE GENERAL ASSEMBLY IS A COMPOSED OF ONE ELECTED OR APPOINTED PUBLIC OFFICIAL FROM EACH GOVERNMENTAL MEMBER, THE CITY IS A MEMBER, AND IS RESPONSIBLE FOR ELECTING THE OFFICERS AND DIRECTORS AND MAY AMEND THE BYLAWS.

THAT GROUP CAN THEN ELECT THE EXECUTIVE BOARD.

THE EXECUTIVE BOARD IS 17 LOCAL OFFICIALS, THEY ARE THE POLICYMAKING GROUP OF THE BOARD-- OF THE COG. THEY'RE SUPPORTED BY TECHNICAL GROUPS, DIFFERENT COMMITTEES AND PROFESSIONAL STAFF MEMBERS, AND THEN ALTOGETHER, THEY HAVE A BUNCH OF COMMITTEES, AND THESE COMMITTEES ARE DIFFERENT STANDING COMMITTEES THAT ARE AFFILIATED WITH DIFFERENT DEPARTMENTS.

THAT COULD BE PUBLIC SAFETY, THAT CAN BE TRANSPORTATION, THAT CAN BE MULTIPLE DIFFERENT AREAS. THESE COMMITTEES ARE APPOINTED BY THE EXECUTIVE BOARD OR RECOMMENDATIONS BY THE COG STAFF.

THESE COMMITTEES THEN MAKE RECOMMENDATIONS TO THE EXECUTIVE BOARD FOR APPROVAL.

SO TODAY WE WANT TO TALK ABOUT A FEW COMMITTEES THAT WE THINK ARE IMPORTANT FOR THE CITY TO BE INVOLVED IN. THE FIRST ONE BEING THE COG EXECUTIVE BOARD, THE SECOND WE'LL TALK ABOUT IS THE RTC, OR THE REGIONAL TRANSPORTATION COUNCIL, WE HAVE A SURFACE TRANSPORTATION TECHNICAL COMMITTEE, WHICH IS IMPORTANT FOR US AS WE MOVE FORWARD WITH DESIGN STANDARDS FOR THE CITY, AND THEN THE PED BIKE ADVISORY GROUP IS ANOTHER ONE.

SO FIRST, LET'S TALK ABOUT THE EXECUTIVE BOARD.

SO THE EXECUTIVE BOARD IS ELECTED BY THE MEMBERS OF THE ASSEMBLY.

THEY ARE THE POLICY MAKING, THEY ARE THE MOST IMPORTANT GROUP WITHIN THE COG.

THE SECOND GROUP IS RTC, AS MUCH AS THE EXECUTIVE BOARD IS IMPORTANT, THE RTC IS A SIGNIFICANT PLAYER IN REGIONAL TRANSPORTATION FOR THE REGION.

IT IS THE INDEPENDENT TRANSPORTATION POLICY BODY OF THE MPO OR THE METROPOLITAN PLANNING ORGANIZATION, AND THEY OVERSEE ALL METROPOLITAN TRAINING PLANNING PROCESS.

SO THEY PROVIDE, THE RTC PROVIDES GUIDANCE FOR THE DEVELOPMENT OF THE TRANSPORTATION PLANS AND PROGRAMS, SO THEY IDENTIFY ALL PLANS AND PROGRAMS THROUGHOUT THE REGION THAT WOULD BE BENEFICIAL TO THE DFW AREA.

THEY DETERMINE THE ALLOCATION OF FUNDS, THEY DETERMINE THE ALLOCATION OF FEDERAL, STATE AND REGIONAL TRANSPORTATION FUNDS.

THEY ENSURE THE TRANSPORTATION PROVIDERS COORDINATE SERVICES SO THEY MAKE SURE THAT THE PLANS ARE FROM ONE COMMUNITY TO ANOTHER.

SO DOES A PROJECT IN BURLESON HELP JOHNSON COUNTY THINGS LIKE THAT.

THEY ENSURE THAT ALL THE PROJECTS WE DO ARE IN COMPLIANCE AND THEY ARE THE FINAL RECOMMENDING BODY TO MAKE PROJECTS TO THE EXECUTIVE BOARD FOR APPROVAL.

TWO OTHER COMMITTEES THAT WE THINK ARE IMPORTANT FOR YOU TO KNOW ABOUT ARE THE SURFACE TRANSPORTATION TECHNICAL COMMITTEE.

AGAIN, THIS IS THE COMMITTEE THAT HELPS OVERSEE KIND OF THE STANDARDS AND PLANNING FOR ANY KIND OF IMPROVEMENTS.

THIS USUALLY CONSISTS OF ENGINEERS AND TECHNICAL STAFF FROM OUR LOCAL ENTITIES.

AND THEN THE OTHER ONE IS A BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE, SO THESE ARE PEOPLE THAT LOOK INTO THE TECHNICAL--.

THAT HAVE TECHNOLOGICAL EXPERTISE AND SUPPORT PUBLIC OUTREACH FOR DOING DIFFERENT BICYCLE AND PEDESTRIAN PATHS THROUGHOUT THE REGION.

THEY PROVIDE RECOMMENDATIONS FOR PATHS AND DIFFERENT TRANSPORTATION MODES THROUGH THE EXECUTIVE BOARD FOR FUNDING.

THE NEXT GROUP IS THE TRTC, I ONLY HAVE ONE SITE ON THEM, BUT THEY ARE AN IMPORTANT GROUP.

THE TRTC, AS THE MAYOR MENTIONED THE OTHER DAY, IT'S COMPOSED OF CITIES AND LEADING COMPANIES FROM THE WESTERN PORTION OF FORT WORTH, SO THEY STRICTLY LOOK INTO THE REGION'S IMPACT HERE. AGAIN, THEY ARE HEAVILY INVOLVED IN DISCUSSING WHAT'S GOING ON WITH THE REGION. IT'S A GOOD PLACE FOR US TO BE INVOLVED, SO WE HEAR WHAT OTHER COMMUNITIES ARE DOING, SO WE GET TO MEET WITH THE OTHER COMMUNITIES AND TALK ABOUT WHAT PROJECTS THEY HAVE COMING ON, WHAT'S GOING ON WITHIN FORT WORTH, AND DIFFERENT PROJECTS IN THE REGION.

SO WHAT ARE THE BENEFITS OF US BEING ENGAGED IN THESE GROUPS? WE HAVE MAJOR INFRASTRUCTURE IMPROVEMENT NEEDS WITHIN THE CITY, I THINK WE ARE ALL AWARE OF THAT. HAVING THOSE DISCUSSIONS WITHIN THESE GROUPS ALLOW US TO POSSIBLY LOOK FOR ALTERNATIVE FUNDING METHODS.

AS WE CONTINUE TO GROW, WE'RE GOING TO HAVE TO WORK WITH OUR PARTNERS AND PUT PROJECTS TOGETHER THAT ARE GOING TO HELP US AND ASSIST US IN CONTINUING TO GROW AS A CITY.

AND I PUT ON THERE I-35 IMPROVEMENTS, TXDOT IS HEAVILY INVOLVED IN THIS, SO AS I-35 CONTINUES TO EXPAND, WE'LL BE INVOLVED IN THAT DISCUSSION.

SO IN THE PAST, WE HAVE HAD PAST PARTICIPATION FROM CITY COUNCIL, WE'VE HAD DIFFERENT MEMBERS THAT HAVE BEEN INVOLVED IN THE EXECUTIVE BOARD WITHIN TRTC AND COG GENERAL ASSEMBLY, AND WE'VE HAD PEOPLE ON THE REGIONAL TRANSPORTATION COUNCIL.
